Se crea un departamento ejecutivo de gobierno con el nombre de Departamento de la Vivienda (en adelante denominado el Departamento). Estará dirigido por el Secretario que será nombrado por el Gobernador con el consejo y consentimiento del Senado (en adelante denominado el Secretario).
