These rules shall apply to all claims filed with the Program after the effective date of

the "Victims of Violent Crime Compensation Emergency Act of 1996." All claims filed

prior to the effective date of the "Victims of Violent Crime Compensation Emergency

Act of 1996" shall be processed pursuant to the Department of Employment Services'

Notice of Final Rulemaking (29 DCR 4453), effective November 7, 1982, as

implemented under the "Victims of Violent Crime Compensation Act of 1981."
