119.03 Unless expressly provided to the contrary by any rule or any section of the Revised Code, any rule adopted or amended by the chief pursuant to Chapter 1514. of the Revised Code shall apply to, and be the rule of, any division or other unit of the department of natural resources, which by virtue of a consolidation or reorganization pursuant to section 121.07 of the Revised Code, or by legislative action, succeeds to the responsibility of the division of mineral resources management to administer and enforce Chapter 1514. of the Revised Code.
