Defensive Driving Course Discount

Amendments to Regulation 607 went into effect on January 1, 2010. Section 8.4 of that
Regulation allows the Department to provide procedural guidelines and directives as may be
appropriate.
The changes in Regulation 607 are intended to streamline procedure for Delaware drivers to
receive certificates evidencing completion of an approved defensive driving course, while assuring that
drivers who take the courses are the same drivers receiving the premium discounts and 3 point driving
record credit.
Additionally, changes in course content were made to deal with today’s driving realities.
All on-line course providers are required to give the Department access information so that
department personnel can review those courses from time to time. All courses are required to certify to
the Department that course content has been changed to comply with the regulation amendments. All
providers have been sent notices of these requirements.
Approved course providers not in compliance face the possibility of administrative penalties,
suspension, and/or revocation of their course certifications.
Insurers are expected to abide by the Regulation’s requirements for application of the required
premium discounts.
