Any underground injection, except into a well authorized by rule or except as authorized by permit issued under the UIC program, is prohibited. The construction of any well required to have a permit is prohibited until the permit has been issued. [48 FR 14189, Apr. 1, 1983, as amended at 58 FR 63895, Dec. 3, 1993]
