To:

ALL ADMITTED INSURERS AND OTHER INTERESTED PARTIES

Subject:

CORPORATE APPLICATIONS AND SIMILAR FILINGS REQUIRING

DEPARTMENT APPROVAL BY YEAR-END 2003

An applicant seeking expedited processing of a corporate application for completion by year-end

2003 must submit the application so that the Department receives it no later than September 9,

2003. If an application is materially deficient at the time of filing, or if all deficiencies are not

cleared by November 13, 2003, the application may not receive expedited year-end treatment.

Holding company applications must be received no later than November 3, 2003, and all material

deficiencies resolved by December 11, 2003.

Applicants seeking expedited year-end treatment must submit the appropriate statutory filing

fee(s) with the application together with all supporting documentation and a letter explaining the

need for expedited treatment. Applicants will be expected to promptly respond to Department

requests for information.

This notice should not be considered an assurance that the Department will complete its review

of all such applications by the end of the year although every effort will be made to do so.

Consent to each transaction will depend upon its nature and whether the transaction raises

significant legal or financial issues which may preclude year-end resolution.
