The opinion

On Petition for Rehearing.

Before BIGGS, Chief Judge, and MARIS, GOODRICH, McLAUGHLIN, STALEY and HASTIE, Circuit Judges.

PER CURIAM.

The petition for rehearing raises no questions which were not fully argued to the court. We think that they were correctly decided. Since no judge who participated in the decision desires re.hearing and four circuit judges have not asked for rehearing in banc, the petition for rehearing will be denied.
