{¶ 29} I concur in the conclusion that the trial court's judgment must be affirmed, including the majority's determination that Section 3599.12

of the Ohio Revised Code is a strict liability statute. I write separately for the sole purpose of urging the legislature to consider whether Section 3599.12 should be amended to include a mens rea requirement. *Page 1
