In consultation with the Small Business Administration, the Administrator shall develop a plan to maximize the number and amount of contracts awarded to small business concerns (within the meaning given that term in section 3 of the Small Business Act ( 15 U.S.C. 632 )) and to meet established contracting goals for such concerns.
