Purpose and applicability.

Purpose and applicability. The purpose of this chapter is to establish policies and procedures to meet the requirement that precollege scholarships, as authorized in s. 115.43 , Stats., be awarded to economically disadvantaged pupils on a competitive basis and that criteria for the review and approval of applications for scholarships be established.
