The board is authorized to promulgate, in accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5, such rules as are necessary to implement this chapter. Acts 1984, ch. 1003, § 1; T.C.A. § 63-23-108 ; Acts 2008 , ch. 1016, § 1.
