(a) All fees and moneys from whatever source coming into the hands of the board shall be paid by the board to the state treasurer and become a part of the general fund. (b) The commissioner of finance and administration shall make allotments out of the general fund for the proper expenditures of the board. No expenditure shall be made by the board until allotment for the expenditure has been made by the commissioner. Allotments for the operation of the board shall be disbursed under the general budgetary laws of the state. Acts 1986, ch. 817, § 6.
