The commissioner is authorized and directed to promulgate rules in accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5, for purposes including, but not limited to: (1) General administration of the county incentive program; (2) Requirements for county plans; (3) Evaluation of plans submitted by counties; and (4) Termination of county participation. Acts 1981, ch. 491, § 8; T.C.A., § 41-10-108.
