Subpart 1. Authorization required. The manufacture of an explosive or explosive device, including small arms ammunition and blasting agents, is prohibited unless the manufacturer is licensed by the commissioner. This prohibition does not apply to hand loading of small arms ammunition prepared for personal use and not for resale. Subp. 2. Undue hazard. The manufacture of explosives or blasting agents is prohibited when the manufacture presents an undue hazard to life and property as determined by the commissioner.
