In a hearing before an unemployment law judge, a party may be self-represented or represented by an attorney or an authorized representative. Except for an attorney-at-law, no person may charge an applicant a fee of any kind. An unemployment law judge may refuse to allow a person to represent others in a hearing if that person acts in an unethical manner or repeatedly fails to follow the instructions of the judge.
