This chapter applies to the collection, permitting, possession, production, processing, marking, transporting, purchase, or sale of fish or aquatic plants, except for shellfish aquaculture on a leased or licensed area as described in COMAR 08.02.23 , which are the products of, or intended to be used for, aquaculture as that term is defined in Natural Resources Article, §4-11 A-01, Annotated Code of Maryland.
