These rules govern the manufacture and installation of modular buildings in Idaho, apply to persons engaged in th e business of manufacturing, selling, or installing manufactured or mobile homes for purposes of human habitation i n Idaho, apply to disputes between persons licensed as manufacturers, retailers, and installers of manufactured homes , and apply to the installation of manufactured or mobile homes in Idaho.
