## MS VEHICLE INSURANCE VERIFICATION SYSTEM

The purpose of this Bulletin is to bring you up to date on the implementation of the MS Vehicle Insurance Verification System, which pursuant to S.B. 2631, was to be operational on July 1, 2013.
The RFP to select a vendor for that program was published on October 5, 2012. HDI Solutions (HDI) and PASCO (PASCO), dba Validati, submitted bids. After fully evaluating the two bids, the Mississippi Department of Information Technology Services (ITS) determined PASCO to be the winning bidder.
HDI, as was their right, requested a Post-Procurement Review on January 18, 2013, and filed a protest on January 30, 2013. ITS responded to both the Review (January 23, 2013) and the Protest (April 4, 2013) affirming its earlier award to PASCO.
On April 9, 2013, HDI requested a review by ITS of the Protest decision. After conducting its review, the ITS Board affirmed the ITS Director's earlier selection of PASCO at its regularly scheduled monthly meeting on May 24, 2013.
Upon receipt of the written Board decision, HDI has the option of filing a petition with the Hinds County Circuit Court within thirty (30) days should they so choose. Having completed the Administrative Review Process, ITS is now able to begin contract negotiations with PASCO - until and unless HDI files a petition in Hinds Circuit Court.

MID's opinion is that the MS Vehicle Insurance Verification System will not be operational by July 1, 2013, due to the fact that the contract has not been negotiated or the system implemented. MID will continue to keep you informed of any future developments.
