MEMORANDUM 2002-5A

TO:

Motor Vehicle Insurers Licensed in Hawaii

FROM:

Wayne C. Metcalf, III

Insurance Commissioner

RE:

New Cost for Peer Review / No-Fault Challenges

On December 23, 1994, this office issued Memorandum 1994-24I, which established the

cost for a peer review at $304.00. The filing fee remained the same, $200.00, which brought the

total cost for a filing of a peer review to $504.00. That total cost has remained unchanged to this

day.

The Insurance Division has been aware for the past few years, however, that costs for the

conducting of peer reviews have increased. The Division has resisted approving the raising of

the cost for the conducting of a peer review due to the repeal of the Peer Review process and the

prospect that the number of challenges would decrease and eventually cease.

Unfortunately, challenges are continually being received and it has become difficult to

maintain a pool of qualified professionals to conduct peer reviews in 2002 at the 1994 cost

levels.

Therefore, effective July1, 2002, the total cost for a peer review will be $600.00, of

which $500.00 will be for the peer review and $100.00 will be allocated towards the filing fee.

Thank you for your cooperation in this matter.
