Greetings
Greetings to all our Elders,
Community Members and Relatives,
I would like to send all my condolences to all
the families that have lost loved ones this past
month. Also, to the family members that have
loved ones that our in the hospitals, our prayers
and thoughts are with you. All our families here
are very close and the generations before us
were the pioneers in White Shield.
We are winding down the Summer season
and Fall is right around the corner and we are
starting to look at the start of the first day of
school. With that said, we are having a Back
to School Bash in conjunction with the White
Shield School on Monday August 14th. We will
be providing $150 per student that are enrolled
with White Shield School at the Back to School
Bash. We will provide lunch and will be brining
comedians Lil Mike and Funny Bone for the
White Shield Students.
Disbursements will be distributed out August
9th this month. So far to date, the MHA
Nation has distributed over $450 million in
disbursements and also distributed over $60
million in Elder disbursements since 2008.
The MHA Nation has four different Investment
accounts. The First one is Goldman Sachs MHA
Tribal JTAC - $165,979,162; the Second one is
Goldman Sachs MHA Economic Development
Fund - $44,537,294; the Third one is
Goldman Sachs MHA Educational Trust Fund
$12,899,044; the last one is the MHA Nation
People’s Fund has $867,853,699. This does not
include the PL102-575 JTAC of $142.9 million.
As summer is ending, we will be busy with
projects in White Shield. I would like to have
a Segment Update around the middle of
September after United Tribes Pow-wow. These
are very important projects for our community
and the entire MHA Nation. The following is
an overview of the White Shield Projects for FY
2023:
• Master Plan Community Infrastructure
• White Shield Restaurant
• White Shield Veterans Center
• White Shield Boys & Girls Club
• Ralph Wells Complex Restoration/
Renovation
• White Shield Daycare
• White Shield Satellite Casino
• White Shield Professional Housing
The end of August we will be hosting the
Pawnee Tribe for the Annual Arikara/Pawnee
Reunion. The dates are August 31st - September
3rd at the White Shield Pow-wow grounds. The
activities have not all been confirmed but a draft
includes:
• August 31 - Pawnee Tribe Arrives
• September 1- Breakfast; Tour of Interpretive
Center, Earth Lodges and Pontoon rides in
White Shield, and Hand Games
• August 2 - Breakfast; Pipe Ceremony;
Lunch; Pow-wow
• August 3rd - Church Services
In conclusion I want again send prayers to
the family members in our community that
lost loved ones, and family members that
are in the hospital and are fighting terminal
illness. Nothing matters more than our family,
everything else is second.
I hope everyone has a safe rest of the summer
and make sure you make it out to Twin Buttes
and Little Shell Pow-wow. No more pow wows
for another year, so enjoy it well you can.

A homecoming
for veterans
Housing units for veterans
open up in White Shield

WHITE SHIELD — Services for veterans in the
White Shield community grew last week with
the grand opening of six housing units dedicated
solely to veterans and their families.
At a ribbon-cutting ceremony held June 9, the
construction of the homes just south of the
continued development taking place in White
Shield, is “a good thing for our veterans,” said
Bernadette White Bear-Hall, director of veteran
affairs in the East Segment.
MHA Nation tribal chairman Mark Fox
echoed the sentiment that these residential
units exemplify the dedication the tribe has to
veterans.
“People say ‘You should do something for the
veterans.’ That’s always a statement made by
many,” Chairman Fox said. “I want to be able to
stand here in front of you and say, ‘That’s what
we do.’ We do a lot of things now for veterans.
It’s a long time coming.’
Chairman Fox noted that services for veterans,
including a new veterans center in White
Shield (which White Bear Hall estimates will be
completed by August), are ongoing in White
Shield, as well as throughout the reservation.
“Now, we have a model system,” Chairman Fox
said. “If we do things right, there will be ten
times more of them on Fort Berthold. Homes for
veterans, in particular elders. We have a lot

more work to do, but now we’ve got the base, a
model, something to stem off of.”
While all the units have three bedrooms and two
bathrooms and have the same layout, two
of the units are fully Americans with Disabilities
Act (ADA) compliant, two have some ADA
features and the remaining two are not ADA
compliant.
Rent is based on income, but it is capped at $350
a month, White Bear-Hall noted. “We are not
here to put a burden on a veteran,” she said. “Say
a veteran gets out of boot camp, gets off their
first enlistment and they come home and need to

get established, they need to get a job, they need
to start saving money, they just had a little one.”
While under the management of Ree Lodge
Housing, the rent acquired from the veteran
housing will go back into it by means of helping
to pay for maintenance.
Of the six units, two are already assigned; a
“young family” and an elder will be the first
residents of the units, said JoDell Fox, director
of Ree Lodge Housing, adding that another unit
may be filled within the week. Including the
prospective residents, there are six on the
applicant list, as well as three who verbally
expressed an interest, she said.
Housing will be prioritized to White Shield
veterans, veterans enrolled in the Three
Affiliated Tribes, Native American veterans from
any federally recognized tribe and then veterans,
in that order.
“There are so many veterans that don’t have the
opportunity to come back home or there are
some veterans who don’t have the housing here,”
said Fred Fox, a member of the MHA tribal
council and representative for the East Segment.
“I asked the chairman ‘Can you help me out
on this? I really would like to do this.”
For Representative Fox, this housing project is a
personal thing.
After getting out of the Navy, he found himself
coming home to find that he couldn’t find
housing. The closest accommodation he could
find was Garrison, which made his daily
commute to college longer.
“It feels really good to have a place,”
Representative Fox said. “If they don’t have a
home, what good are we to honor our veterans?”

An Arikara Celebration for the books

WHITE SHIELD — A little rain on
Saturday evening didn’t stop the Arikara
Celebration from celebrating.
Far from it, thanks to a new roof which
was recently
installed at the powwow arbor.
Renovations at the arbor included tearing
up the grass and replacing it with artificial
turf. Early Friday afternoon before the
celebration was in full swing, a design of
windows on
the new roof casted an intricate shade
on the faux grass, installed to prevent
powwow dancers from getting wet and
dancing in unsavory and inclement
weather conditions – such as the
rainstorm which pelted White Shield
Saturday evening.
Before the celebration began – the first
grand entry was at 7 p.m. Friday – rows
of foldup chairs, many with their owners’
names inked on the back, surround the
arbor. Most vendors were just starting to
set
up that Friday afternoon, but some food
vendors were already open for business.
Around the periphery of the grounds,
RVs, tents and teepees were scattered
throughout; White Shield’s population,
even though temporary for the weekend,
surely doubled at the least.
By Saturday noon, the number of chairs
around the powwow circle grew, as did the
number of campers around the outside.
As the 1 p.m. grand entry neared, dancers
readied themselves as they got dressed in
their regalia, braided their hair and put
the finishing touches on
their appearance.
In all, the celebration boasted 19
registered drum groups, 15 visiting
powwow royalty and 436 dancers
representing 56 tribes from 17 states and
five Canadian provinces.

ZACHARY DAKOTA PFLIGER/YOUNGBIRD
JORDEN NOAH PFLIGER/YOUNGBIRD

Zachary Dakota Pfliger/Youngbird (Holy Eagle), was a curious
personality, who had no boundaries between real life and his
zest for Legend of Zelda, Anime culture (all things Anime), and
his search for how God fits into his life, or should I say, how he
fits into God’s. He believed humor was the best medicine, in
order for him to connect to family and friends. His connection
to life and God was at the heart of his questions for his
understanding of life.
Zachary was born in Springfield, Oregon, at McKenzie/
Willamette Medical Center, on November 12, 1994, to
Terence and Andrea Pfliger. He was diagnosed with Aspergers
Syndrome, a few years later, through tests conducted. This
type of Autism
didn’t stop Zachary from his search throughout his life, for the
meaning of him, his connection to God. This new faith came
about due to his strong support
system of family and friends, to help him adjust to life.
Zachary did accomplish two very important things in his
short life. He did finish his requirements to obtain a diploma,
through Bend High School’s Coop Transition Program in 2013.
In the Summer of 2022, with the love and support of his
parents and siblings Zachary embarked on the difficulty of
Disney Land, with a wheelchair as his
only means of transportation through the park. You see, his
cancer had advanced to the final stage, which left him very
weak and unable to effectively walk.
His dream was to complete a Lightsaber, from the Build-aLightsaber workshop, at the Star Wars attraction park.
In closing, I would like to say that through all the crazy
adventures, I experienced with Zachary. It was Zachary, who
felt the most love for his heritage, for
his Native American Traditions.
He will be remembered, if not for his deep respect for his
Ancestors.
Zachary and Jorden are survived by their parents,
Terence Pfliger and Andrea Duke; siblings, Michaela, Alex, and
Jaden Pfliger, Kayla and Samantha Duke.
In addition to their brothers and sisters, they are mourned
by their aunts and uncles, along with their many cousins and
relatives of the MHA Nation, which they deserved to know
more about, as they lived.
Finally, I would like to thank all family members that donated
their time and money, in helping me to get to
this point, in celebrating these children’s lives. I really couldn’t
have accomplished these plans without my amazing family.
Jorden Noah Pfliger/Youngbird (Looking Elk), passed away on
February 23, 2023, from an unexpected, tragic circumstance. He
was cut down so short in his youth. I want all of his family and
friends to remember him as he was in this life. I want to always
cherish his energy, his ability to generate
positivity, and all of his ideas, to help in any way he could. I
would also like to remember my son, the real man’s man. Tough,
but empathetic to all. My son
would love his time in nature. He would go on hunting and
fishing adventures throughout the year when he was old enough
to handle weapons responsibly. But when he wasn’t hunting or
fishing, he had a real passion for big trucks. He had two special
4x4s, he would spend so much time modifying during his spare
time after working and putting in a hard day’s work, as a roofer
apprentice. These hobbies and special skills were amplified all the
more after he finished and graduated from Mountain View
high school in Bend Oregon in the summer of 2018.
Jorden Pfliger was born on May 9, 2002, to parents
Terence and Andrea Pfliger, at McKenzie/Willamette Medical
Center, in Springfield, Oregon.
Jorden was raised with a deep respect for family but was always
getting into more and more difficult adventures around his
environment (climbing trees, hiding from everyone, etc.).
Such an energetic, young man, Jorden grew to respect all
animals, wild, and domesticated types. He was always aware of
what it meant to respect nature, as it was very apparent with the
family pet, Cooter. A
yellow lab that was treated with special affection, reserved for
those of a special connection.
I would also like to point out that his passion stretched out to
metal smithing as well, beyond his love of animals. This all
accumulated, and eventually
brought him a love of guns and the love of collecting antique
weapons. I like to think that all of my sons’ endeavors were an
outlet for the big, amazing world
of nature.
Zachary and Jorden are survived by their parents,
Terence Pfliger and Andrea Duke; siblings, Michaela, Alex, and
Jaden Pfliger, Kayla and Samantha Duke.
In addition to their brothers and sisters, they are mourned

Cinnamon Banana Pancakes
This healthy recipe comes from NDSU Extension.
INGREDIENTS
•
2 large bananas, ripe to overripe
•
1 teaspoon cinnamon
•

2 eggs
1 teaspoon baking powder
½ cup skim milk or almond milk
1 cup whole-wheat flour
Maple syrup or fruit to serve
DIRECTIONS
In a bowl, add bananas. Lightly mash
with a potato masher or a fork, but
not too much. Leave small chunks of
bananas to make fluffy pancakes Add
all remaining ingredients to banana
mixture, mixing well. In a frying pan,
cook pancakes over a medium-low
heat. Use ½ cup of batter for each
pancake and flip once edges get
bubbly.
