Final Revised Rule Approved for Implementation of NAGPRA Act

The U. S. Department of the

Interior on Dec. 6 announced

a final rule to revise regulations that implement the Native

American Graves Protection and

Repatriation Act (NAGPRA).

These regulations provide sys-

Fishing Dock & Walkway Installed at Veterans Lake

“On behalf of the Sac and Fox Nation we are so

pleased to announce the construction of a new

fishing dock located at the Veteran’s Lake on SH

99 just south of Stroud! The fishing dock was

commissioned to be built by the Business Committee of the Sac and Fox Nation in August of

this year and was completed on November the

29th 2023. All proceeds for the project were derived from the American Rescue Plan Act. This

type funding is very instrumental in community

development projects such as this one. We feel

this amenity will bring value and access to this

beautiful natural resource. Before the construction of the dock, it was difficult for the elderly and

handicapped to take advantage of the activities

located at the lake. We now hope that everyone

will be able to enjoy its beauty, and the activities that the Veteran ‘s Lake is known for. The

Sac and Fox Nation believes that an investment

in the community is an investment in its people.

We sincerely hope that this fishing dock will provide lasting enjoyment, and memories for years

to come.,” stated SFN Economic Development

Letter to Chief Randle Carter

Dear Principal Chief Randle

Carter,

I wanted to share my excitement and gratitude with you

and the Sac & Fox Nation about

what I witnessed at the Chicago

Blackhawks game in Chicago

Illinois, November ’22.

It was your tribal members on

ice and present for the honoring of the Chicago Blackhawks

Native/Indigenous Peoples recognition night. This made me

swell with pride, as not only a

proud member of the Caddo

Nation, but also how they represented the peoples of the Sac

& Fox Nation, and all of Indian

country. Your tribal members

did a fantastic job, and they did

it with absolute class!

The next day following the

game, I had the pleasure/coincidence of sitting in the airplane

waiting area with the same

members I saw on the ice the

night before because we shared

the same flight back to OKC. I

have been told I have never met

a stranger, because I talk to everybody, and the airport was no

exception.

Because I am horrible with

names, I will not attempt to slander anyone’s name, but I walked

up to who I believed was the organizer/group leader and began

to chat with him. I told him I

was at the Blackhawks game the

night before and as a member

of the Caddo Nation, I thought

they represented all of Indian

Country with utmost class and

wanted to shake his hand.

He thanked me and promptly introduced me to a few trib-

al elders who were veterans of

foreign wars and I thanked them

for their service as well. I told

him I worked for the Air Force

and was aware of the cool thing

they were doing with the dedication of the helicopter on location at Sac & Fox land. Without

a second delay, this gentleman

presented me with a coin commemorating this great event.

As someone who has worked

for the Air Force for many years,

“being coined” as we call it, was

an unbelievable experience because you always remember by

who what it was for and where

it took place. Now this coin is

on full display for everyone to

see in my coin display at Tinker.

Not only was the coin cool, but

this same gentleman was going

to literally give me the shirt off

his back which the Blackhawks

charities produced to celebrate

the event also. I told him I appreciated his generosity but would

gladly pay for one through the

Blackhawks charities website.

When we were parting ways

to our assigned seats on the

plane, your members cordially

invited me to come up and view

the monument in Stroud, and as

an aviation geek I greatly appreciated this gesture and will be up

there soon.

My family trip was packed

with great moments, but the one

I will always look back on fondly is meeting and speaking with

your tribal members and what

great and selfless people the Sac

& Fox are!

items in their collections.

“The

Native

American

Graves Protection and Repatriation Act is an essential tool for

the safe return of sacred objects

to the communities from which

they were stolen. Among the

updates we are implementing

are critical steps to strengthen

the authority and role of Indigenous communities in the repatriation process,” said Secretary

Deb Haaland. “Finalizing these

changes is an important part of

laying the groundwork for the

healing of our people.”

Enacted in 1990, NAGPRA,

which is administered by the

National Park Service, requires

museums and federal agencies

to identify Native American human remains, funerary items,

and objects of cultural significance in their collections and

collaborate with Indian tribes

and Native Hawaiian organizations to repatriate them.

“NAGPRA is an important law that helps us heal from

some of the more painful times

in our past by empowering

Tribes to protect what is sacred

to them. These changes to the

Department’s NAGPRA regulations are long overdue and will

strengthen our ability to enforce

the law and help Tribes in the

return of ancestors and sacred

cultural objects,” said Assistant Secretary for Indian Affairs

Bryan Newland.

“The new NAGPRA final rule

is the result of many months of

nation-to-nation consultation,

collaboration across the Department and federal family.

It represents an all-of-government approach to respecting and

strengthening our Indigenous

connections, enhancing our nation-to-nation relationships, and

fully upholding our trust and

treaty responsibilities,” said Assistant Secretary for Fish and

Wildlife and Parks Shannon Estenoz.

In October 2022, the Interior

Department published a proposed rule for public comment

and received 181 individual submissions that yielded over 1,800

specific comments. The final

regulations incorporate input

from all comments, especially

those from Tribes and NHOs to

the maximum extent possible.

The final rule makes a number of changes, including:

• Strengthening the authority

and role of Tribes and NHOs

in the repatriation process by

requiring deference to the Indigenous Knowledge of lineal

descendants, Tribes and NHOs.

• Requiring museums and

federal agencies to obtain free,

prior and informed consent

from lineal descendants, Tribes

or NHOs before allowing any

exhibition of, access to, or research on human remains or

cultural items.

• Eliminating the category

“culturally unidentifiable human remains” and resetting the

requirements for cultural affiliation to better align the regulations with congressional intent.

• Increasing transparency and

reporting of holdings or collections and shedding light on

collections currently unreported

under the existing regulation.

• Requiring museums and

federal agencies to consult and

update inventories of human remains and associated funerary

objects within five years of this

final rule.

City of Shawnee Announces

Native Homeless Alliance

The City of Shawnee, Okla.

has announced the local Native

Homeless Alliance has made

significant progress within the

first few months since its creation.

Formed in July of 2023, to

tackle Native American homelessness in the community, the

Alliance is comprised of 26

members representing important programs and services of the

Absentee Shawnee Tribe, the

Citizen Potawatomi Nation, the

Kickapoo Tribe of Oklahoma,

and the Sac and Fox Nation.

the Business Committee for the

past few months.

Since installation in office in

September, 2023, we have had

9 Business Committee meetings

and 1 RAP Governing Council.

Ahead of the recent 2023 White House

Tribal Nations Summit, Assistant Secretary for Indian Affairs Bryan Newland

announced that the U. S. Department

of the Interior is transferring more than

$300,000 to the National Fund for Excellence in American Indian Education,

a federally chartered charitable nonprofit corporation established by Congress

to further educational opportunities for

American Indian students attending

ance meets monthly to aid Shawnee area

tribal members experiencing homelessness. The Alliance’s effort evolved from

the discovery that 31% of Shawnee’s

homeless population is Native American,

in contrast to the 13% of Shawnee residents who are tribal members.

In collaboration with the City of Shawnee’s Homeless Program, the Alliance

set a goal of decreasing Native American homelessness by 50% ahead of July

2024. As of November 2023, the Alliance has already cut the Native American

homelessness rate in Shawnee to 22%.

Over the coming months, the Alliance

will continue to work with the Shawnee

Homeless Program to identify and address the needs of tribal members.

As part of the Shawnee Homeless

Roundtable, which includes the Native Homeless Alliance as well as other

non-profits, service providers, and religious institutions, the City of Shawnee

Homeless Program relies primarily on

volunteers and donations. Community

involvement is key to ending homelessness.

In 2008 the Assistant Secretary of the

Interior – Indian Affairs issued a federal

corporate charter that empowers the Sac

and Fox Nation to positively economically impact the Nation.

Due to the BIA’s Regional Office rejection of the legitimacy and validity of

the Charter, we formally met in-person

on December 5, 2023 with Assistant Secretary – Indian Affairs Bryan Newland

seeking clarification on the Department’s

official position concerning the validity

of the Charter and respectfully urged the

Department to confirm that the Nation’s

charter is valid. We are now awaiting a

written response from the Assistant Secretary.

For future updates, I am encouraging

my fellow Business Committee members

to write about important information as it

arises. Be safe and be well.

Secretary of the Interior Deb Haaland announced the renewal of the Fund,

which had been inactive for decades, at

the 2022 White House Tribal Nations

Summit. This investment will allow the

Fund to continue its efforts to undertake

projects for the direct benefit of students

attending Bureau of Indian Education

schools.

“We have worked closely with the

National Fund for Excellence in American Indian Education since Secretary

Haaland announced the renewal of the

nonprofit last year, and we’re pleased to

see the progress the board has made so

far,” said Assistant Secretary for Indian

Affairs Bryan Newland. The Fund’s

mission is to promote educational opportunities through increasing the available

resources by bringing together revenue

from philanthropic, private and public

sectors. This investment will measurably

improve the academic and life outcomes

for students and will support the Bureau

of Indian Education’s mission of delivering a culturally relevant, high-quality education, which includes Native language

revitalization efforts.

“The Fund aims to be a catalyst to support the transformation of the BIE into a

model of Indigenous Education and exemplar of what education can embody

for Native American youth,” said Kara

Bobroff, chair of the National Fund for

Excellence in American Indian Education board of directors. “The Fund’s work

is grounded in ‘re-imagination,’ meaning

our priority is to ensure culture, language

and student wellbeing are at the forefront

of every student’s educational journey.”

SFN Housing Authority Hosts Ribbon Skirt, Beading Classes During Heritage Month

During the Native American Heritage

Month of November, the Housing Authority of the Sac and Fox Nation (HAS-

FN) hosted a ribbon skirt making class

and a beading class. The classes were

conducted by Sac and Fox tribal mem-

bers, Ashley Francis, Margaret Franklin

and Marquisha Torres.

“Thank you to everyone who participated in the HASFN ribbon skirt making

class and beading class for Native American Heritage Month. Huge shout-out to

Sac & Fox tribal members, Ashley Francis, Margaret Franklin and Marquisha

Torres, for conducting the classes. More

classes/workshops to come in the future,” said Housing Authority staff member Kandice Taylor.

Hello Tribal Members,

Hope everyone had a safe and enjoyable Holidays with Family. We would

like to start off with a ‘Thank You’ to all

the volunteers that came out on Sunday,

December 17, 2023, to help with the Education Department Christmas Santa’s

Bash.

The Bash was for Sac and Fox Nation

students only, Pre-K and 12th grade students. Tribal students had to present their

tribal membership card and be in person to receive a $30.00 VISA Card and

a blanket with the Sac and Fox Nation

Logo. We served 150 students with the

mention items.

This event was not intended to be a

Christmas Party, just a come by and sign

Activity Committee Announcement

The Sac & Fox Nation Activity Committee is comprised of tribal member

volunteers who have the desire to promote activities within our tribe. The

Activity Committee is open to all Sac & Fox Nation tribal members as well

as non-tribal members.

The Activity Committee will hold a regular meeting the first Tuesday of

every month at 6:30 pm in the Shawnee Multi-Purpose Building. Meetings

are open to the public. The Activity Committee encourages membership,

ideas, suggestions and/or concerns of the organization and hosting events.

PHILOSOPHY

Indians are born speaking our languages. For some of

us, they lie dormant within our bodies. They are looking

for a way out. God gave us these beautiful languages. All

of us hold them in a sacred manner within. There is no

such thing as an Indian person who cannot speak Indian.

Our language programs find these languages within

our bodies. They bring them out through our mouths and

deliver them to their rightful resting places within our

hearts.

Former SFN Chief Kay Rhoads Hosts

Tulsa Global Alliance Visitors

Former Sac and Fox Principal Chief Kay Rhoads, standing, hosted a group of

24 representatives of foreign countries on Dec. 8 in the Sac and Fox Nation’s

Truman A. Carter Center in Stroud. The visitors were in the state as part of

the Tulsa Global Alliance (TGA), and former Chief Rhoads presented a brief

history of the Sac and Fox Nation and its people. TGA is celebrating 40-plus

years of serving the Tulsa community by advocating for and furthering the

principles of “citizen diplomacy” through international visitor programs, Sister

Cities relationships, global education efforts, and trade and business seminars.
