Notice of Proposed Regulations

PGST Gaming Regulations, Chapters 1, 2, 4, 6, 7, 8, 9, and 10

PUBLIC NOTICE

The PGST Gaming Commission proposes to adopt eight additional chapters of the PGST Gaming

Regulations and now makes these chapters available for public comment at

https://ecode360.com/PO6989/documents/Gaming_Commission

Comments are due by October 1, 2026.

HOW TO COMMENT

Submit written comments to the Commission by the due date via email at tgagc-dl@pgst.nsn.us; or in

person or via mail at 7989 NE Salish Ln, Kingston WA 98346.

BACKGROUND

The PGST Gaming Commission continues its work on a new set of Gaming Regulations.

As previewed in a prior notice, the Commission is now presenting all remaining chapters together instead

of one at a time. Chapters 3 and 5 were already posted for comment earlier this year. These eight

chapters make up the rest of the Tribe’s regulatory framework for gaming.

WHY THIS BATCH MATTERS

These eight chapters cover how the Commission will regulate gaming on tribal land: who has

authority to act, how licensing works, how issues are investigated and enforced, and how a

hearing happens if someone disputes a decision. If you hold a gaming license, work in gaming

operations, or do business with The Point Casino & Hotel, these changes are worth a close read

before the comment period closes. These draft chapters codify many current practices. They also

adopt and implement some new best practices. The intent behind this entire effort is to produce a

single set of rules for licensees and regulators to follow, which will be publicly available online and

subject to change only through formal legal process.

FAQ

Q. What do these chapters do?

A. Together, they cover how the Tribal Gaming Agency is set up, how it licenses and oversees gaming

operations, how it investigates and enforces the rules, and how a hearing works if someone disputes a

decision. These chapters set the standards for those who work in gaming at PGST, as well as those who

regulate it.

Q. Why are eight chapters coming out at once?

A. These chapters work together and directly affect gaming operations, so the Commission wants people

reviewing and commenting on the whole picture at once rather than piece by piece.

Q. Does this affect me?

A. If you hold a gaming license, work at The Point Casino & Hotel, or do business with it, yes — these

chapters set the rules for licensing, oversight, and enforcement that apply to you. If you're not involved in

gaming operations, these chapters are less likely to affect you directly, but you're welcome to comment.

Q. How do I submit a comment?

A. Email tgagc-dl@pgst.nsn.us or submit in person or by mail to 7989 NE Salish Ln, Kingston WA 98346,

by October 1, 2026.

Q. What happens after the comment period closes?

A. The Commission will review all comments received before deciding whether to adopt these chapters,

with or without changes.
