We'd like to say
8
We want to welcome our tribal members.
Your
9
presence here tonight tells us you're concerned,
10
and I don't think you would be here tonight
11
because of personal reasons.
12
tonight concerned about the tribal business of our
13
Lumbee people, so we're glad to have you with us.
14
At this time, we'll look at our agenda.
15
everyone would, take your agenda for tonight, and
16
go down below committee reports.
I hope you're here
If
17
I have one more item to add there.
It's
18
comments from Mr. Ron Oxendine, the CEO of our
19
Lumbee Tribe Enterprise.
20
president of LTE asked me to put that out on the
21
agenda tonight, and Mr. Chairman, Mr. President,
22
and Mr. Ron, I would ask that you -- and I did it
23
tonight because we need to talk about it, but from
24
now on, see if we can't work through the program
25
to committee -- we do have an economic development
Mr. Chairman and the
6
1
committee and make them aware of your presence
2
here, so then it's just a matter of going to them
3
and them coming to me to put it on the agenda, so
4
I would ask that you -- and I'm not saying you
5
overstepped because you did request it, but I ask
6
that you go through the appropriate committee to
7
make a presentation, and especially if that
8
presentation later on requires some action, and no
9
action will be taken tonight, but something will
10
be said tonight that will have to go to a
11
committee for action, so we ask that you, please,
12
take that into consideration.
13
reports, we will allow Mr. Ron to make some

comments.

MR. BILL BREWINGTON:
Any oppose?
Okay.
If you
23
would -- I hope you've had time to review tribal council
24
minutes -- and on this, I talked with Ms. Belinda, and I'm
25
asking her to provide this package to you that request it.
7
1
I get it on my computer, and I pull up the pages I need,
2
and I make my notes on mine, and you probably couldn't read
3
them, but if you request from her that you want a package
4
tonight at the meeting, she will provide it, but otherwise,
5
we will allow you to just pull it up on your computer.
6
the past, every night I come up here, I'd already have my

stuff out, and if this one falls in there, I'd get

confused, so please work with Ms. Belinda on that.

She will provide it if you request it.
10
What's the wishes of -- any comment or

changes or corrections on our minutes?
12
MR. ALTON LOCKLEAR:
Make a motion we approve.

MR. LARRY TOWNSEND:

MR. BILL BREWINGTON:
I don't know who made that.

Mr. Townsend made that second, I think.

MR. BILL BREWINGTON:

Thank you.
19
Motion carries.
Our next item is community comments.
We
20
got two comments, and we'd like for those folks when you
21
come to the mic, remember that you're presenting your
22
concern to the tribal council, and that you have three
23
minutes, and also, for you to state your topic of what you
24
will discuss and what district you represent.
25
time, we call Mr. Lynn Jacobs.
So at this

MS. JADA BROOKS:
Good evening.
This presentation
10
is regarding sort of a progress report or update about the
11
project that we presented to you last year, the Intertribal
12
Talking Circle for the Prevention of Substance Abuse in
13
Native Youth.
14
jog your memory for those of you who may not recall the

project.

23
I just wanted to give you a brief summary to

their lives in a positive way.

you are familiar with that, but it's typically

principal investigators and some of the other

8
Do you have anything to add?
9
DR. DEESE:
We just appreciate the schools and the

students.

MS. JADA BROOKS:

I haven't been able to present it to the tribe, but I did

want to do that tonight.

It's a Cherokee Syllabary by Sequoyah, and to
5
me, this symbolizes the different -- symbolizes
6
differences.
7
whether language, tribal affiliation, or culture.
8
Through this project, we've been able to set aside

our individual differences and unify as native
10
peoples toward a greater goal: to provide our
11
children, our future, with the tools to be
12
successful.

MR. BILL BREWINGTON:
My wife asked me why I wore

this new sports coat she bought me for my birthday, so when

At this time, we're going to go into committee
MS. JANIE MCFARLAND:

The finance committee

The first ordinance is CLLO-2015-0917-01,

22
MR. BILL BREWINGTON:
23
That's Amendment 7?
So
you're presenting Amendment 7 to the council?
24
MS. JANIE MCFARLAND:
Yes.
25
MR. BILL BREWINGTON:
Amendment 7 is being
15

presented from the finance committee.

MR. JARROD LOWERY:

What's the wishes of the

Thank you, Mr. Speaker.
I

MR. BILL BREWINGTON:
21
MR. JARROD LOWERY:
Mr. Jarrod?
Thank you, Mr. Speaker?
I
22
know we just went over it in the committee, and I have been
23
told that Mr. Al Locklear has been very instrumental in the
24
line 7000, and we really do appreciate that.
25
to hear for the $15,000 to be used later on in the year,
I just want
16
1
but we had already talked as a council before about
2
increasing the tribal -- what the chairman and what each
3
one of us gets per month, so this year would go up from
4
$100 to $200 a month, and what we will be able to do when
5
the other $200,000 comes in later in the month is replace

this would increase it to?

MR. JARROD LOWERY:

Amendment is to be used to address following, (see

13
Therefore, the NAHASDA budget is amended in
14
the amount of $281,677.60 to the "FISCAL YEAR
15
OCTOBER 1, 2015-SEPTEMBER 30, 2016 LUMBEE TRIBAL
16
BUDGET ORDINANCE", and,

MR. BILL BREWINGTON:
5
MS. ANITA HAMMONDS BLANKS:
Any
Mr. Speaker?
Ms. Anita?
I have a question.
6
Last year, the -- this tribal council did a budget
7
amendment, and what was presented to us was grant revenue
8
carryover, Grant Year 13-14, and I'm reading from the
9
document we received from the administration, and this says
10
Grant Year 13-14, budget balance less Grant Year 14-15
11
carryover.
12
how then do we have this document with the grant year
13
carryover for the year 13-14 for $5.4 million?
14
increase?
15
16
17
That amount was $3.5 million.
My question is
How did it
MR. BILL BREWINGTON:
Ms. Janie, can you speak to
MS. JANIE MCFARLAND:
I -- not really because it
that?
18
was brought to my attention just shortly, and I don't know
19
if anyone from finance is here.
20
MR. BILL BREWINGTON:
21
forward and speak to that?
22
MS. SHARON BLUE:
Ms. Sharon, can you step
Okay.
The document that you
23
have -- the total carryover amount, which we have projects
24
within there, is $3.7 million.
25
$281,000 needs to be reallocated to our budget that just
Of that $3.7 million,
22
1
ended.
2
3
MR. BILL BREWINGTON:
Stay still unless somebody's
got a question.
4
MS. ANITA HAMMONDS BLANKS:
5
MR. BILL BREWINGTON:

else?
7
Anyone else on this issue?
8
Mr. Speaker?
Wait a minute.
Then I'll let Ms. Anita go again.
Okay.
MS. ANITA HAMMONDS BLANKS:
Anybody
Anyone else?
Ms. Anita?
My question is, Ms.
9
Sharon, with last year, the carryover amount minus the
10
carryover for 14-15 was only $3.5 million.
How then can it
11
this year have increased to $5.4 million?
That's the part
12
I don't understand.
13
14
15
16
17
MS. SHARON BLUE:
Where is the $5 million coming
from?
MS. ANITA HAMMONDS BLANKS:
It's on this document
you gave us with -- for this amendment.
MS. SHARON BLUE:
On the first page.
On the first
18
page, the total revenue is $3,746,202.
19
and that's the only amount we're saying we carried forward
20
for this period.
Of that amount, only $281,677.60 needs to
21
be reallocated.
If you look at your document, the items
22
that are in yellow are carryover projects, and then the
23
gray color is the proposed allocation of the $281,000.
24
25
MR. BILL BREWINGTON:
Of that amount,--
Ms. Sharon, I think her
question is how it's got $3 million and another's got $5
23
1
million.
I think that's the questions she's trying to get
2
cleared up.
3
MS. SHARON BLUE:
4
MR. BILL BREWINGTON:
5
Will you come up here and
let Ms. Anita show it to you so we can move on?
6
(Pause)
7
MR. BILL BREWINGTON:
8
Sharon.
9
for all of us.
10
11
I don't see the five.
Go back to your mic, Ms.
If you would, go back to your mic and clear it up
MS. SHARON BLUE:
Does anyone have a copy of the
14-15 budget?
12
MR. BILL BREWINGTON:
That's why it's good to have
13
your finance officer to deal with this kind of thing.
Ms.
14
Sharon, if you'd feel more comfortable, I'll ask Ms. Janie
15
to move that we table this and go back to committee and let
16
you meet with the committee and clear this up and bring it
17
back to the full council.
18
something tonight that you're not clear on, that we're not
19
clear on.
I hate for us to vote on
20
MS. SHARON BLUE:
Yeah.
21
MR. ALTON LOCKLEAR:
I'd like to offer an
22
alternate motion.
Rather than approve this document that
23
we -- for some time now, we haven't had veterans services,
24
and that money is in the budget.
25
bare with me a moment -- page 4 under veterans.
If you turn to page -It's been
24

some time that we've finally gotten HUD's approval to
2
reinvest back into our veterans services, and I do know
3
that the veterans department is of need of this $60,000 --
4
MR. BILL BREWINGTON:
So your motion --
5
MR. ALTON LOCKLEAR:
My motion is to --
6
MR. BILL BREWINGTON:
-- is to approve the
7
veterans portion?
8
MR. ALTON LOCKLEAR:

9
portion, which is $60,799.88, and the rest of it will be
10
tabled.
11
MR. LARRY TOWNSEND:
Second the motion.
12
MR. BILL BREWINGTON:
Mr. Townsend seconds that.

11
MR. BILL BREWINGTON:
Mr. Ron, I ask before you

13
LTE is and we council -- so you don't stand up there for a
14
few minutes talking and we don't know what you're talking
15
about.
16
what you do, what LTE is.
17
MR. RON OXENDINE:
In layman's terms, tell us exactly why you're here,
Lumbee Tribe Enterprise, LLC is
18
the for-profit part, as I describe it, for the Lumbee Tribe
19
of North Carolina, and what that means is you have a
20
company that is formed for our people that authorized --
21
who's function is to go out and obtain federal contracts,
22
state and local for the government to create for-profit
23
money or in your terms, unrestricted money, for use by the
24
tribe.
25
Tribe Enterprise is.
That is the simple layman's term for what Lumbee
27
1
I will clarify one thing.
I'm not the CEO.
2
I do call myself the COO, the chief operating
3
officer, but Mr. Terry Hunt is the president.
4
He's the guy in charge, and he gets to explain
5
everything I get to stand up here and say today.
6
I presented out a brief for you that I want to
7
walk you through, and it's got part of the history
8
of us in there as well, and Mr. Speaker, there is
9
an action needed for this presentation, but not
10
for tonight.
It's just for later -- but anyway.
11
First thing I want to tell you about is who
12
the board of directors is that's part of Lumbee
13
Tribe Enterprise.
14
provides the leadership and guidance to LTE, and
15
if you go to page 2, former Chairman Paul Brooks,
16
in this capacity is determined by the Lumbee Tribe
17
of North Carolina.
18
board.
19
rotating position, so whoever the current
20
presiding chairman is, that position is designated
21
for him/her.
22
that's been submitted to SBA for approval.
23
process takes about 90 days or earlier.
24
replace Paul Brooks until that package is approved
25
by SBA.
The board of directors actually
He is currently still on our

It's a permanent

Terry Hunt is our president
He's also in a rotating position.
11
Mr. Alton Locklear's package is pending to be

13
about tonight.
14
council appointee.
15
representative to the board of directors for LTE.
16
Mr. Kernice Locklear is also a member or permanent
17
director, and I am a permanent director.
18
Brian Locklear is also a tribal
In other words, he's your
I'll tell you permanent means it's a 15-year
19
position, effective 1 September 2011.
Now, why am
20
I here tonight?
21
next slide where we talk about an SBA meeting.
22
the 4th of February of this month, Terry Hunt and
23
Tammy Maynor met with the Lumbee Tribe's Business
24
Opportunity Specialist up in Charlotte at the SBA,
25
Ms. Mia Fagley -- Fagley.
The reason I'm here is on the
On
Let me say that
29
1
2
correctly.
The purpose of that meeting was just to go do
3
a face-to-face, let her know who Lumbee Tribe
4
Enterprise is, listen to the people.
5
get to know her because she just flew in from
6
Denver, Colorado.
7
experience working with tribal companies as well
8
as Alaska natives, so it was our or Tammy and
9
Terry's opportunity to go meet with her
10
face-to-face and sit down and go and talk about
11
LTE in a get-to-know-you fashion.
12
things that Ms. Fagley brought up that is an issue
13
with LTE is the structure.
14
which means the board of directors, which I gave
15
you the list on the previous page, there are two
16
rotating positions that are on the board of
17
directors: the chairman and also the economic
18
development chair.
We needed to
She also had a lot of
One of the
Now our structure,
19
Now, in the past, there's always been an
20
economic development chairman selected by the
21
tribal council in January.
22
Change of Management Package we have to submit to
23
SBA for approval so that we can do our normal
24
operations for LTE.
25
things that that Change of Management Package
That results in a
I put down in red one of the
30
1
does.
2
situation where you're not fully able to benefit
3
in the 8(a) Program.
4
the next slide.
5
It kind of puts you in a limited operating
Okay.
What does that mean?
I'll explain that on
When you do a Change of
6
Management Package, the first things that you're
7
not allowed to do: you're not able to create any
8
joint ventures ergo any new companies where you
9
see an opportunity to do work, nor are you able to
10
submit a Mentor Protege package, and I'll tell you
11
what these two packages are.
12
when you team with a company to form a company for
13
the Lumbee Tribe of North Carolina that will have
14
8(a) certification, and it will be an opportunity
15
for that company to pursue specific or any
16
specific contract.
17
also allowed to be awarded up to three contracts
18
before the joint venture comes to an end.
19
A Joint Venture is
In addition to that, you're
The board has a pending joint venture that's
20
in place, but we're not able to submit that
21
package right now because Chairman Godwin's
22
package is going through the Change of Management
23
process.
24
through Mentor Protege with a company in Tampa,
25
Florida.
Mentor Protege -- we've agreed to go
That Mentor Protege -- that means that
31
1
company will be our mentor, and they will help us
2
acquire contracts and work with us and train us on
3
business development and all the activities
4
associated with trying to grow and the operations
5
of a company.
6
That's been agreed to occur, but again, we can't
7
submit the package pending the Change of
8
Management Package for Chairman Godwin.
9
That is a formal SBA process.
What can you do?
Continue to market and
10
pursue contracts.
11
continue to bid on 8(a), Small Business, and Full
12
and Open opportunities, and you can also obtain
13
Sole Source Contract Awards from the government,
14
and when we say Full Source Opportunities, that's
15
when you heard me talk about the opportunity to
16
get $22.5 million-dollar contracts; sole source.
17
Okay.
What that means is you can
Today,-- on the next slide, the board,
18
as a result of our meeting with SBA, had a board
19
meeting.
20
was to discuss the Change of Management Packet or
21
issues of constantly doing Change of Management
22
Packages.
23
today was obviously to retain Chairman of the
24
Lumbee Tribe of North Carolina as a rotating
25
position.
The primary reason of that board meeting
The board recommendations that came out
That only occurs every three years
32
1
and/or six, so you don't have to do a change but
2
once every three years.
3
The change of the economic development chair
4
position -- we are recommending that it become a
5
permanent position.
6
September 2011, but in addition to submitting that
7
package, it will also require an update to our
8
operating agreement for LTE.
9
would have to tell SBA how it changes, the way
10
LTE's board will function, and that's also part of
11
the package that we'll deal with.
12
going to recommend or what will happen is that
13
instead of the economic development committee
14
chairperson being automatically assigned the
15
board, which is also a Change of Management
16
Package, what we're going to recommend to you is
17
that we take or leave that position a second
18
tribal council appointed position.
19
words, you have another opportunity to go out and
20
tell us who the person is you want to fill in that
21
position.
Again, 15 years beginning 1
In other words, we
Now, what we're
In other
Who do you want?
22
Specifically, if you look at the next
23
bullets, you'll see some options, and these are
24
just recommendations.
25
current economic development committee chairman.
Mr. Alton Locklear is the
33
1
He is in line to take that position, and the
2
tribal council can let him continue down that path
3
and appoint him as the permanent representative to
4
the LTE board.
5
have the option to go out and identify someone
6
completely different, but that's why we want to
7
give you basically 30 days to discuss, address,
8
ask questions, or whatever to meet that deadline.
9
If you don't like that option, you
You see my last bullet down there.
It's
10
critical to me that you make this decision next
11
month or by the next monthly meeting because it's
12
anticipated that Chairman Godwin's package should
13
be approved about that time, which means the
14
Mentor Protege package that we've been waiting to
15
submit -- it is critical because the proposal has
16
been submitted -- can immediately be submitted and
17
subsequently approved.
18
process could also take 60-90 days.
19
your appointee and make that Change of Management
20
Package for that permanent tribal council
21
appointed position, and then you'll only have to
22
do it one more time, so what we're trying to do is
23
take every advantage that the SBA gives to LTE so
24
we can fully participate in 8(a) -- where we can
25
do joint ventures anytime we want.
Then, after that, the
Then we take
We can
34
1
establish -- you can do multiple Mentor Proteges
2
although that's I don't think in our future -- at
3
least use all the opportunities from SBA.
4
So that's what we're recommending to the
5
tribal council, and again, I think 30 days should
6
be enough time, Mr. Speaker.
7
for your action.
8
MR. BILL BREWINGTON:

MR. RON OXENDINE:
10
Thank you.
Any questions or discussion for

11
MR. BILL BREWINGTON:

MS. ANITA HAMMONDS BLANKS:
13
Any questions?
Mr. Speaker?
MR. RON OXENDINE:
15
MS. ANITA HAMMONDS BLANKS:

It says on your

17
MR. RON OXENDINE:
18
MS. ANITA HAMMONDS BLANKS:
19
says 15, so why are you calling it permanent?

I have a

We'll leave that up
MR. RON OXENDINE:

MS. ANITA HAMMONDS BLANKS:

5
So am I -- anybody
MR. BILL BREWINGTON:
before Ms. Anita again?
6
Anybody else?
Last call.
MS. ANITA HAMMONDS BLANKS:
Anybody else
Ms. Anita?
So am I to understand
7
the big issue here is the fact that economic development
8
person gets chosen every year, and that's the three-month
9
transition from person to person to person?
10
issue?
11
MR. RON OXENDINE:
Yes.
That's the big
And that's a process that
12
takes roughly 90 days or more.
The SBA advertises 90 days,
13
but when you get your approval back, you get your approval
14
back.
15
I forgot to mention, whoever you select to go in this
16
position has to go through the approval process like all
17
the other directors have, and what that means is you got to
18
provide three years of your income tax, you got to go
19
through background checks, which you can't have any
20
incidents, and I will say incidents because it doesn't

22
I think some of you have heard about my definition of an
23
incident previously from issues before.
Also, the key thing to note, and also to Al because
It could be any incident.
24
Then you got to fill out all the SBA forms
25
and the packages we have to do, so keep that in
36
1
mind as you talk as one of the things we got to
2
do.
3
We've got to run a background check after your
4
nominee is provided so that we have our
5
understanding.
6
something in the person's background before we do,
7
and keep in mind, if you don't pass their
8
criteria, then that person's got to approve
9
another Change of Management Package, so it would
10
behoove the council to talk about it, select the
11
right person -- but it would be your appointee as
12
our recommendation.
13
MR. BILL BREWINGTON:
14
MS. ANITA HAMMONDS BLANKS:
15
We got to run one from LTE's perspective.
We don't want SBA to find
Can -I have another
question.
16
MR. BILL BREWINGTON:
Go ahead.
17
MS. ANITA HAMMONDS BLANKS:
It's my understanding
18
is that the reason that Terry Hunt is the president was
19
because Brian didn't clear that, but he's still a member of
20
the board of directors?
21
MR. RON OXENDINE:
22
MS. ANITA HAMMONDS BLANKS:
23
24
25
That's correct.
How does he remain if
he didn't clear?
MR. RON OXENDINE:
SBA says he can be a board of
directors because he's not in control.
He's (Indicating)
37
1
the present boss of the company.
2
voting member of the board of six, in this case, but you
3
can't lead the charge because again, it's called your
4
management structure.
5
You know, you can be a

So is -- am I correct

in understanding that Mr. Hunt is the president of the

corporation?

MR. RON OXENDINE:

10
MR. RON OXENDINE:
11
MS. ANITA HAMMONDS BLANKS:
12
That's correct.
The LTE corporation?
Yes.
Does he have a
contract?
13
MR. RON OXENDINE:
No.
14
MS. ANITA HAMMONDS BLANKS:
15
MR. RON OXENDINE:
16
MR. BILL BREWINGTON:
17
MR. RON OXENDINE:
18
MR. BILL BREWINGTON:
Just asking.
He doesn't need one.
Thank you, Mr. Ron.
Thank you.
Council, if you would, take
19
your calendar out at this time.
I know we're going to get
20
through it, and I'm asking Mr. Al to set up an economic
21
development meeting before this date so you all can attend
22
that meeting, and then we can come back on our next council
23
meeting -- I reckon the 17th of March.
24
on the 10th, so let's go back to the 3rd.
25
that down as a special call meeting to deal with this issue
Many will be away
Go ahead and put
38
1
only at this point.
I'll let you know that will be March
2
the 3rd because, Mr. Al, you can have your meeting before
3
that time.
4
little later.
5
administrator to give us an update.
6
MR. DOCK LOCKLEAR:
We will get into other committee meetings a
Okay.
At this time, we'll ask our tribal
Mr. Speaker, fellow board
7
members, a couple items I'd like to go over with you.
8
First thing I'd like to say is we're in the process of
9
doing some painting inside the building.
10
understand, there's not been any painting since the
11
building was built, and we see some need to do that.
12
You'll notice we also had some spots in our carpet that was
13
torn and whatever, and we had someone come in and repair
14
those places for us, and we also cleaned that carpet.
15
From what I
One thing that we found out -- we were having
16
some problems with the microphones, and we had
17
someone come in and take a look at that, and we
18
found that when the system was set up, each of
19
these mics is supposed to have a cord running from
20
the mic straight to the system room back here.
21
What they did when they put the mics in, they
22
spliced them together, so when you have one mic
23
goes out, all of them shuts down, and then you
24
have to reboot the system to get them back up, and
25
that's not always a good option, so we'll try to
39
1
find somebody or get somebody to give us an
2
estimate on what it would take to resolve that
3
problem and get it to where they work.
4
I'd like to thank Council member Jan Lowery
5
and Dr. Cherry Beasley for coming in and doing our
6
HIPPA training on the 17th and all the staff was
7
involved in that process, and we just appreciate
8
them doing that for us.
9
report to the council is that we had to welcome
10
the State Board of Elections and our tribal cards
11
-- they are going to allow us to use them as
12
identification in the next vote, though the senior
13
card, because they don't have an expiration date
14
on them, they won't let us use those, so what
15
we'll probably have to do is do an ordinance to
16
put an expiration date on that card, and then
17
they'll allow us to use them.
One thing I'd like to
18
On the 9th of February, the Chamber of
19
Commerce hosted a rise and shine breakfast in the
20
tribal facility.
21
There was approximately 112 business and community
22
leaders that attended that function this year.
23
Mr. Speaker, Chairman Godwin, and Chancellor
24
Cummings was the speaker for that day, and they
25
challenged us and gave us some good, inspiring
This is the first of its kind.
40
1
comments, and we feel like that was a great
2
success.
3
On the 16th of February, I met with the
4
Pembroke Innovations Council.
They asked me to
5
come over as a representative of the Tribe.
6
Town of Pembroke is looking for some method of
7
attracting more businesses and individuals to the
8
town, and they're looking at some renovations to
9
do some of the streets and possibly some work up
10
there at the park, and they just wanted our input
11
since we are located here in this area.
The
12
One other item I'd like to bring before the
13
council is last week we met with the Red Cross.
14
They would like to distribute smoke detectors to
15
all the senior citizens of the county.
16
detectors that they have will be presenting --
17
this is a five-year program.
18
lithium battery.
19
since we have 14 districts that each of the
20
council from those districts set up a meeting, and
21
let us know when those meetings will be, and we'll
22
get the representative, which is Pat Smart, to be
23
in attendance, and also, if you could get the fire
24
department from your district to be there to help
25
them install those smoke detectors at the senior
The smoke
They have a ten-year

2
If you'd like to do that -- I'm not standing

4
just a suggestion, so if you decide you want to
5
participate in this, just let me know, and we'll
6
coordinate a time with them and also getting the
7
fire department set up.

MR. BILL BREWINGTON:
9
Mr. Dock?
That's
Any burning questions for
I'll start with Ms. Barbara and go around.
10
MS. BARBARA LOWERY:
I'd just like to say that
11
I'll represent my district.
12
MR. FRANK COOPER:
13
MR. BILL BREWINGTON:
14
MR. JARROD LOWERY:
Same.
Any questions?
Mr. Jarrod?
Thank you, Mr. Speaker.
Mr.
15
Administrator, I have one quick question.
16
amendment that was brought before us was proposed by the
17
chairman or was brought by the administration, and
18
Councilwoman Anita had a very good question, and my
19
question is, why wasn't anybody from the administration
20
able to answer the question about the budget amendment that
21
was brought before us from the administration?
22
(Pause.)
23
MS. SHARON BLUE:
24
25
The budget
I've got a response now.
I
brought up my email.
MR. BILL BREWINGTON:
I think his question, Ms.
42
1
Sharon, is why did we have to wait to go back and research
2
it and didn't have an answer when Ms. Anita brought it up.
3
MS. SHARON BLUE:
I think that, that question
4
should have been brought before me or to me before the
5
meeting so I could've researched it.
6
guard.
7
8
MR. BILL BREWINGTON:
Okay.
I was caught off
But you will meet
with the finance committee?
9
MS. SHARON BLUE:
10
MR. BILL BREWINGTON:
11
Dock.
12
February --
Yes.
Anyone else?
Thank you, Mr.
Councilmen, if you would take your calendar out for
13
MS. ANITA HAMMONDS BLANKS:
Mr. Speaker, I have a
14
question concerning the constitution and ordinance
15
committee.
16
was discussed in the committee, and it was about
17
redistricting.
18
redistricting, so I just wanted to ask a question.
19
anything been done as far as starting the redistricting
20
process?
Just want to throw it out there.
I know they have the funds for
21
MR. BILL BREWINGTON:
22
point in time ready to comment on that?
23
MR. LARRY TOWNSEND:
Absolutely.
MR. BILL BREWINGTON:
Okay.
24
25
I know this
Has
Mr. Townsend, are you at a
The answer is
yes.
Thank you.
43
1
MR. LARRY TOWNSEND:
Mr. Speaker?
2
MR. BILL BREWINGTON:
Mr. Townsend?
3
MR. LARRY TOWNSEND:
I would like to schedule a
4
constitution meeting for --
5
MR. BILL BREWINGTON:
Hold on just a minute.
If
6
you would go to February, Ms. Barbara has asked that no one
7
schedule anything on February 25th and give her your entire
8
evening, so she's got that date, and she said she's going
9
to need approximately 2-3 hours, and we don't want to be
10
out all night.
11
February 25th, and I told her that would be the only one,
12
and she talked like it would be a lengthy one.
13
Townsend.
So put Ms. Barbara down for housing on
Now, Mr.
I just wanted to cover her.
14
MR. LARRY TOWNSEND:
15
the constitution committee.
March 1st at 6:30, meeting of
16
MS. JANIE MCFARLAND:
February 1st at 7:30.
17
MR. BILL BREWINGTON:
March 1st?
18
MS. JANIE MCFARLAND:
I'm sorry.
19
MR. BILL BREWINGTON:
Finance.
20
constitution and finance.
21
Barbara?
March 1st.
You've got
That's a lot in one night.
Ms.
22
MS. BARBARA LOWERY:
I'd like 6-6:30.
23
MR. BILL BREWINGTON:
6-6:30 unless anyone says
24
25
otherwise, we do all our meetings at 6:30.
MS. BARBARA LOWERY:
That's fine.
44
1
MR. BILL BREWINGTON:
Constitution and finance at
2
6:30 and 7:30.
We prorate an hour, but if it takes more,
3
it takes more.
Mr. Al?
4
MR. ALTON LOCKLEAR:
We have a special call
5
meeting on the 3rd; is that correct?
6
MR. BILL BREWINGTON:
Right.
7
MR. ALTON LOCKLEAR:
That doesn't give us many
8
days to schedule a committee meeting.
9
choose the 25th.
10
me 30 minutes of your time from 6:30-7:00 for economic
11
development to discuss this issue for what we're having
12
this special call meeting for?
13
MR. BILL BREWINGTON:
What about the 23rd, Mr. Al?
14
MS. BARBARA LOWERY:
I think I can do 30 minutes
I was going to
Ms. Barbara, do you think you could give
15
because we're going to be having quite a few of these
16
meetings for housing.
17
MR. ALTON LOCKLEAR:
Also, I'd like to request if
18
Ms. Barbara's going to keep us here for three hours that
19
she provide food.
20
MR. LARRY TOWNSEND:
Is that a motion?
21
MR. ALTON LOCKLEAR:
Yes.
22
MS. LAKISIHA SWEAT:
Second.
23
MS. BARBARA LOWERY:
I can handle that.
24
MR. BILL BREWINGTON:
Point taken, Ms. Barbara.
25
February 25th, economic development is going to meet from
45
1
6:30-7:00, and housing from 7:00 to 10:30-11:00.
According
2
to that book she sent me, you better get ready.
Any -- Mr.
3
Jarrod?
4
MR. JARROD LOWERY:
Mr. Speaker, federal
5
recognition committee would like to have a meeting on
6
Thursday, March 10th at 6:30.
7
MR. BILL BREWINGTON:
8
people away at that time.
9
MR. FRANK COOPER:
10
There will be quite a few
Mr. Speaker, I'd like to have
education meeting committee right after his meeting.
11
MR. BILL BREWINGTON:
So we got recognition and
12
education on the 10th?
That's no conflict with any of your
13
members?
Conflict on that?
14
through it.
15
at 6:30, housing at 7:00.
16
constitution at 6:30, finance at 7:30.
17
3rd, we have a special meeting to deal with the LTE issue,
18
6:30.
19
6:30 and education at 7:30.
20
MR. WILLIAM MAIDEN:
Mr. Speaker?
21
MR. BILL BREWINGTON:
Mr. Maiden?
22
MR. WILLIAM MAIDEN:
Can I ask Ms. Belinda -- does
23
Any members?
Okay.
Let's go
On February 25th, we got economic development
On March 1st, we got
Then on March the
On March the 10th, we got federal recognition at
the unity conference start that Thursday on the 10th?
24
MS. BELINDA BREWER:
Yeah.
25
MR. WILLIAM MAIDEN:
What time does it all start
46
1
that day?
2
3
MS. BELINDA BREWER:
Registration starts at 10:00,
and I'm not sure what time everything else starts.
4
MR. BILL BREWINGTON:
5
any conflict for the two committees.
6
MS. JAN LOWERY:
That's why I asked was there
The North Carolina Commission of
7
Indian Affairs has their meeting that morning, and then
8
usually the grand entry's at like 1:30 that afternoon.
9
10
MR. BILL BREWINGTON:
He recommended the 8th.
Is
that okay with you?
11
MR. JARROD LOWERY:
12
MR. BILL BREWINGTON:
(Nonverbal response.)
Move federal recognition and
13
education back to the 8th because some are planning the
14
attend the Indian Unity Conference, and that starts at 3:30
15
in the afternoon.
16
Ms. Jan?
MS. JAN LOWERY:
I need the council to look or
17
think of or help me with a date when so we can come, Dr.
18
Beasley and I, can come and do the training on the HIPPA
19
training for the council members, and that will take about
20
an hour and fifteen minutes, and we can feed you that
21
night, so if you would look.
22
be filled up.
23
night?
Apparently February seems to
Can we look at March?
24
MR. BILL BREWINGTON:
25
March 14th for HIPPA training.
Is March 14th a good
March 14th?
All right.
47
1
MS. JAN LOWERY:
2
MR. BILL BREWINGTON:
3
MS. JAN LOWERY:
4
MR. BILL BREWINGTON:
5
Right.
And dinner.
MS. JAN LOWERY:
7
MR. BILL BREWINGTON:
That's fine.
8
anyone since we got dinner?
9
MR. ALTON LOCKLEAR:
6:30?
At six.
MS. JAN LOWERY:
12
MR. ALTON LOCKLEAR:
Could we really do that at
So 6:30?
We could, like, eat and
train?
14
MS. JAN LOWERY:
15
MR. BILL BREWINGTON:
Okay.
17
MS. BARBARA LOWERY:
Yes.
18
MR. BILL BREWINGTON:
Okay.
16
a second.
20
announcement.
21
my calendar.
23
24
25
Right.
Any others?
Ms.
Barbara?
19
22
Does six bother
It's kind of tough to get here by 6:00.
11
13
What time you want to start?
At six?
6
10
And dinner?
The 23rd.
We'll get to that in
We'll get to the announcements.
I got you.
We'll get to it.
MR. REGINALD OXENDINE:
That's an
I got that on
Mr. Speaker, on the 8th,
is federal recognition at 6:30 and education at 7:30?
MR. BILL BREWINGTON:
6:30, education at 7:30.
Yes.
Federal recognition at
It may not take 30 minutes, so
48

that one may not take long.
He may not need an hour, so

you might need to come early on that one.

By the way, the public is invited to our

MS. JAN LOWERY:
Yeah.
8
MR. BILL BREWINGTON:
Anything else on the
9
calendar?
Seems like we're busy people.
At this time, we
10
call our chairman forward for comments.
Anything I forget?
11
No.
We're going to get to announcements.
12
CHAIRMAN GODWIN:
Good evening.
Thank you, Mr.
13
Speaker and distinguished Lumbee Tribal Council Members for
14
this opportunity tonight.
15
five things to your attention.
16
working on it.
17
volunteers, and some tribal employees are putting it
18
together.
19
to the Indian Cultural Center because that's where it's
20
going to be. I thank Mr. Speaker for his efforts and
21
bringing some people together who have a lot of knowledge
22
about the culture center and the logistics of it.
23
biggest thing will be transportation, parking.
24
plan for that.
25
praying for good weather.
I just wanted to bring four or
One, the pow wow.
Very excited about it.
We're
We have 40 plus
It's going to be a big challenge brining it back
We have utilities.
The
We got a
We'll be hoping and
We think we've got a backup plan
49
1
for that as well.
2
I don't know what you may be hearing out in
3
the community, but a lot of people are very, very
4
happy we're moving it back to the culture center.
5
A lot of people -- you know, I have to wear a lot
6
of different hats.
7
the culture aspect of this, the culture center
8
itself -- our connection to the land as a people
9
is very important and critical at this point in
10
time, especially for our young people.
11
Culture is one of them, but
If you'll look up on the monitors there,
12
you'll see a mock up right now of what the
13
T-shirts may look like.
14
this.
15
School are putting this together, but it's really
16
just a hawk and the silhouette of the moon and a
17
tree, which is kind of getting back to the
18
environment of the culture center with the trees
19
there and the full moon and the red tail hawk,
20
which is indigenous to our area and to our tribe.
21
They've got that piece worked out, and hopefully
22
they'll have that finished -- we've got
23
committees.
24
doing a fantastic job with the committees, and
25
they're all working together in the cold and the
We're still working on
Some students from Purnell Swett High
Mr. John Oxendine has got -- he's

2
kind of what the T-shirt will look like in black

point in time.
5
silhouette of it.
6
So this is
That may change, but that's the
I'd also like to mention a couple other
7
things.
8
trying to make sure that we do due diligence on
9
that.
10
Bosco, Ms. Tammy, finance director, Ms. Brewer,
11
who is here, so I think we have all the
12
administrative support here to answer any
13
questions you may have.
14
(Indicating) comment a little earlier was that, if
15
there's some disconnect, just give us a call.
16
We're meeting before this meeting, we're meeting
17
upon meetings to share information.
18
trying to make is if we don't have the answer for
19
you that very minute, we have a staff here for you
20
at your meetings that can get the information for
21
you before the meeting's up, and if they can't,
22
then that will be another discussion.
23
Support, administrative support.
I'm
We have the tribal administrator here, Mr.
I would expand on her
The point I'm
We also have if you notice tech support.
24
Both of our tech people, Ms. Tonya Lowry and my
25
brother back here,--
51

MS. JAN LOWERY:
Joe.
2
CHAIRMAN GODWIN:
Joe.
What can I say.
3
his name.
4
job, and they're getting the mics fixed, but you'll have
5
tech support here for your meetings.
6
meeting you have, you'll have tech support so we can be
7
heard, and people can make sure they get the correct
8
information.
9
expand.
10
have tech support at every meeting and also security.
11
She's sitting right back there from R&R, and she's done a
12
great job for us, so we'll have tech and security support
13
for you.
14
I talk to him everyday.
I know
They're doing a great
For every committee
Working on things like this, that's going to
You'll be able to do more things up here, so we'll
Tomorrow at 9:00, we're having a prayer --
15
pray in, whatever you want to call it.
16
be our second one right here in these chambers.
17
think it's important, and I'd like for you all to
18
come if you'd like.
19
minutes.
20
important we get back to our core values, and
21
that's one of them.
22
everything that we're doing right now.
23
This will
I
It will last for about 30
People give comments -- but I think it's
I think we need prayer on
Lumbee Tribal Holdings.
I want to expand
24
just a little bit on what Mr. Ron Oxendine was
25
talking about.
He's talking about Lumbee Tribe
52
1
Enterprises.
What we're doing right now is very,
2
very, very important.
3
the Lumbee Tribe to become prosperous with this
4
mechanism in the future for the next nine years.
5
What that does is just bring contracts
We have the opportunity for

together.
7
business and professionals.
8
high-level security clearance for these contracts
9
we're talking about.
10
them.
11
clearances to do it, and some of it's kind of
12
secret, so he can't tell us everything, and
13
because of the contracts and the nature of them,
14
it is what it is; not just getting the contracts.
15
He goes out and he shops for the
You have to have

18
to Lumbee Tribal Holdings, that's the critical
19
part.
20
and we decide as a committee and as a team what to
21
do with that money; what programs do you want to
22
build, what scholarships do you want to start,
23
stipends for travel, and a lot of other things we
24
haven't even thought about yet because we haven't
25
got that far, but let me tell you that it's coming
That's the part when you take that profit
53
1
very quickly.
2
Now there was a resolution that was made a
3
couple years ago where there's five people on that
4
committee.
5
administrator, the head of housing, and two tribal
6
council members on it.
7
passed, and I won't get into details of that, but
8
the two tribal council members were removed, so
9
you only had the chair, the administrator, and the
10
head of housing on Lumbee Tribal Holdings, which
11
will decide where this money's going to go, so I
12
challenge you -- I know you've got all these
13
meeting's scheduled, but I challenge you to have a
14
board -- a tribal council board meeting to let's
15
discuss this in detail, and you need to select two
16
people that need to go on Lumbee Tribal Holdings.
17
That's even more critical than the LTE.
18
to have us representing that.
19
There's the chair, there's the
When the resolution was
You got
We got to plan together, we got to have your
20
constituents involved.
We're going to have to
21
have focus groups out at your community centers --
22
what's important to the people because when this
23
money starts flowing and we have a profit, we
24
don't have to spend it right then, but we need a
25
plan, and this Lumbee Tribal Holdings is the
54
1
apparatus for the plan and for these
2
disbursements, so I don't think we need to decide
3
tonight on a date to think about it, and see if we
4
can have a meeting in the next two weeks on the
5
board of the Lumbee Tribal Holdings.
6
Accountability, transparency, open
7
government.
I had a meeting Tuesday with Senator
8
Richard Burr.
He came to my business office in
9
Lumberton for an hour.
10
Robeson County for five years, and he came in to
11
see us.
It's a political year, he's running, I
12
get it.
Federal recognition, I feel really,
13
really good about him being a champion for us.
14
He's one of the top five US Senators in the US
15
Senate right now, and if he wins, he'll be even
16
more powerful, and the man's the head of the
17
Intelligence Committee; he knows IT.
18
talking to me about some stuff I didn't even know
19
what he was talking about.
20
He hadn't stepped foot in
He was
I feel good about our confederates there, and
21
with Congressman Hudson, I would ask Councilman
22
Jarrod, if I can work together with you on this
23
because we have to have a single message now, and
24
they're expecting leadership from the chair
25
position to champion with them, and we all got to
55
1
be saying the same thing, so if you allow me, I'd
2
like to work with you on that.
3
message right -- so they're not going to do much
4
in this election, so it would be early 2017.
5
can get a good push going with that plan, and we
6
push for it, and I think federal recognition needs
7
to be at the top of the list, not at the bottom of
8
the list.
9
that money could secure full federal recognition.
10
I'm telling you -- the next several generations --
11
some of the things we're talking about struggling
12
with with money and trying to find pennies here
13
and there won't be an issue anymore.
14
enough money to take care of our generations to
15
come.
Let's get the

We'll have

The last thing I would say to you is this.
17
The last month or so, me and my wife -- she's at
18
home alone now.
19
her than I want to, but I questioned myself
20
lately: Why did I decided to do this?
21
Burr asked me that same question.
22
first question he asked me: Why'd you decide to
23
run for tribal chair?
24
understood what I was talking about.

they're saying so we can stay out of the streets,

there can't snatch them, where they feel safe.

They just want a playground.

14
let's not lose our focus on that.

Thank you, Mr. Chairman.
At

this time, we will open the floor for announcements from

our council.

the open floor.

Ms. Barbara, I'm going to let you go first
MS. BARBARA LOWERY:

We're inviting the tribal

We'll have musicians out there,
24
and we start at 6:00, and our meeting will be at 7:00.

It starts at 6:00.

MR. JARROD LOWERY:
Any
Mr. Jarrod?
Really isn't an announcement,
15
but I just want to let everybody know that today the North
16
Carolina State Legislature and the United States Court of
17
Appeals redrew our congressional districts, all 13
18
districts in the state, so you need to check and see.
19
all pretty much live in different congressional districts,
20
and we all have different congressmen, so Robeson County's
21
in the 9th, Hoke County's in the 8th, and Cumberland
22
County's split between the 7th and the 4th -- no -- excuse
23
me. Cumberland County's split between the 8th and the 9th,
24
so the maps are out.

give a full update about all that at our federal

Mr. Speaker, if I might, as a
6
reminder to the education committee with the unity
7
conference coming up the weekend of the 10th, 11th, and
8
12th, there was a request for a scholarship funding, and
9
that was sent to education, and I don't know if you had a
10
chance to talk about it yet or not, and I know that you
11
have a meeting that week before that, so I'd like, if you
12
would, remember that.
13
on the board up there, and they made that request; if you

remember those letters I passed out to you.
We have a representative here that's

19
noticed there was three councilmen that was not on a
20
committee, and it's required that all council serve on at
21
least one committee, so I worked with some chairpersons,
22
and I'm glad to say tonight, Ms. Sweat, all three were on
23
at least one committee, so I thank you, chairmen, for
24
working with me to fill those positions.

Mr. Bruce Barton, would you close us in

He's -- I worked for him for many years,
