INSTALLATI ON OF NEW COUNCIL - The follow~nf~ newly elected Council members elected
on October 2, 1962 were administered the oath of office by the Superintendent:
J. '\IJ. Thompson, Richard LaRoche, Richard Thompson, Ben Lahoche, Clalence Thompson,
Thomas Two Hawk & Andrew Estes.

The Superintendent commented on the work & progress which has b een ,~cne by the
fo r mer council and that they did make a large contribution to the Tribe while
. s e :,~Yi ng on the Council. The Superintendent also congratulated the new Council

. ELECTI ON CF OFFICERS - The Superintendent acted as tempora ry Chairman during
t he election of officers. Richard Thompsori moved to nominate J. W. Thompson
as Chairman. Ben LaRoche nominated Richard LaRoche as Chairman. r-lotion by
Clarence Thompson, secpnded by J. lJ. Thompson that nominations' cease. There
we r e no objections to the motions. The vote was by secret ballot with four
v ot e s for Richard LaRoche and three votes for J. ~'J . Thompson. Richard LaRoche
was elected Chairman of the Tribal Council.
Nominations for Vice-Chairman were called for by the Acting-Chairman. Richard
LaRoche moved to nominate Andrew Estes as Vice-Chairman. Richard Thompson
moved that nominations cease. There were no objections to the motion. Vote
on the motion carried seven for and none against. Andrew Es t es wa s elected
Vice-Chairman.

to carry on any old fe uds i f t he.re are any or ever were any and t hat he di d not

pre vi ous -' Council . He further stat ed that sin ce' he was ' unfamilia r with mo st of
the business on hand he wo ul d- like t o have J. W ~ ThomPson s umma ri ze the p rograming which has been done by the p revio~s , Counci l.

Ben LaRoche inquire d as t o whethe r the Sup erinte ndent would qualify t o a ct as
our Gen eral Council. The Superintendent s tated tb8. t 'he could never serve in

Chai'rinan asked what servic'e s a!>e covered by a General Counse l. J . W. Thompson
replied that in , the past only t he prob l ems of abso lute ' neces si ty and importance
were ' ta ken b efore t he General Coun sel. Th ere was a d isc u ssi on on the' fees for
Generq.l Cou nsel. 1I.l!' . J. ~~ . ~homps an info rmed t he Council that he wa s 'of the
opini on that Mr . Sonosky's fees .wou l d not be any higher thah the fees of any
other Attorney .
The Council was reminded that ~~ . Sonosky would be present during the afternoon

Contracts of the present employees we re reviewed by the. new Council members.
J. \'J. Th ompson moved to renew the employment contracts of the present employees:
Ellsworth Langdeau, Helen R. Th ompson and Joyce Estes. Mo t i on seconded by
Richa rd Thomp son. No objectivns to. the motion. Iviotion ca r ri ed by a vote of
6 fo r and none ag ainst .

REVISI ON OF BUD GET - It was br ought to the Council's attention that at the
ti me when the Tribal Budget for fiscal year 1963 was prepared, our Big Bend
Legislation was not yet passed by Congress, therefore, funds t he Tribe will
receive fro m our legislation were not includ~d in the budget. However, now
that our Bill has been signed by the President and funds for payme nt to the l a nd
owners have been appropriated by Congress, it will be n ecessary for the Council
to r'37i se th e ir budget to include these funds since t he funds will be deposited
in th e Tribe's name in the U.S. Treasury.
It wa s ag reed by the Council that the Budget Corr.mittee should have a special
me eting to revise the b udget to include the funds r eceived f or Indian land and
als o to revise the budget to rr.eet other Tribal 00uncil expe nses for the r emaining
fi sca l yea r.
J . W. Thompson moved to have the Budget & Finance Corr.mittee work out budg et
r evisions a nd present the revised budget to the Council. i~lotion s econded by
Ben La Roche and carried by a vote of 6 f or and none aga inst.

AP POI NTIviENT OF CO d:-J.ITTEES - J. W. Thomrison moved that 1:.11e Chainnan make t he
appointments to the diffe r ent Committe~s. Motion seconded by Clarence Thompson
and ca rried by a vot e of 6 for and none against. It wa s stated t hat the memb e rs
to se rv e on the B udget & Finance Committee should be app ointed at th is time
in or der that this Committee could meet to revise the Bu dget. The Chairman
appo inted J. W. Thompson to serve~qpe Budget & Financ e Committee along with
Clarence Thompson and Richard Thompson who previously served on t his Committee.
The Chairman stated that he would pI?efer to make app ointments to the ot her
Committees at a later time.
PURCHASE BRIEF CASES - It was _suggested that brief ca se s be purchased for each
Coun cil melI)ber. Notion by J. ~J. Thcmp·son, sec onded by Andrew E stes that the
Tribe purchase briefcases for each Council memb e r. IYlotion carr-i ed by a vote

APPROVE RIGHT-OF-ENTRY TO CORPS OF bNGI NEERS -:- Ben LaRoche requ e sted i nforrna t ion
. on the location for the new town site . He wa~ informed th at t he new town s ite
was select ed a few years ago by the Tribal Council and that it. would be impossible
to mOVe t he new town of Lower Brule to a nei ghboring town a s he suggested
since the new town must be located on the r e servation. Motion by Richard Thompson
to adopt a re .s olution approving a Right-of-Entry to the Corps in order that the y
can begin construction in the new townsite. Motion seconded by Clarence Thompson
and carr ie d by a vote of five f or and one agai nst . Ben LaRoche voting against.

Because I was a re cent member of the Tri bal Council, will you please make

The r e sults of th e r e cent tribal c ouncil ele ct ion are ind eed heartwarming .
I think the ent ir e Lowe r Brule Indi an me mbership, -bot h on and of f , are t o be
highly c ommended f or t hei r c hoi ce of next term counc ilmen. While t he pr ese nt
counci l (of which I was a part unt il r e cently ) has done some gre at wo rk, it i s
e vident through th e re cent elec t ion returns that we will have a gr oup of men
who a re ca pa ble of doing even more: not only because some of them a r e previous
councilmen and may now have new id eas, but because th e wh ole group is going to
have more re s ource s wit h whic h to work. This is why th e ir wo rk i s go ing to be

TER B11ULE HOR '3 ELA l'-P S CLUB - Richard Thompson stated that he had a ttended a
me eting of the Horseman's Club on November 9th and some of t he memb e rs were
concerned ab out a rumor they had heard to the effec t tna,t one of the first
thin gs the new Chairman was going to do was to do away with the Hors e man's
Clu b. Yr. Thompson asked for a statement from the Chairman cla r ifying this
rumor. In response to Hr . Thomps on's inquiry the Chairman made the foll owin g
statement: "1 think the I-'!orseman's Club i s a good organization and what the
council has been doin g is ri g ht up to snuff and I think I ha ve enou gh
experience as a councilman a nd chairman to know that I don't want to c r ea t e
any confusion or anything and as far as any private orga n izations if they
want to ha ve a little fun I'm all for it. The reason I'm not joining up is
I've be e n vro rking out and I've got no horse but I t hi nk it f S all right. You

r odeo in an eff ort to br ing back this event to the reservation and the

on their Rehabilitation Program was to prepare a budget fo r exp e nditure of t;he funds to be rec e ived from ,Cong ress un d er Public Law 87-734 fo r t he Rehabilitation
Program. Wh en -t he :Oouncil first asked '::'for r ehab fun ds they ha d to prove

Mr. NcLaugh lin was asked to explain the proceedures that had to be followed
for the Famil y Improvement Plan at Standing Rock reservation . He stated that
the Council must first prepare a plan to distribute these funds for the Family
Improvenient Plan, working clo s ely with . the BIA and Welfare Department . Once
the pl an; has been approved by the Secretary of the Inte,rior, the Council can
notify the tribal members and start work on their indiviClual Family Improvement
Pla n app l ications . . Since , these funds are not tribal funds but are f lu;.ds received
from Congress for the purpose of ra i sing the soci al and econemic standan:s of
t he Tribe and its members , they ar e t o be used for that purpose, such as. housing&
furniture. They can be used for heaUh purposes or they can be used to enga.gej2n
a business. These funds are not for the pu~pose of paying old debts or living
expenses, such as groceries. No cars c an be purchased unless i t is found to be
an absolute necessity in needing transportion to and from work . Al l purchases
, are to be made by purchas'" o"'ders or contractual ag,reement s.
!vir. HcLaugh lin was aske d about delinqu ent debts to the Tribe or Government.•
He explained that debts t o t he Go v ernment and to the Tribe were co l l ected such
as educational loans .
The off reservation members had to prepare a Family Improvement Plan the
same as m~rr.be:::,s , living on the reservation . ;rJ hen the member living off the
res e rvation had his plan approved he ltras s.;ut a check to carry out his plans
and receipts were requested on all purchases as stated on his plan .
Nembers who are continually leaving and returning to the reservation were
classified the same as the on reservation members. Close screening should.
be made on all purchases . The money of orphaned children is spent for bonds
and kept Until the child reaches a certain age .
Mr. r.~cLaughlin st ated that there vJill be a l ot of paper work, therefore,
it will be n eces sary to employ ei'.f:~~:"':lE,l help. There was more discussion as to
the number of positions to be filled t o carry out all phases of the whole
rehabilitation program. Salaries for thes e positions should be set high

ZONING IN THE NEW TO VJNSITE - There was muc h discussion on the possibility of
peopl e moving before the townsite is r e2.c.y . Huch di scu ssion wa s on the need
for zoning in the townsite wh ich would pr event. reloc at ion in a disorderly
manner.
J. H . Thompson moved to adopt a resolution to establish a zoni ng area, ",lfhich
is to extend 2 miles out on each side of the new townsite plan and to forbid
tr ad in g or buying tribal Jand by anyone within this 2 mile zoning area, in
order t o pr e~ ent moving or co ns truc t ion in the new to"msite until after the
area is ready for const ruction. Notion seconded by Andrew Estes and car r ied
by a vote of 6 for and none ag ainst.

REHAB CO NT. - )Vir. HcLaughlin suggested
the following qualifications be set for
the
Fo reman: Knowle dge of housing construction, water development, supervision,
and sh oul d be able to get along with people. He stated that the l'mEI has made
the services of lvir. She vling available for this Purpose and that lvir. Shev ling
worked on th e Standing Rock Reservation and he performed wonderful service.
It was sug ge sted that if housing , is needed for add itional employees t hat
the Council could use funds fro m the Gene ral Fund in advance for housing and
refund tte General Fund when the Eehabilitation funds are received. The Chairman
state d that Building Ma terials, Inc. in Chamberlain is willing to construct
one or two houses as models which could be sold to the Tribe or individuals.
The other pha ses of the Rehabi li tation Program were di s cussed. Hr.
Abrahamson pointed out many ideas for Industrial Development on the res e rvation.

SCH OO L - Mr. Cecil Collins entered the meeting and inquired about using t he
tribal hall f or basketball p rac tice and games, and other school activities
duri ng the school year. Nr. Collins sta te d that the School would b.ke to use
the hall from 6:00 p.m. to 8:00 p.m. for basketball practise, from honday th r u
Friday and sometimes later than 8:00 p.m. on Friday nights for games. He
further stated that they would clean the hall after use and make payment for
any damages that are c aus ed while in use by the School. It was su gg ested that
the rent for use of th e ha ll by the School be set at ~; ; l50.00 and th at the
School submit a sche dule of all school events in ord er that other community
orga nizat i ons would know what days are open for use of the hall. J. vi. Thompson
moved that the School be a ll owed to re nt the hall at ",150.00 f or the remaining

LAW & ORDER - A letter from the Chief Judge, Clyde G. Estes was read in which
he s ta ted that some plans were baing made in moving the Law & Order Office to
the tr i bal hall which is nmv- being remodeled for office space. Hr. Estes
reque sted that if this is true, he and the Folice officers would like to have
a large window ins t alled, because at the present time there is only a small
wi ndow on the we st side.
