Amicus will address the following issue:
Whether the court of appeals improperly relied
upon portions of the legislative history of the
Natural Gas Policy Act of 1978 to override the plain
meaning of the statute and set aside action by the
Federal Energy Regulatory Commission consolidating all
vintages of old gas and establishing a higher ceiling
