I join in the Court’s thoughtful and pragmatic disposition of this appeal. I write separately only to record my view that the *126 Court should retain jurisdiction of this case in order to determine whether the action to be taken by the Department of Human Services meets the standard set forth in the Court’s opinion, ante at 257.
