Neill, J.

(special concurrence)—I have signed the majority opinion, but point out that appellants are resident aliens who have applied for United States citizenship. We *64 are expressing no opinion as to the right to public employment of a resident alien who does not elect to apply for citizenship. Neither does this case involve the right of a city to establish preferences in its classified service for persons on eligibility lists who have attained or are seeking American citizenship. These issues await a proper case.

Hamilton, C.J., Hunter and Wright, JJ., concur with Neill, J.
