The opinion

STALEY, Circuit Judge (concurring in part, dissenting in part).

I agree with Chief Judge Biggs that the Mohawk was at fault and that her fault was causative and that the United States, under the Public Vessels Act, may be held for damage caused by the negligent conduct of Coast Guard vessels. I agree with the majority that the Harford was also at fault and that her fault, too, was causative. Certainly, the findings, made by the district court, underlying those conclusions are not sb *652 wrong as to be clearly erroneous. I would affirm the decree of the district court.
