The opinion

CALOGERO, C.J.,

concurs: I concur in order to join in the majority’s granting of a stay of the order of injunction and remand to the court of appeal. However, I would prefer simply to reverse and invalidate the order of injunction because the order of injunction is premature so long as an appeal from the administrative ruling is pending.

LEMMON and KIMBALL, JJ., would deny the writ.
