Douglas, J.,

concurring. I concur in the judgment. The next to last paragraph of the majority opinion sets forth the issue and the answer to the issue presented by this case. Much of the other material contained in the opinion is interesting and, even, in some respects accurate but is, for the most part, unnecessary to the resolution of the issue presented. While I disagree with some of the specific findings of the opinion I, nevertheless, concur in the judgment.
