¶ 1 I concur. in the result but would affirm based on the reasons expressed by the Commonwealth Court in Elliott-Reese v. Medical Prof'l Liab. Catastrophe Loss Fund, 805 A.2d 1253 (Pa.Cmwlth.2002).
