I respectfully dissent.' The evidence presented demonstrates that the Appointing Authority, after conducting a full investigation, established sufficient cause for terminating plaintiff. Finding no manifest error in the Commission’s factual findings and no abuse of discretion in the decision to terminate plaintiff, I would affirm the Commission’s ruling.
