{¶ 43} I concur with the majority as to appellants' second and third assignments of error. I, however, dissent with the majority's decision as to appellants' first assignment of error. I would find that the trial court's denial of the Bureau's motion to dismiss is not a final, appealable order. Polikoff v. Adam
