Winnebago, NE--Winnebago
Public Health Department has hit a
milestone of vaccinating 70% of the
Winnebago Community members who
are 16 years and older. Although, this
number can and will change if the
CDC authorizes the use of the vaccine
for teens between the ages of 12 years
old to 15 years old.
“When the CDC recommends the
Pfizer vaccine for the 12 years old
and up population, we will administer those vaccinations immediately
to those who sign up” said Emilee
Longuski, Communications Manager
at Winnebago Comprehensive Health
System.
If the new age range is authorized
to receive the vaccine, the Winnebago
Public Health Department hopes the
number of vaccinated community
members will stay at 70% or hit their
goal of 80% of community members
vaccinated. If community members in
this age range do not sign up for the
vaccination, it could lower the current
70% vacation rate.
“At this point, we have vaccinated
over four thousand people which is
pretty incredible at the rate we have
been able to administer” shared Longuski.
Vaccine appointments have slowed
down for the weekly clinic. “We still
have a lot of available appointments
and available vaccines. We are solely
administering the Pfizer vaccine. Most
people in the community want the
Pfizer vaccine but individuals who
want another vaccine, we can help
coordinate alternatives for them” said
Longuski.
The Pfizer-BioNTech vaccine is a
2-dose series given three weeks apart.
The Pfizer-BioNTech vaccine is 95%
effective at preventing COVID-19.
Winnebago Public Health Department is still holding clinics at the
Winnebago Public School Gymnasium
every Wednesday from 9:00 a.m.11:30 a.m. If these times do not work,
community members can call to coordinate a time that does.
Longuski stated, “we are still administering to people who are over
16; no matter where they live, not
matter their tribal affiliation, tribal or
non-tribal. If anyone has an interest,
they can call Public Health Nursing
at (402) 878-2258. People can call to
ask questions or discuss any concerns
they might have. Our team can help
guide them to the choice that fits them
best.”
“Our Public Health Nurses and our
staff believe in the Science and believe
in the vaccines. Getting 2-3 new community members vaccinated a week
does help get that number up. Every
few people matter. Every 1 person that
comes through that door from the
community moves that number closer
to that herd immunity” said Longuski.
Herd immunity means there is enough
antibodies and protection in the community to make spread unlikely.
Data about the COVID-19 vaccines
and cases in the Winnebago Community:
There has been a total of 351 COVID-19 cases so far in Winnebago.
53% of the positive cases have
been people between the ages of 0-29
years old.
Over half of the COVID-19 cases
where due to a positive case within
the household or from a close contact.
49% of the unvaccinated Winnebago population is between the ages of
12-29 years old. Youth are the largest
unvaccinated group.
Out the vaccinated population, the
majority of people getting the COVID-19 vaccine are 30 years old and
up. The 30+ age group account for
72% of the vaccinated population.
“We have been lucky because
of the vaccine efforts; our cases
have gone down. Efforts won’t be
successful unless it is stamped
out completely. The only way to
get back to normal is for it to go
away completely and for everyone
to step forward and do their part”
said Longuski.

WINNEBAGO, NE – The Winnebago
Football Team would have won if the
game was only two quarters but during
the second half of the game the Indians
found a way to lose. One of the worst
things to hear in football is the announcers say “Interception by Tiospa
Zina returned for a touchdown!” That
is what happened to Winnebago on
Thursday, May 6th at the Winnebago
Stadium. Winnebago ended up losing
by 10 points.
Final score was 30-20.
Winnebago won in stats. They had
more offensive yards, more passing
yards, and better kick return yards. The
stat that matter the most in this game
was turnovers. Winnebago had 4 massive turnovers and Tiospa Zina had 2.

yards. 84 rushing yards, 3 passing
touchdowns, and 2 interceptions. He
was helped by freshman running back,
Antrell Harlan with 77 yards.
Winnebago will take on Omaha Nation on Thursday, May 13th for the final
regular season game down in Macy,
Nebraska (Due to publication schedule, scores will be reported next issue).
This game is intriguing because Omaha
Nation averages 47 points a game and
Winnebago is only averaging 33 points
per game. “I hope Winnebago can forget about the loss against Tiospa Zina
because if they play Winnebago football
going into the playoffs they will meet up
with Tiospa Zina again in the championship game. However, they need to stay
focused on Omaha Nation because they
been putting up 66 points in their last
two games” said football announcer and

Winnebago Construction Update 5/10 - 5/17
WinnaVegas Casino Celebrates 29th Anniversary
with a Champagne Toast and Cupcakes
5/10- Pouring driveways & sidewalks in front of the Police Station. Place
temporary asphalt millings between the old and new pavement. The new
drives will be in use early next week. Electrical work to follow.
Closing from the Police station through Beck Street. Signs are being place
back at Highway 9 to give advanced warning. This closure of Bec k Street will
last 4 – 6 weeks.
5/11-Planning to pour the mainline pavement between Mercer & Mathewson.
5/14- Planning to begin inlet and step construction.
Backfilling on the north end, continuing electrical and placing a twin 54”
pipe. This will allow a major traffic switch on 5/19 -5/21.
Southbound traffic will go through the new part of the circle.
Northbound traffic will stay on the outside of the temporary asphalt.
5/24- Electrical and retaining walls.
5/31-Sidewalks should be ready.
***Please remember May 11th – May 13th is Winnebago cleanup days***
This utilizes the Mercer Street intersection. We will be pouring May, Tuesday
10th in that area with trucks, but not all day. Everyone remember this is going on and exercise caution and patience!!

SLOAN, Iowa —WinnaVegas Casino and Resort owned and operated by the
Winnebago Tribe of Nebraska celebrated its 29th anniversary on Thursday, April
29th 2021.
General Manager Mayan Beltran an enrolled member of the Winnebago Tribe
of Nebraska began the celebration with a speech. Members of the Winnebago
Tribal Council and others shared some words during the celebration.
Chairwoman of the Winnebago Tribe of Nebraska Victoria Kitcheyan said “we
are really happy to be here today to celebrate this. [W]e have to acknowledge
that we have so much success. The work contributed here (WinnaVegas Casino
and Resort) is a direct contribution to the success of the Winnebago Tribe. [T]
he dedication to this facility has really increased the livelihood and the positive
outcomes for the Winnebago people.”
A champagne toast and cupcakes were serv ed to those who attended the
celebration.

Last year during the summer I really
got into bass fishing. I think it was
because of the pandemic and its way
different from cat fishing at the river.
This year the one thing I want make
sure I do is attend an outdoor concert
since we couldn’t last year. Does anyone know if WinnaVegas going to have
any? Jon Pardi (country artist) is going
to be at the Stir Cove in Council Bluffs.
Let’s go!!! Bring on summer!!!

LETTERS TO THE EDITOR
Thoughts from a Crazy 2020...
I have not been writing many columns lately. I have been very busy
and have also started writing columns for the Omaha World Herald.
The ones I have been writing for
Omaha paper center on efforts to
give a larger audience perspective
on tribal issues. I think if people
can see things from our viewpoint,
it might help build un derstanding
and trust. I will try and publish
those columns here to if they are
relevant. I will use this column
to do a quick update on several
things to get everyone up to speed
and then go a bit more in-depth in
the next few columns.
Record Year
2020 was the year of the pandemic, but it was also the best
year in the history of Ho-Chunk,
Inc. We managed to end the year
with 1600 employees, $308 million
in revenue and $28 million in net
income. All of these numbers are
company records—"hey hey!” Our
previous net income record was
$15 million in 2015 and we came
close to doubling it.
We have a record year, while a
large percentage of our workforce
was forced to work remotely. I have
nothing but praise for our staff and
our people in Human Resources
and I.T. who figured out a way to
not only keep going, but also thrive
in a tough environment. Also, I
want to thank the many employees
in our community who couldn’t
work remotely and continued to
provide much needed services at
personal risk to themselves.
Gaming Update
During the pandemic we also
had to gathered almost 500,000
signatures for the gaming expansion in Nebraska. It was an incredibly stressful time. For example, we
bought tens of thousands of dispos-
able pens to avoid concerns about
spreading Covid 19. We fought and
won a battle at the Nebraska Supreme Court to keep our petitions
on the ballot. We waged a campaign
against some overtly anti-Indian
rhetoric and won in overwhelming
numbers.
Winning is nice, but it meant a
lot of work was ahead for us. Since
the day after the election last fall,
we have been working constantly
to design the casinos and acquire
all the land necessary to build the
tracks and casinos. We also started
a whole new corporate division
called WarHorse gaming, which will
more than double the size of our
company over the next couple of
years. We have been in the middle
of working to get some extra legislation passed to help clarify our gaming expansion. We have also been
trying to raise the approximately
$550 million it will take to build all
of the casinos.
We have been keeping our political leaders up to speed, but only
releasing information on a limited
basis publicly because there are a
lot of people who want to know what
is going on in order to hurt us or
help themselves. Once the legislation is passed, we can start the licensing process and hopefully start
construction soon after we receive
the official license. A lot of things
need to happen, but I am hopeful
construction will start in late summer or early fall. We will release
more details when appropriate, but
rest assured we are very focused on
making this happen.
Elders Village
With the blessing of tribal leadership, we are in the process of designing what we are calling an Elders
Village. We intend to create an independent living area where elders
can have affordable and fully accessible housing. We want the houses
and living units to be relatively close
together with a shared green space
and places for interaction, cooking,
and physical activity. We intend
to build it in the next phase of the
Ho-Chunk Village, or Village 2.O as
we call it.
We are in the process of designing
it now and hope to use some of the
federal funding to fight Covid 19 to
build it. We believe that quality and
safe housing that is not overcrowded
makes a lot of sense because it will
help protect our elders from unnecessary exposure to Covid 19.

"God-given duties of Mothers"
This past Sunday was Mother's Day,
a day that one often honors his or her
mother in special ways. Mothers are
often taken for granted, unappreciated
or under-appreciated, this is sad. We
should thank God for our mother (and
fathers) as well as cherishing her each
and every day.
Our Creator gave us a separate command regarding mothers. Do you know
what it is? "Honor your father and your
mother so that you may live long in the
land YAHWEH your God is giving you"
[Exodus 20:12 NIV84].
This command to honor one's mother
(and father) from God is to be lived
each and every day. Dr. Martin Luther
explained this command through these
words: 'We should fear and love God
so that we do not despise or anger our
parents and other authorities, but honor
them, serve and obey them, love and
cherish them.' Note well: it does not say
whether they deserve honor or not.
From the very beginning, Creator God
blessed women in a special way. God
gave Eve the blessing of motherhood.
Eve's name means 'life.' Each and every
person, besides Adam, came through
Eve - the mother of the lives of all mankind. God promised that through Eve,
that 'one' of her offspring, would crush
Satan and redeem the world.
So throughout time, women have
served Creator God through childbearing. The apostle Paul wrote these
words to Timothy: 'women will be saved
through childbearing—if they continue
in faith, love and holiness with propriety'
[1st Timothy 2:15]. Only women can give
birth to a child. Women are saved not
because they bear a child, rather God's
Word clarifies that it is through faith in
God's Son Jesus.
God's plan and way of salvation came
through a virgin who was blessed to give
birth to the Son of God, Jesus. God's
will is that all men, women, and children would be saved and to come to a
knowledge of truth. That truth is found
in believing in Jesus as God and Savior.
Jesus was blessed to have a Godfearing and loving mother. Virgin Mary
was blessed to give birth to Jesus, but
more importantly she was blessed to
know and to trust in Jesus as her Lord
and Savior. Mary sang these words: 'My
soul glorifies the Lord and my spirit
rejoices in God my Savior, for he has
been mindful of the humble state of his
servant. From now on all generations
will call me blessed" [Luke 1:46-48].
Here is an encounter Jesus had regarding the blessings of his mother, and
of all women: 'a woman in the crowd
called out [to Jesus], “Blessed is the
mother who gave you birth and nursed
you.” He replied, “Blessed rather are
those who hear the word of God and
obey it” [Luke 11:27-28].
Yes, this past Sunday was Mother's
Day. There were so many more people
who gathered with their mother, treated
her royally, maybe even taking her out
to dinner - or at the least giving her a
call on the phone - than who gathered
in God's house in order to thank God
for His gift of their life and the countless
blessings of their mother!
I close with these words of Jesus:
“Blessed rather are those who hear the
word of God and obey it!”
Asthma is a chronic lung disorder that causes swelling and inflammation in the lungs. According to the National Heart, Lung, and Blood Institute,
asthma affects more than 25 million people in the United States, or about 8
percent of the population. Seven million of them are children.
According to the Twelve Clans Unity Hospital, 243 individuals received
treatment for asthma during 2020. Given the total population in WTN, that
means we are above the national average at around 9.3 percent.
The exact causes of asthma can be difficult to pinpoint. Allergies and triggers in the environment can cause asthma symptoms and asthma flare-ups,
and genetics can play a role. However, the exact reasons why people develop
asthma is unclear.
If you or someone in your family has asthma, you are probably well aware
of the triggers that can bring on its symptoms. For others, it is helpful to
understand what can cause asthma vs asthma symptoms.
Common Triggers
pollen, dust mites, mold spores, pet dander, particles from cockroach waste,
smoke, physical activity, cold air, the common cold, certain medications,
including beta blockers, aspirin, ibuprofen (Advil, Motrin IB, others) and
naproxen sodium (Aleve), strong emotions or stress, sulfites and preservatives
added to certain foods or beverages like shrimp, dried fruit, processed potatoes, beer and wine.
Common Symptoms
shortness of breath, chest pain or tightness, wheezing when exhaling (common sign of asthma in children), trouble sleeping caused by shortness of
breath, coughing or wheezing, coughing or wheezing attacks that are worsened by a respiratory virus, such as a cold or the flu.
You may not be aware you have asthma since symptoms can be mild. You
should see your doctor if you think you have asthma. Asthma symptoms vary
from person to person. You may ha ve infrequent asthma attacks, with symptoms only at certain times — such as when exercising — or have symptoms
all the time.
For some people, asthma signs and symptoms flare up in certain situations. If you are experiencing a connection between these triggers and your
breathing difficulties, you should see your doctor to get a diagnosis and set up
an action plan. Early treatment for asthma can prevent lung damage later
in life.
If you know you have asthma, work with your doctor to keep it under
control. If your medication doesn’t ease your symptoms or you need to use a
quick inhaler more often, it’s time to get with your doctor soon. Continued
overuse of asthma medication can lead to side effects making your asthma
worsen.

Asthma Control Assessment tool and more. So make sure to listen to what
your lungs are telling you and take care of yourself.

Not too expensive because the hunters
shoot them up. Signs should be posted
on the all sides of the reservation as well.

Winnebago, NE--May 5th of each
year is the national awareness day
for Missing and Murdered Indigenous
Women and Girls (MMIWG).
“The main thing with our MMIWG
day is to have a lot more awareness
brought to this topic because of the
stigma and the minimal data that is
being reported on it. So many of our
relatives are dismissed too easily”
said Donna Wolff Prevention Specialist at YCIC (Youth Crisis Intervention
Center).
Data shows:
Indigenous women are murder at a
rate 10 times higher than the national
average (U.S. Department of Justice),
and homicide is one of the leading
causes of death for young indigenous
women (3rd for women age 10-24, 5th
for 25-44).
Native American women suffer
sexual assault at a much higher rate
and with more serious consequences
than any other racial or ethnic group
in the United States.
Rapes are overwhelmingly committed by individuals outside the Native
American community.
“It is all about education. We need
to keep better track of our people and
letting relatives know where you are and
who you are with” shared Wolff.
“We need to talk about it. It is a very
hard topic to talk about. Families need
to be more aware and keep in touch
with their relatives. Letting young native
girls know about this topic and what
can happen to them especially, with the
highway that goes through Winnebago.
Youth can easily be picked up. We need
to take this seriously” said Wolff.

Centuries of Missing and Murdered Indigenous Peoples
Native American cultures, languages, lands and lives were all
systematically and forcibly taken
through colonization. Our ancestors endured genocide and assimilation for more than five centuries.
Today, there is ample evidence
that genocide still occurs through
the inhumane conditions on reservations, the jurisdictional issues
that prevent the prosecution of
non-Native perpetrators on tribal
lands and ignoring the Missing
and Murdered Indigenous Women
(MMIW) crisis.
The Connection to Domestic
and Sexual Violence
Domestic violence isn’t a Native
American tradition; it is a symptom of colonization that continues
to this day.
Through colonization, Native
women were devalued by non-Native people. They were degraded,
they were attacked and raped.
Acts that still continue today.
Tribal communities still experience
high rates of rape and sexual assault, largely committed by nonNative perpetrators. Native women
are sexualized in the media--in
costumes, in Native American
imagery and caricatures, and in
movies. Native women and men
still struggle from the effects of
colonization, marginalization and
assimilation and our shared trauma. Over half of Native women, in
particular, have been physically
abused by an intimate partner.
StrongHearts Native Helpline
understands the issues of MMIW
are related to domestic, dating
and sexual violence. We understand that missing and murdered
victims can be children, elders,
Two-Spirit, men and those with
disabilities. This crisis affects all
of our relatives. Survivors deserve
justice.
Research shows that women
are more likely to be killed by an
intimate partner (husband, boyfriend, same-sex partner, or ex)
than by anyone else. Over 84% of
Native women have experienced
violence in their lifetime. Nationally, across all racial and ethnic
groups, approximately two out
of five female murder victims are
killed by an intimate partner.
Homicide is a leading cause of
death for American Indian and
Alaska Native women. Many killings linked to domestic violence
occur right after recent breakups
or during separations. Leaving an
abusive relationship is the most
dangerous time for a victim of domestic violence.
Complicated legal systems,
jurisdictional confusion, and
lack of resources also leave many
Native victims of violence and
their families without support or
justice. Whether the violence is
coming from inside the home, or
from strangers living near Tribal
communities or in urban centers,
from going missing or being murdered.
Prevention
One way to address these issues is through culturally-appropriate domestic and sexual violence advocacy. We need services
that approach healing from an
indigenous perspective – where
victims feel understood and where
their unique needs as Native
people can be met.

Parent Liaison Volunteer Position
Basic Function:
This position will serve as a voice for all parents of students enrolled in
the Educational Pathways to Student Success (EPSS) program, and provide
input and the parent perspective to ensure that program goals and objectives
are met, and the program is providing services that meet the needs of the
program. They will be responsible for helping lead the monthly meetings. The
Parent Liaison will assist in communicating with teachers, parents, students,
support staff and the community regarding the EPSS program, services and
student issues in areas such as attendance, academics, behavior and health
etc.
We’re Looking for Candidates Who are:
_ Family engagement experts: individuals with a proven track record of
engaging families and strengthening relationships between schools and communities. _ Flexible: someone who is able to adapt quickly to changing priorities and conditions and can adjust effectively with complexity and change. _
Persistent: problem solvers who demonstrate tenacity and willingness to go
the distance to get something done and learn all systems needed to execute
their work. _ Skilled at cultivating teamwork: leaders who reach out to peers
and cooperate with supervisors to establish an overall collaborative working
relationship.
Responsibilities and Duties:
• Serve as a liaison between the EPSS program and the parent/families of
the school.
• Participate in the selection process for enrolling students into EPSS program.
• Promote family welfare efforts by establishing contacts with community
organizations.
• Assist in making personal contacts through a variety of modalities (electronic, face-to-face, home visits, etc.) to encourage parental engagement.
• Assist in researching, collecting, organizing and coordinating resource
materials and activities to facilitate parental involvement and engagement in
their child’s education, under the direction of the EPSS Project Coordinator
and Education Director.
• Participate in program-based activities, such as curriculum, special events, PTA meetings, monthly talking circles, Summer Institute and
fieldtrips.
• Assist with executing programs and initiatives to enhance services and
strengthen relationships between school and home.
• Communicate and help guide parents with the service feedback process
and survey.
• Serve as a Parent Liaison positon for the Tribal Education Advisory
Board.
• Assist the Project Coordinator on the monthly EPSS Newsletter.
• Advocate for student/family need.
Required Skills, Qualifications, and Characteristics:
• Experience with providing family support, preferably within the context
of schools
• Ability to effectively communicate with a diverse group of families and
stakeholders
• Learns new technology quickly
• Must have a child enrolled in The EPSS program.
Time Commitment:
The Parent Liaison position is an annual, part-time commitment from April
2021 through October 2022. Once onboarding is complete, Parent Liaison
will contribute 2 to 4 hours per week.
Location:
Parent Liaison must reside in the Winnebago, NE community. Programming and services will be focused in the Winnebago, NE community.

RENEWABLE ENERGY
WINNEBAGO, Neb. – Wind turbines and solar panels are all part of a longterm effort to make the Winnebago community self-sufficient when it comes to
its energy needs.
So far, those steps have helped the community save $250,000 with those
funds being redirected toward supporting community programs.
A 2018 expansion project increased the community’s solar capacity from
400kW to 742kW, reinforcing Winnebago’s status as one of Nebraska’s largest
renewable energy infrastructures and officials predict the panels fully paying
for themself within seven years.
“Being able to save ourselves money while also increasing our energy independence and doing our part to help the environment is a phenomenal achievement,” said Willy Bass, Ho-Chunk, Inc.’s Community Engagement & Impact
Manager. “We try to be good stewards of the land and, hopefully, inspire others
to do their part.”’
Renewable efforts in Winnebago date back to 2007 when Ho-Chunk, Inc.
installed five wind turbines at its properties to offset energy use.
Since then, about 2,400 solar panels have been installed across the community at sites including the Blackhawk Community Center, Ho-Chunk, Inc.’s
accounting offices, two Pony Express convenience stores and other tribal businesses.
Over the projected 20-year lifetime of the solar panels, the Winnebago community is projected to save about $2.5 million dollars. The panels also have
offset 1,920 tons of CO2 emissions, which is equivalent to the consumption of
4,445 barrels of oil.
