Featured on our masthead for this fourth issue of
2025 is the icon representing our Water Spirit Clan /
Wakjexi Hikikarac. The Water Spirit Clan holds many
important responsibilities for the tribe, including those
being related to the passage of streams, rivers, and
water. A primary function of theirs was to handle all
water issues in our sacred ceremonies. Water Spirit
clan members ensured the protection of the tribe’s
water supply overall. Water Spirit clan members were
also oftentimes the physicians for the people, using
herbs, sacred water, and other ceremonies to bring
healing. They are depicted in artwork usually in possession of a beaded bag used for carrying their sacred
and personal items. The Water Spirit Clan is one of
the eight Earth clans. Its friendship clan is the Buffalo
Clan / Cexji hikikarac. Families belonging to the
Water Spirit Clan include: Bassette, Earth, Redhorn,
and Smith. Our gratitude to the HoChunk Renaissance
Department for their assistance in providing this

On February 24th, Acting Winnebago Police
Chief Anthony Walker deputized three Winnebago Wildlife & Parks Conservation Officers: Sean
Bear, Ben St.Cyr and Kenny LaPointe. The new
officers will assist in patrolling Winnebago. For

[Winnebago, NE] After years of debate
the residents of the Village of Winnebago are
being asked to vote on who should control the
water system of our community. In discussion
and discourse that at times strained the traditionally cooperative relationship between the
Village Board of Winnebago and the Winnebago Tribe, a vote was called for to allow the
people of the village to decide who can best
serve their water system needs.
The Village Board of Winnebago serves as a
publicly elected board to oversee the operation
and administration of the town of Winnebago.
The water system is a part of that administrative oversight functioning under rules enacted
into Nebraska State law. In recent years, the
role of that board was called into question as
issues related to the quality of the water in and
around Winnebago declined. Numerous examples of discolored water, along with complaints
from residents of foul-smelling water began to
pile up. The Winnebago community even expe-
rienced a full water system shut down, because
of maintenance break downs that crippled the
entire area.
Now, the State working through the Thurston
County Clerk’s Office, has issued ballots to
each of the registered voters asking them if the
Village Board should transfer operation and
control of the Winnebago water system from
the Village of Winnebago to the Winnebago
Tribe of Nebraska. Those ballots were mailed
on the week of February 20th, 2025. Time to

LAST BEAR MOON POWWOW MAULS ATTENDANCE RECORD
On February 26th, HoChunk Renaissance
hosted a Frybread Championship. 7 participants
put their bread up for judgment. Elaine Earth
won 1st place, Marie Bass won 2nd place and
Elizabeth Bayer won 3rd place. Congratulations
to the winners!
Later that night HoChunk Renaissance hosted
another HoCak bingo night. This family-friendly
event had bingo prizes, face painting and a meal
for attendees.
February 18th Coach Adam Tranmer began
sharing State Wrestling updates. Zowie Wilkie
finished her freshman year 34-22 and went 1-2 at
the NSAA Championships. Avani Wilkie placed
5th at 155 in Class B while ending her senior
year 31-9, earning a state medal for the 3rd time.
Precious Decora finished her Senior year as a
State Runner-up at 235. 46-3 and is a 2x State
Medalist! Zakiya Redhorn ended his freshman
season 30-10. Please read Hakewe (page 6) for

story. Also, WPS is hosting a Purler Camp
starting May 28th thru 30th. The Camp clinician
will be Cody Compton, Former Husker Wrestler.

[Sloan, IA / WinnaVegas] On Saturday, February 22nd, 2025, the Winnebago
Tribe hosted its Last Bear Moon (LBM)
Powwow inside the WinnaVegas Casino
Resort Event Center here. As the premier
event in the region for all things powwow,
the Last Bear Moon has quickly become
a very popular stop on the powwow trail.
“We were expecting to have a huge crowd
this year, and we sure did.” Garan Coons,
LBM Powwow Committee member told
the WIN.
With a full day’s itinerary set, the Last
Bear Moon powwow got started with the
traditional blessing of the arena. Winnebago Tribal Council member and Armed
Forces Veteran, Aric “Dusty” Armell,
presided over that special time. His dedication to honoring the ways of the arena,
helping to ensure the good tidings for all
who made their way to WinnaVegas that
day. “We were happy Aric could help us
out.”, one committee member said.
The Last Bear Moon Powwow gets its
name from the month in which it has been
held – aka February. In our Hocak culture
this time of year is known as the Last
Bear Moon, just as most of January is the
First Bear Moon. Our Winnebago Tribe of
Nebraska’s HoChunk Renaissance department puts out a calendar describing each
of the seasons that transpire throughout
the year. “It just made sense.” Coons said
about the naming of the event.
As in 2024, this year too, the Winnebago Tribe provided LIVE streaming of the
event for all those who could not attend
in person. In an ever-growing push, the
Last Bear Moon Powwow for 2025 was
again bigger than the year before. Bethani
Redhorn, Communications Office Manager for the Winnebago Tribe and The Big
Voice Radio told the WIN, “We had well
over 20,000 viewers for all sessions.” She
added, “This kind of exposure gives us
a real boost when we consider the other
events that can be LIVE streamed in and
around Winnebago.” The Winnebago
Tribe utilizes its KWTN 100.9 F.M. The
Big Voice Radio station as well as on-site
LIVE broadcasting over the internet to
bring events like these to our tribal members in all corners of creation.
The Last Bear Moon Powwow was
made possible through the generous
donations of its many sponsors. Those
donations were either monetary, in-kind
manual engagement, and all other types of
generosity. Our event would not have been
possible without their support. We thank
you all!
The LBM powwow hosted numerous
categories for the dancers, and we have
that list of Winners printed in this issue.
Congratulations to all the winners. Much
thanks, appreciation, and gratitude for all
those who came to our event, helped make
it happen, or watched from afar. Much
appreciation to the singers as well. Their
songs powered the powwow all day long.
Last Bear Moon 2026 planning begins

complete the voting is short, but manageable. Each registered voter has only a certain number of
days to return that ballot to the Thurston County Clerk.
Only residents who live within the corporate limits of the Village of Winnebago are eligible to
vote on the matter. Further, only registered voters in that zone received the ballots. The Winnebago Indian News will continue to provide coverage of this on-going story and will report the
results of the special vote once they are published. Stay tuned!

Letter to the Editor – Winnebago Indian News

On Wednesday, February 5th, 2025, people
gathered for the 50-50-1 Movement. 50 state
capitals for 50 protests in 1 voice, across the
nation against Project 2025 and the Trump
Administration. Sasha Rivers, a Winnebago
tribal member and Waaswaaganing Lac du
Flambeau tribal descendant, was in attendance
for the Madison, WI protest to represent her
tribes, Indigenous voices, and the LGBTQIA+
Two-Spirit community. She raised her voice to
let it be known that “NO ONE IS ILLEGAL
ON STOLEN LAND!” Over 500 people were
in attendance at this protest.
On February 17th, Sasha returned to Madison, WI for the “50-50-1 Movement: Not My
President’s Day Protest” on the steps of the
Madison State Capitol Building despite below
freezing temperatures. Her mother, Muriel
Walker, who was also in attendance, was asked
to give a blessing for the event.
Sasha raised her voice for the protest with
the following message:

wa’uje na. Woodruff eja haci haje na. Nišoc eja
howawajį na.
I greet each and every one of you! My HoChunk name is Ahupiwinga. My English name
is Sasha Rivers. I am a member of the Eagle
Clan [of the HoChunk Nation on whose land
we are located on now]. I live in Woodruff,
WI and I am from [the] Winnebago Tribe in
Nebraska.
I am with the Northwoods Progressives in
Woodruff, WI and a first descendent of my
[grandmother’s] tribe, the Lac du Flambeau
band of Lake Superior Ojibwe.
I am here to represent Indigenous Two-Spirit voices and to speak up for our immigrant
friends and relatives. I am here to let it be
known that NO ONE IS ILLEGAL ON STOLEN LAND!
My mother, Muriel Walker, raised me to
stand up for what’s right. To have empathy and
to fight against injustice. The Trump Administration and his executive orders have shown
time and again to be unconstitutional, unfair,
and unjust. His campaign against the LGBTQ2SIA+ community and immigrants in particular
hit home as I am of the Two-Spirit community.
I have empathy for scapegoated immigrants
who are not so far removed from we Indigenous people. Latinos, Latinas, and LatinX
individuals are indigenous people too. Lest we
forget that Turtle Island is OUR original home.
We didn’t cross the borders, the borders crossed
us.
In January, I attended a Rapid Response
Training regarding Immigration and Customs
Enforcement (I.C.E.) and immigration laws. I
listened as immigrant families voiced their biggest fears: separation from children, educational dreams dashed, homes destroyed, families
torn apart. We North-of-the-Southern Border
Indigenous people are well versed in such
atrocities in our own history. The United States
of America made over 500 treaties, SUPREME
LAWS OF THE LAND, with over 500 Native
Nations, and broke every one of them.
Our own Native people have reported encounters with I.C.E. There is much fear and uncertainty with the threat of I.C.E. on tribal lands
and what that means for tribal people. Many
tribal nations have taken action to ensure all
enrolled tribal members have access to getting
certificates of Indian blood, tribal identification
cards, and letters of descendancy.
Fear and uncertainty is palpable. Yet where
there is fear, there is also hope. This has been
made evident with our protests. When we rise
up, we show others that they are not alone. We
are not alone. We are in this together!
We can no longer afford to remain silent
and turn a blind eye. WE MUST RISE UP!
TOGETHER! And although our voices may
shake, we must raise our voices together! LET
US SHOW THEM WHAT HAPPENS WHEN
YOU WAKE THE SLEEPING GIANT! AND
TOGETHER! WE! WILL! SUCCEED!!!”
Sasha has been an activist since the Idle No
More movement in 2012. She is an advocate
for LGBTQIA+ Two-Spirit rights, and is currently a member of the Northwoods Progressives, an activist group in northern Wisconsin.
She can be found on all social media platforms.
Her goal is to inspire others to stand up
against injustice, support each other during
this tumultuous time, and raise their voices in
solidarity! Together we can move mountains.

The regular meeting of the Board of Education (the “Board”) of Thurston
County School District 0017 (Winnebago Public Schools) in the State of
Nebraska (the “District”) will be held at 4:45 PM, on Monday, March
17th, 2025 in the regular meeting place of the Board, the School Conference Room on Highway 77 & 75 in the Village of Winnebago, Nebraska.
An agenda, kept continuously current, is available for public inspection
in the offices of the District Superintendent, located at Highway 77 & 75,
878-2224. The meeting will be open to the attendance of the public. If

Little Priest Tribal College recognized by Achieving
the Dream as a 2025 Leader College of Distinction
Little Priest Tribal College (LPTC) today announced that it has been designated a Leader
College of Distinction by Achieving the Dream (ATD), a national nonprofit dedicated to
advancing
community colleges as hubs of learning, credentialing, and economic mobility in their communities.
“I am beyond thrilled to receive this designation from ATD,” said President Patil. “Last year,
LPTC was honored as a Leader’s College, and now, receiving this designation reaffirms our
commitment to closing equity gaps. By leveraging disaggregated data, we continue to focus on
improving completion for all students. This recognition is a testament to the collective efforts
of our college and our unwavering dedication to student success.”
ATD created the Leader College of Distinction award in 2018 to recognize colleges that have
pursued and met challenging student success goals, often earning Leader College status
several times. Leader Colleges of Distinction must show improvement in three or more student
outcome metrics, including at least one lagging indicator, such as completion or transfer with
an earned baccalaureate. Leader Colleges of Distinction are also required to show they have
reduced equity gaps in at least two metrics for at least two student groups. These requirements
recognize and motivate sustained and proactive reform efforts that result in greater improvements in student success and equity.
LPTC is part of the ATD Network, made up of 300+ colleges committed to supporting student
success at their institutions and promoting economic vitality throughout their communities.
LPTC has been a member of the ATD Network since 2017 and has held Leader College status
since 2024.
“We are proud to recognize our 2025 Leader Colleges and Leader Colleges of Distinction for
their extraordinary commitment to student success,” said Dr. Karen A. Stout, president and
CEO of Achieving the Dream. “These colleges exemplify excellence within the ATD Network,
achieving measurable gains in student outcomes and fostering impactful change within their
institutions and communities. Their dedication to using data-informed approaches to create
meaningful opportunities for students and their communities serves as a powerful example for

WCHS Launches WinnHealth Record

A new Electronic Health Record (EHR) that
will transform patient care.
Winnebago, NE – February 1st, Winnebago
Comprehensive Healthcare System successfully launched WinnHealth Record, a modern
Electronic Health Record (EHR) leveraging
cloud technology and AI to keep patient care
at the forefront of innovation. WinnHealth
Record is a web-based platform designed
to enhance experiences and elevate care
through improved connectivity, efficiency,
and security.
Launching WinnHealth Record is a significant step forward in streamlining healthcare
services and ensuring seamless coordination
between providers and their patients. The
system prioritizes security of health records,
enhances scheduling and appointment
reminders, facilitates better communication
across departments, and creates a centralized
registration process that simplifies return
visits and reduces wait times. WinnHealth
Record propels WCHS into a new era of
digital healthcare, using today’s technology
to enhance patient experience and care
coordination.
“This transition allows for significant
improvements to WCHS’s functionality, collaboration, automation, security, and patient
safety across all services, giving our patients
the exceptional healthcare experience they deserve,” explains Austin Schanzenbach, Chief
Transformation Officer and Project Lead.
Throughout the next several months, WCHS
will be refining workflows and optimizing
the system in the implementation phase. The
staff will continue to strive for a seamless
transition, they appreciate patients’ patience
during this adjustment period. Those with
appointments or the ability to call ahead to
schedule an appointment in February are
encouraged to do so. For the time being,
Walk-in/Flex appointments will be limited to
those who are sick or with urgent care needs.

As a next step, WCHS will be launching WinnHealth Portal. WinnHealth Portal will be a
user-friendly patient portal platform that will
empower patients with the ability to view

Question of the Issue:
DOXY WINS STATE CHAMPIONSHIP
Self-Care as an idea is growing. If and how does it fit
into your world?
GARAN: I had to look up ‘what is self-care?’. This is what the ol’ world wide web
said, “Self-care refers to the proactive steps individuals take to maintain and improve
their physical, mental, and emotional well-being.” I think music would check all the
boxes for my little world. I can improve my physical well-being by cutting up a rug
and dancing. Music makes my mind feel good and emotionally it usually takes me
back to a good time. I am not a good dancer, not a good singer, so that’s why I am a
DJ. Haha! EDITOR’S NOTE – Hmm... not good? 2am says otherwise! ;-p
BRIAN: I come from GenX and to us there is no such thing. Deal with it! But we do
know, ‘all work and no play…’ so with that, staying away from places, people, and
surroundings that drain your energy, that most certainly happens. Daily choices to take
care of your health ought to be prioritized too, but again, to GenX … we get over it.

TYLER: I would say working out improves all physical, mental and emotional
well-being. It’s a great stress relief and overall puts me in a better mood. A simple walk
outside can help.
CHRISTINA: I try and do something for self-care every day! Whether it’s one of the
following or a couple of them, it’s important to me. For my physical, I try to make it
to the gym at least twice a week. I usually try to do at least a mile of running on the
treadmill and weight lift then I’ll sit in the sauna for a good 15-20 minutes before I
leave. Didn’t know how that type of sweating is so calming. For my mental, I’m a big
nerd so I like to listen to podcasts about business, finance and self-help. I also like to
watch documentaries, or I have about 3 books that I’m reading. One of them has been
going on for a couple years because it was written in a different era. So, the language
is a little dry. For my emotional wellbeing, exercise/yoga, naps or being out in nature
are my common go-to to improve my overall mood. So, hurry up spring season!
KEVIN: For self-care I take long HOT bubble baths. That hot soapy water melts away
my frustrations. I try to stay in touch with the creator and talk and thank him daily,
blessing me with my babies. I look at them and know I must get healthy and stay
healthy to watch them grow up.
BETHANI: Self-care for me is simply listening to music, finding new music, or replaying some of my favorite artists & songs. Another form of self-care that helps keep
me balanced is writing, I like to journal & write poetry. Other forms of self-care for
me is spending time with my family, they keep me sane & happy.

[Omaha, NE] The thrill of victory
was certainly on the menu for the
Winnebago wrestlers this season.
Inside the famed CHI Health
Arena in downtown Omaha, the
Nebraska State Boys Wrestling
Tournament was held this past
weekend. Replete with all the
hype, pageantry, and fanfare
you’d expect as the best High
School boys in our State made the
trek there.
“I’m so proud of this kid. We
talked when he entered high
school that if he listened to me
and bought into the program
philosophy, that he would be
a two-time or three-time State
champ.”, said Adam Tranmer –
Coach for the Boys Wrestling
team at WHS. Tranmer continued,
“Last season was heartbreak, and
we reset our goals to become a
two-time state champ. [W]e got
the first one tonight, and next
year’s prep begins tomorrow.”
Doxy is in his Junior year at
Winnebago High School. His coach
stated, “[Doxy] has the junior
record for wins and most all the
[other] season records after this
unbelievable season.” Wrestling
in the C285 weight division, Doxy
finished his championship run
holding a record of 46-3. Doxy
is also credited with scoring all
of the team points at the State
Tournament for the Indians, WHS
ended up finishing 24th out of
the 53-team field. “Now that’s
an accomplishment!”, his coach
exclaimed.
Surrounded by his coaches and
family, Doxy stood alone atop the
winner’s podium as the crowd
cheered for the medal winners. The
storied CHI Health Arena now has
one more tale to tell. It is the home
of the first ever NSAA Champion
Wrestler from Winnebago High
School. Coach Tranmer finished,
“He’s a great kid. He’s coachable.
[L]et’s do it again next year!”
Congratulations, Jared! You’ve
made your school, your coaches,
your team, and your family proud.

A Meeting of the Board of Winnebago Public Schools was convened in open and public session
on Monday, January 13, 2025 at 4:51 p.m. in the board room at the Winnebago Public Schools,
Highways 77 & 75, Winnebago, Nebraska. The roll was called and the following Board members
