Track season wrapped up last week with
the District Meet. Congrats Track stars.
The Dakota Access Pipeline spilled
crude oil in South Dakota just as work
on the controversial project was wrapping up.
A database on the South Dakota Department of Environmental and Natural
Resources shows the location of the spill
but further details aren't provided. The
Aberdeen American News was the first to
confirm the date of the incident -- April 4
-- and the amount of oil involved -- about
84 gallons.
The wealthy operators of the pipeline,
though, won't be fined, the paper reported. The spill was reported and cleaned up
within the required time frame, a scientist with the department told the paper.
Still, the report of the relatively minor
spill raised alarms in Indian Country.
Tribal leaders and activists say it's only
a matter of time before Dakota Access
causes significant harm.
“The Dakota Access pipeline has not
yet started shipping the proposed half
million barrels of oil per day and we are
already seeing confirmed reports of oil
spills from the pipeline. This is what we
have said all along: oil pipelines leak and
spill,” Chairman Dave Archambault II of
the Standing Rock Sioux Tribe said in
a statement on Wednesday.
“Do we have more spills just waiting
to happen? This is our home, our land
and our water,” said Joye Braun, a citizen
of the Cheyenne River Sioux Tribe in a

statement provided by the Indigenous
Environmental Network. “This just proves
their hastiness is fueled by greed not in
the best interest for tribes or the Dakotas”
Even though work on the pipeline is
complete thanks to the Trump administration, Standing Rock and Cheyenne
River leaders are still hoping to stop oil
from flowing. They have motions pending
in court to set aside the federal government's approval of the project but a hearing, if any, hasn't been scheduled as of
Thursday morning.
A spokesperson for Energy Transfer
Partners, the parent company of Dakota
Access, has told the Associated Press
that the pipeline is expected to be fully
operational by June 1.

A former Winnebago Tribal Council
member -- one of nine indicted last summer in an alleged conspiracy to steal from
the tribe’s casino -- has pleaded guilty.
Lawrence Payer, 71, is the first former
council member to make a plea in the
case. A second former council member,
Louis Houghton, is set to issue a plea for
his role in the alleged theft at a May 22
hearing in U.S. District Court in Omaha.
Last July, a federal grand jury indicted nine former Winnebago council
members, charging each with conspiracy,
theft and misapplication of funds belonging to an Indian gaming establishment,
and wire fraud. Those council members
included: Payer, Houghton, former tribal
chairman John Blackhawk, Darwin
Snyder, Thomas Snowball Jr., Travis
Mallory, Charles Aldrich, Morgan Earth
and Ramona Wolfe.
As part of his plea agreement, Payer
only admits to misapplying funds belonging to an Indian gaming establishment.
If the court agrees to his plea agreement,
the other charges against Payer -- including conspiracy to steal casino funds and
wire fraud -- would be dropped.
He faces up to 10 years in prison
and a $250,000 fine for the remaining
charge, though the U.S. Attorney’s Office has recommended he be sentenced
to five years of probation and be ordered
to repay any funds he obtained illegally
from the casino.
The indictments came after an FBI
investigation determined that while on
the tribal council, the defendants had
given themselves raises and bonuses
totaling $327,500 directly from the tribe’s
WinnaVegas Casino Resort without approving them at council meetings. It
showed that in 2013 and 2014, the nine
were issued $87,000 in gift certificates
by the casino and uploads to prepaid
debit cards paid for by the casino totaling $240,500. These distributions
were recorded on the casino’s books as
miscellaneous administrative expenses,
according to the indictment.
The case stemmed from a 2015 tribal
investigative report. In the wake of that
report, the nine resigned or were ousted
from office by newly-elected council
members.

In the last two weeks, I went to
Alaska to address the annual convention of the Tlinget and Haida Tribes.
I went to Washington DC because we
had a hearing on our lawsuit against
the ATF. I hosted several politicians
the next day in DC as part of my duties
as the Chair of the Siouxland Chamber
of Commerce. I helped the Tribe lobby
to get a law introduced to get back
the land that was left in Iowa after the
river moved. I went to Boston to give a
speech at the Harvard Business School
on building a sustainable company
and community. The Harvard speech
was huge for me, because I felt it was a
real honor to be asked back to my old
stomping grounds. I visited my oldest
daughter that weekend at college and
then flew home late Sunday. I thought
I would give the office a try on Monday
and then drove to Rapid City to give a
shortened version of the speech I gave
at Harvard at a summit for the Great
Plains Tribal Chairman. Whew.
However, I made a poor joke in Rapid
City about my parents parking in their
yard in Winnebago and compared it to
our neighboring tribe and that is all
I will remember from these trips. It
pissed off a lot of our neighbors to the
south. I apologized for it because it
wasn’t necessary to make that contrast.
I can assure you I got an earful from
many of my Omaha friends and some
who probably took it way too far. So I
do all these cool things and what am I
remembered for? Having a big mouth.
Story of my life.
Actually, the whole episode was an
interesting lesson because I realize that
what Ho-Chunk, Inc. and the Winnebago Tribe has accomplished has given us
a platform to discuss issues and that I
should use that platform a little more
wisely in the future and I am about to
start that right now.
I almost can’t help myself from
talking smack though. I have become
obsessive about building up our community. I think we need to raise our
thing we do. We are getting better, but
so much still just slides by. Yes, I don’t
like it when people park in their yard or
park on the sidewalk. The sidewalks are
for children to walk and ride their bikes.
But it isn’t about the yard parking
really. It is about acceptance of how
things are around here and that if you
try to change them then you are some
how trying to act white or a jerk or something. We need to expect our kids to do
better in school. We need to expect our
people to work. We need to expect our
homes to be clean and healthy. We need
to destroy Meth usage. We need to raise
our standards on everything we can.
Two years ago, I committed to the
Tribe we could build 100 housing units
and the infrastructure for 100 more in
the next five years. For comparison
purposes, Walthill has only built a few
new housing units in the last couple
years. I am not sure about Macy, but
Pender’s 10-year plan only anticipates
needing 38 homes. So 100 is no small
task. However, we will have hit just a
bit over 50 by the end of 2017, which
is year 2 of the 5 years. Our population in Winnebago is booming and over
2,000 people, which is up by 500 over
the last 10 years.
I lose sleep at night thinking about
how to create the jobs, the houses, and
infrastructure to ensure our people have
what they need in the future. People
take for granted our success, but I
can assure you that it is fragile and
could easily slide back. The difference
between success and failure is quite
small and often comes down to a few
hard working people making it happen.
So pushing the comfort zone and hard
work is our approach because the price
of failure is high, but we try to do it with
some heart and pride.
I have Ho-Chunk’s outstanding facilities crew plant trees every year. I have
them spend lots of efforts on plants
and flowers and making sure our community is clean. I have always tried
to do everything first class because I
know what people are thinking. They
are quick to judge us because of lack
of understanding of who we are as a
people and how hard our situation was
to overcome. I want our community to
not just look good, but look better than
anyone else’s. I want our kids to not just
compete in sports, but to dominate in
academics too. I want our homes to be
of the highest standards for our people.
I am just one person and lots of people
are always mad at me for something, so
if we are going to make Winnebago great
then it will take the whole community
striving to hit the highest standards and
if it starts with not parking in your yard
or sidewalk, then so be it.

“Who is my mother?”
This past Sunday many took the time
to call their mothers. They may have
treated them with a meal, sent flowers
or a card, or given them chocolates. For
some of us, we are not able to express
our words of gratitude to the one whom
God blessed with the gift of a child.
I recall a time that I preached a sermon on Mother’s Day and a woman informed me that her mother did not love
or care for her. Sadly not every mother
serves her child as she should.
This brings me to the question that
is the title of this article: “Who is my
mother?” This question was asked by
Jesus. Jesus was born of the Virgin
Mary in an unnatural and miraculous
way, by the work of the Holy Spirit.
Let us turn to the Gospel of Matthew,
the twelfth chapter: ‘While [Jesus] was
still speaking to the people, behold, his
mother and his brothers stood outside,
asking to speak to him. But he replied
to the man who told him, "Who is my
mother, and who are my brothers?"
And stretching out his hand toward his
disciples, he said, "Here are my mother
and my brothers! For whoever does the
will of my Father in heaven is my brother
and sister and mother"’ [Matthew 12:4650 ESV].
Who then is the mother of Jesus?
Surely Mary was blessed to be the
mother of Jesus, the mother of the Son
of God. However, giving birth to Jesus
did not make her automatically his Godfearing mother. What did Jesus say was
the key to being considered his mother
or brother or sister? It was whoever ‘does
the will of my Father in heaven is his
brother and sister and mother.’
What is the will of Jesus Heavenly
Father? In a word it is ‘love.’ Love Creator God above everything else and to
love one’s neighbor as oneself. One’s
closest neighbors are one’s family
members. So a mother is blessed by
God with the vocation of loving her
child or her children.
Another Bible passage comes to
mind in regard to mothers: ‘As [Jesus]
said these things, a woman in the
crowd raised her voice and said to him,
"Blessed is the womb that bore you,
and the breasts at which you nursed!"
But he said, "Blessed rather are those
who hear the word of God and keep it"’
[Luke 11:27-28 ESV]!
Once again Jesus places the emphasis on the ones who not only hear the
word of God, but who also keep it or
led by God’s Spirit love God and one’s
neighbors. One of the duties of fathers
and mothers is to teach their children
the Sacred Word of God.
Through the reading of this Word,
one quickly learns that he or she has
failed to love God above everything else,
and to love one’s neighbor – including
one’s closest neighbors his/her family
as one should.
The Good News is that Jesus was
able to live according to the will of His
Father and offer Himself as the perfect
sacrifice. Through faith in Jesus one is
forgiven for his or her failures to love
Jesus’ Heavenly Father; nor to love his
or her mother, father, son or daughter
as one should. Jesus offers forgiveness
and His Spirit which empowers to strive
to love our mother and father, son or
daughter as one should.

WHS Senior Honored for his Donations…
Kyle Urbanec was awarded
the LifeServe Donor Distinction
Red Honor Cord by Nurse Julie
Benson and Jackie Koch at the
May 7th commencement exercises. He has donated six times
since he turned sixteen. That
means he has saved up to 18
lives. That is because one pint
of whole blood can be divided
into three parts and given as
needed to individual patients.
Winnebago Pubic is very
proud of the seven graduating
seniors who have donated a total of 19 pints of blood. Those
students are Gabe Aldrich,
Ethan Bird, Josh Miles, Kristin
Neff, Jacey Price, and Iktomi
Rice. Together they have saved
up to 57 lives.
Did you know?
Premature infants need on average 1-4 units of red blood cells.
Cancer patients need 3-10 units of red blood cells/10-30 units of platelets.
Automobile and trauma patients need 5-100 units of red blood cells.
Cardiovascular surgery patients need 3-8 units of red blood cells/1-10 units
of platelets.
Burn victims need 20 units of platelets.
Organ and marrow transplant patients need 10-30 units of red blood
cells/100-200 units of platelets.
Someone needs blood every two seconds.
Less than 10 percent of the eligible U.S. population donates annually.
There is no substitute for human blood.
One in seven people entering a hospital need blood.
We hope that the seniors who have given so willingly during their high school
career will continue to be donors as they enter the next stages of their lives.

Winnebago Students Win Standing Bear Awards News from WPS 4th grade class…
The Mrs. Finzen and Mrs. Aman’s fourth grade class saw an exciting conclusion to their Nebraska Studies Unit. Louie LaRose came to school and gave an
interesting and informative presentation about the buffalo. The students were
so captivated with his talk and buffalo items that you could hear a pin drop in
the classroom.
Winnebago Public School was well represented at the 2017 Standing Bear
Breakfast in Lincoln, NE. Nadia Bass read her award winning Essay while the
Title Seven Culture program dazzled the crowd with their drums and dancing.

The annual Nebraska Studies 4th grade field trip was once again a rousing
success. The students spent the day watching history come alive as they toured
a number of historical sites and listening to speakers share their knowledge about

NOTICE:
WHDC tenants, please be considerate of your neighbors & pick up any
curbside garbage. We realize most of this is from traffic riding through your
neighborhoods but we all need to take pride in our community. Have your school
aged children help by picking up garbage off your lawns after school, picking
up toys and keeping bicycles away from the curb and out of the way of vehicle
parking areas.
Also, remember to have your non-running vehicles either fixed or towed to an
alternate spot as parking is limited especially in areas like the Senior Complex
and other apartment parking lots. Not only does it make it harder for tenants
with working vehicles but it is also a draw for vandalism.

SCHOOL IS OUT!!! This week St. Augustine’s Mission celebrated the end
of the school year. Students spent the end of the school year with a week
of cleaning their classrooms, and a track & field day. Today the 8Th grade
