Dear Families,
Welcome to Educare Winnebago! We are privileged to provide
your child with Early Head Start/Child Care Partnership & Head
Start/Pre-K programming year round. It is important to us that
you and your child feel welcome in our program. We hope that
this Family Guide to Educare will provide you with the
information you need in order to take advantage of the
programs and activities offered through Educare. This guide
describes our programs, policies and procedures. It also
provides information regarding your participation in monthly
parent meetings and parent/child activities. We look forward to
your suggestions and encourage you to ask questions about the
program.

Program Philosophy
We, the staff of Educare Winnebago, realize that the interactions we have with children provide a lifelong
learning experience that encourages a positive attitude toward their educational success.
In partnership with parents, families, and community members, it is our intent to provide developmental, and
age appropriate learning experiences for the “whole” child, incorporating the school readiness goals,
technology, Ho-Chunk language and culture into each and every domain.
We are committed to nurturing and enhancing each child’s curiosity, independence, self-esteem and dedication
to learning in a safe and friendly environment.
Mission Statement
Following the Head Start Performance Standards, we will provide a safe and nurturing environment for each
child to learn at their own developmental stage and learning style as well as address their individual social,
emotional, and health needs.
We will promote healthy lifestyle behaviors by providing nutritious meals, healthy living curriculum, and
expanding their self-help skills.
We welcome families to be a part of each child’s Educare experience realizing that parents are lifetime
educators of their child and play an important role in their education.
We commit to providing your child with the best practices in Early Childhood Development so that your child
will be prepared for and actively participate in kindergarten.
We are committed to the overall success of each child we serve because we want to provide them with the
best educational start possible as they are our future leaders.

Partnership with Families
Educare’s responsibilities:
⌂ Treat all children and families with respect and dignity;
⌂ Provide quality early childhood educational opportunities for children and their families;
⌂ Provide opportunities for parents to participate in program activities individually and/or with their
children;
⌂ Share children’s activities and progress with parents, both informally and formally through daily
conversations and planned conferences and home visits;
⌂ With the family, identify family strengths and needs and develop a Family Partnership Agreement
identifying goals for the family;
⌂ Provide resources and referrals to community agencies as needed;
⌂ Include families in the process of informed decision-making in Educare’s day-to-day operations as well as
larger program decisions.
Families rights and responsibilities:
⌂ Ensuring your child arrives and is picked up from Educare on time everyday;
⌂ Notifying Educare staff if your child is going to be absent by calling the front desk or letting the front desk
know prior to the absence (Give the reason for the absence and the return date.);
⌂ Keeping the program staff updated on family changes, updated phone numbers and addresses;
⌂ Participating in center activities, parent child activities, home visits and parent-staff conferences;
⌂ Keeping your child up to date on physical exams, immunizations, and all health requirement screens and
turning in paperwork to the Health and Safety Coordinator;
⌂ Maintaining a medical home so that all family members are cared for physically;
⌂ Working in partnership with Educare Family Support Staff and Teachers in identifying child and family
goals and planning how to achieve the identified goals;
⌂ Supporting your child’s development through reading and talking and playing with your children in the
home;
⌂ Supporting your child’s development through reading and talking to them in your home language;
⌂ Securing Nebraska Child Care Subsidy to subsidize for Early Head Start and wrap-around child care
⌂ Paying the necessary co-payments for wrap-around child care, and
⌂ Conducting yourself in a manner consistent with center rules to ensure a calm and respectful environment
for all families and children.

Directors are responsible for assuring all the Head Start program mandates and standards for excellence
are met on a daily basis.
Education Program Managers observe in the classroom, model “Best Practices”, review lesson plans and
meet with all classroom staff regularly to discuss classroom challenges.
Speech Language Pathologists are available through the Educational Service Unit #1 to assist classroom
staff in promoting children’s speech and language development.
Mental Health Consultants are available to provide assistance with children who are having difficulty in
regulating their behaviors.
Family Support Specialists role is to support children and families by sharing information and activities
which enhance the parent-child relationship. They are also available to assist families with problem solving
during times of crisis through referrals to appropriate agencies in the community.
Health and Safety Coordinator monitors the implementation of state and federal health and safety
requirements.
Building Maintenance Supervisor coordinates and/or performs routine emergency repairs and maintenance
of the building.
Teachers assist in overseeing and directing the planning, organizing, and implementation of education
services for children.
Assistant Teachers work cooperatively with the Lead Teacher to plan and implement the daily
education program for the children.
Teachers Aide assists the program in providing quality early childhood education services.
Kitchen Staff plan nutritious meals and snacks for Head Start students in accordance with established United
States Department of Agriculture (USDA) and State guidelines and standards of nutrition, health, and
sanitation.
Volunteers assist in the classrooms. Educare relies on volunteers such as parents, foster grandparents,
community readers and practicum students working towards degrees to become teachers, nurses and/or
doctors.

Educare is committed to providing high quality care and early education experiences for children. Young
children are learning all the time. They learn best by being active. The teacher’s role is to provide an
environment that guides children’s active exploration and learning. All teachers focus on the following
objectives identified in the Teaching Strategies Gold Curriculum.

Infants and Toddlers
Teachers provide individualized attention and interactions for infants and toddlers at a time in their lives when
that attention is most important for brain and general development. Teachers in infant and toddler classrooms
observe children closely to discover their interests. Careful planning allows teachers to support children’s
explorations and expand on their interests by providing stimulating and appropriate toys and other materials.
Each toddler classroom and daily schedule provides for experiences with blocks, dramatic play, toys and
games, art, books, water and other sensory materials, music and movement and experiences with food.
Preschool
Each preschool classroom environment is set up to include 10 interest areas (Blocks, Dramatic Play, Toys and
Games, Art, Library, Discovery, Sand and Water, Music and Movement, Cooking and Computers). The daily
schedule provides opportunities for children to spend time in each area every day. There is a balance of active
and quiet play, as well as large and small group experiences. Teacher directed learning experiences occur in
small groups, often during learning center time.
*Teachers are required to take daily observations, it is important that children attend daily so that these
can be completed.
FieldTrips
The classrooms may plan field trips to expand on the children’s learning. We welcome parents and
volunteers to develop ideas for field trips, assist in the planning and join us on field trips.

Language and Literacy Skills
Strong language and literacy skills are essential for children’s success in school. Learning pre-literacy skills
begins at birth. Teachers engage children in daily language and literacy small group activities in the
classroom. The areas the teachers primarily focus on oral language, phonological awareness, alphabet
knowledge and print awareness.
A child who enjoys literacy activities will be more likely to acquire these skills. Teachers plan a variety of ways
to enhance children’s development of literacy skills. They serve as positive role models, reading books to
children when they are interested and showing enthusiasm while reading aloud. Children are also encouraged
to read often throughout the day.
In the preschool classrooms, children also gain valuable skills while playing in the writing area. This area
is stocked with many materials to encourage children to write and learn the letters of the alphabet.
Infants and toddlers also practice their fine motor skills by scribbling with different writing materials.
Educare also supports the growth of language and literacy skills by providing in class Winnebago language
instruction. Families will have the opportunity to participate in culturally appropriate activities with their child
and build and expand their Winnebago language vocabulary.
Social Emotional Skills
Educare has three school-wide expectations: • Be Safe • Be Kind • Be Respectful
Conscious Discipline
Educare Winnebago is implementing Conscious Discipline strategies throughout the school and in classrooms.
The purpose of using Conscious Discipline in the school is to practice the same skills shared with parents
through Conscious Discipline Parent Curriculum. Research shows that Conscious Discipline:

⌂ Improves the social and emotional skills of teachers
⌂ Increases student academic readiness
⌂ Increases student academic achievement
⌂ Improves the quality of student-teacher interactions
⌂ Improves school climate
⌂ Decreases aggression in preschool children
⌂ Decreases impulsivity and hyperactivity in “difficult” students
Educare Winnebago will use a 3 tier system to implement Conscious Discipline skills. All children will be
screened using DECA’s. DECA scores will help determine what targeted interventions can be utilized.
Children needing targeted interventions will be determined at Family Child Reviews.
UNIVERSAL (Tier 1) Each room will implement age appropriate skills and structures to create a school and
classroom family. These skills and structures include greeting/ goodbye rituals, safe place, classroom jobs,
wish well board, visual routines, visual rules, breathing rituals, safe keeper rituals, baby doll circle time, etc.
TARGETED (Tier 2) If the classroom has implemented all skills and structures in Universal, the Education
Coordinator and other knowledgeable staff will review the child’s DECA and plan targeted interventions for
the child/ren. This will be done through observations, teacher reports, parent reports, and the data from any
social/ developmental assessments.
Conscious Discipline recommends a four-step process that is helpful in identifying the skills to teach when a

child is exhibiting hurtful behaviors.
1. What is the hurtful behavior? **breathe, and pivot**
2. What is the undeveloped skill that contributes to the hurtful behavior?
3. What skill do we want the child to have?
4. How will we teach the undeveloped skills so the child can successfully demonstrate the targeted helpful
skill?
INTENSIVE (Tier 3) The team will identify students making minimal progress in tier 2. This will be done
through observations, teacher reports, parent reports, and the data from any social/ developmental
assessments. Using this data the team will develop intensive interventions to fit the child’s needs. Intensive
interventions will focus on safety, connection, and problem solving needs.
These interventions may include one-on-one instruction, social stories, additional brain breaks, noticing cards,
etc.
The team will continue to meet to determine if referrals for specific behavioral health or special educational
assessments are necessary. The team will meet with the child’s family to discuss and plan intensive
interventions for school and home.
Disability Services
Serving children with disabilities is a very important piece of Educare’s work with children and their families. At
least 10% of enrollment opportunities are made available for children with disabilities. If a child has an IFSP or
IEP plan, this plan is incorporated in the educational services provided at Educare.
Our policy is to provide a quality, comprehensive and inclusive program for children with disabilities through
collaborative efforts between the Winnebago Head Start Management Team, Head Start Teaching Staff,
Community Health Services, the Local Education Agency (LEA) and local professionals.
The goal of the Educare of Winnebago is to provide services and advocate for all children. Disabled children
will be integrated with non-disabled children in all settings (classroom, large muscle room, playground, etc.),
and included in the same activities as non-disabled peers.
The Educare of Winnebago will provide the least restrictive environment for each child with a disability, a full
range of services will be provided as specified in the IEP. Supervision and Management of the Head Start Staff
is the responsibility of the Management Team which includes the Health and Disabilities specialist, Head Start
Director, Family Support Specialists, Master Teachers, and the teaching staff.
Special Education Services
Winnebago Public Schools (WPS) is dedicated to the identification and education of children with disabilities.
With parental consent, all children identified with disabilities will be provided a free appropriate public education
in the least restrictive environment.
Special education services are provided to eligible individuals who attend Educare of Winnebago. Early
childhood special education, speech/language therapy, physical therapy and occupational therapy are regularly
provided onsite to eligible individuals. Any other deemed appropriate by the Individual Education Plan Team
are also provided.
Parents of children who receive special education services have certain rights under state and federal law. If
you would like a copy of these rights, discuss them with someone, ask the Educare Health & Disabilities
Specialist or need help understanding your rights, please call the WPS Special Education Coordinator or the

Screenings
Winnebago Public School and the Educare Head Start Program, cooperatively screen all children who enter
the Head Start Program using the Developmental Indicators for the Assessment of Learning (Brigance).
Additionally, hearing will be screened by school staff and vision will be screened in cooperation with the
Optometry Clinic. This occurs during the first 45 days that a child is enrolled. This information is reviewed to
identify potential developmental and educational delays.
Screening results will be shared with parents either by mail or in a meeting. If you have questions or concerns
about these results, please feel free to contact your child’s teacher and/or the Head Start Health & Disabilities
Specialist
*Additional screening may include more specific language, articulation or mental health screenings.
Evaluations
Parents have the right to request a formal evaluation of their child to determine eligibility for Special
Education services. Some factors that may indicate the need for consideration of an evaluation include: slow
development, speaking less than three word sentences by three years old, inability to attend to an activity for
five minutes by three years old, significant medical concerns (repeated ear infections, prematurely, chronic
medical conditions such as diabetes or epilepsy, unresolved medical concerns), hearing loss, or a general
feeling that there is something wrong.
When determined appropriate, educational evaluations will be conducted by the school district in which the
child resides. In most cases, this will be the Winnebago Public Schools (WPS). All areas indicated by learning
concerns will be evaluated. Parental information, social/emotional functioning, speech/language skills, and
motor skills will be considered when determining whether a child qualifies for special education services.
If an evaluation of your child is deemed appropriate, you will be asked to sign consent for the evaluation.
Qualified WPS staff will conduct evaluation activities by directly working with your child. Within 45 school
days, a report describing the evaluation results will be completed. The district will set up and invite you to a
meeting to discuss these results. During this entire process, your input is very important because you know
your child best.

Immunizations
All children must be current with their immunizations and well-baby/well child exams (2 months, 4 months, 6
months, 9 months, 12 months, 15 months, 18 months and 24 months, 30 months, 36 months/ 3 years and 4
years.) Children who are not current with their immunizations due to medical or religious reasons will need to
sign a waiver per HS performance standards.
Health Screenings
All Educare Head Start screens must be completed within the 45 days of the student’s first day of school
according to the Head Start Performance Standards. Early Head Start screens must be current with their
most recent milestone. Parents will be notified of the screening results and follow-up care will be
recommended as needed.

Daily Health Checks
Educare realizes that physical health is one of the keys to your child’s ability to learn. Educare will monitor
your child’s health on a daily basis.
Asthma Action Plan
Educare Winnebago will document a plan of action when a child requires an emergency treatment and/or in
the event of a severe asthma attack. The Health and Safety Coordinator or directed person will fill out a
form with parent/guardian as soon as a child with asthma is accepted. This form must be filled out before an
emergency treatment is given.
In case of an emergency, parents will be notified as soon as possible. If the child’s conditions do not improve,
parents are required to pick up the child. 911 will be called if the parent/guardian is unavailable. In support of
this plan, our program will provide education for all staff.
Younger children may not have the language or communication skills to verbally describe their symptoms. It is
important that staff are able to observe behaviors and help children build the words to share when they are not

feeling well. It is equally important for staff to remain calm when speaking to a child experiencing an asthma
episode.
Symptoms in young children may include:

Allergies
Performance Standard 1302.47 (b)(7)(vi)
Child specific health care needs and food allergies that include accessible plans of action for emergencies.
For food allergies, a program must also post individual child food allergies prominently where staff can
view wherever food is served.
Each child with an allergy should have a written care plan that includes:
a) Instructions regarding the allergy to which the child is allergic and steps to be taken to avoid that; b) A
detailed treatment plan to be implemented in the event of an allergic reaction, including the names, doses,
and methods of prompt administration of any medications. The plan should include specific symptoms that
would indicate the need to administer one or more medications.
Based on the child's care plan and prior to caring for the child, caregivers/teachers should receive training
for, demonstrate competence in, and implement measures for:
a) Preventing exposure to the specific to which the child is allergic;
b) Recognizing the symptoms of an allergic reaction;
c) Treating allergic reactions.
The written child care plan, a mobile phone, and the proper medications for appropriate treatment if the child
develops an acute allergic reaction should be routinely carried on field trips or transport out of the early care
and education setting.
The program should notify the parents/guardians immediately of any suspected allergic reactions, as well as
the ingestion of or contact with the problem even if a reaction did not occur. The program should contact the
emergency medical services system immediately whenever epinephrine has been administered. Each
child’s food allergies will be posted prominently in the classroom and kitchen.
Oral Health
Educare Winnebago will promote effective oral health hygiene by ensuring all children with teeth are assisted
in brushing their teeth.
1. All children over the age of 1 are required to brush their teeth after breakfast and lunch.
2. Head Start children are also required to chew fluoride gum 2 times a day. Teachers will offer gum after
breakfast and lunch.
Nutrition
Breakfast, Lunch and Snack
The Program will provide nutritional meals for each child during the day. This is a learning experience. Children
learn about good-tasting foods, foods that are good for them and foods that are fun.
Breakfast will be served from 8:30 a.m. to 9:30 a.m. The children will be served a well-balanced, hot lunch in

the classroom from 11:30 a.m. to 12:30 p.m. A snack will be provided at 2:30 p.m. We eat “Family Style” by
sitting around tables and passing the food in serving dishes. The staff will discuss foods, colors, manners,
nutrition, textures, etc. with the children as they eat their lunches. Mealtime then becomes a time of enjoying
one another as well as food. Food will never be used as a reward or punishment.
Healthy Lifestyles
Parents will be provided with nutrition and/or movement activities designed to prevent obesity.
Menus
Menus will be sent home monthly with the newsletter and calendar.
CACFP and health regulations prohibit any outside food or drink in the classrooms.
Parent and Family Involvement
Communication Sheets
Parents of infants, toddlers and preschoolers will be provided with daily written reports. The classroom team
will post a newsletter on the parent board at least once a month to provide parents with information about
classroom activities and ways of continuing these activities in their home environment.
Home Visits / Parent Staff Conferences
Teachers and Family Support Specialists are required to make at least two home visits per year and at least
two conferences. As the person who has been most influential in your child’s development, you have a great
deal of information to share with the teaching staff regarding your child’s interests, development and
preferences. Visits also allow you to develop a good working partnership with Educare staff members.
Volunteer/Classroom Opportunities
Parents are always welcome in the classroom. There are a variety of ways you can become involved in
the classroom. Parents and families can volunteer in a variety of ways including:
⌂ Assisting in the classroom/ school (i.e. reading, sing a song, teach transitional dance)
⌂ Assisting with clerical tasks (i.e. typing, phone calls to parents to remind them of upcoming
events)
⌂ Planning for and assisting at special program events and activities (i.e field trips, graduation)
⌂ Assisting program staff in preparing materials for the classroom (i.e. art activities, cooking
activities)
⌂ Assisting with the recruitment of children and families for enrollment in the program.
⌂ Translate materials into home languages (i.e. HoChunk, share family traditions)
⌂ Input on menu and curriculum (i.e. share family recipes)
Policy Council
The Policy Council is a policy making group whose decisions guide and direct the program. The Educare staff
is then responsible for implementing the policies approved by the Policy Council and the Educare Board of
Directors. The Policy Council is composed of parents and community representatives who are elected by the
parent body. Representatives then serve a 1-year term and may be re-elected up to 3 years. Meetings are
held once a month. Policy Council members will be trained on our application procedures and the enrollment
process. The Policy Council makes informed decisions regarding:

⌂ The annual self-assessment process for the program
⌂ Hiring practices for new employees

Kindergarten Readiness
Parents of children transitioning to kindergarten are provided with information regarding school selection
and how to advocate for their child.
Parent/Family Recognition
Educare wants to recognize families that have demonstrated a commitment to their child’s education
through classroom and program participation and/or leadership demonstration. All families will be
recognized by the classroom for their participation in their child’s education.
Newsletters
Each month you will receive a newsletter. Included in the newsletter will be the calendar, menu,
classroom updates and any important announcements for the month.
General Policies
ERSEA
Enrollment
To be eligible for Educare, the following guidelines must be met:
● Children must be between 6 weeks and four years of age by July 31st of the current school year;
● Families must live on the Winnebago Indian Reservation. NDE classrooms will service the surrounding
areas.
● A family who falsified any application information will be disqualified in the selection process or exited
from the program if already enrolled. They will have the option to re-apply with the correct information. If
we have reasonable suspicion that information has been falsified, we will hold an emergency meeting
with the policy council to discuss and determine eligibility.
● If a change of address occurs while enrolled, families must inform family support within 10 days of the
move. Family support can assist in finding a program in your area.
Application Process
At the time of application, families will be provided with an Application Documentation Checklist. Applications
will not be taken without required documentation. Required Documentation(unless a barrier to family):

Selection
Educare selects children based on a points system. The system is based on parental status, disability, age,
tribal affiliation, residency and other needs based on Winnebago’s Community Assessment.

Arrival and Dismissal Policy
Educare Winnebago core hours of operation will be 7:45am-3:00pm for Head Start and 7:45am-3:30pm for
Early Head Start, Monday through Friday.
● Early Head Start and Head Start children can be dropped off at 7:45am

Child Attendance
Head Start programs are expected to have 85% attendance at the minimum on any given day. For students to
receive the full benefit from Educare Winnebago’s program it is essential for students to be in attendance daily.
Having good attendance will prepare children for when they start Kindergarten.

After 3 tardies contact will be made to the family to inquire if there are any supports that Educare Winnebago
can offer.
After 5 tardies are reached they will be counted as 1 unexcused absence, After 10 tardies are reached they

If tardies continue to take place an Attendance Plan will be created.
Excessive Absences
After 3 unexcused absences the Family Support Specialist will reach out to the family and help with coming up
with a plan to support the family (An Attendance Plan will be created at this time)
After 6 unexcused absences the Family Support Specialist will follow up with the family to create an additional
Attendance Plan with the family.
After 9 unexcused absences the Family Support Specialist will follow up with the family to make any necessary
adjustments to the Attendance Plan and create a new plan if necessary
After 12 unexcused absences the child will be dropped from the program and there will be a 21 day waiting
period to reapply in lieu of the waitlist.
Consecutive Unexcused Absences
If a child has 3 consecutive unexcused absences and the Family Support Specialist cannot reach the
parent/guardian, the Family Support Specialist will attempt to contact the family’s emergency contacts listed.
If the Family Support reaches an emergency contact and the primary family still does not contact a Family
Support Specialist, Educare Winnebago will continue to make every effort to contact the parent/guardian.
If there is still no contact made with the primary family within 5 school days the Family Support Specialist will
attempt a home visit with the parent/guardian.
If there is still no contact with the primary family after 10 days there will be a letter sent to the address on file
and the child will be dropped from our program.
If contact is made the family and the Family Support Specialist will create a plan in the hopes that there is
improved communication in the future.
Family Support specialists will send home a monthly attendance report for each enrolled child in the
program on the last day of each month.
According to the Head Start Performance Standards 1302.6 if a child ceases to attend, Educare Winnebago
will make appropriate efforts to re-engage the family through an attendance plan to resume attendance. If the
child’s attendance does not resume Educare Winnebago will consider that slot vacant and the child will be
dropped from the program.

In and Out Times
Children should be signed in on ChildPlus when they arrive at the program, and signed out on ChildPlus when
they leave the program. These times must match up with the meals they are served. Please make sure that
each child’s times are documented in ChildPlus. Lead teachers will check each morning to ensure the
previous days were clocked out.
Educare Winnebago promotes family’s active engagement in their child’s education. Drop off and pick up times
are crucial times for communication between families and staff. Staff are not permitted to retrieve children from
non-Educare vehicles. Staff are not permitted to bring a child from the classroom to a non-Educare vehicle.
When special circumstances occur, staff may assist in the arrival/departure routine.
Childcare/Wrap Around Services Payment Policy
Educare Winnebago will provide full day services to children and families with needs that justify full day
services based on the following guidelines:
● Families wanting to utilize the wrap-around services from 3:00/3:30-4:45 pm will need to complete a
payment agreement with one of the directors.
● The director will inform the classroom, family support and the Education Program Managers of who is
enrolled in wrap-around.
● If the child is not signed up for wrap-around services they will not be able to attend from 3:00/3:30-4:45
pm. At 3:00/3:30 pm the teacher will contact Family Support, who will then contact the parent or
guardian. If they cannot be reached, the Family Support will begin calling the emergency contacts for
those children.
● The late pick up policy will apply to those who are not signed up for childcare. (see below)
● Children will not be able to stay past the core hours unless payment is current and at a balance of zero.
● Limited wrap-around slots available throughout the year.
● Wrap-Around classrooms will be combined as needed.

● A child is considered abandoned if they have not been picked up 20 minutes after dismissal time
and Educare staff are unable to make contact with a parent or emergency contact.
● In the event that a child is abandoned, Family Support will contact the police department to
contact the on-call Child and Family Services Case Manager.
● Any child being transported on the bus that has to be returned to Educare and family or
emergency contacts are unable to be reached will be considered an abandoned child after 20
minutes.
Safety Policies
Soliciting Policy
Educare Winnebago will not allow items to be sold while children are present in the building. This is for food
and any other materials for sale.
Door Locking Policy
Educare Winnebago has the responsibility to provide the children we serve with a safe and secure
environment for maximal learning. Educare Winnebago doors will remain locked throughout the day except
during drop off and pick up times. In the event of an emergency, all doors will remain locked.
Visitors who are entering the building from 8:45 a.m. to 2:45 p.m. (locked hours) will sign in at the desk while
within the building. Doors will be unlocked from 7:45 a.m.-8:45 a.m./ 2:45p.m.- 4:45 p.m. each school day.
Interior hallway doors are to be kept closed at all times and will be locked from 10am to 2:45 pm.

Visiting Policies
Visitors who are entering the building from 8:45 a.m. to 2:45 p.m. (locked hours) will sign in at the desk while

Non-Custodial caregivers picking up or dropping off children will check in at the receptionist desk and/or

Emergency Information Policy
For the safety and well-being of your child, Educare must be able to reach you or an authorized person in case
of an emergency or if your child becomes ill. Educare requests emergency contact phone numbers in addition
to the Parent/Guardian’s phone number. By listing these emergency contacts, you are giving permission for the
Educare staff to release your child to the people listed. Please let your emergency contacts know that you have
placed them on your emergency contact list and notify Educare immediately of any changes to your phone
numbers or emergency contact person’s numbers.

Nebraska Child Passenger Restraint Law (Effective January 1, 2019)
All children up to age eight must ride correctly secured in a federally-approved child safety seat.
Children ride rear-facing until up to age two or until they reach the upper weight or height limit allowed
by the car seat’s manufacturer.
Children under age eight must ride in the back seat, as long as there is a back seat equipped with a
seatbelt and is not already occupied by other children under eight years of age.
Children ages eight to eighteen must ride secured in a safety belt or child safety seat (booster seat).
Childcare providers must transport all children securely in an appropriate federally-approved child
safety seat or safety belt.
Children up to age eighteen are prohibited from riding in cargo areas.
Violation carries a $25 fine plus court costs and 1 point is assessed against the operator’s driving
record.
Primary Law- Any person driving in Nebraska can be stopped and ticketed solely for this violation.
Secondary Law- Drivers are cited for this violation only if stopped and ticketed for a separate violation.
Transportation of Students
Educare Winnebago will provide transportation to students that do not have any other means of transportation.
To receive transportation the parent(s) must fill out a transportation request form detailing the location of pick
up and drop off. The bus leaves the center at 7:30am each morning, and will depart Educare Winnebago at
3:00pm each afternoon. Exceptions are early dismissals, and late starts. Educare Winnebago will make every
attempt to notify parents at the earliest convenience if there is a change in the schedule of the bus route.
1. The bus will stop, and honk at the location. It is the responsibility of the parent to listen for the bus and
have their child ready for the bus route each day.
2. The bus rider will meet the child and parent ½ way, parent is required to accompany the child to the
bus.
3. The bus rider will have each parent or family member sign their initials and note the time of either drop
off or pick up each day. This validates that we have left the student with a responsible adult.
a. For the safety of all students, No child will be allowed to be dismissed to anyone who is under
the influence of alcohol or drugs. Emergency contacts will be notified to pick the child up.
4. All students will be required to wear a 5 point harness safety belt while the bus is in motion. They
cannot be removed until the bus is completely stopped and ready for unloading.
If your child will not be riding the bus, or attending school please call Educare Winnebago at 402-878-4370

prior to 7:30am so the bus can be notified and don’t need to stop at the designated pick up spot.
1. Educare Winnebago Bus Driver will honk up to three times for each student, if the student does not
come out after the 3rd honk the bus will move on to the next child in the route.
2. If the student does not ride for three consecutive days, the child will be removed from the bus route. If
the parent wishes the child to be added back on the route they will have to fill out another bus route
request form.
Transporting Parents
● Head Start vehicles may be used to transport children and their families to parent meetings and other
activities, providing there is no other source of transportation available.
● Head Start vehicles may be used to transport children to and from scheduled doctor and dental
appointments, providing no other transportation is available. A parent or guardian must accompany
children to these appointments.
● It will be the responsibility of the parent to notify Educare if they require assistance to parent meetings,
doctor/dental appointments. Please give One (1) day notice; every effort will be made to accommodate
your situation.
● All passengers will wear seat belts; age appropriate car seats are required. No smoking, drinking, or
eating in vehicles.
Field Trip Expectations
Policy and Procedure
● Volunteers and teachers will have groups of children to supervise. Keep count of your group before
moving to the next activity and throughout the day.
● During the field trip your responsibility will be to watch/take care of your assigned group.
● Remember to take frequent bathroom breaks.
● Taking photos of students other than your children is prohibited.
● A meal or snack will be provided for each student, teacher, and volunteer.
● A first aid kit will be with a teacher.
● NO snacks or drinks can be open/eaten while the bus is moving.
● 15 minutes prior to bus departure please take your group of children to use the restroom.
● Teachers and volunteers are expected to ride the bus to the field trip and home with the classroom.
● Alcohol use, smoking, vaping, and the use of inappropriate language is prohibited.
Confidentiality
● Teachers and volunteers please respect the children, families and teachers by keeping information
confidential about the trip. Please be aware of the children who are unable to have photos taken.
● Social media updates, photos, and videos are absolutely prohibited and disciplinary actions will take
place.
Supervision
● Be prepared to always keep an eye out for your group and all students; by taking head counts and
monitoring children closely.
Child Abuse Reporting Policy
Educare is concerned with the physical, mental and social-emotional well-being of children and will
cooperate in the identification and reporting of cases of child abuse or neglect in accordance with the law. In
compliance with Nebraska law, all employees or contracted service providers of Educare, who have
reasonable cause to believe a child has been subjected to conditions or circumstances which would result in
abuse or neglect, shall report such incident or cause a report to be made to the Winnebago Police
Department or Child Protective Services. Reports will also be submitted to the Office of Head Start and
Nebraska Child Care Licensing.
Abuse or neglect means knowingly, intentionally, or negligently causing or permitting a minor child to be: ⌂

Placed in a situation that endangers his or her life or physical or mental health;
⌂ Cruelly confined or cruelly punished;
⌂ Deprived of necessary food, clothing, shelter, or care;
⌂ Left unattended in a motor vehicle if such minor child is six years of age or younger;
⌂ Sexually abused or sexually exploited by allowing, encouraging, or forcing such person to solicit for or
engage in prostitution, debauchery, public indecency, or obscene or pornographic photography, films or
depictions.
As employees of Educare, we are not here to make a judgment as to whether a child is abused or neglected.
Our reporting of a suspicion is to help protect a child if the need is there and to help families access needed
services. The care and well-being of children is of the utmost importance to us. We are legally mandated to
report any suspicion. If you have questions concerning this law or would like additional information from
Nebraska Child Protective Services, please call 1-800-652-1999.
If there is not a follow-up appointment on record in Child Plus for failed screenings or medical concerns, a
meeting will take place with Educare Winnebago Leadership and the child’s guardian. If families fail to provide
the required follow-up documentation, Educare Winnebago will follow Child Abuse and Neglect Law. Examples
of failed screenings or medical concerns may include but are not limited to: Hearing, Dental, Vision,
consistently comes to school dirty, lacks sufficient clothing, immunization records, consistently sleeping in
school, etc.
Sex Offenders
It is the policy that Educare not knowingly allow into the building any level child sex offender contained on the
Nebraska State Sex Offender Registry into the building. Parents or legal guardians who are sex offenders
may be allowed into the building to pick up and drop off their child or attend parent/child events BUT must be
escorted at all times by a staff person.
Zero Tolerance of Violence Policy
Educare maintains a zero tolerance for violence (physical, verbal and/or emotional). Acts of violence by
persons engaged in program activities at or near Educare will not be permitted. Any individual conducting
intimidating/ verbal confrontation will not be allowed in the building.
Cell Phone Usage
Cell phone usage in the school is not allowed during school hours. We encourage parents to turn off phones
as they drop off and pick up their children in order to allow for communication with teaching staff. Educare
staff are not permitted to use cell phones in the classrooms.
Tobacco/Drug Free Environment
Educare is a tobacco/Drug free environment. No smoking or illegal drugs will be allowed in and around
Educare property or at any activities.
Confidentiality
Educare recognizes as a parent in our program, you share very confidential and private information with us.
All forms and information pertaining to you, your children and your family are considered confidential and
protected, and can only be viewed by appropriate Educare staff and those professional consultants and
reviewers who have specific and designated permission. Family records are secured in locked file cabinets
and are password protected in our management information system on the computer. Persons will not be

given access to this information without your written consent.
Inclement Weather Policies
School Closing
Educare of Winnebago will follow the decisions of the Winnebago Public School in the event of inclement
weather. Educare may be closed or have delays. These same conditions may warrant early dismissal. School
closing, delays in starting time or early dismissal will be announced via text alert and the Educare Winnebago
Facebook group.
Tornado Policy
WATCH: This is issued by the National Weather Service when conditions are favorable for the development of
tornadoes in and close to the watch area. Classes will continue as usual during a tornado watch. WARNING:
This is issued when a tornado is indicated by radar or sighted by spotters; therefore, people in the affected
area should seek safe shelter immediately. During a tornado warning, all children will be evacuated to the
storm shelter; this is located in the training room. The training room is located near the entrance of the
building.
Celebration Policies
Birthdays
Birthdays are special days and we want to recognize the children in ways that fit into their daily routines and
activities. It’s important for parents/staff not to bring any outside food due to health regulations and concerns
related to children's allergies. Birthday parties provided by parents will not be allowed in the classrooms as
they are more appropriate in your home and/or in an arranged facility. Birthday activities can be recognized in
the classroom if planned and documented in the lesson plans. Parents can bring in developmentally
appropriate party favors for the activity.
Holidays
In order to make sure our education approach is as developmentally and culturally appropriate as possible,
we do not celebrate specific holidays. However, the teacher may take a broader approach, depending on the
age of the children, by planning activities focused on the current season or concepts of family togetherness
and friendships. Activities must be documented in lesson plans and approved by the education coordinator.

National Health and Safety Performance Standard 9.4.2.6: Contents of Medication Record
The file for each child should include a medication log maintained on an ongoing basis by the Health/Safety
Coordinator for all prescription medications.
A separate consent signed by the parent/guardian for each medication the Health/Safety Coordinator has
permission to administer to the child; each consent should include the child’s name, medication, time, dose,

how to give the medication, and start and end dates when it should be given; Authorization from the
prescribing health professional for each prescription; this authorization should also include potential side
effects and other warnings about the medication (exception: nonprescription sunscreen and insect repellent
always require parental/guardian consent but do not require instructions from each child’s individual medical
provider);
Information about prescription medication brought to the facility by the parents/guardians in the original,
labeled container with a label that includes the child’s name, date filled, prescribing clinician’s name, pharmacy
name and phone number, dosage/ instructions, and relevant warnings. Potential side effects and other
warnings about the medication should be listed on the authorization form;
Non-prescription medication
Non-prescription sunscreen and insect repellent always require parental/guardian consent but do not require
instructions from each child’s individual medical provider. Diaper creams should be brought to the facility in the
original container and labeled with the child’s complete name. The parent/guardian will need to sign a consent
form allowing the teachers to apply it to the child. For medications that are to be given or available to be given
for the entire year, a Care Plan should also be in place (for instance, inhalers for asthma or epinephrine for
possible allergy).
The Medication Log is a legal document and should be kept in the child’s file for as long as required by
state licensing.
Healthy Sleep Habits
The American Academy of Sleep Medicine (AASM) provides some helpful guidelines regarding just how much
sleep children need at different stages in their development. Keep in mind that these numbers reflect total
sleep hours in a 24-hour period. If the child is unable to participate in daily activities due to lack of sleep,
parents will be notified and asked to pick up the child (ages 3-5).

Exclusion Policy
Educare relies on the parents to use their judgment as to when the child is completely well, not exhibiting
symptoms, and following the exclusion policy.
● All Educare staff are directed to contact the HSC if children are sent to school when still contagious..
● Parents or emergency contacts will be called if their child becomes ill, so the child can be taken home
or to the doctor.
● Staff can give no treatment other than simple first aid. First aid may include antiseptic ointment for cuts
or burns, bandages, and ice packs.
Head Lice
Educare Winnebago will maintain a lice free environment for all students, staff, and volunteers. In order to
control the spread of head lice, the following actions will be taken:
● Head checks will be performed on every student at the center every Friday afternoon and
upon a suspected lice case due to frequent itching.
● Parent/Guardian will be notified by Health/Safety Coordinator or Family Support immediately after
a child is found to have lice or nits. The child will remain at Educare through the end of the day.
● A child report will be filled out and sent home. The report needs to be signed by the teacher, Health
and Safety Coordinator, and parent/guardian.
● Families will be offered a bottle of lice shampoo upon availability. If none is available, the child report
can be taken to the pharmacy to be used as a prescription for lice shampoo.
● Students can return to Educare after treatment. The HSC will perform a head check upon return.
● The child will be excused for up to two (2) days after the positive head check.
● After three positive head checks in one month documented on a Child Report and entered in Child
Plus, a meeting between the family, family support specialist and Health/Safety Coordinator will be
held to discuss support available and an action plan will be completed.
Bed Bugs
Educare Winnebago will maintain a pest free environment for all students, staff, and volunteers. We will
work cooperatively with families, staff, pest control companies, and local health departments to control the
presence of bed bugs. In order to control the spread of bed bugs. Families will be notified by Family
Support and education will be given to families to help prevent bed bugs if needed. Community resources
will be available for any help. Staff will be trained on what bed bugs look like and the procedure if one is
found.
Education Policies
Center Closings
⌂ Should a holiday fall on a Saturday, Educare will observe the holiday on the Friday before the holiday. If the
holiday falls on a Sunday, Educare will observe the holiday on the following Monday.
⌂ Educare will also close 8 – 10 days throughout the year for training days. (Most closings will follow the
Winnebago Public Schools calendar. Educare remains open during the WPS Spring Break.)
⌂ Educare will also close for two weeks in August to allow teachers to participate in professional
development opportunities and to prepare for the new school year.
⌂ Announcements of school closings due to bad weather will be made prior to the beginning of the school
day. Cancellation announcements will be sent via Facebook, phone calls and our text alert system.
Typically when the Winnebago Public Schools are closed, Educare will also close.
⌂ If school closes during the day, parents will be called and asked to pick up their child or have an
emergency contact pick up their child as soon as possible. Educare staff will remain on duty until all
children have been picked up.

Dressing for School
Children should wear comfortable play clothes that are easy to wash. We do lots of messy projects and go
outside daily. Bring 2 extra sets of clothes to be left at the site. All personal belongings should be labeled
with the child’s name. Educare of Winnebago is not responsible for lost or stolen items.
Children should wear or have available closed toe shoes that are safe for running, climbing, and playing in
school. Shoes need to be provided once the child can pull themselves to stand. Children should dress for the
weather. During the cold weather season, please send a warm coat, hat, mittens and boots. The soiled
clothing needs to be changed immediately. Any clothing that becomes soiled because of a leak or bowel
movement, will be bagged up and sent home with the parents at the end of the day.
If the child does not have an extra set of clothes in their cubby at the time of an accident, notify a
Family Support Specialist. We request that a family member brings the extra clothes within 20 minutes
so the child can continue to participate in the daily activities. Educare Staff will not be responsible for
picking up extra clothing.
Transfer Policy
A child may be requested to be moved from their current classroom to a different classroom. Parents will need
to submit a written request with explanation to the Education Coordinator. A meeting will be scheduled with
the parents, classroom teaching staff, Family Support Specialist, and Education Coordinator. This meeting will
be used to review the situation and discuss available solutions. If a transfer is necessary, a meeting with the
parents and the new classroom staff will be planned. Parents are strongly encouraged to be actively involved
in this transition process. A child may be moved if there is an opening in another classroom at the time of the
request.
Outdoor Playtime Policy
Outdoor playtime is a scheduled part of the school day, all teachers should be out with the children doing a
planned activity.
● No staff should be outside alone with children. This includes playground time and walks. There should
be 2 staff with children at all times.
○ In the instance of an injury, make sure there is another staff to replace you in ratio.
● Educare Winnebago will follow the National Child Care Weather Watch chart.
● Educare Winnebago makes every attempt to allow the children in our center to have outdoor playtime
as long as weather permits and temperatures are above 32 degrees (F).
● Educare Winnebago will follow the guidelines for heat index.
○ Heat Index is in the yellow- We will limit the amount of time outside and children must have
access to water play and water bottles outside.
○ Heat Index is in the red or the real feel is 100 degrees or higher -Children are not allowed to
play outside
● Educare Winnebago will follow any weather advisory and will take precaution with outdoor play as
needed.
● All Educare children are allowed 30 minute large muscle activities if the weather permits.
● Educare administration and teachers will use their best discretion when determining outdoor weather
activities.
● Family support or teachers will stay with children who are unable to go outside.

● Teachers will not use outside time as a reward or punishment. All children are entitled to
physical activity daily.
● Teachers are responsible for sending reminders to parents to make sure they send their child to school
with the proper attire to ensure a safe and secure outdoor play experience. During the winter months
teachers are responsible for ensuring that each child has the proper clothing needed such as hat,
gloves, winter coat, and boots. If they do not, they need to notify the Family Support Specialist or
Education Coordinator. They will check the donation supplies or notify the parents to bring them. A
small donation of supplies is held at the center and can be used for those children who may not have
them.
● The National Institute of Health states that “Cold air has little or no effect on getting a cold or the
severity of the cold”. If a parent requests that their child not go outside, we would like the reasoning in
writing or a doctor's note stating why they cannot go outdoors. In this case, the Education Coordinator
should be notified if a child is not to go outside and special arrangements will be made to accommodate
those needs. We will encourage parents to allow their child the opportunity to go outdoors when
necessary.
Outdoor Water Play Policy
Water play will be available from June 1st until July 31st. The real feel temperature must be above 75 degrees.
Outdoor Water Play must not exceed 30 minutes. Parents will be given the option to bring sunscreen, this will
be applied during water play and other outdoor play. Classrooms must use the water play schedule for their
given time and need to ask EPM to turn water on.
Rest Time
Early Head Start’s rest time is from 12:00pm to 2:00pm. Head Start’s rest time is 12:15 p.m. – 1:15 p.m. If a
child chooses not to rest, a child will be given a quiet activity to do either at the table or on their mat.
Toilet Training
Educare of Winnebago staff will begin toilet training at the parent’s request assuming the child is
developmentally ready. Parents and staff will work together in planning a successful approach to the toilet
learning process. During the training period, children will not be coerced if they are not showing developmental
signs of being ready and lapses in training are to be expected.
Transition Policy
1302.71 Transitions from Head Start to kindergarten
The Head Start classrooms implement the following strategies to successfully transition head start
children to the kindergarten classroom.
1) At four different times Kindergarten teachers from Winnebago Public School visit the Head Start
classrooms with children who will enter kindergarten in the fall. This encourages children to get to know their
upcoming teachers in their current environment.
2) Next, there are three instances that Head Start children that are going to kindergarten visit kindergarten
classrooms at Winnebago Public School and once at St. Augustine to familiarize themselves with the new
environment.
3) There will also be a full day of Kindergarten round up at Winnebago Public School. This day includes
activities that will show children what Kindergarten will be like. Families are encouraged to come in the
afternoon to meet the children’s future teachers as well as get familiar with any expectations of the school.
The detailed transition with dates and times is communicated with the families through the newsletter and

a parent meeting.
1) Teaching strategies gold as well as the school readiness snapshot is shared with families to show the
child’s current level and areas to grow in as they prepare for kindergarten.
2) The conscious discipline parent curriculum provides support to parents about how they can help prepare
their child in social emotional learning. Family fun events and parent-teacher meetings help parents
understand current levels and how they can support children at home.
3) A meeting will take place for parents that have students entering kindergarten. This meeting is used to
communicate with parents their rights and responsibilities as they enter elementary school. The primary
service providers of those children who have IEPs will also meet with families for a transition meeting to help
them understand their rights according to IDEA.
4) During the meeting, parents are given information about who they can contact about their child’s education
once they are in kindergarten.
1302.70 Transition from Early Head Start
The Early Head Start classrooms will implement the following strategies to successfully transition early head
start children to the Head Start classroom.
1) Two different Head Start teachers will visit the Early Head Start classrooms of three year olds that will be
transitioning. This encourages children to get to know their upcoming teachers. 2) Next, there are four
instances that Early Head Start’s three year old children visit the preschool classrooms to familiarize
themselves with the new environment.
The above transitions will take place six months prior to the child leaving the Early Head Start classroom. 1)
The transitions will take place based on the availability of Head Start, Pre-K openings and no eligible
applicants on the waiting list. Educare Winnebago leadership will take into account the child’s development
and progress.
2) Transitions takes place as soon as possible after the child’s third birthday, Educare Winnebago permits
the child to stay in the Early Head Start classroom for limited months based on an appropriate transition.
The Early Head Start staff will use teaching strategies GOLD and the Early Head Start School Readiness
snapshot sheet to communicate current development levels, assessment scores, and progress of each child
to the families. Families are given a newsletter explaining the transition process six months prior to their third
birthday. Family support staff provides a transition meeting for all children and families enrolled in a 2-3yr old
classroom each fall. Educare Winnebago leadership works together to ensure enrollment from Early Head
Start to Head Start is taking place. The leadership team will promote successful transitions by communicating
and meeting with teachers, primary service providers, and coordinators to ensure children are prepared.
Family Child Review meetings help to prepare teachers and coordinators by discussing their current transition
progress and development. Children in the Early Head Start program that are on an IFSP will receive
additional transitions and support based on their IFSP outcomes and services. The primary service provider
will work with the leadership team and teachers to communicate current levels of development and outcomes
as they transition from the IFSP to IEP. Head Start staff are encouraged to attend the transition meetings of
the IFSP to IEP if the parent requests.
Child Custody Policy
Educare encourages all parents to have a good relationship with each other. If a child custody dispute was to
arise it is Educare Winnebago position to stay neutral within the dispute unless we are summoned by a court
order or subpoena.
According to the Winnebago Tribal Court a mother who is not married to the father, has sole custody of their
child. We will honor any request from a single mother regarding who is allowed the pick up or visit their
child. The request must be documented in writing and the mother must update the staff if any changes were
to occur.

In the case where the parents are married, both parents have equal rights to their child. We will need a court
order to honor any requests regarding changes as to who is allowed to come to the center and/or pick up the
child.
Parent Involvement Policies
Volunteer Policy
Volunteers are employees and must abide by a code of conduct. This code prevents staff from smoking,
swearing, breaching confidentiality, gossiping, etc.
Each volunteer will receive a job description and training. Volunteer sign-in sheets are in binders located in
each classroom. Please use these binders to sign in and out. This documentation is important as we are able
to claim your volunteer services as in-kind. Frequent volunteers must receive a physical and TB test.

SUPERVISOR: Lead Teacher
GENERAL DESCRIPTION: Works cooperatively with classroom staff on a consistent basis, becoming
familiar with daily activities and the Head Start philosophy.
MINIMUM REQUIREMENTS: Must be in good health and free of communicable disease.
SKILLS NEEDED: A friendly, warm personality, able to work with young children. Possess emotional maturity

and be able to follow directions. Understands and likes children, displays a positive attitude, and accepts
special needs of children.
TASKS: Assists staff in daily center activities, reads stories, supervises outdoor activities, prepares art
supplies, escorts children to the restroom, and helps during transition time. May assist staff with classroom
