LaMere Family Honors Winnebago Tribal Member killed in Action in Vietnam

On June 26th, the Bago Pride Committee

hosted a drive-in movie event at the LED

screen in Winnebago. The event consisted

of a meal provided to the community, followed by the movie “The Little Mermaid.”

Pinagigi to the Bago Pride Committee for

bringing families together for an awesome Saturday night movie!

The drive-in movie event also had the

best little helper handing out candy and

snacks to everyone! Pictured during the

The Winnebago Indian News staff would

out the cool light up toys for the youth

South Sioux City, NE—On July

3rd, the LaMere family organized a

50th Memorial Ceremony for Anthony

John LaMere, the only Winnebago

Tribe member killed in Action in Vietnam on July 1st, 1971.

50 years later, LaMere’s legacy

continues to impact the lives of many.

This was evident during the ceremony

at Siouxland Freedom Park in South

Sioux City, NE. The memory of LaMere was celebrated with a ceremony,

songs and a meal.

“It was a great day for the LaMere

family, It was an emotional day, starting with the view looking over the top

of the Vietnam Veterans Wall and seeing friends and relatives coming into

the park. Some old, some young, but

all came to honor this fallen Winnebago

Warrior, SP4 Anthony J. LaMere, 50

years after his passing. His sacrifice will

always be remembered with the etching

on the wall and speaking his name. It

was a perfect day with the drum group

singing the LaMere song and concluding

with the 21 Gun Salute and Taps. We

made all our relatives proud and smile

on the other side of Maunas creation”

said Tony Wood the nephew of LaMere.

The Winnebago Veterans Association

Honor guard opened the ceremony with

posting of the Colors and New Breed

Drum Group singing the Flag song.

Club youth. The two shared their experiences and wellness tips on how they can

be successful student-athletes and what

they should know about healthy eating

habits.

If you met him, you would remember him. His magnetic personality,

his leadership, and his love for the

rhythm and blues.

On July 3rd, a tribute to the talented harmonica player Curtis St.

Cyr was held at the 30th annual

Saturday in the Park.

Saturday in the Park is one of

Iowa's largest music festivals and

attracts around 50,000 people from

all over.

St. Cyr was one of the original

performers, performing at the first

annual Saturday in the Park.

In total, he performed a record of

8 times. “No other band has done so,

and no other band has played twice.

It was an honor for him to be asked

back each time. He was good at it,

“He was very musical. He came

from a very musical family. His

father brought back his first harmonica from Mardi Gras, from there

he started playing harmonica. That’s

what he specialized in was the harmonica and singing. He was asked

to sing multiple times for friends,

family, and relatives at funerals and

he did so willing without hesitation”

of Saturday in the Park said “Curt is

a record holder that’s for sure. Curt

honestly brought legit blues. He had

such a soulful voice, a beautiful voice

and also was a great harp player.

Curt could have been anywhere. He

could have been in Chicago, to me

that’s the home of the blues.”

“When he left this Earth, I know

Saturday in the Park was with him

and we appreciate everyone who

came out and showed their support.

We appreciate the Saturday in the

Park organization for honoring his

legacy and his memory” said Garan

Coons son of Curtis St. Cyr.

“We want his legacy to live on

through his children, grandchildren

so they know what their grandpa was

all about. He was a very humble,

kind hearted person. He had passion

for music and his family” shared

Important Changes to the Child Tax Credit

Recently, there were changes made to the child tax credit that will benefit

many taxpayers. As part of the American Rescue Plan Act that was enacted in

March 2021, the child tax credit:

Amount has increased for certain taxpayers

Is fully refundable (meaning you can receive it even if you don’t owe the IRS)

May be partially received in monthly payments

The new law also raised the age of qualifying children to 17 from 16, meaning

some families will be able to take advantage of the credit longer.

The IRS will pay half the credit in the form of advance monthly payments

beginning July 15. Taxpayers will then claim the other half when they file their

2021 income tax return.

Though these tax changes are temporary and only apply to the 2021 tax year,

they may present important cashflow and financial planning opportunities today.

It is also important to note that the monthly advance of the child tax credit is

a significant change. The credit is normally part of your income tax return and

would reduce your tax liability. The choice to have the child tax credit advanced

will affect your refund or amount due when you file your return. To avoid any

surprises, please contact our office.

Qualifications and how much to expect

The child tax credit and advance payments are based on several factors,

including the age of your children and your income.

The credit for children ages five and younger is up to $3,600 –– with up to

$300 received in monthly payments.

The credit for children ages six to 17 is up to $3,000 –– with up to $250

received in monthly payments.

To qualify for the child tax credit monthly payments, you (and your spouse

if you file a joint tax return) must have:

Filed a 2019 or 2020 tax return and claimed the child tax credit or given the

IRS your information using the non-filer tool

A main home in the U.S. for more than half the year or file a joint return with

a spouse who has a main home in the U.S. for more than half the year

A qualifying child who is under age 18 at the end of 2021 and who has a

valid Social Security number

Income less than certain limits

You can take full advantage of the credit if your income (specifically, your

modified adjusted gross income) is less than $75,000 for single filers, $150,000

for married filing jointly filers and $112,500 for head of household filers. The

credit begins to phase out above those thresholds.

Higher-income families (e.g., married filing jointly couples with $400,000 or

less in income or other filers with $200,000 or less in income) will generally get

the same credit as prior law (generally $2,000 per qualifying child) but may also

choose to receive monthly payments.

Taxpayers generally won’t need to do anything to receive any advance payments as the IRS will use the information it has on file to start issuing the

payments.

IRS’s child tax credit update portal

Using the IRS’s child tax credit and update portal, taxpayers can update

their information to reflect any new information that might impact their child

tax credit amount, such as filing status or number of children. Parents may

also use the online portal to elect out of the advance payments or check on the

status of payments.

The IRS also has a non-filer portal to use for certain situations.

My name is Randy DeCora, I am an enrolled member of the Winnebago Tribe

of Nebraska. I’m going into my junior year of high school.

I am the summer youth worker for the Winnebago Indian News. It will be good

to know how the newspaper works or photography for the newspaper. My favorite

sport is basketball and I also like playing golf for my spring activity in school.

I have a golf tournament with my siblings on August 8-10th in New Mexico.

“The most patriotic speech I ever

heard was given by one of the finest

men I ever knew: Frank LaMere. Frank

was a friend, a good friend. And the

speech he gave was actually supposed

to be an introduction of me.

His introduction was far more memorable than my speech, which even I

have forgotten.

Frank talked about his brother Tony

who had been killed two weeks after

his twentieth birthday near Quang

Tri, Vietnam on July 1st, 1971. Fifty

years ago.

All Frank did to capture his brother’s

sacrifice was to describe all the things good and bad - that Tony had missed.

President Nixon’s re-election and

resignation.

Meeting and marrying the love of

his life and building the family of his

dreams.

The Godfather, The Deer Hunter,

Disco, and bell bottom pants.

He missed the peace agreement that

ended the war and the welcome home

for Americans released from Vietnamese prisons.

And more. Much more.

Frank’s slow, quiet description of all

that his brother missed brought tears

to my eyes. Remembering it still does.

To all of you celebrating and remembering the brief, brave life of Tony

LaMere: Thank you. I wish I could be

with you.”

Written statement by Frank LaMere,

brother of Anthony J. LaMere, Childhood History and Details on Anthony

J. LaMere’s life:

“Specialist Four Anthony John LaMere, a member of the Winnebago Tribe

of Nebraska, was killed in action on

the 1st of July 1971 in the Quang Tri

Province of Vietnam. He died at the age

of 20 years and 20 days while walking

the point position on a combat patrol

when a member of his platoon stepped

on a booby trap. Anthony was a member of the Bear Clan who was serving

with Company B, 1st Battalion, 506th

Infantry of the 101st Airborne Division, the "Screaming Eagles." He was

awarded the Bronze Star, the Air Medal

and the Purple Heart for his service and

sacrifice and left behind a proud Gold

Star family and a people who honor and

remember him.

Tony was born on June 12, 1951 and

attended grade schools in South Sioux

City and Winnebago Nebraska. He

graduated from the 8th grade at St. Augustine's Indian Mission in Winnebago

and attended Trinity Prep Seminary in

Sioux City, Iowa. He graduated from

Immaculate Conception High School in

Stephan, South Dakota in 1970 before

he enlisted in the Army on August 6,

1970.

Tony left behind four brothers, three

of whom served in the Vietnam era, and

five sisters. He was the son of John

LaMere and Matilda Rogue LaMere. He

was the grandson of Pete LaMere and

Iva Littlewolf LaMere and Charlie Rogue

and Fern St. Cyr Rogue. Tony's parents

and his grandparents are all gone now

but many nieces and nephews have

come and one nephew bears his name.

He is remembered as a courageous

young Winnebago boy who gave his

life that people may live and may live

free. He gave all of his Ho-Chunk

relatives the right to stand on his

shoulders and to talk of how things

could be and how things should be

for the people and the generations to

come. It is a sacred responsibility that

we who remain must undertake every

day of our life. A letter received from

Tony written before his death spoke

to his resolve, humility and commitment and should be a testament to

how we as Ho-Chunk people should

face adversity. "I can take no pride like

others here in saying that I am fearless or unafraid when I go into battle.

I can only take pride in the fact that

I go out on patrol day after day with

fear and death all around me." He

acted for the people and we remember

our Ho-Chunk relative." Anthony is

remembered on Panel 3W, Line 96.”

Winnebago Reaches 70% COVID-19 Vaccination Rate for Community Members 12

Years Old and Up

Winnebago, NE – The Winnebago

Public Health Department (WPHD) has

announced that 70% of people living

in Winnebago who are at least twelve

years old have received at least once

dose of the COVID-19 vaccine. WPHD

has conducted weekly community

vaccination clinics since January of

this year and they continue to be

held every Wednesday at Winnebago

Public School. The clinic is open to

any individual who is twelve years old

and older. The vaccine available is the

Pfizer-BioNTech COVID-19 vaccine,

which is a two-dose series given 21

days apart.

“Reaching this milestone reflects

the commitment that the Winnebago

Community has to keeping their people

safe. We are honored to be a part of

this fight against COVID-19, and I am

proud of our staff who have worked

tirelessly to help get us to this point,”

said Mona Zuffante, WPHD Public

Health Administrator.

The Pfizer vaccine is a mRNA COVID-19 vaccine and is shown to be

95% effective at preventing COVID-19

and its variants. In general, vaccinated

individuals who are infected with COVID-19 experience mild symptoms and

are at less risk of mortality.

Vaccinations in Winnebago increased after the Winnebago Tribe of

Nebraska announced plans to hold

their 155th Annual Winnebago Homecoming Celebration on July 23rd - July

25th, 2021. To attend this free event,

the Tribe is requiring all in attendance

to be fully vaccinated against COVID-19. Individuals will be required

to present their COVID-19 vaccination

record card or immunizations prior

to entry. Children 0- 11 can attend

the event if accompanied by a fullyvaccinated adult.

Currently, there are no active

cases of COVID-19 in Winnebago

and WPHD is continuing to work toward their goal of vaccinating at least

80% of the Winnebago Community.

Graft Union Incompatibility

Lots of trees can be grafted—fruit

trees, shade trees, and even small

ornamental trees. Grafting is the

art of putting together two different

parts of trees to make one new tree.

Unlike Frankenstein, the results are

not monstrous, but instead the new

tree will have some of the best traits

of each of its parts. The rootstock can

impart things like dwarfness, winter

hardiness, and soil pH adaptability,

among other positives. The top of a

graft union, called the scion, may

bring bigger flowers, more fruit, and/

or a different form than normally

found (think of a lilac bush grafted

onto a standard). If a cutting can be

slow to root, grafting to a root system

can get the plant off to a quicker

start, making for a saleable tree

sooner rather than later.

While nurserywomen and men

seek out closely related rootstockto-scion-wood unions to ensure

grafting success, sometimes issues

of incompatibility develop. These issues can occur right away, or they

can develop 15 years after the tree

has been planted in its permanent

home. Symptoms of graft union incompatibility are odd, with a range

of curious developments. The trunk

may develop girth far beyond the

size of the rootstock, giving the plant

a bulging top-heavy appearance.

Another indication of graft union incompatibility is overgrowth of roots,

with roots aggressively forming, one

over the top of the other, gradually

encompassing and constricting the

scion itself. When this occurs, reduced leafing and branch dieback in

the scion are typical. The important

thing to remember with graft union

incompatibility is that it is a location of weakness, leading to possible

breakage at the juncture.

There are a few reasons why graft

unions fail. Sometimes the rootstock

and scion are not related closely

enough. If the two components belong to the same plant family but not

the same genus, then incompatibility

can develop. Another possibility-disease-causing organisms--may be

present when the parts are grafted,

sealing in pathogens, and creating the

perfect environment for their growth

and development. A final possibility

for graft incompatibility is the grafting

technique itself. There are a number

of grafting methods, each with its own

benefit but not necessarily suited to

all grafting endeavors.

Not all bulges at the base of grafted

plants are indications of graft incompatibility. A slight swelling is normal.

Roses are some of the most common

grafted plants in our landscapes.

Monitoring their growth is necessary

to ensure sprouts arising from the

graft union or below are removed.

"God's Wisdom found in the cross

of Christ"

How do you see the cross of Jesus

Christ? Your response to this question

makes all the difference in the world. For

some the cross is a piece of jewelry. For

others, it is worn or displayed as some

sort of lucky charm or amulet - a sort

of protection.

In the United States it is still accepted

by most, however in other countries and

for an increasing number in America it is

offensive and can incite insults, ridicule,

abuse and even death.

The apostle Paul wrote to the saints,

the believers in Christ these words in

his opening chapter: 'For the word of

the cross is foolishness to those who

are being destroyed, but to us who are

being saved it is the power of God' [1st

Corinthians 1:18 Lockwood translation].

For those who are perishing, aren't

we all? Well no, those who have faith in

Jesus will not be destroyed and death

will merely be much like falling asleep

for a time. For those who are perishing

on account of unbelief the cross is utter

foolishness.

Paul continues: 'For since in God's

wisdom the world did not know God

through its own wisdom, it was his

good pleasure to save those who believe

through the foolishness of preaching'

[1st Corinthians 1:21 Lockwood translation].

It is in the power of the cross that

the just wrath of Creator God was paid

in FULL by Jesus. Jesus sure appeared

weak and powerless as He hung, beaten,

bloody, stripped naked, insulted, ridiculed, and dying. The powerful religious

and political leaders thought that they

had won as they did their best to crush

the life out of Jesus.

In their craving for power they did

not stop at anything - paying one of

his disciples to betray him, telling lies,

holding court against their own rules

in the dark and the dead of the night,

riling up crowds to scream 'crucify him,

crucify him' and even having a notorious

terrorist of his day released. Their blood

thirsty hunger and thirst for power was

never satisfied.

However, Creator God used their own

wicked ways to fulfill His will - and the

will of God was done as His very own

Son suffered like a helpless lamb led to

the slaughter. Jesus fulfilled the role

that He knew full well when he left the

glory of heaven and humbled himself

taking on flesh and blood.

God's Sacred Word reveals that the

apparent folly of God is wiser than

people. Jesus' apparent weakness as

He hung helpless and in agony on the

cross is stronger than people. For those

who are being saved, the cross that

Jesus was crucified on is the power of

Almighty God!

The foolishness of the cross made Jesus appear as if he didn't have a brain in

that head of his. Jesus had been nailed

to a piece of wood, much like a brainless

scarecrow, without the apparent sense

to answer the Roman Governor Pontius

Pilate in a way that would have got him

off the hook.

The spiritual leaders, the High

Priests, the Pharisees, the Saduccees,

the Herodians, as well as King Herod all saw Jesus as utterly foolish. And as

the Good News of Jesus life, suffering,

death and resurrection spread - the

Greeks and philosophers could not

understand the wisdom of God. Many

of these philosophers had gathered in

Corinth. There are countless so-called,

scholars and 'wise guys' of today who reject Jesus and those who believe in Him.

And yet, this foolishness is wise beyond any degree that the educated can

bestow in this world.

Jesus was not 'brain-dead.' Jesus

and His Heavenly Father outsmarted

the brainiacs of the world. Paul brings

this section to a close with these

words: 'For God's folly is wiser than

people and God's weakness is stronger than people' [1st Corinthians 1:25

Lockwood translation].

See what a difference of perspective

Jesus. Now, how do you see the cross

of Jesus Christ?

What does it mean when they say the air

quality outside today is Good or Bad? How

do they measure Air Quality?

If you google “Airnow.gov” you’ll find

the Air Quality Index (AQI). The AQI

works like a thermometer that runs

from 0 to 500 degrees. But, instead of

showing changes in temperature, the

AQI shows changes in the amount of

pollution in the air. The closer to Zero

the AQI is, the cleaner the air.

The EPA has focused on six of the

most common air pollutants found in

our air - also known as "criteria" air

pollutants. The AQI combines information from five of the six criteria pollution

data from ground-based and satellite

detection equipment and report realtime levels from different parts of the

country.

So, what pollutants are being looked

at in the AQI?

Carbon Monoxide – This gas mainly

comes from fossil fuel-driven vehicles

and machinery although it’s formed

from burning nearly anything. The entire nation meets the carbon monoxide

air quality standards, mostly because

of emissions standards for new motor

vehicles under the Clean Air Act.

Particulate matter (PM) – is that

fine dust found in the air; measuring

between 5 and 100 times smaller than

the width of a human hair! PMs are

emitted into the air from all sorts of

activity like construction sites, driving

on unpaved roads and fields, or from

the release of smoke and soot into the

air from burning or vehicle emissions.

Breathing air with high levels of PM

(especially fine particles) can go deep

into your lungs and may even find its

way into the bloodstream.

Ozone – O3 can be good or bad depending on where it’s found in the at-

mosphere. The ozone layer found in the

upper atmosphere is “good” because

it protects us from harmful radiation

from space. However, ozone formed

in the lower part of the atmosphere is

“bad”. Low-level ozone occurs through

a chemical reaction where radiation

from the sun splits off an oxygen atom

from a nitrogen dioxide NO2 molecule.

The free-floating oxygen combines with

the oxygen (O2) that we breathe, forming a chain of 3 oxygen atoms. O3 or

ozone is harmful if breathed – triggering

asthma attacks, destroys living cells,

and is harmful to the environment.

Nitrogen dioxide & Sulfur dioxide -are formed from fossil fuel combustion.

Both pollutants cause many adverse

respiratory effects including increased

asthma symptoms respiratory illness

as well as environmental damage.

Lead – While lead is part of the six

common pollutants, it’s not included

in the AQI due to the length of time

required to determine real-time lead

levels. Airborne Lead pollution has

been reduced greatly since the banning of leaded fuels, though large leademitting industrial facilities still exist.

Lead harms the neurological system

causing all sorts of cognitive problems

as well as heart disease and high blood

pressure.

breathe is important to you and your

family’s health and development. So

check out AirNow.gov and see what

your outdoor air quality is like. If someone in your family suffers from some

type of breathing problem, knowing

your air quality can be a helpful tool

in planning your day.

July (07/06-07/12) Construction Updates in

the Winnebago Community

07/06-Milling and removing the middle lane from the hospital to Mathewson. I & A finishing sidewalk in this area early in the Week. MECC pouring red

stamped concrete in this area. Flagging most of the week with limited access to

side streets during the day.

07/08-IES to set poles on the west side of the road. Pipe crossings and electrical crossing will be placed. Beck Street will remain closed from the west until the

center lane is poured and cured. Many semis use that road as a shortcut and we

are concerned they would not make the corner well and wreck all the sidewalk!

07/12-Finishing an inlet on the north and preparing for a traffic switch for

Monday July 12 at the circle.

The Winnebago Tribal Council is 100% AGAINST Meth. Not only is Meth

harmful to the individual, it destroys families and our community. Meth

use is not the HoChunk/Winnebago way of life. On 12-30-19, during the

Winnebago Mid-monthly Tribal Council meeting, a motion was passed to

publish all meth related offenses occurring on the Winnebago reservation,

in the Winnebago Indian News.
