May 5th was National Day of Awareness for Missing and Murdered

Indigenous Women and Girls. This day is for tribal communities to

remember our strong Native women and bring awareness to this

crisis.

On May 4th, the old halfway house was

demolished by our Tribal Roads Department. The building was over 100 years

old; construction on a new halfway house

will begin soon.

A huge THANK YOU to all the tribal

security guards that are implementing

the new policy that requires a face mask

must be worn to enter local businesses.

Although the graduation ceremony has

been postponed to August 1st, families

of the WPS graduates came together to

honor the class of 2020 with a drive by

parade throughout the community! Photo

On the afternoon of May 9th, families of

the graduates decorated their front lawns

to celebrate for the class of 2020 drive

around parade.

hard work and dedication to our safety is

What were her last words? Did

she cry for help? Was she praying? These are questions asked by

families of Missing and Murdered

Indigenous Women (MMIW). But

the burning question is, where is

she? Across the United States and

Canada indigenous families continue to search for their loved ones,

searching for answers, searching

for closure. Why are indigenous

women going missing? What can we

do to stop it? This crisis leaves us

with more questions than answers.

Michelle LaMere is a Winnebago

activist who frequently speaks

out about the issues surrounding

Missing and Murdered Indigenous

Women shared, “According to the

Urban Indian Health Institute,

there are 5,712 reports of Missing

or Murdered Indigenous Women

and Girls, but only 116 of them

are logged by the Department of

Justice.”

Thousands of indigenous woman

and girls go missing, there is a lack

of news coverage and minimal data

tracking these high numbers of

MMIW. Why are these stories going

unheard?

Jurisdictions differ from state to

local to tribal. These different jurisdictions create challenges such as

effectively beginning an investigation process, which may also affect

media coverage and data collection.

Chief of Police recommends, if

you think someone is missing it is

important to report it right away.

Early reporting will begin an investigation. This will help police track

down necessary evidence before it is

too late to retrieve it such as video

surveillance.

Lamere stated, “Data keeping is

the biggest obstacle to addressing

MMIW solutions. According to the

data that does exist, when an MMIW

report is made, many times the

victim is Indigenous, but the perpetrator is non-Indian. Due to jurisdictional issues on the reservations

that require federal investigations

to be initiated when the suspect is

non-Indian, increased NSP jurisdiction is useless. I believe that the NSP

should concentrate on improving

their responses, investigations and

data entry off the reservations where

most of the Indigenous women live.”

What can we do? According to the

Cultural Survival website, “[G]rassroots Indigenous groups keep up

pressure on legislators to achieve

remedies, remain fueled by the

#MMIW hashtag and community

support. Native American leaders

are also building and maintaining

community databases, running

book groups and youth initiatives,

holding red dress exhibitions, and

taking action on social media,

marches, and in vigils. There are

many ways to participate.”

LaMere adds, “There have been

state laws that have been proposed

and passed that have been designed

to address this issue. Hannah’s Law

in Montana and Savannah’s Law in

North Dakota are examples of laws

that were proposed in memory of

Indigenous women who were brutally murdered. The commonality

between the laws is in creating

pathways for better documentation,

reporting and cooperation between

law enforcement agencies.”

It is important to keep yourself

and loved ones safe. Lawrence suggested to “setup a safeguard with

loved ones; keep in contact and

utilize social media.” These tools

will help family and friends keep

track of each other.

VOTER REGISTRATION APPLICATION

1. Any recognized member of the Winnebago Tribe eighteen years of age and

over and who has maintained residence within the reservation for a period of

six months prior to the date of the Regular Election shall be a qualified voter.

(For complete voting and election requirements, see title V of the Winnebago

Tribe Code).

2. The voter registration application, along with a copy of your current and

valid photo identification card and a utility bill. water bill. rent receipt or similar

document that verifies your physical residence address as shown on this application, must be submitted to the Tribal Administration Office. This information

is needed to help facilitate the process of updating the eligible voters list It will

also be shared with the Tribal Enrollment department to maintain their records.

3. The eligible voters list is updated and approved by the Tribal Council each

year at a duly called meeting held on the 2nd Monday in June.

Little Priest Tribal College Announces New

President

Winnebago, NE— April 21,

2020 —The Little Priest Tribal College Board of Trustees is pleased

to announce the selection of Mr.

Manoj Patil as the new President

of Little Priest Tribal College. The

Little Priest Tribal College (LPTC)

Board of Trustees confirmed the

selection of Mr. Patil as the next

College President during the regularly scheduled Board of Trustees

meeting held on Wednesday April

15, 2020. Mr. Patil officially began

his tenure as President on Monday

April 20th, 2020. Biography

Originally from Hubli, India, Mr.

Patil currently resides in Dakota

Dunes, SD. Prior to his selection

as the President of Little Priest

Tribal College, Mr. Patil served as

the Interim President of LPTC from

November 2019 to April 2020. Mr.

Patil performed admirably during

his term as the Interim President,

successfully leading the college

though a Monitoring Focused Visit

by the Higher Learning Commission in February 2020. Prior to

being named Interim President, Mr.

Patil served as the Vice President of

Academic & Student Affairs since

August 2018. Before joining LPTC,

Mr. Patil was a full-time Chemistry

faculty at Western Iowa Tech Community College located in Sioux

City, IA for fifteen years. Mr. Patil

also serves as the President & CEO

of New Horizon Tutoring (Est:2008),

a privately held tutoring company

located in Dakota Dunes for the last

twelve years. Mr. Patil completed

his Bachelor’s degree in Chemical

Engineering from Karnatak University and Master’s degree in Chemical & Natural Gas Engineering from

Texas A&M University, Kingsville.

Horticulture Educator in Dodge County

“Foraging” refers to the gathering of

wild edibles for food to grace our table.

Historically, the human race began as

hunter-gatherers, gleaning food from

what was found, not raised. With the

growing interest in fresh and local,

there has been a resurgence of interest

in foraging for wild food.

Morel mushrooms have always had

an avid fan base, with hunters jealously

guarding the locations of their most lucrative hunting spots. There is a reason

for this, with sales of morels netting

$20 per pound and more. Similarly, the

locations of wild asparagus are closely

guarded secrets. My brother keeps a list

of spots where he finds wild asparagus

so he can be sure to harvest the delectable spears in spring. Dandelion leaves,

while never hard to find, make a nutritious early season salad.

Along with enthusiasm for gathering

wild edibles must come the knowledge

of what is edible and what is not. Upon

learning berries gathered were from

pokeweed (poisonous) and not chokecherry (edible), a client rushed out the

door saying she needed to retrieve all the

jars of jelly she had given away to friends

and family. Another client complained

the rhubarb jam she made from “wild”

rhubarb just didn’t taste right and was

surprised to learn the stalks she was

using for her jam came from the weed

burdock. While burdock isn’t poisonous,

doing the research or seeking confirmation from a knowledgeable person helps

to avoid these kind of mistakes.

generation is passed on to the next.

This knowledge isn’t just about recognizing plants but also how to correctly

prepare them for eating. Think about

cashews, which aren’t native here but

are closely related to the native plant

poison ivy, and how the knowledge of

preparing cashews changes them from

something poisonous into an edible.

I grew up in a family that gathered

wild plum, wild grape, chokecherry,

wild raspberry, walnuts, morel mushrooms, and dandelion greens. The

experience was a good teacher, underscoring an appreciation for what nature

provides but also a healthy respect for

what should be avoided. Especially

with mushrooms, never guess or come

to the conclusion “this is close enough”

because the web site or book you’re

referencing appears to confirm your

thoughts. Antidotes for some toxins,

such as poisonous mushrooms and

other fungi, don’t exist. If a plant has

been misidentified, emergency room

staff have little to go on when treating

symptoms. When foraging, it’s important to learn from someone knowledgeable about such things.

Additional Cases of COVID-19 Confirmed

in Winnebago

WINNEBAGO, NE – Winnebago

Comprehensive Healthcare System,

which is comprised of the Winnebago

Public Health Department (WPHD) and

Twelve Clans Unity Hospital (TCUH),

has confirmed two more cases of

the 2019 novel coronavirus disease

(COVID-2019) on the Winnebago Reservation. One individual was tested

in another county and the other was

tested at TCUH. Both patients remain

isolated and in good condition. The total number of positive COVID-19 cases

in Winnebago is now at four.

The WPHD has already notified any

potential contacts of the positive cases

and appropriate precautions are being

taken. To protect the privacy of all patients, no other details will be released

at this time.

“The Winnebago Public Health

Department and Twelve Clans Unity

Hospital are continuing to monitor and

respond to the spread of COVID-19 in

our area. We are also actively working

in cooperation with the Winnebago

Tribe to help mitigate the impact on

our community,” said Danelle Smith,

Winnebago Comprehensive Healthcare

System CEO.

COVID-19 is a respiratory illness

with no known cure or vaccine. Winnebago community members experiencing shortness of breath, sore throat,

runny nose, and cough are urged to

call the COVID-19 Hotline at (402) 9221508. Per Center for Disease Control

and Prevention (CDC) guidelines, it

is recommended that individuals stay

home except to get necessary medical care. Individuals with underlying

conditions, such as diabetes or those

with compromised immune systems

are the most high-risk for contracting

the virus.

Prevention measures include washing your hands often with soap and

water for at least twenty seconds each

time and routinely cleaning frequently

touches surfaces. Other recommendations include social distancing, wearing

a mask in public, and remaining at least

6 feet away from each other with groups

of no more than 10 people.

Winnebago Comprehensive Healthcare System has been taking many

important steps to further protect the

health and safety of the community.

These steps, among others, have included implementing a no visitor policy

within the hospital, increasing the frequency of cleaning facilities, making

certain services available remotely,

implementing a drive-thru pharmacy,

and placing staff on telework status

when possible.

Winnebago Comprehensive Healthcare System is operated by the Winnebago Tribe of Nebraska and consists

of two divisions. Twelve Clans Unity

Hospital is a 13-bed state-of-the-art

healthcare facility that serves an estimated 10,000 Native Americans who

live on the Winnebago Reservation and

in the surrounding region. Health care

services provided by the hospital include

an ambulatory care clinic, inpatient

care, express care clinic, pharmacy,

radiology, emergency care, medical

laboratory, physical therapy, social services, and more. The Winnebago Public

Health Department strives to create

and maintain a healthy community by

providing a wide range of total health

and wellness programs. These programs

include physical, mental, safety, and social services that benefit the Winnebago

community.

"Don't Expect Readiness Without

Preparedness!"

The Northeast Nebraska Public

Health Department motto right now

is: 'Don't Expect Readiness Without

Preparedness!' This reminds me of the

Boy Scout and the Girl Scout mottos: 'Be

Prepared!' It is good to be prepared and

ready for anything and not to focus one's

attention on just one deadly disease at

the expense of ignoring other deadly

diseases and health hazards.

My question to you is: Be prepared

for what?

Recently I was watching a BBC show

about survival in Alaska. The number

one rule for survival is: 'Not to die.' And

yet some 2,000 people die every year in

Alaska out in the wild, out in what is

referred to as the Last Frontier. I wonder

were they not prepared?

My next question to you is: Are you

prepared to die?

On next Thursday, May 21st, we

will remember Jesus' ascension into

heaven. Ever since Jesus took on flesh

and blood, born of Virgin Mary by the

blessing of the Holy Spirit, we are living

in the last days. As Jesus ascended into

the clouds, two angels said to Jesus' disciples, “Men of Galilee,” they said, “why

do you stand here looking into the sky?

This same Jesus, who has been taken

from you into heaven, will come back in

the same way you have seen him go into

heaven” [Acts 1:11 (NIV)].

Another vital question to you is: Are

you ready for Jesus' return?

No, one knows the times or dates of

the last day. The last day is when this

world will be destroyed with no one able

to save this planet. The Good News is

that at that time a new earth and new

heavens will be formed. This whole new

world will last forever and offers life with

one's Creator, His Son Jesus and the

Holy Spirit. There will be peace as all

those who are prepared will live forever

with the love of God.

The Good News is that you can be

prepared right now for that day. Yes,

you can be ready whether you die prior

to Jesus' return or are still breathing

when He returns!

How is one ready for Jesus' return?

Jesus promised that He who believes

in Him as his/her Lord and Savior will

be saved! He/she who does not believe

stands condemned and is therefore

not ready and totally unprepared. God

forbid that person is you!

I close by giving Jesus the last word.

[Jesus said to his disciples]: "Heaven

and earth will pass away, but my words

will never pass away. Be careful, or your

hearts will be weighed down with dissipation, drunkenness and the anxieties

of life, and that day will close on you

unexpectedly like a trap. For it will come

upon all those who live on the face of the

whole earth. Be always on the watch,

and pray that you may be able to escape

all that is about to happen, and that you

may be able to stand before the Son of

Man” [Luke 21:33–36 (NIV84)].

The annual spring clean-up event will be a little different this year due to

Covid-19. We will have workers driving around and picking up your items at

your curb starting the morning of Tuesday May 19 and ending on the afternoon of Thursday May 21, 2020. We cannot accept any household hazardous

waste products, which includes; paint, pesticides, herbicides, oil, cleaning

chemicals, anti-freeze, fluorescent bulbs, or car batteries. If you have any

at in our recruiting efforts due to the

COVID19 Pandemic.

A few months ago, Ho Chunk Community Capital announced the award

of a grant from the Native American

Agricultural Fund (NAAF). The purpose to establish a pipeline of small

businesses in the agricultural industry

in Nebraska and on and off the reservation. With this opportunity HCCC

is an Ag-Business Incubator to go

with our usual function as a business

incubator.

Business incubators are organizations geared toward speeding up the

growth and success of startup and

early stage companies! Our interests

as a CDFI (Community Development Financial Institution) is for individual and

commerce growth through the farmers market, arts and crafts vendors,

Independent contractors, or you have

a great idea for your own venture. We

are here to offer technical assistance.

To date the interests has been low

to participate, especially with the social distancing practices due to the

Covid19. HCCC was to have some

public meetings to recruit people into

our incubator program at this juncture

that will not happen. However, I would

like to invite anyone interested in starting a business or accelerating their side

hustle to a phone discussion or ZOOM

meeting, to take the first step.

HCCC has prepared Business plans

templates, structured to flush out your

Company Summary, your advantages,

your Marketing Plans and Financial

Analysis.

HCCC is geared toward

speeding up the growth and success

of startup! And the end result upon a

complete business plan? Startup Capital funds up to $5,000 through the loan

program we offer. That defines “pipeline of small businesses on the reservation” and a Community Development

Congratulations to the "Class of 2020"

Winonah Leader Charge

WINNEBAGO--The Winnebago School district administrators have been working hard to adjust and transition to the interruptions from COVID-19, including

how to best handle traditional activities like commencement. School leaders have

been working on balancing between appropriately honoring their students while

managing the challenges of the Coronavirus.

Dan Fehringer the Winnebago Public School Superintendent shared that the

COVID-19 Pandemic has had a major effect on the school, students and community. All events and activities were cancelled through May 31. This included

the graduation ceremony which was scheduled for Saturday, May 9 at 2:00. A

date for the graduation ceremony has been set for Saturday, August 1. We will

follow the mandates that are in place on August 1. We were able to put together

a virtual slide show honoring the "Class of 2020” It premiered on Saturday, May

9 on the WPS Facebook page. Also Mrs. Tremayne and Mr. James put signs

honoring the seniors in their yards. The senior parents organized a cruise

through town after the Senior show was released Saturday. Thank you to the

parents who organized this event.

May 4, 2020

As I am sure most are aware,

confirmed cases of the Coronavirus

(COVID-19) have been growing in

number in Dakota County in District 17 daily since testing began in

earnest. Kudos to the leadership

at Dakota County Health Department, Emergency Manager, and

the Nebraska National Guard for

the work they’ve done and long

hours they’ve devoted to doing it.

Certainly, the increased numbers

of confirmed cases are concerning. They should also serve as a

reminder to all of us to be exercising appropriate caution when making choices that will protect our

health and the health of our loved

ones and our community. During

these times, please remember to

follow the six rules suggested by

the Governor:

Stay home. No non-essential

errands and no social gatherings.

Respect the ten-person limit.

Socially distance your work.

Work from home or use the six-foot

rule as much as possible in the

workplace.

Shop alone and only shop once a

week. Do not take family with you.

Help kids follow social distancing. Play at home. No group sports.

And no playgrounds.

Help seniors stay at home by

shopping for them. Do not visit

long-term care facilities.

Exercise daily at home or with

an appropriately socially-distanced

activity.

Re-Opening parts of District 17:

The Governor announced that

as of May 4, 2020, the Northeast

Nebraska Public Health Department region that includes Thurston and Wayne Counties, is one of

19 separate regions with Directed

Health Measures (DHM) that relax

some restrictions in place. The

DHM will be in place and effective

through May 31, 2020. Businesses

that may open or reopen under

more relaxed guideline limitations

include restaurants, barber ships,

hair salons, nail studios, massage

services, tattoo parlors, and childcare facilities. Each business is

subject to certain restrictions and

social distancing practices.

Because of the increasing number of cases seen in Dakota County, Dakota County Health region,

which oversees Dakota County,

is NOT included in any DHM

loosening restrictions at this time

and business closings previously

ordered will remain in place. For

more information about the Directed Health Measure changes, visit

Maintaining the integrity of

Nebraska’s health care system

remains the State’s top consideration when making decisions about

public health measures. The Governor’s office and the Department

of Health and Human Services

(DHHS) continue to monitor the

state’s and each region’s ability

to have ample capacity to care for

area residents.

Governor’s Daily Briefings and

Weekly Live Town Hall

As a reminder, Governor Ricketts is holding press conferences

updating the state’s response to

COVID-19 on Mondays at 1:00 PM

and Tuesday through Friday at

2:00 PM. The conference is being

broadcast live by many television

and radio stations, or can be accessed on the Governor’s Facebook

page, where it broadcasts live, as

well. The Governor holds press

conference interpreted in Spanish

on Tuesdays and Thursdays at

5:00 PM.

Additionally, NET is o broadcasting the Governor’s Live Town Halls

every Thursday at 8:30 PM. At the

NET web page, people can ask their

questions ahead of time. To ask

your question during the program,

call one of these numbers: 800676-5446 or 402-472-1212.

TestNebraska Information Available in Spanish

TestNebraska is now accessible

to even more Nebraskans. The

website now includes information

and instructions in Spanish as well

as English. If you know someone

who would benefit from this addition, please let them know of

its availability and direct them to

www.TestNebraska.com/es to take

the test and/or to take the survey.

The expand testing will give the

Nebraska Department of Health

and Human Services, and Health

Officials across the state valuable

information as the state begins

reopening the economy.

All Nebraskans are urged to complete a

short assessment survey. Testing

sites will multiple kits and multiple test options. All individually

identifiable information being gathered for the TestNebraska initiative

is protected by state and federal

law. Aggregate data collected will

be shared with the public health

departments which are expected to

then provide the aggregate data to

the National information gatherers.

AG Disruption and Depopulation

As processing plants work to

deep clean, stagger shifts and

adapt to social distancing and

other safety recommendations

in response to COVID-19, many

producers have been struggling

with decisions about livestock

depopulation. At the Governor’s

press conference last week, Director Wellman from the Nebraska

Department of Agriculture spoke to

the issue and referred to resources

available to AG producers having

to make these tough decisions.

My office reached out to Director

Wells for more information. To

recap, the Nebraska Department

of Environment and Energy (NEE),

has provided temporary period,

until June 1, 2020 for operations

to have more livestock than previously permitted on the land. There

are requirements and necessary

precautions that must be taken.

In addition, there may be some

federal assistance to help deal with

the financial aspects related to depopulation and mortality management under the USDA’s Environmental Quality Incentives Program

(EQIP). For more information, be

Little Priest Tribal College is accepting applications for a Director of Grants

and Contracts. This FT/PT Temp/Perm position will be responsible for seeking

out grants, writing grants, and managing grants. This is a full time position and

considered exempt under FLSA. To perform this job successfully, an individual
