Featured on our masthead for this sixth issue

of 2025 is the icon representing our Pigeon Clan

/Rucge Hikikarac. The Pigeon Clan holds many

important responsibilities for the tribe, including those being connected to war, like the other

Sky Clans to which it belongs. The Pigeon Clan

supplied soldiers for times of warfare. Little has

been recorded about the Pigeon Clan. However,

according to Pigeon Clan history it was one of

the last HoChunk clans to be formed. In Hocak

stories the youngest of any group in often

associated with strength, and strength associated

with power or status. Although the strongest, the

Pigeon Clan does not claim the highest position

in the tribe. There are no families within the Pigeon Clan in Winnebago today. Our gratitude to

the HoChunk Renaissance Department for their

assistance in providing this information.

Winnebago Residents Vote to Transfer Water

and Sewer System to the Winnebago Tribe

March 21st, LPTC President Manoj

Patil and appointed Board Members

announced the upcoming carpentry

program and building. A light lunch and

groundbreaking ceremony took place.

Construction is projected to be finished in

Spring 2025. This new program is set up

so the graduate is able to finish with a job

opportunity as well as be certified. Thank

you LPTC and staff for creating new

opportunities in Winnebago!

WINNEBAGO, NE - The Winnebago Tribal

Council is pleased to announce that the people

of the Village of Winnebago have overwhelmingly voted to transfer ownership and control

of the Village Water and Sewer System to the

Winnebago Tribe. In a Special Election held

on March 11, 2025, seventy percent (70%) of

the Village residents who participated in the

Special Election voted in favor of the Initiative

Measure to transfer ownership of the water

treatment plant, lagoon system and water tower, as well as responsibility for the operation

of the Village Water and Sewer System to the

Winnebago Tribe.

The people of the Village have spoken.

Pursuant to Nebraska law, the Initiative Measure becomes a valid and binding measure of

the Village thirty (30) days from the date of

certification of the vote and the Village must

transfer the system as the voters have directed.

The Winnebago Tribe looks forward to working

with the Village of Winnebago throughout this

transition to ensure the transfer of assets and

operations is completed in a timely and orderly

manner.

The primary goal of the Winnebago Tribe

throughout this effort has been to bring

increased quality, expertise and resources

to the Winnebago Water and Sewer System.

The transfer of the system will enable the

Winnebago Tribe to access the funding

necessary to continue to provide updates

to the system as required. This successful

ballot initiative is one more step forward

in providing improved services for the

entire community. The Tribe will provide

additional information to residents of the

Village and users of the system as details

are worked out.

LATE WINTER BLIZZARD HITS

Also on March 21st, WCHS’s Whirling

Thunder Wellness Program hosted a Soup

Cook-Off. 12 participants put their recipes up for taste-testing. The top 5 places

[Winnebago, NE] The last day of Winter

was one for the record books. Old man Winter

made his exit that day pummeling Winnebago

and the surrounding area with a full-on blizzard here. “We were expecting bad weather,

but nothing like this.” WTN Communications

Director, Garan Coons told the WIN following

the torrential blast. “We were without power

for days – both at home and all around the

community. Some were out [of electricity] the

entire weekend following. I guess winter really

didn’t want to end.,” he continued.

The season had been fairly mild up to that

point, with only a small number of snow events

for the year. Local weather reports had near

record lows for the total amount of snowfall,

but that soon changed. To make matters seem

worse, in the days prior to the blizzard, outdoor

temperatures soared into the seventies. One

tribal member told the WIN, “I thought winter

was over. Boy was I ever wrong!”

The storm began in the late-night hours of

Tuesday, March 18th and the severe weather

continued uninterrupted for nearly 18 hours

straight. By the end of Wednesday, the 19th

snow blanketed the land with most area schools

and businesses closing. Roads were completely covered with heavy, wet slush due to the

warmer temperatures just a day before. The

skies opened and gale force winds came along

to make travel next to impossible as white-out

conditions took hold.

The local power companies took the hardest

hit, however. Rural power cooperative, Burt

County Public Power, which provides electrical service to a large number of Winnebago

residents felt the brunt of the storm. “Our lights

went out some time overnight. Everything we

have is electrical. We couldn’t heat our [home]

and had to go to our family’s place in middle of

all that.,” one tribal member told the WIN.

Electrical service was lost for thousands of

customers across the region, taking down entire

communities, like those to our south – Macy

and Onawa, Iowa. The power grid was ripped

to the ground as the blizzard showed its force

to many. Local television news media covered

LIVE stories as transmission lines crossing

Interstate 29 were also thrown to the earth by

the power of the winds and heavy, icy snow.

The Winnebago Tribe responded to the

crisis by opening the Winnebago Senior

Citizens Center as a warming shelter for

those without power and heat. Later, the

Tribe helped find lodging accommodations

for many tribal members who were without

electricity for an extended period following

the storm.

Ironically, the First Day of Spring was on

Thursday, March 20th. Temperatures climbed

well above freezing allowing all that came

with the blizzard to melt. The local area took

well into the weekend and even the following

week to return power to all customers. This

last day of Winter 2025 was surely one for

the history books.

Honoring Tim McGuire:

A Legacy in Martial Arts

JoAnn Harriet Brown, age 67, passed away

unexpectedly in her home in South Sioux City

NE on March 13th, 2025, following a recent

illness.

Born on September 13th, 1958, to Alice

Bigfire Brown and Adam Brown. The family

lived briefly in Albert Lea MN and Winnebago

NE before moving to Worthington MN. JoAnn

attended the Indian Lake Baptist Church in

Round Lake MN, was baptized there and was

a member of the choir. She attended the local

grade and jr. High school then transferred

to the Flandreau Indian School where she

graduated.

During a few gap years she worked at

Campbell Soup Co. Saving money for school.

Before leaving for Haskell Indian Nations

University as a business major. After a year

she returned to Winnebago NE and had various jobs working for the Winnebago Tribe.

at WinnaVegas and moved to South Sioux

City NE in 2005. She worked for Pronto

until 2015 then retired early.

JoAnn was a faithful member of the

Native American Church. She had a strong

family values and kept in touch with as many

relatives as she could, even those who had

moved out of state. She was a very organized woman, led a simple lift, did not care

about having a lot of material things or the

latest fashions. She was comfortable in jeans

and flannel and saving money wisely. She

played softball for a company team, enjoyed

road trips, embroidery, westerns (books and

movies) going out to eat and her monthly

gambling trips. She especially loved having

coffee and visiting, enjoyed nature and

adored her two cats.

JoAnn was the family historian, kept

track of births, deaths, accomplishments of

family, you could ask her about anyone in

the family and she could tell you everything going back for generations. She was

a compassionate person, always willing to

help any family member in need, caretaker

of children, cared for the sick and those

terminally ill. She will be greatly missed.

Preceding her death are her mother

Alice Bigfire, her Sister Avis Bigfire RIce,

many aunts and Cousins. She is survived

by five first cousins and many nieces and

nephews.

The burial was at the Winnebago Cemetary on March 17th, 2025.

Last year, Tim McGuire achieved

a milestone few ever reach – his

induction into the Martial Arts Hall

of Fame. A lifelong practitioner

and instructor of Karate, McGuire’s

journey is one of dedication,

discipline, and an unwavering passion

for his craft. His story is not just

about martial arts, but also about

perseverance, cultural pride, and the

impact he has made on those around

him.

McGuire, whose heritage includes

Mexican and Winnebago roots, has

always embraced both his background

and his love for martial arts. His

training began at an early age, and

by seventeen, he was already a

professional with the Professional

Karate Association. His early

accomplishments foreshadowed a

career that would inspire many, not

only through competition but also

through teaching and mentorship.

McGuire spent years honing his skills,

competing in regional and national

tournaments, and eventually winning

the American Karate Black Belt

Midwest Regionals. His expertise

led to his induction into the Ohio

Karate Association’s Hall of Fame

in 1985 and his recognition with the

American Warrior Award in 1986.

His commitment to martial arts never

wavered, as he continued to train

and teach others, passing down the

discipline and values instilled in him

through years of dedication.

Among McGuire’s most remarkable

experiences was training with

legendary martial artist Jim Harrison, a

pioneer in the field who taught combat

techniques to the U.S. Marine Corps

special forces. McGuire participated in

a night fighting seminar with Harrison,

where he was promoted to his fourthdegree black belt. He recalls this

as a defining moment in his career,

solidifying his connection to some of

the most respected martial artists of his

time.

His competitive journey also saw

him face off against some of the best

in the sport, including teams trained

by Chuck Norris’s top instructors.

At just 17, McGuire found himself

on a grand stage, competing in

high-profile tournaments against

national champions. One of his most

unforgettable moments was executing

a powerful axe kick that secured him

a crucial victory, an achievement that

showcased his skill and determination

at such a young age.

His latest honor, the induction into the

Martial Arts Hall of Fame in 2023, is a

testament to his lifelong contributions

to the sport. McGuire has not only

excelled as a competitor but has also

played a crucial role as an instructor,

shaping the next generation of martial

artists. His philosophy of continuous

learning and growth is something he

instills in his students, ensuring that

his legacy will continue for years to

come.

Beyond martial arts, McGuire’s story

is deeply connected to his cultural

roots. He takes pride in his Winnebago

and Mexican heritage, using his

platform to inspire young people,

encouraging them to embrace their

identity while pursuing their passions.

His achievements demonstrate that

with dedication and perseverance,

barriers can be broken, and new

heights can be reached.

Tim McGuire’s induction into the

Martial Arts Hall of Fame is a welldeserved honor for a lifetime of hard

work and excellence. He remains a

role model, not just in the world of

martial arts, but also in his community,

proving that through discipline,

resilience, and heart, anything is

possible.

Question of the Issue:

Something classic and some new hotness. What are

your favorite songs from way back and from today?

GARAN: If you ask me on a certain day, I will more than likely have a different

answer each time. As DJ Bessami would say, it’s like trying to pick stars from the sky

because I have so many. Okay let’s go with the favorite song from way back first. I am

going to have to say the Winnebago Flag song. Man, you talk about a song that sounds

amazing, it gives me goosebumps each time I hear it plus the meaning behind it. A

small personal story with it, was back in the day when we were in High School. We

questioned why we couldn’t sing the flag song before the start of the basketball games.

It was a tape recording. So, one time before the start of a basketball game, we grabbed

days. My newest song is really hard to pick. I have a new song almost every week, but

Winnebago, NE – Winnebago Comprehensive Healthcare System (WCHS) has unveiled

a new website that combines user-friendly

navigation, modern design, and cultural

authenticity. The new website is designed to be

an appealing blend of website best practices

while incorporating Winnebago visual elements and language.

Before this launch, WCHS services were

spread across multiple websites, making it

difficult for patients to find what they needed.

In healthcare, where accessibility and trust are

vital, a seamless digital experience is essential. The new unified website addresses these

challenges by bringing all resources together

at www.wchs.health, with the past URLs and

domains from the Winnebago Public Health

Department, Twelve Clans Unity Hospital, and

Winnebago Health Foundation redirected to

this centralized hub.

“The website in combination with other

strategic initiatives is designed to streamline

operations and deliver superior outcomes to

our patients and relatives. Having all services

within WCHS located together under one website unites all our preventative, primary, and

acute care services in one accessible location,”

The new WCHS website has undergone

significant updates designed to enhance the user

experience and provide a comprehensive platform for patients and visitors. Key features of

the updated site include the consolidation of all

services into one easily navigable location, a robust search function that allows users to quickly

find information across the entire website, and

access to a centralized calendar showcasing all

upcoming events. Additionally, the site now offers a wealth of educational resources, including

blogs, news articles, and inspiring stories. These

enhancements aim to give patients a clearer understanding of the wide range of services offered

by WCHS while streamlining their journey

to find the information or resources they need

efficiently and effectively.

Background Information

The Winnebago Tribe of Nebraska “Tribe” is announcing a request for proposal for a

graphic designer and class instructor for the Career and Technical Education “CTE”

project under the Education Department. The CTE goal is that low-income, Native

Americans in the Winnebago Community will access and complete appropriate education and skill building STEM-related

education/career tracks necessary to obtain credentials and quality employment within

five (5) years.

The graphic designer will update the Career and Technical Education “CTE” Project

brochures and build informational flyers throughout the remainder of the project and the

class instructor will build a soft skills/job readiness curriculum and instruct the classes

to the current CTE students.

Contents of Proposal

In its proposal, Bidder shall submit, at minimum, Bidder’s credentials and qualifications, and a brief summary of any prior experiences which makes Bidder qualified to

perform the scope work requested.

Timeline

Bidder shall be submitted no later than 4:30pm CT on April 7, 2025, to LaTeasha Bass,

CTE

The Tribe shall notify the successful bidder of acceptance of the bid in writing. Prior to
