LUTHERAN OUTREACH

My Fellow Tribal Members,

Greetings to you all. I hope this finds you

in good health and good spirit. Today there

are some important matters that will be

introduced that may cause healthy discussion amongst the membership. As always,

it remains my intent to keep you informed

on matters such so you may determine

for yourselves the impact you wish to see

within your life and of those you care for.

Let’s begin.

RESOLUTION 23-160

At the February 2023 General Counsel

(GC) meeting, I introduced discussion regarding the implementation of a landmark

act that would involve every tribal member,

and our posterity. This action, which I

titled “Reservation Reclamation Act” was

proposed. I gave notice to the council and

the attorneys that I would be forwarding

language for a resolution to be passed that

would assign responsibility and duty to all

land use programs and entities of the Tribe.

This duty essentially would be to take all

actions necessary to reclaim all areas of

our reservation home.

This Act will take generations to fulfill.

But until we begin to seriously place effort

behind the chatter, the dream to place all

lands within the exterior boundaries of our

reservation back within the hands of our

membership, or the organization, we will

never reach that goal.

While Chairing the General Counsel

meeting held on June 21st, 2023, the Council passed resolution 23-160 effectuating

the “Reservation Reclamation Act”. The

political will has been given. Now the effort

to reclaim what is ours can begin to grow

and step forward.

RESOLUTION 23-159

Also at the February 2023 GC Meeting

I introduced discussion regarding taking

actions that would create passable paved

roads connecting the boundaries of our

reservation. East to West, North to South,

our people need to have safe passageways

across our reservation home. This includes

our lands in Iowa. I titled this action, “Reservation Crossroads Act”.

This Act will create paved access roads

or highways connecting the boundaries of

our reservation so that our tribal members

may access all areas of our reservation with

greater safety, and greater ease. Naturally,

this process will take significant resources

that most likely will only be achieved

through the effective partnerships created

through our Congressional delegations,

our State partnerships, and other local

authorities. However, without the will to

begin working on the plans needed to fulfill

this intent, we will never get there, literally.

Also while Chairing the General Counsel meeting held on June 21st, 2023, the

Council passed resolution 23-159 effectuating the “Reservation Crossroads Act”.

With this political will given, the plan may

begin to take shape in any and every way

necessary to connect our reservation so

that our membership may access all areas

of our homeland, safely and conveniently.

This includes connecting to our lands in

Iowa. Yes that means a bridge crossing

the Missouri River.

RESOLUTION 23-158

The February 2023 GC meeting was

a productive one and I also introduced

discussion regarding widening the existing highway corridor North of Winnebago.

I titled this action “Winnebago 75/77 North

Highway Act”. US Highways 75/77 North

connects our town to South/Sioux City

which is where most of our people go for

shopping, food items, entertainment, and

specialized healthcare, among other things.

If anyone has ever been on this roadway

during the rush times of the day, you know

that the congestion is staggering and frustrating. It is also at times highly unsafe due

to the amount of traffic that comes to town,

or leaves it, namely during reconstruction

efforts.

The intent of this Act is simple, work

to advocate a plan to our Congressional

delegation/partners for funds that will widen

this roadway. As most of this highway lies

north of our borders, connecting the widened road to the four-lane area just South

of Dakota City, NE will take more effort that

we realize. But it can be done. Look at the

road between Blair, NE and North Omaha

as an example.

Current NDOT figures place over 10,000

cars on this road every day. By widening

the access way, we will ensure safer travel,

increase convenience for our membership

who use this road, and also provide for

greater accessibility for our businesses and

healthcare uses. In combination with the

other acts, our home could become even

more accessible for our people.

Chairing the General Counsel meeting held on June 21st, 2023, the Council

passed resolution 23-158 effectuating the

“Winnebago 75/77 North Highway Act”. Our

plan to determine the best way to widen

the road includes ideas like the possibility

of rerouting the path. This would mean the

highways could bypass our town entirely,

such as it does today near Wahoo, NE. By

thinking about new ways to reach the goal,

we make it easier to find ways to get there

with the help of all those needed.

“Restore to me the joy of your

salvation”

I would like to tell you a true story

about a warrior. This warrior’s name

was David. He was the eighth son of

Jesse, a member of the clan of Judah

and of the tribe of Israel. When David

was keeping watch over his father’s

flock he killed both a wolf and a bear.

Through these encounters his Creator

was preparing him to be a mighty warrior.

Another warrior by the name of Goliath, a Philistine who was over nine

feet tall, challenged David to combat.

David armed himself with five smooth

stones and a sling shot. David also

had Creator God on his side. David

defeated Goliath, cut off his head and

fed Goliath’s body to the birds.

Over his lifetime, David defeated

many enemies of his tribe. He was

anointed to serve as the second king

of Israel. David had been blessed again

and again by His God. Then David left

his guard down which led him to covet

one of his fellow warrior’s wife. He went

in to her. When he learned that she was

pregnant by him, he signed a paper in

order to have her husband die in battle.

David had been blessed by God in

so many ways, but it was not enough.

David disobeyed God. He had done

many noble things, but he obviously

did not always do his best.

When confronted David owned up

to his sin. He did not attempt to make

excuses, or to explain away his actions,

or to claim that he was a mighty warrior.

God’s response, through Nathan one

of His prophets, was that David had

been forgiven.

Now David was not only a warrior,

he was also a writer of songs. Read

and reflect on the words that he wrote

following the realization of what he

had done:

‘Have mercy on me, O God, according to your steadfast love; according to

your abundant mercy

blot out my transgressions. Wash

me thoroughly from my iniquity, and

cleanse me from my sin!

For I know my transgressions, and

my sin is ever before me. Against you,

you only, have I sinned and done what

is evil in your sight, so that you may be

justified in your words and blameless

in your judgment.

Behold, I was brought forth in iniquity, and in sin did my mother conceive

me. Behold, you delight in truth in

the inward being, and you teach me

wisdom in the secret heart’ [Psalm

51:1-6 ESV].

No one is perfect. No one can make

things right with one’s Creator. No warrior or anyone else can merit a place in

paradise. Each and every person who

was born was conceived in sin, with the

exception of Jesus who was conceived

through the work of the Spirit of God.

We turn again to David’s song: ‘Create in me a clean heart, O God, and

renew a right spirit within me. Cast me

not away from your presence, and take

not your Holy Spirit from me. Restore

to me the joy of your salvation, and

uphold me with a willing spirit’ [Psalm

51:10-12 ESV].

Each and every day one finds himself/herself in a spiritual battle. Jesus’

bloody sacrificial death paid for the

sin of the world. He offers the forgiveness for the times that you and I gave

in to the temptations of the Evil One

and rebelled against our Creator. The

warrior Jesus defeated the Evil One

and won the spiritual war as he rose

victoriously from the dead. Jesus offers

you to share in his victory and the joy

of his salvation.

Today Jesus also offers you his

Spirit. His Spirit fights alongside of

you in your daily skirmishes with the

Evil One. His Spirit helps you to resist

your addictive sinful nature. His Spirit

also empowers you to say ‘no’ to those

who would have you rebel against the

ways of one’s Creator. The Spirit of

God gives us a willing spirit that guides

you in the ways of God. The ways of

God brings one joy - joy of sharing in

the salvation of Jesus!

Conclusion

Thank you all for your kind attention on

these matters. Leadership ought to work

for the betterment of everyone, not just a

select fortunate few. I hope the efforts I’ve

pushed help achieve this goal. Recently

another council member used the term,

“the chosen”. I identified with that statement because I see all too often how we do

indeed cater far too often to those chosen

few, while the vast majority goes without

and our most vulnerable remain completely

ignored. Perhaps one day this will change,

who knows?

SUICIDE IN INDIAN COUNTRY PART 31

The time right after your suicide attempt can be the most confusing and emotional part

of your entire life. In some ways, it may be even more difficult than the time preceding

your attempt. Not only are you still facing the thoughts and feelings that led you to

consider suicide, but now you may be struggling to figure out what to do since you

survived.

It’s likely that your decision to try to kill yourself didn’t come out of the blue. It probably

developed over time, perhaps from overwhelming feelings that seemed too much to

bear. Experiencing these emotions might have been especially difficult if you had to

deal with them alone. A variety of stressful situations can lead to suicidal feelings,

including the loss of a loved one, relationship issues, financial difficulties, health

problems, trauma, depression, or other mental health concerns. It’s possible that you

were experiencing some of these problems when you started to think about suicide.

While the events that lead to a suicide attempt can vary from person to person, a

common theme that many suicide attempt survivors report is the need to feel relief. At

desperate moment, when it feels like nothing else is working, suicide may seem like

the only way to get relief from unbearable emotional pain.

Just as it took time for the pain that led to your suicide attempt to become unbearable,

it may also take some time for it to subside. That’s okay. The important thing is that

you’re still here; you’re alive, which means you have time to find healthier and more

effective ways to cope with your pain.

Right now, you’re probably experiencing many conflicting emotions. You may be

thinking:

·

“Why am I still here? I wish I were dead. I couldn’t even do this right.”

·

“I don’t know if I can get through this. I don’t even have the energy to try.”

·

“I can’t do this alone.”

·

“How do I tell anyone about this? What do I say to them? What will they think

of me?”

·

“Maybe someone will pay attention to me now; maybe someone will help me.”

·

“Maybe there is a reason I survived. How do I figure out what that reason is?”

Right after a suicide attempt, many survivors have said that the pain that led them to

harm themselves was still present. Some felt angry that they survived their attempt.

Others felt embarrassed, ashamed, or guilty that they put their family and friends

through a difficult situation. Most felt alone and said they had no idea how to go on

living. They didn’t know what to expect and even questioned whether they had the

strength to stay alive. Still others felt that if they survived their attempt, there must be

some reason they were still alive, and they wanted to discover why.

Ho-Chunk, Inc. recognized for support of

National Guard and Reserve employees

DIY: Corsi-Rosenthal Air Cleaner

WINNEBAGO, Nebraska – Ho-Chunk, Inc. federal contracting division All Native

Group and two of its executives received prestigious Department of Defense awards

at a recent event in Winnebago to recognize their support of National Guard and

Reserve employees.

Heath Rist, CEO of ANG, and William Howard, VP of Strategic Growth for ANG,

received the Employer Support of the Guard and Reserve (ESGR) Patriot Awards;

and All Native Group received the Pro Patria Award.

The awards event on Aug. 25 took place in the Honoring-the-Clans Sculpture

Garden in the Ho-Chunk Village and included cultural and patriotic aspects.

The Grey Wolf Singers drum group sang the Winnebago Flag Song at the beginning

and the Retreat Song at the end, and the Winnebago Veterans Association carried

the flags.

Winnebago elder Greg Bass, Sr. offered the opening prayer. Representatives of

the National Guard attended and offered remarks in support of the ANG executives

and the company’s overall support of service members, including the many who are

Native American.

Patriot Award – The Patriot Award reflects the efforts made to support citizen warriors

through flexible schedules, time off prior to and after deployment, caring for families,

and granting leaves of absence if needed.

Pro Patria Award – The recipients of the ESGR’s Pro Patria Award have

demonstrated the greatest support to Guard and Reserve employees through their

leadership and practices, including adopting personnel policies that make it easier

for employees to participate in the National Guard and Reserves.

ANG is the largest division of Ho-Chunk, Inc. and includes over a thousand

employees working across a network of small businesses supporting the critical

missions of various U.S. Government customers stateside and abroad.

ANG’s capabilities include information technology (IT), telecommunications, health,

logistics, specialized training, and other professional services.

The efforts of All Native Group provide major resources for Ho-Chunk, Inc. to

carry out its mission in support of the Winnebago Tribe and its members through

programs, partnerships, and charitable donations that create community and

generational impacts.

This map illustrates recent wild fire locations along with air quality levels in North

America. Notice that “Horseshoe” shaped column of smoke stretching down from

Western Canada through the Midwest arching back up into Eastern Canada. This is

a typical wind dispersion pattern, and the reason for most of the smoke and haze we

see in our airshed this year.

So what can we do about it? When AQI levels are unhealthy, all you can do is go

inside and reduce physical activity. Another solution would be to purchase a portable

air cleaner from the store to scrub the indoor air. Or, you can save the money and

build one yourself. I am talking about a “Corsi-Rosenthal” air cleaner. You can build

one that is less expensive and more effective than most store bought portable air

purifiers – and you can build one without any tools! So, even if you’re not an expert

craftsman, you can still easily make one for your home. Here’s how. Start with a 20”

box fan, 5x MERV-13 (20” x 20”) filters, a roll of duct tape, and 4x wooden 1” dowel

rods each (2’-4’ ) long. The wood dowels act as legs, raising the filter off the floor

allowing the most cubic feet per meter (cfm) airflow to filter indoor air in the shortest

amount of time.

YouTube has lots of videos to build different versions – Type “Corsi-Rosenthal air

cleaner” in the search to get step by step instructions on how to make one. Or, you

can go to the Tribal website at https://winnebagotribe.com/air-quality/ to make the

above version. While you’re there, click on the Current Air Quality link to get our

current air quality in Winnebago.

When building an air filter remember these things: 1) Ensure air flow arrows of the

filter’s all point to the inside. 2) Seal any gaps between the box fan and the filters

with duct tape forcing all the air through only the filters. 3) You can go higher or

lower with the MERV rating but know that if you go really high, like a HEPA filter, the

fan motor will have to work harder to pull the air through it and over time possibly

damaging the fan motor. Also that fine of filter will clog much faster.

This is an example of a Corsi-Rosenthal air cleaner using 4 filters sitting directly on

the floor. There are other versions that use only two, or even, one filter taped directly

to the inlet of a 20” box fan. The advantage of using less filters is ease of build and

a lower cost. The downside is it reduces air flow which then takes longer to filter

the room. The other downside is the filter will clog faster requiring it to be changed

out more often. The good news is, whichever design you choose to make, once

you build your first air cleaner it’s just a matter of replacing the filters to scrub the air

inside when you need it.

REQUEST FOR PROPOSALS (RFP)

Land Use Planner Consultant

The Winnebago Tribe of Nebraska with offices in Thurston County, Nebraska,

on the Winnebago Reservation is hereby requesting letters of interest with details

of qualifications from Planners whose firms have an interest in providing Land Use

Planning for future development throughout the Winnebago Reservation, including

Residential, Commercial, Agricultural and Recreational endeavors and projects.

The firm selected will be expected to perform basic Land Use Planning services

to be specified in further detail in a contract agreement after the interview process

and negotiation. Funding will be provided by the Winnebago Tribe of Nebraska.

The following information shall be submitted in response to this request:

Qualifications of the Firm:

Qualifications of the firm, specifically as they relate to this project.

Firms Experience on Similar Projects:

Experience with similar scope projects on and off Native American U.S. Trust Land.

Professional References:

Provide names and contact information for Professional References.

Proposed Total Fee for professional services to be provided.

Statements of Qualifications are expected by Friday, August 11th, 2023, at 2:00
