[Washington D.C.] On Thursday, June

20th, 2024, the US Senate passed the companion bill to HR 1240 virtually ensuring the

land illegally taken over 50 years ago by the

US Army Corps of Engineers would be returned to the Winnebago people here. “The

tribal council has been privileged to carry

this work forward and help send this bill to

President Biden’s desk.”, said Tribal Council Chairwoman Victoria Kitcheyan in her

statement following the momentous action.

The Winnebago Tribal Council prepared

a public announcement regarding the landmark bill’s passage. It was shared across

tribal social media and through local news

outlets. It is included below. An impromptu

celebration of the action was also held on

this date at the Big Screen area in downtown

Winnebago. Local drum groups, dancers

and singers came to help celebrate the

occasion. A full celebration will be planned

and held once the President’s signature has

been given. “54 years!” exclaimed one tribal

member during the day’s joyous activity.

They went on, “now we have to work to get

all the other lands we’ve lost back too.”

The Winnebago Land Transfer Act to be

Signed into Law

WINNEBAGO, NE – Today marks a

historical day for the Winnebago Tribe of

Nebraska as the United States Senate just

approved the Winnebago Land Transfer Act,

a bill to restore approximately 1,600 acres

of land to the Tribe. The bill now goes to

the White House where President Biden will

soon sign the bill into law.

“This is a truly historic moment for the

Winnebago Tribe as lands that were taken

from us over 50 years ago will soon be restored to the Tribe,” said Winnebago Chairwoman Victoria Kitcheyan. “Our ancestors,

including the late Louis LaRose, fought tirelessly to secure and protect our homelands.

We are honored to carry on their work and

help send this bill to the President in their

honor,” Chairwoman Kitcheyan continued.

HOCAK CULTURE CAMP HELD

On June 29th, Little Priest Tribal

College hosted a two-day Metal Smith

Workshop at the Ho-Chunk Village

Market. 20 attendees were shown how

to make Brooches through creating designs, stamping outlines and filing them

using hand tools such as hammers. To

complete the brooch, a disk sander was

used to smooth the project.

LPTC’s Public Library has concluded their Summer Reading Program.

Story times included exploring genres

that may be new to readers: Manga,

historical events and new/ unheard of

accomplished writers. Other arts & crafts

activities kept the youth busy.

[Winnebago, NE] During the week of

June 24th, 2024, HoChunk Renaissance

and friends hosted the youth of Winnebago

as it held this season’s culture camp here.

“It was a long week, but it was really good.”,

said Renaissance Director Lewis “Bleu”

St. Cyr. The staff of the department took

on the monumental challenge of providing

culturally relevant activities every day of the

week. Originally scheduled for two weeks

prior, the events were set forward to allow

the participants the opportunity to gain the

full weeks’ worth of activity and experience.

After a slow start due to extreme temperatures on Monday, the summer season

relaxed a little making the rest of the week’s

mainly outdoor activity bearable and fun.

One of the participants said, “I had a lot of

fun. It seemed to go by really fast though.”

The department had been planning the culture camp for months and despite the heat

of Monday, the week couldn’t have gone

better weather-wise.

With activities planned for each of the five

days, participants were treated to experiences seldom had at any other time during the

year – especially in groups where kids could

join in with their friends. Tribal dances, hoop

dancing, Kasu, beading, and even story

telling were among the numerous offerings

of the camp. The Winnebago Veteran’s Park

was home to most of the action. The park

is gearing up for the annual homecoming

celebration later in the year come July when

the tribe will host its 158th powwow.

Working in cooperation with the Winnebago Boys & Girls Club, the HoChunk Renaissance program also had many members of

the community involved with the schedule.

COMMUNITY

...Con’t. from front pg. LAND BACK

History

In the mid-1800s, the Winnebago people

were forcibly removed by the United States

Army from Wisconsin to Minnesota, Iowa,

South Dakota, and finally in 1865, to the Winnebago Indian Reservation in Nebraska and

Iowa. The 1865 treaty promised that land

was “set apart for the occupation and future

home of the Winnebago Indians, forever….”

In 1970, when the late James “Louis” LaRose

was serving as the Winnebago Chairman,

the U.S. Army Corps of Engineers (“Army

Corps”) improperly and illegally condemned

approximately 1,600 acres of the reservation

in Iowa and Nebraska for a proposed recreation project, a project that never came

to fruition.

The Tribe turned to the court system to

defend its lands but initially lost in both the

Nebraska and Iowa district courts. The Tribe

appealed those decisions with the 8th Circuit

court, and eventually, the court found both

the Nebraska and Iowa condemnations were

illegal. Despite these victories, the court

did not have the authority to return the Iowa

lands to the Winnebago people due to a

technicality.

Congressional Action

After exhausting its remedies in the

court system, the Tribe began working with

Congress to restore the 1,600 acres taken

by the Army Corps. This effort resulted in

the development of the Winnebago Land

Transfer Act, which was first introduced in

September 2017. Since then, the Tribe has

made numerous DC advocacy trips to urge

Congress to approve the bill. However, for

reasons beyond the Tribe’s control, previous

bills never moved through the legislative

process.

The bill that will be signed by President

Biden, H.R. 1240, was introduced by Representative Randy Feenstra of Iowa and

cosponsored by the entire Nebraska and

Iowa Congressional Delegations as well as

Representative Sharice Davids — a member

of the Winnebago’s sister tribe, the HoChunk Nation. After being approved by the

House Committee on Natural Resources, the

House of Representatives passed the bill by

voice vote on February 5, 2024.

Over in the Senate, Senator Deb Fischer

(R-NE), along with Senators Pete Ricketts (RNE), Chuck Grassley (R-IA), and Joni Ernst

(R-IA), introduced an identical bill, S. 3230.

The Senate Committee on Indian Affairs

held a hearing on the bill, then subsequently

approved the House version of the bill by

unanimous consent. The full Senate then

approved the bill by unanimous consent on

June 16, 2024 sending it to the President for

his signature.

Next Steps

President Biden will soon sign the bill into

law. Subsequently, the Tribe will meet with

the Department of the Interior to discuss the

logistics of transferring the land, which will

be held in trust for the Tribe. Once officially

restored to the Tribe, the Winnebago Wildlife

and Parks Department will be responsible for

managing this land. The Tribe plans to use

the land for conservation and is committed

to improving the overall management of

the land.

The Winnebago Tribal Council is planning

to hold a recognition ceremony and a blessing at a site on the restored lands. Details

to be announced.

Thank Yous

The Winnebago people have waited for

more than 50 years to have the lands that

were wrongfully seized by the Army Corps

restored to the Tribe. The enactment of the

Winnebago Land Transfer Act is a testament

to the Winnebago peoples’ persistence,

determination, and commitment to being a

good neighbor. “The Tribal Council would

like to thank the Winnebago people for entrusting us to fight for this land that is forever

ours,” said Chairwoman Kitcheyan.

The Tribe will be forever grateful to Representative Randy Feenstra, Senator Deb

Fischer, Senator Chuck Grassley, Senator

Pete Ricketts, Senator Joni Ernst, Representative Sharice Davids, Representative

Mike Flood, Representative Zach Nunn, Representative Adrian Smith, Representative

Mariannette Miller-Meeks, Representative

Don Bacon, Representative Ashley Hinson,

the House Committee on Natural Resources,

the Senate Committee on Indian Affairs, and

the Department of the Interior for aikiruti,

standing arm in arm, with the Winnebago

through this momentous effort.

MISSOURI FLOOD WATERS RISE

By Brian Chamberlain

Photos by Brian Chamberlain / Garan

Coons

[WinnaVegas Casino / Resort] With torrential rainfalls to the north and to the east

of our region in previous days, the waters

of the Missouri River once again flowed forward reclaiming the channels it once filled

here. “WinnaVegas will close due to flooding

over the road leading to the casino.”, said

Winnebago Tribal Council Vice-Chairman,

Isaac Smith. On Tuesday, June 25th, the water levels rose enough to cover the highway

causing the business to halt operation for a

couple of days.

On the day prior, the Winnebago Tribal

Council commissioned drone footage from

Communications Officer, Garan Coons. That

video was captured and posted to all WTN

social media pages showing just how wide

reaching the flood waters were at that point.

Less than a day later the depths rose even

more claiming the highway to the casino

once again. “It’s pretty deep. But not like

2011.” Coons told the WIN.

The morning of June 25th is when the

road began to be covered by overflowing

river waters. Employees of WinnaVegas

were forced to evacuate the property by

9:00 am to avoid being trapped at the

casino. Woodbury County (Iowa) officials

took action to temporarily block access

to the casino just to the east. One county

official working that morning told the WIN

the waters were flowing heavily across the

concrete and travel was not allowed.

Winnebago Physical Resources staff

from Facilities, Roads, and Grounds crews

were shuttled to the casino later that morning. Along with their heavy equipment, dirt

work began to safeguard sensitive areas,

like diesel pumps, water storage lagoons,

and electrical hardware. Working quickly,

that crew was able to ensure no water

could reach those locations in case river

levels rose even higher. That scenario,

however, never happened. “I think we’re

pretty lucky this time.” said WTN Civil

Engineer, Ron Nohr, who was also on-site

during the day’s activity. Water never rose

high enough to enter or even threaten any

of the structures on the property.

Further up the river in nearby McCook

Lake, South Dakota, for example, those

areas received catastrophic flood damage.

The rivers, both Missouri and Big Sioux,

overflowed in significant amounts wiping

away entire neighborhoods of that small

community. The damage will take many

months to clear, and some places may

even be uninhabitable going forward.

Because the nature of the flooding was

not the same as 2011, the waters soon

began to fall after closure halted activity

at the casino on the 25th. By the late afternoon of June 27th, the road was no longer

flooded, the debris from the nearby fields

was cleared away, and the casino resumed

operations as normal. The General Manager of WinnaVegas, Tom Teesdale, told

the WIN, “We’re so very grateful for the

tremendous support from the tribe and its

departments. Their quick work made sure

our operations were never in jeopardy.”

personalities all pitched in and helped deliver one amazing week. “We had a really good

time.”, said the nani of one of the participants after they attended the bonfire. That event

was held on Wednesday evening at the Big Screen in downtown Winnebago. There, the

whole community was welcomed as they gathered to give the entire event a big push. A

bonfire, smores, and round dancing were included during a picturesque evening.

The Winnebago Indian News was on hand throughout the week, and we have several

photographs to share both here in print and online via our social media. HoChunk Renaissance has also shared some of the pictures they captured during the 5-day camp. For

more information on this culture camp please see both of our Facebook pages, Winnebago

Great job this week, everyone!

Letter to the Editor

SUICIDE IN INDIAN COUNTRY PART 50

Do suicidal people cover up how they feel inside?

Yes – to themselves and others. Most often they don’t know where

the raging, desperate feelings they have come from, and do their best

to cover up and try to act “normally”. On a much smaller scale, we can

understand this by recalling times we went to work with the flu, and

carried on as usual without commenting on how we felt.

Most people have also had the experience of being in a heated, angry

argument with someone – they are red in the face and terribly upset –

when the phone rings. They cover up their angry emotions, and answer

with a calm and friendly “Hello”. Suicidal people cover up their strong

emotions too - sometimes up until the moment they kill themselves.

Does it take courage to kill oneself, or is suicide a coward’s way out?

Neither. People who are contemplating suicide are not debating large

issues of right and wrong, nor are they facing life bravely or “slinking

off” to die. The desperate anguish that results in suicide is not “taking

the easy way out”. Cruel jokes are sometimes made and angry words

said about suicides and their loved ones.

There would be an uproar if the same were said and done about any

other death. Dying from pneumonia is not cowardly or courageous; neither is suicide. The taboo causes people to look at suicide as a moral

issue rather than a health issue.

How many people leave suicide notes and why?

In the days the stigma was heavier, suicide notes were routinely destroyed so the death could be attributed to other causes. At one time,

coroners declared a suicide death only if the person left a note.

Only about one-third of the suicides leave notes. Researchers expected to find clues and explanations from suicide notes, but studies over

many years have shown that suicide notes are not particularly insightful.

One expert thinks if a suicidal person could write a meaningful note, he

would not have to kill himself.

Suicide notes fall into four categories. Most are loving communications

asking forgiveness and understanding. Some are angry and hateful

and directed at particular people. Some mix feelings of love and anger.

Still others are sets of instructions about possessions and funerals. In

this electronic age, suicides are increasingly leaving tape recorded

messages.

Is every suicide an act of anger or revenge?

No. Some people who complete suicide are feeling very angry – often

at people near to them. This anger may or may not be justified. Others

who kill themselves genuinely believe their families will be better off

without them, and perceive their deaths as being a benefit. Still others

feel abnormally guilty, ashamed and deserving of punishment.

A small number of people who kill themselves are delusional (out of

touch with reality), and may hear voices telling them to do so. Nonetheless, all suicides are seeking escape from unbearable emotional pain.

Some people kill others before killing themselves.

JESUS OUR SAVIOR

LUTHERAN OUTREACH

“Walking in the newness of life”

On this past Thursday, Americans across

the country celebrated many freedoms that

we share. However, with freedom comes

responsibilities. And with responsibilities

comes restrictions. Those who have won

our freedoms needed to be willing to be

disciplined as they prepared to serve their

fellow country men and women.

Members of the armed forces, police

and wildlife wardens all undergo a vigorous

training. Drill sergeants get in the faces of

the new recruits. Many new recruits cannot

handle this and drop out on the first day. This

type of training is preparing the future military

and peace officers in what they may very well

encounter as they stand up to ensure the

freedoms of others. Yes, even the freedom

to ‘peacefully’ yell in their face.

Each and every day, we have the freedom

to get on with our lives. The path that one

chooses to take over time becomes one’s

way of life. People fall into habits, some

good and some not so good. Such lifestyles

places one on a road that leads into one of

two directions.

The one walk, or path of life, leads away

from God and ultimately to destruction. The

other walk or path of life is referred to as

walking in the newness of life. This path of

life changes one’s ways.

The child of God begins his or her walk

when he or she is baptized. Creator God

places His sacred name on those who are

baptized in the name of the Father, and of

the Son - Jesus, and of the Holy Spirit.

By: Pastor Ricky Jacob

When one is baptized, one is united with

Christ Jesus. Jesus suffered and died so that

our slavery to sin was paid for in full. One

who is united with Jesus in his death is also

promised of being united with Jesus at the

time of the resurrection of the dead.

We learn of this truth from the words of

Paul, who wrote: ‘We were therefore buried

with him through baptism into death in order

that, just as Christ was raised from the dead

through the glory of the Father, we too may

live a new life’ [Romans 6:4 NIV].

Now one who believes in Jesus can no

longer continue to walk a life of defiance

to the ways of God. A child of God is led

by the Spirit of God. He or she walks a life

honoring God and is a blessing to all he or

she encounters.

God’s love is unconditional. However,

man’s response to God’s unconditional love

can in fact reject the blessings of that very

same unconditional love.

The apostle Paul writes to the saints, the

believers in Christ, at Rome: ‘In the same

way, count yourselves dead to sin but alive

to God in Christ Jesus. Therefore do not let

sin reign in your mortal body so that you obey

its evil desires. Do not offer the parts of your

body to sin, as instruments of wickedness,

but rather offer yourselves to God, as those

who have been brought from death to life;

and offer the parts of your body to him as

instruments of righteousness. For sin shall

not be your master, because you are not

under law, but under grace’ [Romans 6:1114 NIV]. By the grace of God - one walks in

the newness of life.

In Loving Memory...

Question of the Issue:

Tell us about your favorite perfumes & colognes and share an

experience about any of them, good or bad.

Garan: The ones that mask the powwow outfits smell. Haha jk … Axe

effect.

What ever happened to Patchouli Oil? When did that get cancelled? Reminds

me of powwow celebrations back in the 80s and 90s. I like to try out different

colognes but top three are GIO, Sauvage, and Versace Eros.

Brian: Ralph for women and Love Spell make me hungry! … and ask

about Cupcake and Josie spraying Emeraude on everyone. … hahaha

Tyler: Bath and Body Works’ Plum Moscato and Almond Harvest!!!!! It’s

discontinued now though :’) it reminds me of 2015-16. Probably have to buy

it from a reseller for triple the price. Seems like i use a different perfume

every year so VS Love spell reminds me of 2018 and Moschino Bubble gum

reminds me of 2022-23. I can smell the memo’ries lol

Kevin: Pierre Cardin is my favorite cologne. One time I got in my car, and

I was wearing it all proud. My girls got inside and said, How come it smells

like old lady in here?

Christina: Mine is the original Chanel Chance. I discovered it at the old

Younkers in the Sioux City mall.

Bethani: My favorite perfume of all time is the Viva La Juicy with Juicy

Couture. I remember the very first time I was able to afford to buy it for

myself. It just hit different and I have always been obsessed since day one!

I’d try new perfumes or take recommendations, but always end up buying

another Juicy Couture “just in case.”

Allison: One of my all-time favorite body sprays is Sweet Like Candy By

Ariana Grande. Bath and Body Works have a few seasonal sprays I like including Champaign Toast and Vanilla Bean Noel. They remind me of Christmas time.

FOOD REVIEW:

Siouxland Wing Stop

By: Tyler Snake

Recently, my son and I tested out the new Wing Stop location on Hamilton Blvd. The

new location in Sioux City was packed all throughout the opening month of April. I’ve

heard mixed reviews, so I finally tried it for myself; I got an 8-piece Mild boneless combo,

fries and lemonade. Most frown upon boneless but it’s my preference haha. My son got

the 4-piece BBQ strips. We shared the Cajun Fried Corn. As for my son’s opinion, he

loves any food. In my honest opinion, the fries are mid, I’d rather have Burger King fries.

The Cajun Fried Corn is overrated. BUT the wings were soo good. ((Shamelessly)) I’ve

been back at least 3-4 times since, really outing my ruined diet ha-ha. For those wanting

to try it out, beware of the wait time or call ahead to order. The restaurant is always busy,

especially during dining hours. For my rating I’d say it is a strong 3.5 it kept me coming

back but I’m saving a 5-star rating for the best meal I’ve ever had or even better wings.

EDITOR’S REVIEW:

A Heavy Dose of Mental Health

Movie Review: Inside Out 2

By Brian Chamberlain

Photos: (studio)

The movie theater industry has

surely taken a beating since 2020.

The pandemic caused the once

bustling theaters to become virtual

ghost towns at times. Ever since

those days the number of movies

I’ve watched at the theater has significantly dwindled. However, there

have been a few movies that drove

enough appeal to go back into the

darkness. This week we’re going to

review one of them. Our selection is

Disney/Pixar’s “Inside Out 2”.

The first Inside Out debuted in

2015 to tremendous success. The

children’s flick was centered around

lead character, Riley, who was

then about 11 years old. Riley was

beginning to feel certain emotions

that depicted her growing up and

those emotions lived as characters

in her mind. They are Joy, Sadness,

Fear, Anger, and Disgust. The early

story of the first movie was light on

dramatics for the screen life of Riley,

and the players in her mind did their

best to keep Riley on track as she

grew up.

Step forward now to 2024 and

the same group of characters are

shown to be in the mind of Riley

who has just turned 13. Riley is

now about to leave middle school

and enter the world of being a

teen. With the five main emotions

in tow, the alert is sounded as Riley

begins her journey into puberty.

From there several new characters

are introduced. Boredom, Anxiety,

Embarrassment, and Envy.

As the story unfolds, Riley faces

several mental challenges and lifestyle crossroads that are pretty typical of a young teenager. Joy and the

legacy crew find themselves once

again searching for ways to preserve the psyche of their girl, while

the newly introduced emotions vie

for control and presence in Riley’s

evolving world. Boredom, or Ennui,

has some good quips throughout the

show. Most of the characters play

their part well, but the subject matter does delve quite deep at times,

despite the movie being aimed at

children of a certain age.

What’s different about this sequel

is that in the original the story line

was clear. And while it was well performed, and the messaging was easy

to follow despite the though provoking

subject matter, in the sequel this was

not as much the case. The weight of

the psychological descriptions took

a front seat at times, when again, the

original did introduce hefty concepts

but was still able to wade through

them enough to keep the kiddies

entertained.

I do like that there is much wit and

forethought placed into the movie. It’s

just that the subjects became quite

heavy at times, which I feel detracted

from the story. Breaking box office

norms, Inside Out 2 is definitely going

to be on the top of lists for movies of

2024 – and rightfully so. I just wish

the production teams were able to

find the magic they captured so well

in the original.

I saw the movie with my granddaughters, and they seemed to like

it, but had more fun in the lobby to be

honest. On our world-famous HaazZaat! scale, Inside Out 2 is zoning in

on a solid 3 ½ Haazs. Excellent CGI

of course; everything you’d expect

from Pixar.

Winnebago Tribe Broadband Connectivity Project is the

Latest Project to Receive Permitting Assistance from the

Permitting Council

Permitting Council Press Office (media@permitting.gov)

WASHINGTON (May 31, 2024) – The

Permitting Council (Federal Permitting

Improvement Steering Council) is pleased

to announce the latest project to receive

permitting assistance through the FAST-41

program, the Winnebago Tribe Broadband

Connectivity Project. This $35 million project

aims to bring critically needed broadband

infrastructure to over 800 households, 46

businesses and 16 Tribal institutions in

Winnebago, Nebraska.

“I’m proud to welcome the Winnebago

Tribe Broadband Connectivity Project as

our third FAST-41 Tribal broadband project.” said Eric Beightel, Permitting Council

Executive Director. “The Permitting Council

is a critical piece of the Biden-Harris administration’s focus on accelerating the deployment of broadband to communities across

the country. Each project that receives our

permitting assistance benefits from improved transparency and efficiency during

the environmental review and permitting

process and we look forward to working with

the Winnebago Tribe to advance this critical

Tribal infrastructure project.”

If permitted this project will provide

broadband service to the Winnebago Reservation and adjacent communities to connect

residents with reliable and affordable highspeed internet. Project sponsors believe that

this project could transform everyday life in

the local community by providing access to

households, schools, businesses, community centers, and medical facilities, improving

the quality of life for hundreds who live and

work in and around the reservation.

The National Telecommunications and

Information Administration’s (NTIA) Tribal

Broadband Connectivity Program is providing funding for this project, which proposes

to install 235 miles of underground fiber,

connecting every household and business

within the Winnebago Reservation. The Winnebago Tribe’s funding was one of 23 grants

provided in the latest awards by the NTIA.

Learn more about the Winnebago Tribe

Broadband Project at Permitting.gov.

About the Permitting Council and FAST-

Established in 2015 by Title 41 of the

Fixing America’s Surface Transportation

Act (FAST-41) and made permanent in the

Infrastructure Investment and Jobs Act, the

Permitting Council is a unique federal agency charged with improving the transparency

and predictability of the federal environmental review and authorization process

for certain critical infrastructure projects.

The Permitting Council is comprised of the

Permitting Council Executive Director, who

serves as the Council Chair; 13 federal

agency Council members (including deputy

secretary-level designees of the Secretaries

of Agriculture, Army, Commerce, Interior,

Energy, Transportation, Defense, Homeland

Security, and Housing and Urban Development, the Administrator of the Environmental

Protection Agency, and the Chairs of the

Federal Energy Regulatory Commission,

Nuclear Regulatory Commission, and the

Advisory Council on Historic Preservation);

and the Chair of the White House Council

on Environmental Quality and the Director

of the Office of Management and Budget.

The Permitting Council coordinates federal environmental reviews and authorizations

for projects that seek and qualify for FAST41 coverage. FAST-41 covered projects

are entitled to comprehensive permitting

timetables and transparent, collaborative

management of those timetables on the

Federal Permitting Dashboard. FAST-41

covered projects may be in the renewable or

conventional energy production, electricity

transmission, energy storage, surface transportation, aviation, ports and waterways,

water resource, broadband, pipelines,

manufacturing, mining, carbon capture,

semiconductors, artificial intelligence and

machine learning, high-performance computing and advanced computer hardware

and software, quantum information science

and technology, data storage and data

management, and cybersecurity sectors.
