participating in the tiny tot’s exhibition at
the 158th Annual Winnebago Homecoming Celebration Powwow at the Veteran’s
Memorial Park in Winnebago, NE. The
powwow was held from Thursday, July
25th through Sunday, July 28th, 2024.

The Summer Youth Employment
Program (SYEP) started on June
1st. The program supports interview
experience, work ethics, and money
management skills. Pictured above
(left) is Ambrielle Elkshoulder, who
works at Facilities as a Custodian, and
Ayden Armell, who works at Communications as an Assistant. Stay tuned
for more SYEP workers in the WIN!
From June 1st till July 9th, the Kidz
Cafe is open. Youth ages 1-18 eat free
from Monday-Thursday at 12-1PM for
lunch and snack at 3-3:30pm. Located at the Whirling Thunder Wellness
Center.
June 3rd, The Winnebago Comprehensive Healthcare System started
their Community Pet Care Days. All
were encouraged to bring their furry
family members to the Winnebago
Firehall for free care services. Those
who missed the first day can attend on
July 8th from 10am to 5pm or contact

Earth Cultivating Moon
Special Election for Vacant Tribal Council Seats

[Winnebago, NE] The Winnebago
Tribe of Nebraska (WTN) announced
an upcoming special election to fill two
vacant seats for the Winnebago Tribal
Council, scheduled for Wednesday,
June 10, 2026. The election follows the
recent resignations of Vice-Chairman
Isaac Smith and longtime Councilwoman
Lorelei DeCora.
Vice-Chairman Smith stepped down
to focus on personal matters, drawing
appreciation from the council for
his leadership on several successful
community initiatives. Councilwoman
DeCora resigned due to health reasons,
concluding over 50 years of advocacy
and tribal service. The remaining council
affirmed its focus to remain dedicated,
focused, and unyielding in its shared
commitment to the vital work and task of
serving the Winnebago membership.
The special election will take place at
the Blackhawk Community Center Gym,
with polls open from 8:00 AM to 8:00
PM. Eligible voters are required to present
a valid Tribal ID to cast their ballot. Per
tribal code, voter eligibility is determined
by the finalized 2026 voters list, which
can be reviewed on the WTN website.
Voters will select two candidates and the
individual receiving the highest number of
votes will serve a term expiring in October
2027, while the runner-up will secure a
term through October 2026.
The oath of office for the winning
candidates will take place the following
morning on Thursday, June 11, 2026,
in the Tribal Council Chambers. Eight
candidates have officially qualified for
the ballot: Aric Armell, Damon Payer,
Keely Purscell, Margaret Scott, Terry St
Cyr, Angie Walker, Tiffani Warner, and
Thelma Whitewater.

Winnebago Homecoming Celebration Countdown Continues!

[Winnebago, NE] The Winnebago
Homecoming Powwow Committee has
officially released the powwow poster for
the upcoming 160th Annual Winnebago
Homecoming Celebration. Scheduled
to take place from July 23 to July 26,
2026, this milestone year brings extra
excitement to the community as Veteran’s
Memorial Park will also celebrate its
50th anniversary! Powwow Committee
Chairman Jeffrey Berridge, Vice-Chair
Christina Parker, and Committee member
David Russell recently joined the Big
Voice Radio hosts on KWTN 100.9 FM
for a live debut of the official powwow
poster.
The annual celebration operates
primarily as a veteran powwow, featuring
an integrated dance competition where
points will officially begin on Friday
at 1:00 PM. Thursday’s agenda will
be filled with traditional family songs
and dances. Flag Raising ceremonies
will commence daily at 6:00 AM sharp,
alternating between the designated host
drums. Flagpole duties are sponsored by
Winnebago families; three slots currently
remain open as Saturday’s slot is the only
day secured.
In efforts to eliminate registration
jams seen in past years, the committee
has introduced an early online dancer
preregistration system via a dedicated QR
code link. Dancers are strongly encouraged
to use the online portal and sign up early
to skip the opening-day lines. There is free
admission for enrolled members of any
federally recognized tribe, with a standard
weekend pass for the general public
available for $10. On-site parking with
secured inside-the-fence parking passes for
the weekend will be available for $20.
The committee is still currently
accepting applications for
Groundskeeping, Head Cook, Sound,
Security, as well as Crown and Sash
beadwork contracts. Only one of the seven
food stands currently remains available.

A Tough Conversation
Changes School Policy

[South Sioux City, NE] In a major
victory for Indigenous rights and cultural
pride, Winnebago tribal member Tiala
Luong successfully challenged and
overturned restrictive graduation rules at
South Sioux City High School in South
Sioux City, Nebraska. Thanks to her
fierce advocacy, future Native American
graduates now have the official right to
wear their traditional regalia across the
commencement stage.
A recent graduate of South Sioux City
High School, Tiala is an enrolled member
of the Winnebago Tribe of Nebraska, and
a member of the Wolf Clan. She is the
daughter of Patricia Hulit, granddaughter
of Lucinda Hulit, and great-granddaughter
of Joanne Baker. Despite facing external
scrutiny regarding her mixed ethnicity and
non-traditional surname, Tiala is proud of
her Indigenous identity.
The issue started during her senior year
when Tiala wanted to bead her graduation
cap and wear an eagle plume but was
told no by school administrators, led by
Principal Clausen. Staff members warned
her that she wouldn’t be allowed to walk
the stage or get her diploma if she chose to
add adornments to her cap and gown, but
she didn’t back down.
Tiala called out a huge double standard
on how the school asked her to help with
teaching native history classes about
residential boarding schools, Missing and
Murdered Indigenous Women (MMIW),
and the Indian Child Welfare Act (ICWA).
Yet, when it came to celebrating her
own graduation, they wanted her to hide
who she was. She told them directly that
forcing everyone to look identical was
nothing short of forced assimilation. “Me
putting beadwork on my cap and gown is
not decorating. It’s adornments, and there’s
a difference. These designs and patterns
have historical and cultural meaning
behind it,” shared Tiala.
Knowing that Nebraska State Law
protects Indigenous students wearing
cultural regalia, Tiala sat down for some
tough conversations with the principal. She
explained that an eagle plume holds sacred
cultural significance, not only for her but
for all Indigenous students. This moment
was important to Tiala and her family as
her aunt Raina was sadly murdered in
2008 and never got the opportunity to
walk the stage to receive her high school

diploma. Two weeks later, Principal Clausen formally changed his mind. He officially
updated the school’s administrative database (Synergy) to permanently protect the right
of enrolled Indigenous students to wear beaded caps and feathers at graduation.
This victory is just the starting point for Tiala’s lifelong mission of advocacy. Fueled
by a genuine passion to protect Indigenous rights, she is heading to Nebraska Indian
Community College to major in Native American Studies, with plans to dedicate future
efforts to grassroots activism and tribal legal protections. Tiala is determined to keep
breaking down barriers, uplifting Indigenous voices, and making her community proud.

All Winnebago Tribal Utilities Customers
WTN Tribal Utilities will be flushing its hydrants Wednesday,
June 3, 2026, and Thursday, June 4, 2026. This may result in
brown or discolored water, which is still safe to drink and use.
Discoloration is caused by flushing the hydrants, which stirs up
sediment in the lines.
If discolored water does occur, let your taps run until the water
is clear again.

‘Creator God’s plan to unite people’
‘Now the whole earth had one
language and the same words.’ Is this
true? Are we all related - descended
from one man and one woman?
If so, what changed and why are there
so many different languages? Did you
ever wonder why Creator God confused
the languages? And do you think that
it was a mistake on His part to separate
people into various ethnic groups, a
multitude of tribes, and nations? Didn’t
Creator God know how the devil, the
evil one, would use these divisions in his
attempt to cause prejudice thinking, bias,
hatred, wars, and genocide?
First, why did Creator God confuse
the language? It was due to the fact that
people did not follow God’s command to
fill the earth. This command was given
to Adam and Eve. We turn to the first
chapter of Genesis, verse 28 ‘And God
blessed them. And God said to them,
“Be fruitful and multiply and fill the
earth and subdue it, and have dominion
over the fish of the sea and over the
birds of the heavens and over every
living thing that moves on the earth”
[Genesis 1:28 (ESV)]. Note well: ‘and
fill the earth.’
It was restated to Noah following the
world-wide flood. We turn to the ninth
chapter of Genesis: ‘And God blessed
Noah and his sons and said to them, “Be
fruitful and multiply and fill the earth”
‘[Genesis 9:1 (ESV)]. Note again: ‘and
fill the earth.’
We conclude - that Creator God’s plan
for mankind to go in all four directions
did not change.
So what changed? The people made
a decision - without God’s input - and
this decision was in direct opposition to
God’s plan.
The people said one to another
“Come, let’s make bricks and bake
them thoroughly.” They went on to say
“Come, let us build ourselves a city”
[see Genesis 9:4 (ESV)].
Why? Part of the reason was - in their
own words “so that we may . . . not
be scattered over the face of the whole
earth.”
What was Creator God’s response?
‘And God said, “Behold, they are one
people, and they have all one language,
and this is only the beginning of what
they will do. And nothing that they
propose to do will now be impossible for
them. Come, let us go down and there
confuse their language, so that they may
not understand one another’s speech.” So
God dispersed them from there over
the face of all the earth, and they left
off building the city. Therefore its name
was called Babel, because there God
confused the language of all the earth.
And from there God dispersed them over
the face of all the earth’ [Genesis 9:5-9
(ESV)].
Later Creator God reverses His plan
to disperse the people into various
ethnic groups, nations and people. Ten
days after the resurrection of Jesus into
heaven, his disciples were gathered
together in Jerusalem. The Holy Spirit
came down and Jesus’ disciples were
able to speak the Good News of Jesus in
various languages.
From that time on Creator God’s
ultimate plan would be to gather
together into Creator God’s family people who had been scattered from the
all four directions. Creator God’s plan
would redeem those who tried to make a
name for themselves, as well as for any
other sin against Him.
Creator God continues to offer His
blessing through the water of Holy
Baptism in which Creator God’s name Father, Son and Holy Spirit is given and
all those who believe in Jesus are united
together in Creator God’s one family,
now and forever!

Question of the Issue:
“The WTN Summer Youth Workers started this week.
Tell us about your very first job ever!”
GARAN: I could never get on Summer Youth Employment; I don’t know if I was
naughty or nobody wanted to supervise me. So, I would just go to powwows. I would
contest and sing with our family drum group. I wasn’t the best dancer, but I would pull
down some winnings every now and then. I never viewed it as a job because it was
so much fun. What is the saying? Do what you love, and you will never work a day
in your life? I managed to save up enough money so that I could buy my own back to
school gear. Back in those days, that FUBU and Tommy Hilfiger gear was expensive!
KEVIN:My first job was on our family farm. We got paid $1.25 an hour, and we were
up at 6:00 every morning feeding calves with a bottle before school. After school, we’d
collect eggs and clean chicken coops. Grandpa taught us the value of hard work, but he
also taught us how to play blackjack. The funny thing was, not long after payday; he’d
usually win most of our wages back at the kitchen table. Looking back, it’s a wonder I
still like to gamble.
CHRISTINA: My very first job was with summer youth at the Food Distribution
building aka the “Commod Building.” Sandy Scott was my supervisor. My little job
was filing the community order sheets and when I needed something else to do, I
helped in that warehouse. I don’t remember what I used the money for maybe just
clothes for school.
BETHANI: I never participated in the SYEP, but I always wanted to. I found other
ways to earn money through babysitting, which was always fun. My first real job was
after I graduated high school, and I went to work in the Bingo Hall at WinnaVegas.
TYLER: My story is the same as Christinas haha, Sandy was cool to work with. The
commod building had a major upgrade and looks nothing like it used to, kinda the
same for the rest of Bago. So much new buildings.
GAYLA: I was too wowąk for SYEP, but I would babysit for Tammy Littlewalker in
the summer for money! That was my first job. I loved it because her daughter, Savannah, was so well-behaved. I remember she had a huge DVD collection, so we watched
a lot of movies during that time. I used my money for clothes and would save up the

QUINCE: My 1st job came about when the very 1st Air Jordan’s came out. My
parents thought $64.95 was too much to pay for shoes. So I had to come up with half
of that by myself. As a 5th grader, I didn’t know how I was suppose to make $30. My
grama and Tega ran a coffee shop in Winnebago back in the day. They helped me
get my 1st J’s. I was hired as the morning Donut maker. Yes I made donuts for the
community of Winnebago. As a 11-12 yr old making my own money and rockin’ the
coolest shoes was very memorable. It taught me how to be a morning person for sure.
I’d get up at 5:30am to get ready to start a 6am shift before school. I’d bring donuts
to school for my friends. Some kids stopped bullying me since I was the donut man.

I am law trained. I received my J.D.

What is my number one priority?
Our Hoocák language. I applaud the
efforts and success of the Duel Language
Classrooms, but we need to be doing
more and truly investing in our Hoocák
language. We are in a state of emergency
with the loss of many fluent speakers.

classes from the Hoocák Academy out of
Wisconsin for the past 2 years.

know her as “Chickie,”. She is a Hochunk
hinu\k who carries herself with integrity,
honesty, and the values she was raised
with. She lives a clean and sober lifestyle
and has remained alcohol‑ and drug‑free
for the past 13 years.
Throughout her life experiences she
has carried the voices of those who’ve
been silenced, she supports others to rise,
speak truth, and stand for what is right and
she stands with them. Everything about
her reflects cultural values, responsibility
to the people, and a deep love for this
community.
Cultural & Family Background
Chickie is the daughter of the belated Stanford “Ca]xs`ep” Whitewater Sr.
and Marie White Wolf Whitewater, both
fluent Hochunk speakers who believed
and lived a Hochunk way of life. Her dad
opened his home to anyone who wanted
to learn, teaching Hochunk for free and
helping keep our language alive for future
generations.
Her bloodline goes back to Wabokieshiek (White Cloud), the Winnebago Prophet, a lineage rooted in truth, responsibility,
and guiding the people through change.
These teachings helped shape her understanding of leadership: sobriety, integrity,
humility, honesty, and care for those who
struggle.
