The class of 2024 would like to acknowledge and thank the staff, administration and school board, for their support throughout our academic

The New Three Affiliated Tribes Museum

Located in New Town, North Dakota, the
Three Affiliated Tribes Museum honors the
heritage of the Mandan, Hidatsa, and
Arikara Tribes. The heritage center is
currently working with DSGW Architecture
in the design process for the renovation of
the existing 7,100 SF museum and
expanding with a 6, 800 SF addition. This
project aims to blend contemporary
architectural design with the existing A-Frame structure, paying homage to the rich heritage and history of the MHA
cultures.
The original A-Frame building, designed by Denby Deegan-one of the first Native American architects in the United States
and a member of the MHA Nation-will undergo interior remodeling. This renovation will improve and expand exhibit
spaces while preserving the building’s distinctive architectural character.
The new addition will compliment the existing A-Frame building and will include a striking curved curtainwall near the
entrance that will create an inviting, modern focal point for visitors. The new structure will house more of the accessory
spaces, allowing the original building to focus more on exhibits and educational displays. Enhance visitors amenities,
including restrooms, seating areas, and a gift shop, will be incorporated into the addition to improve the overall visitor
experience.
The addition and remodel of the Three Affiliated Tribes Museum will emphasize harmony and make the museum more
accessible, engaging and enjoyable for all visitors. The Museum Director is Cedar Henry.

BBQ and corn hole tournament
winners! Thank you to all the father’s
that came out and participated. To
show the father’s appreciation each
one won a door prize sponsored by
West Segment Events staff, the Corn
hole tournament was hosted by the
West Segment Recreations
Department and the meal was catered
by the family of the Young Bird Bull
Riding Memorial. Pictured above is Renay Brown from the West Segment

There are people in our community that we know of that can do
certain things. What we don’t know are those people behind the
scenes who go out of their own way to make things happen. In this
case, that person would be Nancy Lincoln. First Mr. Sherwood
asked her mom to decorate then her mom asked Nancy. So Nancy
did it for her 8th fam bam is what she called it. So Nancy accepted
the challenge, and what a beautiful outcome she created. Look at
the wonderful seating area with covered chairs along with the
beautifully decorated flowers in the isle. In the top picture she even
made a special place for pictures for the graduates and their family
and friends. She certainly out did herself in decorating for the 8th
grade graduation. Yes Indeed it will be an unforgettable day for
those graduates and their parents, family and friends. She didn’t
want any recognition for her work I thought she deserved it.

Many talented young men and
women come from Mandaree,
North Dakota. A small community
located on the Fort Berthold
Reservation and home to the
Mandan, Hidatsa and Arikara
Nation.
Kasen Johnson is definitely one
talented young man. He is the
son of Tony and Miranda
Johnson. Kasen belongs to the
Ma’xo’oxadi ( Alkali Lodge) and a
child of Ciicga (Chicken Clan).
Kasen travels with his parents
who encourage and support him riding bulls in the rodeo circuit.
He’s began riding bulls at a young age and you can see it in his
talent when he rides.
Presently, Kasen in in the top 20 standings in the Badlands
Professional Bull riders. On behalf of West Segment we are very
proud of Kasen you represent West Segment and the MHA Nation
very proudly. Best of everything in your future competitions.

Many thanks to Curtis Hall Sr., with the Transportation/roads
department for placing these West Segment benches along the
walking path. This bench is placed by the new Mandaree School. So
you will have a place to rest your feet when you are walking.

before you walk down to the new school area. A nice place to sit
and enjoy the view around you while you take walks.

Long time legion members were gifted star quilts with the legion post
embroidered on them. Standing from left to right: Mike Laverdure, Tom

Students had a day to play here are some of the students in the

figuring out what to play next. It was a fun day for the kids to be
outdoors.

We recently celebrated the Mandaree
School Year with a powwow, honoring
both staff and students. Additionally,
we recognized the dedication of nine
teachers who played a pivotal role in
securing the school's accreditation for
the next five years, presenting them
with a star quilt. I highlighted the
significance of this accreditation,
noting that without it, Mandaree
School faced closure. Our children
would have to go to Killdeer and
Watford City where they would not be
educated on our culture and traditions. This is why we
need to have Representation at state government or I
should say all governments.
SB 2254 was introduced in 2023, addressing interventions
for chronically low-performing schools. Mandaree, along
with other small schools, found itself on this list. I,
alongside Kelly Bradfield, provided testimony, and I also
received comment letters from other small school
superintendents.
Collaboration among superintendents, educators, parents,
and community leaders is essential for fostering a positive
educational environment. Effective communication and
receptiveness to diverse perspectives can prevent
obstacles and promote progress.
Education stands as a cornerstone for me and my family.
While the passage of Senate Bill 2254 isn't a
comprehensive solution for
improving
our
education
system, our focus should
center on initiatives that
empower
and
support
teachers and administrators
dedicated to bridging the
achievement gap for our
students.

On May 10, 2024 was the NHSC graduation
where I was the alumni speaker. My speech
was live streamed on my fb. These speeches
still hard for me but I continued nervously and
finished. If you did not catch it on my live
stream. Here is the end of my speech.
"Nearly two years ago, I received a Native
American song titled "standing up for the
people." And that is exactly what I intend to do. I
will continue to stand up for our community, to
ensure that we are seen, heard, and respected.
Hard work, dedication, and the struggle does
pay off. Tribal colleges are the lifeline of our
communities. The opportunity is there for each
and every one of us. We just have to have the
courage to take it!
So, you may be thinking now that it’s graduation
time, “what now?”. I want you to know that your
journey does not end with personal success; it
extends to the collective uplifting of our
community. Through initiatives like advocating
for methane regulations, expanding air quality
monitoring, and championing the establishment
of the Maah Daah Hey National Monument, we
can shape a future where our voices are heard,
our lands respected, and our rights upheld.
As I look to the future, I am filled with hope and
determination. Our journey has been marked by
challenges, but it is defined by the belief that
education is not just a tool for personal
advancement, but a chance to empower our
people. There is no other place in the world that
can replace the connection that our tribal
colleges provide.
To the graduates, I say this: Your journey does
not end here; it is only just beginning. As you
navigate the path ahead, remember the lessons
of the past, the strength of your community, and
the power of education to shape a brighter
tomorrow.

The National Tribal Toxic Council invited me to be keynote speaker at their Chemical Safety Workshop at the Sky Dancer
Casino and Lodge. Here is an overview.
I introduced myself and told my story on my advocacy work and my journey of 15 years. The focus was on flaring and

Duke Oil Waste Study:
2014 we had one of the biggest brine spills in ND of one million gallons behind Mandaree. The Duke Oil Waste Study
proved the toxic pollution that is in the brine fluid. Can go online and view study.
Methane:
2016 Trump rescinded the Obamas administrations EPA and BLM methane rules that POWER advocated for. Trump
wanted to silence us by not allowing public consultation. Biden Administration finalized EPA methane rule December
2023. BLM Methane rule was finalized March 2024. POWER was instrumental in getting both the BLM and EPA methane
rules finalized. The BLM methane rule is very similar to the 2016 rule. The EPA methane finally addresses existing
sources!
Air quality monitors:
In mid-2023 Air Monitors were installed throughout Ft. Berthold reservation. You can download justair.app to see the
results. POWER will be installing more air quality monitors on MHA over the summer and repairing or replacing the nonfunctioning monitors. We will be doing some outreach regarding additional sites for monitors in May. In addition, we plan
to do a series of presentations in June regarding the data that was collected over the past year to the college and 1-2 other
communities in Fort Berthold. We are exploring options to monitor for more than the criteria pollutants (PM, NOx, SO2,
etc.).
Protecting NEPA:
Trump administration rolled back NEPA. The NEPA is one of the only laws that ensures indigenous voices are heard
surrounding energy projects. Ft. Berthold POWER has been working with Biden administration to restore and improve
NEPA. Last week May 2024 the Biden Administration finalized the National Environmental Policy Act.
Elected to Legislature, ND District 4A:
During the 2023 legislative session I introduced three House concurrent resolution (HCR); 3027 safety corridors on state
hwys within Ft Berthold Reservation, 3028 Study spills on state hwys with in Ft. Berthold Reservation, and 3029 Air
Quality study. Which all failed.

Emergency Medical Services Honored for Dedication

Jessica Spotted Horse started as an EMR driver in 2014.
She was a CHR in the community for many years prior to
taking our very first EMT class. Jessica passed her state
certification in 2015. She has worked with the service for
the nine and a half years that we have been in operation.
She is trained in active shooter response and incident
command. Jessica was the previous squad leader for four
years. She recently moved to Fargo and works at Sandford
ER as an emergency room technician. She continues to
work with us when she is available part time. Mandaree
EMS will always be grateful for all her efforts and devotion
to the community.
Josie Bingen is an RN/EMT. She started with the EMT
class we taught in 2015 and she has been with the service
since then. Josie is also a CPR and first aid instructor. She
is an instructor for the Stop the Bleed campaign. She is the
advanced life support personal. She has been an American
Red Cross volunteer for the last five years. She is a blood
drive coordinator and She is trained in active shooter
response and incident command. Josie also has training for
missing persons. Currently, Josie is continuing her
education in health care. She is an asset to the service with
her wide range of nursing skills and her dedication to the
community of Mandaree.
Abel Feltes obtained his certification at Denver Health in
2013 prior to the service starting. His parents are Benji and
Antoinette Kitagawa. He worked as an EMT for three years
and went back to Denver Health in 2017 to continue his
education. He received his Paramedic certification in 2018.
He has been a certified EMT/EMR instructor since 2019
and is currently teaching his third EMT/EMR class. Abel is
trained in active shooter response and incident command.
Abel is also an advanced life support personal. He is a
great asset to both White Shield and Mandaree
communities.
Janine Perkins has been working as an EMT with the
service since November 2017 as a first aid driver. She has
an associate degree in applied science in law enforcement
from Leech Lake Tribal College. She also graduated from
the Professional Peace Officer Academy in Hibbing, MN.
She has a background in corrections where she completed
her basic Juvenile Corrections FLETC in Artesia, NM. In
2019, she received her EMR certification and shortly after
received her EMT certification. She has completed a course
in H2S awareness. She is trained in active shooter
response and incident command. We are honored to have
her on our team. She has been very dedicated and resides
in West Segment.
Jonathan Roy began working the ambulance service
in May of 2020. He was hired as a first aid driver. He
took the EMT class through Abel in 2022 and is
currently a certified EMT. Jonathan has worked for
Wildland Fire for the last four years. He has been a
positive person, and you can count on him to have a
smile when you need one.
Jazmyn Lucio has been with the service since
December of 2021 as a first aid driver. She is currently
in the process of obtaining her EMT certification. She
has a background as a quality medical service provider
which provided home health care within the community.
She has completed a course in H2S awareness. She
has completed incident command training. Also, this
summer Jazmyn will become a certified car seat
technician. She is always willing to help when she is
available, and we appreciate her.
Shantel Fettig has been with the service since May of
2022 as a first aid driver. She has a higher education
background in the medical field and is also CNA
certified. She took an EMT course in 2022 and will be
testing for her certification within the next few months.
She is trained in active shooter response. She has
taken a course on H2S awareness. She is a valuable
member of our staff, and we are lucky to have her.
Katarina Nyberg-Luger started the service in July
2022 as an EMT. She received her EMT certification in
2021 through Bismarck State College. She has a
bachelor’s degree in biological science with a
biomedical emphasis and a minor in chemistry from
North Dakota State University. She has completed
Stop the Bleed training. She is trained in active shooter
response, and incident command training. She is a first
aid and CPR instructor for the American Heart
Association. She is currently our Squad Leader and
deals with the hard job of managing the daily issues
that come along. She is also taking classes at Minot
State University to further her healthcare career. We
are thankful for her guidance and management skills.
Manny Lucio started with our team as a first aid driver
in July of 2023. Manny has a background in corrections
where he was a corrections officer at Gerald Tex Fox
Justice Center in 2018. He started working for West
Segment Security in 2021 and Mandaree Volunteer
Fire Department in 2021. He is certified in extrication.
He is currently training for his EMT certification. This is
a hard job and sometimes very stressful. We are
grateful that he has decided to take this role in the
community of Mandaree.

creating everything in existence, God said that it was “good”. Well…
I sometimes wonder about the “intended meaning” of the word
“good”. For the most part of creation I agree with the “good”.
However, I’m just not sure about the “intended meaning” of “good”
when it applies to…dandelions! I mean, what was God the Father

Another angle of the Mandaree community center.
Mandaree Community Center
Project Description: The newly designed community center for the West
Segment is two stories with an upper-level mezzanine. The primary
structure of the building has been designed to last for decades to come
and is comprised of steel, metal stud framing, precast concrete, cast in
place concrete, and glulam. The building envelope has been designed for
longevity and low maintenance, and consists of natural stone, metal panel,
curtain wall, EPDM roofing, and standing seam metal roofing.
The surrounding site is to include a splash pad, playground, and exterior
patio. The lower level includes an aquatic center, locker rooms, fitness
center, bowling, community room, commercial kitchen, golf simulator, E
gaming, lecture hall, gymnasium, and performance stage. The main level
includes a lobby, retail, staff spaces, security offices, concessions, food
court, recreation center, fitness studio, cardio space, meeting rooms, and
memorial patio. The mezzanine level includes administrative offices,
running track, and exterior viewing balcony. The entire facility opens
towards Eagles Nest Butte, paying tribute to the influence the butte has
had on the community of past, present, and future.

Project Update: Construction began in the Fall of 2023 and continued
through the winter months. The deep foundations required at the aquatic
center have been poured. Foundation walls continue to be constructed in
anticipation of setting precast, steel, and glulam during spring. The design
team led by Brunton Architects and the construction team led by Adolfson
& Peterson have been continually working with West Segment leadership
to bring this project to life for the betterment of the community.
Tentative Grand Opening: January 2026

look like in the top photo in the next column shows a different angle of the
Mandaree community center.
They also have other pictures for you to look at so you have an idea of
what our community center will look like inside and what they have as far
as offices and meeting rooms.
