Sac and Fox Elders Receive AARP Oklahoma Honors

recognized at the 15th annual

Program Held at First Americans Museum in OKC

AARP Oklahoma Native American Elder Honors event for

their achievements, community

nearly 700 Native American elders from Oklahoma’s 39 tribal

nations.

The ceremony was held in

Oklahoma City at the First

Americans Museum on November 1. The floor-to-ceiling windows in The Hall of The People

overlooked the First Americans

Museum (FAM) Mound. The

FAM Mound, a 21st-century

mound that pays tribute to the

Oklahoma tribes who descended

from Mound-builder cultures,

served as a poignant backdrop

for the ceremony.

AARP Oklahoma State Director Sean Voskuhl welcomed

the 300 attendees and said the

Native American Elder Honors

was established to memorialize

the work and contributions of

elders who inspire future generations. Voskuhl thanked the honorees for answering the calling

to contribute and lift communities. “Whether they are well

known or exhibit quiet devotion

to family and community, all

our honorees represent the love

of family, dedication to culture

and respect for all,” Voskuhl

said. “We are overwhelmed and

inspired by the work you do.”

The Nov. 1 program included

a performance by the Oklahoma

Fancy Dancers, an in-memoriam tribute, a presentation of the

Dr. John and Tewanna Edwards

Leadership Award to Carmelita

Wamego Skeeter, and the presentation of 47 medallions to

the 2023 AARP Oklahoma Native American Elder Honors recipients.

The medallions were presented to the honorees by AARP

State President Jim Randall,

AARP Oklahoma Senior Associate State Director Mashell

Sourjohn, former AARP Oklahoma Executive Council Member Tewanna Edwards, and June

Kao, AARP Audience Strategy

Manager.

The 15th annual AARP Oklahoma Native American Elder

Honor recipients included educators, veterans, artists, tribal

leaders, culture preservationists

and everyday heroes. “These

honored elders embody AARP’s

mission and, through example,

motivate others to follow suit

and selflessly serve their communities,” Voskuhl said.” Individually, their accomplishments

are remarkable. In totality, their

impact is breathtaking throughout Indian Country and our nation.”

The AARP Oklahoma Na-

tive American Elder Honors

celebrates Native American elders who positively impacted

their community, family, tribal

nation, and nation. This honor celebrates a lifetime of service by distinguished Native

American elders who exhibit

a love of family, dedication to

culture, and respect for all people. Nominations for the 2024

AARP Oklahoma Native American Elder Honors will open in

January 2024.

Following are brief profiles

of the four Sac and Fox Nation

honorees as listed in the event

program:

• Peggy Big Eagle: Sac and

Fox Nation member Peggy Big

Eagle remains ctive well into

her retirement. A member of

the Thunder Clan, she currently serves on the tribe’s Housing

Authority and the Elders Advisory Committee.

Big Eagle has previously

served on the Business Committee as tribal secretary. She was

also a member of the New Mexico Bar Association and clerked

for the New Mexico Supreme

Court before returning to Oklahoma and becoming a member

of the Oklahoma Bar Association.

Big Eagle is the first tribal

member to be elected as Sac and

Sac and Fox Principal Chief

Randle Carter said the recent

situation surrounding a member

of another tribe being ticketed

for tribal tags is about “authority

and control.”

“The governor thinks he has

authority over tribal matters

between the tribe and its members,” he said. “But, on the Sac

and Fox, I can tell you since

inception, we’ve administered

it according to what guidelines

have been sent out by the Supreme Court.”

He said to his knowledge, the

Sac and Fox Nation has not received any word of any of their

motorists with tribal tags being

ticketed. He wants to reassure

his tribal members that the Nation is monitoring the situation

and asks that they inform tribal

leadership if they do receive any

tickets or encounter other problems with the state related to

their tribal vehicle tag.

He said that the on thing he

wants to know is what thew attorney general of the state will

do about the situation.

“What’s he going to do to

prosecute it or the DAs? How

are they going to handle this?”

he said, adding that tribal leaders haven’t been consulted on

the enforcement of these matters. “It’s kind of taken us by

surprise.”

He also said that according to

the court, it is illegal for law enforcement to pull over anybody

merely for displaying a tribal

tag.

Carter is just one of many

tribal leaders in the state who

are voicing concern over the recent ticketing of a Native American tribe member for have tribal plates.

Last week, a member of the

Otoe-Missouri tribe was pulled

over by the Oklahoma Highway

Patrol near Enid The woman

had a tribal license plate and was

ticketed for speeding and failure

to pay state motor vehicle taxes

because she did not live on tribal

land, according to reports.

The legal right to Oklahoma

tribes to issue motor vehicle

license tags was confirmed in

1993 with the landmark deci-

sion by the U. S. Supreme Court

in the case Oklahoma Tax Commission v. Sac and Fox Nation.

According to the ruling, the

state does not have the authority to tax tribal citizens who live

About State of Oklahoma Enforcement Actions

Relating to Tribal Motor Vehicle Tags

The Sac and Fox Nation’s leadership is receiving inquiries from

tribal members about the ongoing actions by the State of Oklahoma relating to tribal motor vehicle tags. This week the Oklahoma

Highway Patrol issued a ticket to the driver of a car bearing a tribal

tag—a member of another tribe—for failure to pay state taxes. This

has created a lot of concern among members of the Nation and other

tribes across the state.

The legal right of the Oklahoma tribes to issue motor vehicle license tags was confirmed in a landmark decision of the United States

Supreme Court in 1993 issued in a case filed by the Sac and Fox Nation, Oklahoma Tax Commission v. Sac and Fox Nation. The Nation

continues to issue license plates to qualified tribal members based

on the guidelines the Supreme Court established in that decision.

If members of the Sac and Fox Nation receive tickets or encounter

other problems with the state relating to their tribal motor vehicle

tag, we would appreciate their contacting tribal leadership. In the

meantime, we will continue to monitor this situation.

Obituaries

Henrietta Scott Massey (Mahweta),

full-blood Sac and Fox tribal member,

passed away on October 29, 2023 at the

age of 87. Henrietta was born September

29, 1936 to Henry Scott and Mamie Butler Scott.

She was preceded in death by her

parents, all of her siblings, and her two

children, Raymond Massey and Sandra

Massey. She is survived by her beloved

granddaughter Rosemary Massey, her

adopted children, and many other relatives from the Sauk, Meskwaki, and

Kickapoo tribes.

Final Stop for DOI

‘Road to Healing’

Made on Nov. 5

U. S. Secretary of the Interior Deb

Haaland hosted the 12th and final stop on

“The Road to Healing” on Nov. 5.

In June 2021, Secretary Haaland

launched the Federal Indian Boarding

School Initiative to shed light on the

troubled history of Federal Indian boarding school policies and their legacy for

Indigenous Peoples. In May 2022, the

Department released Volume 1 of an investigative report as part of the Initiative,

led by Assistant Secretary for Indian Affairs Bryan Newland.

In response to recommendations from

the report, Secretary Haaland and Assistant Secretary Newland launched “The

Road to Healing,” a year-long commitment to travel across the country to allow

survivors of the federal Indian boarding

school system the opportunity to share

their stories, help connect communities

with trauma-informed support, and facilitate the collection of a permanent oral

history.

“The Road to Healing has been an incredible opportunity to share with folks

from across the country – and one that

has left an indelible mark on how we

will proceed with our work,” said Secretary Haaland. “This is one step, among

many, that we will take to strengthen and

rebuild the bonds within Native communities that federal Indian boarding school

policies set out to break. Those steps

have the potential to alter the course of

our future.”

Joining in many of the visits across

the country were leadership from the

Department’s Indian Affairs team including Principal Deputy Assistant Secretary

Wizipan Garriott and Bureau of Indian

Education Director Tony Dearman, as

well as representatives from Department

of Health and Human Service’s Indian

Health Service (IHS) and the National

Endowment for the Humanities (NEH),

including IHS Director Roselyn Tso and

NEH Chair Shelly Lowe. At every stop,

IHS staff were on hand to offer trauma-informed support.

Henrietta Scott Massey

Henrietta was a member of the Wolf

clan. She was a lifelong participant in

traditional ceremonies and speaker of

the Sauk language. Throughout her adult

life, she served the Sac and Fox Nation in

many capacities, from being a tribal official to working with the Sauk Language

Dept. to serving as a Gaming Commissioner.

She worked closely with her daughter Sandra Massey on historic preservation and, served on the Native American

Graves Protection and Repatriation Act

committee for many years. She loved

Sauk language, history, and culture and

devoted much of her life to trying to

teach and preserve them.

Traditional services were held at the

Sac and Fox Nation Nov. 1, 2023 A

graveside service was held Nov. 2, 2023

at Euchee Valley Memorial Park, Cushing, Okla. with Sam Spang officiating.

‘Black Hawk Walk, Fun

Run and 5K. The Nov.

9 event was held in the

Sac and Fox Community Bldg. and Jim Thorpe

Memorial Park.

Those attending received an event t-shirt

and healthy snacks.

clinic and booths from

various tribal and community partners.

Hello Tribal Members:

The Education Department has been

very busy the past three months. We

would like to share with you some of the

events that we attended:

September:

• 5th: The Title VI Director of Shawnee Public School hosted a Tribal Education Department resource forum for the

Title VI advisors that are employed by

the Shawnee School. Tribes that attended was the Sac and Fox Nation, Absentee

Shawnee, CPN.

• 6th: We set up a educational booth

at the CPN College Fair at the Firelake

Arena. We were able to reach out to Sac

and Fox tribal members from various

schools out of our service area.

• 10th through the 13th: Justin Morris,

Education Specialist and I attended the

National Johnson O’Malley annual conference in Chicago, IL. We network with

tribes across Indian Country and had a

chance to have a one-on-one discussion

with BIE (Bureau of Indian Education)

Department.

•14th: I attended a meeting at the Iowa

Tribe hosted by the Education Department. Discussion was for Tribal Education Departments to dialogue together for

the upcoming ESSA Consultation (Every

Student Success Act) for school year

2023-2024.

•19th: A Tribal Partnership Day was

conducted at the Oklahoma State University Campus and I was invited to sit on a

panel of discussion of Tribal Education

Department. I spoke on how our Sac and

Fox Education Department operates and

the resources we have for our Sac and

Fox Tribal Members.

• 21st: Justin and I and Olivia Stacy

attended the Prague Public School Tribal Resource Night for Students. We were

able to meet parents from Prague and

sign them up for JOM and met with Sac

and Fox students that will be graduating

this Spring.

• 29th: The end of Olivia Stacy’s temporary employment, Olivia was hired in

mid-June to oversee the RAP Clothing/

School Supply. We would like to thank

Olivia for all her work in that program,

she also did other office duties that contributed to the education dept successes

accomplishing daily tasks. Olivia is attending Seminole State College and we

wish her a college career that is full of

success.

October:

• 3rd: Justin Morris, attended the

Seminole Public School Title VI Parent

Committee Meeting. The school system

invites tribes to their meeting and only a

few attends. I am happy to say that the

Sac and Fox Nation has showed up for

the last three years.

• 5th: Justin attended Perkins Resource

Fair and the Title VI Parent Committee

Meeting. Justin engages in the Title VI

meetings and I am grateful that he is a

voice in those meetings as to what the

public schools should be doing with their

federal funding.

• 10th: I attended the North Rock

Creek impact Aid Meeting. There were 5

parents that attended.

• 12th: In person Blackhawk Advisory

Board meeting was held at the Sac and

Fox Nation Cultural Center.

17th through 21st Justin and I attended

the National Indian Education Association (NIEA) Conference in Albuquerque, New Mexico. I was invited to sit on

a panel with two other tribes from New

Mexico and Washington State. Discussion was Tribal Education Departments.

There were a lot of informational sessions going on, it was impossible to go

to all as some was going on at the same

time. I was glad to have Justin attend as

he hit some high priority sessions that we

needed information for our department.

• 25th: Our Oklahoma Advisory Coun-

cil on Indian Education meeting started

up again at the State Department. I was

placed back on the board by Greg Treat,

President Pro Tempore of the Oklahoma

Senate.

• 28th: RAP Meeting

November:

• 3rd: Tinker AFB Field Trip (Native

American Heritage Statice/ Art Contest).

The Education Department chartered a

bus to transport students from Stroud,

Ripley, Prague, Meeker, Chandler, Shawnee, North Rock Creek, Pleasant Grove,

Grove Public Schools. 25 students and

9 advisors/counselors and staff in the

Sac and Fox Nation Education Department (4). We had a total of 10 entries of

art work that participated in the contest.

Schools that participated were; Three

students from Grove, one student from

Pleasant Grove, two students from North

Rock Creek, two students from Meeker,

two students from Shawnee.

• 6th: The Sac and Fox Education Department set up a booth at the Thunder

Native American Youth Day. The Sac and

Fox Students from Cushing and Meeker

Public School along with a parent/advisor/counselor was treated to a ticket to attend the Thunder vs. Hawks that evening.

The event started at 12:30 pm.

• 9th: I attended the Tribal Education

Department Scholarship Forum at the

Grand Casino. We were on the panel

to inform area public schools of our resources for our Sac and Fox Students.

Tribes that attended were: Sac and Fox,

Absentee Shawnee, Osage, Quapaw,

Creek, Comanche, Iowa, CPN,

• 15th: Education Department set up

a booth at the Iowa College Fair. This

event was hosted by the Iowa Education Department. There were 20 public

schools with around 500 students.

• 16th: Education Department set up

a booth at the Gordon Cooper Vo-Tech

College Fair. The Sac and Fox Nation

Education also helped coordinate an activity to the vo-tech students of the Sac

and Fox Nation History. We had the Sac

and Fox Princesses attend, Breanna Butler, Miss Sac and Fox Nation, Anessa

Hamon, Junior Miss Sac and Fox Nation and Mahlea Warrior, Little Miss Sac

and Fox Nation. Railee Primeaux from

Shawnee Middle School, Arlen Goodfox, singer, and Juaquin Hamilton, MC.

There were two sessions one in the morning and afternoon.

We would like to remind our Sac and

Fox students of some important deadlines that are coming up;

• Spring semester for higher education

2024. ALL DOCUMENTS MUST BE

Letter to Editor

To: Members of the Sac and Fox Nation

I wish to share with each of you tribal members, the intent of the RAP tribal

funds, from which each of us receive a

check each year. RAP stands for Revenue Allocation Plan.

This document was duly approved by

the Governing Council by Resolution

SF/GD-96-04 on April 27, 1996. This

document was then approved by the Secretary of the Interior on May 13, 1997.

Thus, all amendments, or revisions, to

the Gaming Revenue Allocation Plan will

require federal approval. Any changes to

the RAP law must be approved by the

Governing Council.

In an effort to teach the tribal member

the difference between tribal needs, and/

or committee needs, I developed a List

of Tribal Needs. I had 100 copies made

of the Tribal Needs, and at our last Special Governing Council, Oct. 28, 2023, I

put them on the table where we put our

handouts for the tribal member(s) to pick

up for their information. I then person-

ally gave each member of our Business

Committee a copy of the Tribal Needs.

The List of Tribal Needs was printed on

yellow paper for easy identification.

Thus, I want the total membership to

learn the difference between tribal needs

and just committee needs. Furthermore,

half the proposals came from our federal programs who already receive funds,

requested by the program directors themselves!

May the List of Tribal Needs help

each of us to learn that we, the tribe, must

have programs that will provide “more

funds” for the tribal members. The two

casinos I recommend will do just that!

In conclusion, the building downtown

Stroud, Oklahoma belongs to the Sac and

Fox Nation. Period.

I salute the “young tribal member”

who attended the Special Governing

Council to make known to us his “need

for more money.”

11. Keep the tribal Delinquency Bldg full: Must negotiate contracts with the State/Tribes/

BIA/ Cities; 12. New Tribal Bldg Complex (2 story, with Conference Room, basement for

storing files, Tornado room; 13. Jim Thorpe Statue (in front of the new Tribal Bldg Complex);

14. Negotiate with the City in Pennsylvania, for the return of Jim Thorpe’s body, to our reservation; 15. Butterfly Area (Northeast side of reservation, and/or near the river on north side);

16. Clean up/out the entire tribal reservation, to look nice at all times. Cut trees down, we

always need fire-wood; make posts, burn small limbs, etc; and,

17. Keep all tribal cemeteries clean, and neat. Ex: the Dancing Ground cemetery. Also,

Realty needs to insure that the owner possesses ingress, and egress ownership; 18. Use tribal

Road funds, on tribal roads, and streets where members live. (Ex: Prague); 19. Our tribal

Realty Office need to include, on sale of any tribal land, that the owner possesses ingress and

egress with the sale of land, that has a family cemetery; also,

20. Build a Bark-house. (for display, and show our heritage); 21. Build a Gift Store (allow

tribal members to contribute sale-items, hand-made items); 22. Build “brook” on east side of

the Pow-wow grounds; 23. Build two “foot-bridges” across the brook, (south end and northern end); 24. Plant flowering trees around the pow-wow area, and other areas, such as the

church; 25. Build a “Splash-pond” for the children, and elders, to cool off during Pow-wow;

26. Trim all trees on the Jim Thorpe Park area(s), at least twelve feet from ground. Kill all

poison-ivy; and,

27. Move the “Drum, and Singing Contests” to October, and/or November. November is

National Indian month, isn’t it?; 28. Once we move the casino to Stroud, then that building

will be free for tribal use; 29. Invite other businesses to hold their annual/quarterly meetings

on the reservation; 30. Invite the Western Tribes to hold meeting on reservation. Who do

the Bureau of Indian Affairs pay to hold their meetings? They need to do business with the

Indian tribes who provide their jobs, and salaries; also,

31. Get “quotes” from insurance companies, as to the cost to provide the Nation with burial

expense, and also all the other services that the Nation provides; 32. Sell “Note-pads” with

the tribe’s name, and other tribal items. Ex: Rocks, t-shirts, w/Clan; 33. Have a “genealogy

sheet” on every member, filed in his personal folder, with his/her Indian name, and Clan name.

Go back to the years, at least, when we started our tribal Computerized Membership List;

34. Again, I request that an up-dated Membership Booklet be developed, and distributed to

the current membership; 35. Always have a picture of the Business Committee in the annual

Governing Council packet, at the front of the book, with their names, and positions; and, 36.

INVITE/ENCOURAGE out-of-state members to attend either the annual Governing Council,

and/or the annual Pow-wow. Then, introduce them, and honor them.

Activity Committee Announcement

The Sac & Fox Nation Activity Committee is comprised

of tribal member volunteers who have the desire to promote activities within our tribe. The Activity Committee

is open to all Sac & Fox Nation tribal members as well as

non-tribal members.

Beginning in June the Activity Committee will hold a

regular meeting the first Tuesday of every month at 6:30

pm in the Shawnee Multi-Purpose Building. Meetings

are open to the public. The Activity Committee encourages membership, ideas, suggestions and/or concerns of

the organization and hosting events.

PHILOSOPHY

Four Receive AARP Tribal Elder Honors Nov. 1 at First Americans Museum in OKC

Fox Nation tribal attorney and was the

first chief justice of the Supreme Court

for the Cheyenne and Arapaho Tribe.

She was also the first employee of Oklahomans for Indian Opportunity, which in

turn was the first statewide Indian organization in Oklahoma.

She also served as administrator, high

school teacher, bus driver and janitor at

the first Indian-controlled school in Oklahoma, Institute of the Southern Plains, in

Hammon. Along the way, she worked at

Deganawida-Quetzalcoatl University in

Davis, California; Evergreen State College in Olympia, Washington; and was

special assistant to the president at South

Oklahoma City Junior College (now

Oklahoma City Community College).

• Linda Standing: Linda Standing is

an enrolled member of the Sac and Fox

Nation of Oklahoma and is of Kickapoo

Tribe of Oklahoma descent. She has

served the Sac and Fox Nation in various

capacities through the years, such as tribal secretary, a member of the Sauk Enterprise Board ans as a commissioner for

the Sac and Fox Housing Authority.

She graduated from Harrah High

School and attended Central State University in Edmond where she met her

late husband Freddie Standing. The two

had three children and moved with them

to Denver. It was during this time that

she was involved in the Denver Native

American Center, organizing local powwows and a youth dance troupe, as well

as, working with the National Indian

Health Board.

As her children grew, Standing moved

back to Oklahoma and became a parent

sponsor for the Anadarko High School

Native American Club, assisting in fundraising, sponsoring powwows and chaperoning field trips. In was through these

activities that she met and grew her family through adopting and taking in several

children into her home.

Standing became “mom” to numerous

children throughout her life, many of

whom still call her that. She is a respected tribal elder and an active member in

the tribal community events. Standing

is an accomplished seamstress in ribbon

work applique and beading. Standing

strives to instill the traditional teachings

and values to her children, grandchildren

and tribal community.

• Gwen Butler-Switch: Gwen Butler-Switch is a Sac and Fox Nation of

Oklahoma member and a descendant of

the Absentee Shawnee Tribe. She was

born and raised in the northeastern part

of Shawnee, Okla.

Butler-Switch is well-known for her

artistic talent in traditional Native American attire applique work, making powwow dance competition attire for men

and women. Butler-Switch also designed

and made shawls and vests for the Tinker

Air Force Base’s Inter-tribal Council in

Oklahoma City.

She has contributed her traditional Native American talent and skill to the Sac

and Fox Nation of Oklahoma Educcation

Dept. and the University of Oklahoma

Indian Alumn i Society by creating Native American student graduation stoles.

Butler-Switch has also made several

handcrafted ‘Quilts of Valor,’ which are

awarded to an Armed Forces member or

veteran who have been touched by war.

She as also involved in tribal affairs as

a former Sac and Fox Housing Authority board member. She spent 27 years at

Tinker Air Force Base, where she retired

as a B-52 sheet metal mechanic.

Butler-Switch values family, endurance, traditions and Native American

culture. She is an elder who is loved and

respected by everyone who meets her.

• Edwina Butler-Wolf: Beverly Edwina Butler-Wolfe has accomplished what

no other woman has achieved in the history of the Absentee Shawnee Tribe of

Indians of Oklahoma: She has the distinction of being, no only the only woman to serve as tribal governor, but also

the only governor to be elected and serve

three consecutive terms.

As governor, she signed the first memorandum of understanding between the

tribe and the American Red Cross, ensuring emergency response support for

the tribe, if there was ever a need. Butler-Wolfe has also been an active member of the National Congress of American Indians and served as vice president

of the United Tribes of Oklahoma.

Today, Butler-Wolfe is an appointed member of the Oklahoma Advisory

Council on Indian Education, and works

as education director for the Sac and Fox

Nation, where she provides support and

service to Sac and Fox youth, as well as,

higher education and job training assistance for adults.

Butler-Wolfe is known for working

diligently and tirelessly for students

throughout her career, which spans 15

years with North Rock Creek School as

the Title VII coordinator, and two years as

a coach. She’s helped countless students

with their studies, obtained resources and

is there as support for everyday life, in

school and out.

One of her goals is to not let any student be left behind, and she has used her

own time and money to that end, ensuring

her students have every possible opportunity to be successful. Her dedication

and hard work have been instrumental

in creating a better future for Indigenous

youth.

BAGS AND POUCHES-WOODLAND

IN SIZE THEY ARE the same as those of the Plains to the

westward, and were made in essentially the same way, and served

the same functions, but in appearance and atmosphere they were

quite different. As the designs of the Woodland tribes differed

from those of the prairie peoples, so the beaded bags differed in

ornamentation and effect. The one is Horal, the other geometric.

There is likewise the usual difference in beading technique, the

Woodland with the overlaid and the Plains with the lazy stitch.

The pipe bag in the illustration is an old Chippewa bag, of

the same size as its prairie counterpart on the opposite page, but

with the curved Horal treatment in contrast to the straight lines

of triangles and rectangles. It, too, is the container of its owner's

ceremonial pipe and thus becomes an article of importance.

The pocket bag below it is but partially beaded, the buckskin itself serving as the background, a treatment equally as prevalent as solid beading. A common practice is to make these bags of

velvet, to match the dance clothing of the same material.

The little buckskin bag at the left is the Woodland counterpart of the strike-a-light pouch. The knife sheaths were usually

solidly beaded as shown.

The most famous of Woodland beaded articles is the huge

medicin(I bag, seen in the photograph on page 105. This bag, a11

old Chippewa one owned by the author, is 18 inches square, with

a shoulder strap 8 inches wide and 50 inches long.

Chief Carter Comments on Tribal Tags

within tribal jurisdiction. The Oklahoma Department of Public Safety said in

a statement that the ruling states Native

Americans can only use a tribal tag if

they reside and “principally garage” their

vehicle in the tribe’s territory.

Principal Chief Carter is one of the last

remaining Sac and Foxes who was at that

case. His father, Truman Carter, issued

the very first tribal license plate in Oklahoma and was one of the main three who

filed the case.

Only three tribes - the Cherokee,

Chickasaw and Choctaw Nations - have

compacts with the state that allow them

to issue tribal tags regardless of where

their citizens reside.

According to Carter, the Sac and Fox

Nation’s jurisdiction runs as far north as

the Cimarron River, as far south as the

north fork of the Canadian, east to the

Creek County-Lincoln County line, and

all the way to the west side of Kickapoo

Street in Shawnee. This is 750 square

miles that fall under the Nation’s jurisdiction. Just about half of the tribe’s

membership - 4,000 people - live within

these boundaries.

“That case isn’t just about car tags, it’s

also about income tax,” he said. “The

question really is, if you’re not legally

required to pay a tax, would you? The

answer is always no. That was the heart

of the issue back then and still the heart

of the issue now.”

BAGS AND POUCHES-PLAINS

BAGS WERE NEXT in importance to clothing in the everyday

life of the Redman- they were his pockets, his tobacco pouch, his

pocketbook, his handbag. Important, too, were they to the Indian

in gala dress, as something beautiful to carry, richly supplementing

the finery of his clothing. There were four types:

The pipe bag, one of the most beautiful of Indian items,

much coveted by collectors, was made of soft leather and heavily

beaded and fringed. It contained the precious ceremonial pipe of

its owner. The bag proper consists of a square or rectangular section solidly beaded on both sides, about six inches wide and six

to ten inches long. Above this is an extension of about the same

size, beaded only with a band or two so that it can be drawn together for tying. At the bottom is a long fringe, sometimes as long

as the bag itself, thus often giving the bag an overall length of

three feet; the one illustrated measures twenty-six inches.

Pocket bags, sometimes called paint bags, were worn on the

belt to serve as a pocket for carrying tobacco, paint, or small

trinklets, or in the case of wome~, sewing materials. They are

about six inches wide and lack the long fringe.

Strike-a-light bags carried flint for making flre, and in later

years served as a pocketbook. In size they run three by four, or

four by 6ve inches.

Knife sheaths of leather were beaded; of rawhide, were

painted parlleche-style.

Clean Hands Count

National Handwashing Week is observed the first week in December and is dedicated to

helping people remain healthy one hand wash at a time. Per the Centers for Disease

Control and Prevention ("CDC"), keeping hands clean is one of the best steps against

illness and the spread of germs. The term hand hygiene includes both the use of alcoholbased hand sanitizers with at least 60% alcohol when hands are not visibly dirty and

washing with soap and water. With the coming influenza season and COVID-19 still very

much around us, it is best to take necessary precautions to keep yourself and others safe.

Five Stegs to Handwashing

• Wet your hands with clean, running water (warm or cold), turn off

the tap, and apply soap.

• Lather your hands by rubbing them together with the soap.

Lather the backs of your hands, between your fingers, and under

your nails.

• Scrub your hands for at least 20 seconds. Need a timer? Hum the

"Happy Birthday" song from beginning to end twice.

• Rinse your hands well under clean, running water.

• Dry your hands using a clean towel or air dry them

Earned Income Deduction

Households with earned income are allowed a deduction of20

percent of their earned income.

Dependent Care Deduction

Households that qualify for the dependent care deduction are

allowed a deduction of actual dependent care costs paid monthly to

a non-household member.

Child Support Deduction

amount of monthly child support paid.

Medical Expense

Deduction

Households that incur monthly medical expenses by any household

member who is elderly or disabled are allowed a deduction in the

amount of out-of-pocket medical expenses paid in excess of $35

Deduction

Households who furnish the majority of meals for a home care
