The regular meeting of the Round Valley ‘l'ribal Council was called to order by President Joseph
Parker on October 11, 2025, at 9:10 a.m. in the Buffalo Room within the Tribal Administrative
Building located on the Roun Valley Reservation.
Roll call and the following Council Members were present: Mr. Parker, Mr. Britton, Ms.
Hoaglen, Mr. Whipple (arrived at 9:14 a.m.). Mr. Oliver, Mrs. Henao & Ms. Whitehurst

Buffalo have been “recently” vaccinated and doctored. Deb Hutt offered her test kit to test the
soil. Mrs. Stillwell is concerned about the baby buffalo not growing. There are many ideas to try
and help with solutions to help in the area.

GRILL. | ALSO PURCHASED THE BLACKSTONE TABE AND 27 PART ACCESSORIES

SEPTEMBER 16, 2025 WE WERE CLOSED DUE TO POWER OUTAGE. POWER DID

Head Start Report
September 2025
The Head Start Program is fully staffed, fully enrolled and we had a 90% attendance rate for the
month of September.
The classroom focused on learning the routines and making new friends. At the beginning of the
school year the teachers do an assessment with each child. The assessments are required by The
Office of Head Start within the first 45 days of class attendance. The first assessments give
teachers the information to lesson plan for the development of the current students.
Individualization within children’s needs and interest. The same assessments are repeated three
times a year and our ChildPlus computet program shows the progress the children make. This
information is shared with families during conference week.
We have two students that receive services with Round Valley Unified School District to meet
IEP goals and objectives.
The Head Start team enjoyed participating and serving at the California Indian Days BBQ on
Thursday the 75". Additionally, the children and families en) oyed being in the Parade.
Julia Russ, grant writer, and | met with The Office of Head Start management team regarding our
upcoming grant submission. I submitted the documentation needed for the extension and we are
on track. The pending CLASS re-evaluation is scheduled October 20%-24".
Head Start and Childcare had a fire drill in September. The fire extinguishers were serviced and
certified operational. The Head Start Emergency Plan is being updated to reflect our return to the
Head Start and Childcare building.

Child Care Program — General Goals and Objectives: To continue
direct communication with staff and parents and provide information to
the Tribal Administration and Tribal government all issues regarding
program activities, budget, and funding concerns.
Child Care Comments — The Child Care and Development Fund
(CCDF) assist low-income families in obtaining Child Care so they can
work or attend training/education.
For the month of September 2025, the Child Care Program was
busy with day-to-day operations...Greeting the children and their
families in the morning, having a fun filled day, and ending the day with
happy children.
Also, for the month of September the Child Care Coordinator and
Assistant were busy completing the Child Care Plan that was submitted
July 1, 2025, and sent back for corrections regarding Background
Checks and The Tribes First Emergency Response that must be
completed and approved by December 2025. We are required to make
corrections.
The Child Care Program was honored to host the Community
Dinner to open California Indian Days in the arbor with a prayer and
song on Thursday, September 25, 2025. We had a great turnout. The
Child Care Program had a float and two side by sides supporting
“Honoring The Water, Water is Life”. Healing is what is needed in our
community. It was a good feeling to see all the happy faces and
excitement from the pageant, mud boogs, parade, dance groups, softball
tournament, rodeo and all the other things that were happening. Thank
you, Round Valley Indian Tribes and Tribal Programs, for making
California Indian Days a huye success, it was a lot of fun, and healing
for the people.

September 2025: 35 Caretaker relatives, 23 eligible 2 parent families and 38
eligible one parent family cases

Admin and Program Staff- Round Valley Tribal TANF Executive Director traveled
to Sacramento, California, September 23, 2025, to attend the California
Department of Social Services Tribal Consultation and to attend CDSS Office of
Tribal Affairs quarterly meeting at CDSS Social Services offices on P strect in
Sacramento.
TNAP
During the month of September 2025, the RVIT TNAP providing fresh vegetables
weekly to RVIT elders as part of the elder food distribution part of the program.
TNAP had its September 17, 2025 community dinner at Hidden Oaks.

DOMESTIC VIOLENCE AWD SEXUAL ASSAULT OFFICE
MONTH OF SEPTEMBER 2025
In the month of September, our office received (5) crisis calls. Our office has assisted with
emergency services to meet our clients’ basic needs. Our office has collaborated with other
Programs to meet the needs of our clients, advocating for them in court, with Sheriff and Tribal
Police and helping them create safety plans. We recognize there are many cases that go
unreported, and for the ones who are brave enough to do so, we want to be supportive as
much as possible. It is a scary situation to go through. We do not want them to do it alone.
Our office completed our objectives by the close of our grant. We only needed the Training
objectives. We did so by going to the Give it to the Fire meeting at the old June Marie’s
Building. We plan on attending more of the already scheduled meetings to bring
awareness/training. Our speakers are focusing on Historical Trauma and the connection to
domestic violence in families today. We also hosted the cultural food booth with the help of
Ms. Joleen Whipple by providing the food for our dance groups. It is greatly appreciated. This is
very important to do. We had our Domestic Violence Office banner and tablecloth up and
invited our elder to give the blessing and to talk about DV Awareness. Thank you.
