Governor’s Report
Ma gu wam,
Irrigation Infrastructure Act
In 2009, the Rio Grande Pueblo Irrigation
Infrastructure Improvement Project was
authorized by Section 9106 of P.L. 111-11,
the Omnibus Public Land Management
Act (commonly referred as the “Irrigation
Infrastructure Act”. According to the
US Bureau of Reclamation website,
https://www.usbr.gov/uc/albuq/progact/
NMPueblos/index.html:
“Congress directed Reclamation to
conduct a study and develop a list
of recommended projects to repair,
rehabilitate, or reconstruct irrigation and
drainage facilities for the New Mexico
Rio Grande Pueblos, in consultation
with the Pueblos and in coordination
with the Bureau of Indian Affairs, Natural
Resources Conservation Service, and the
U.S. Army Corps of Engineers.
“The intended benefits of the project
are: water conservation, addressing
potential water supply conflicts in the
Rio Grande Basin through extending
available water supplies and enhanced
water management, increased agricultural
productivity, economic benefits, safer
facilities, and preservation of the culture of
Indian Pueblos in New Mexico...”
While the Act was passed by Congress
in 2009, very little funding has been
appropriated. Since 2009, several years
of patchwork funding to the various Rio
Grande Pueblos and Tribes has resulted
in surveying and other planning-level
data to define the irrigation infrastructure
projects and cost estimates needed to
pursue construction funding under the Act.
In July of 2017 a draft report consolidating
this preliminary data was finally completed
for all Rio Grande Pueblos and Tribes,
including Isleta Pueblo. On August 9, 2017,
Isleta Pueblo provided input and comments
on the draft report to the US Bureau of
Reclamation. It is expected that internal
US Department of Interior reviews will
take on the order of three months before
the final report is routed to the applicable
Congressional committees in late 2017.
Completion of this preliminary report is a
vital first step in pursuing federal funding
for irrigation infrastructure construction
activities under this Act. To obtain funding,
however, more work and diligence by
the Pueblos and Tribes of New Mexico is
needed. The leadership of each Pueblo
and Tribe will have to work with various
delegations to continuously push and lobby
for this funding in the years to come.
If Isleta Pueblo community members are
interested in reviewing the draft report, and
sections applicable to Isleta Pueblo, please
drop by the Water Resources Department
located at the Governor’s office.
I am pleased to report that, on Saturday,
August 19, 2017 Archbishop Wester
blessed the newly constructed CCD
building along with church members. The
building is near completion, however, a
portion of the building was utilized for the
August 28th feast day. We hope to have
a formal opening sometime soon. Also, on
August 19, 2017 we celebrated the Native
American Ministry mass at the Cathedral
Basilica of St. Francis of Assisi in Santa
Fe. In attendance were tribal leaders from
various pueblos along with Lt. Governor
Max Zuni, Lt. Governor Andrew Teller,
former Governor Paul Torres and Lt.
Governor Isidor Abeita. It was a beautiful
celebration.
Lujan. It takes a great deal of preparation
for this event added by the support and
dedication of family and friends. Thank
you to all!
In anticipation of our feast days, we are all
looking forward to celebrating our customs
and traditions. Let us give thanks to our
Great Spirits for their blessings. I would
like to thank the sponsors for the August
28th Feast Day – Mr. & Mrs. Jose Keryte,
Mr. and Mrs. Phillip Jiron, Mr. & Mrs.
Michael Sarracino and Mr. & Mrs. Charles
I want to take this moment to give
condolences to the families who have
recently lost their loved ones. I wish you
strength to endure your loss.
The September 3rd and 4th Feast days
are sponsored by the families of Lupita
Chewiwi and Pauline Acoya. Thank you all
for your participation. We hope you enjoy
the day with friends and family.
We have a great event scheduled for Sunday,
September 17th at the Isleta Lakes and RV
Area – Family Fun Day from 11:00am to
7:00pm. There will be food, games, bouncy
houses and prize drawings. Passes will be
provided to each family. Look for posters
and additional information – soon!!
May the Great Spirit always guide you and
keep you and your families safe.
Thank you, Governor Robert Benavides

Optometry Department
Change to Optical Store Hours
Due to the increased volume of patients getting glasses
in the eye clinic, our hours for frame selection, glasses
orders, adjustments, and repairs will change starting
Monday July 3, 2017.
Below are the specific changes:
1. Patients will be able to take care of their optical/
glasses needs Monday-Friday between the hours of
1:00pm to 4:00pm only.
2. Patients will no longer be able to walk back to the
optometry office and will be required to check in at the
front desk.
3. The afternoon store hours are on a first come first
serve basis and is considered a walk-in clinic.
This change will allow the optometry staff to better serve
patients while allowing the optometrist full time attention to
provide comprehensive eye exams. We will accept the first
EIGHT patients who check in.
We thank you for your patience. Feel free to contact us
with any questions or concerns at (505) 869-4080. Thank
you for letting us take care of your vision and eye health.
WIC NOTES
Cavity Keep Away
Dental health is important for everyone, including
pregnant women and infants.
Did you know you can catch a cavity?
Cavities are made by germs in our mouth that feed
on the sugar we eat.
The germs can pass from person to person through spit.
Keep the mouth germs away and you’ll keep the cavities away!
Here are a few ideas to keep those cavity causing germs away.
√ Visit your dentist during pregnancy. Dental treatment is safe.
√ Wipe baby’s gums twice a day, in the morning and right before
bed.
√ Clean pacifier and bottle with soap and water, not spit.
√ Give only water in the bottle at bedtime.
√ First tooth-> baby gets her own toothbrush.
√ Only use a dab (the size of a grain of rice) of fluoride toothpaste
every time you brush your baby’s teeth.
√ Take baby to dentist before his first birthday.
√ Each family member uses his or her own toothbrush, spoon, fork
and cup.
√ Choose gum or mints that have Xylitol (Zy-lih-tall) in them.
√ Health foods help keep cavities away.

LEAD AND COPPER SAMPLING
The Environmental Protection Agency (EPA) requires testing for
Lead and Copper in drinking water on a scheduled basis. The
Eastside and Subdivision water systems have been scheduled
for testing in 2017. The sampling cannot take place without the
cooperation of the residents in the area as they are the ones that
collect the water sample. The Pueblo of Isleta appreciates the
homeowners’ assistance in obtaining these samples.
The Pueblo is required to submit a total of 10 samples for the
Eastside water system and 10 samples for the Subdivision water
system. The sampling sites are selected based on the homes
plumbing system : When it was installed, the type of piping used
and if lead solder was utilized. EPA breaks down the various
plumbing systems by “tiers”.
Tier 1 samples are from single family homes that have copper
piping with a lead based solder used to connect the pipes together,
installed after 1982 but before the Lead based solder was banned
in 1986; and/or served by a lead service line (galvanized).
Tier 2 locations are the same as Tier 1, except multi-family
dwellings or buildings may be included in the sampling and not
just single family residences.
Tier 3 sites are single family structures with copper pipes having
lead solder, installed before 1983.
If you own a home constructed after 1987 you should not be
concerned about lead leaching into your drinking water supply due
to the materials used in the plumbing system, which is why EPA
does not recommend using your home as a sampling site.
A total of 10 samples from each water system will be sent to
Houston, Texas for analysis of the water. The EPA laboratory
reports the results to the Pueblo of Isleta and each residence that
had a water sample submitted should receive information on their
water sample results.
The Utilities Division of the Public Services Department is
currently updating all the Lead and Copper sampling plans for the
Pueblo of Isleta. Both Eastside and Subdivision water systems
sampling plans should be completed this year. Lead and Copper
sampling plan updates for the Los Charcos and Westside water
systems are also underway.
If your home meets the above criteria for a sampling site and you
are interested in having your water tested for Lead and Copper as
a part of this EPA program, please contact Mr. Edwin Jaramillo at
505-869-9782.
TR 82 Water Project Update
October 2017 is the much anticipated start date for the construction
of a new 6” water main to be installed along TR 82 from TR 78 to
TR 84.
The Pueblo of Isleta in-house “force account” crew consisting of
Phillip Jiron, Brian Jaramillo and Rafael Anchondo will be the
construction team completing the work, with the help of POI utility
workers.
The work will consist of a new 6” water main, fire hydrants, valves
and service lines to each residence along the roadway.
Detours and road closures are going to be necessary to complete
the work during the project. TR 82 is a very narrow road in places
and it is going to take the cooperation of area residents to make
this project work.
The engineering for the project was done by Indian Health Services
(IHS) and they will oversee the construction phase as well.
Village Sewer Design Survey Underway
“Village Sewer Line Improvement Project”
The Public Services Department – Utilities Division has been
funded through the State of New Mexico to hire an engineer to
design the Village Sewer Line Improvement Project. The project
area includes the homes within the Village Proper and extends as
far south to the Rec Center/Lagoons and west to NM 314. This
project also includes planned sewer expansion to approximately 16
additional homes that are not currently on the public wastewater
system.
Huitt-Zollar Survey crews are working in the Village area of the
Pueblo of Isleta and will be locating sewer mains, manholes, sewer
service lines (from your home to the main line) and clean-outs.
The survey crews need to locate the clean-out caps that are on
your property as a part of this project. If you know where your
clean-outs are, if you have more than one sewer service line and
additional sets of clean-outs, please let the surveyors know this
information.
It is important for the survey crews to locate ALL the clean-outs,
service lines, main lines and manholes all through the Village and
surrounding area to help in the design of an efficient replacement
sewer system for the Pueblo.
If you know where your clean-outs are, or if know you do not
have any clean-outs, please let the survey crews know this vital
information.
Marking your clean-outs with paint or a wooden
stake would be beneficial as well. If you know you have more than
one sewer service, please mark both of the lines/clean-outs for the
surveyors. If there are more than one set of clean-outs due to the
distance from your residence to the sewer main line, mark these
as well. Any information you can share with the surveyors would
be welcome!
This is the very beginning of the design work being done for the
Pueblo of Isleta. The goal is to replace the existing old clay sewer
main piping with new pipes, replace service lines from the main
sewer line to each residence, and replace or add new manholes as
needed.
Thank you all for your cooperation during this surveying project.
If you have any questions, please contact

Transit Services Coming to the Pueblo of Isleta
The Pueblo of Isleta and the Rio Metro Regional Transit District are pleased
to announce two new transit services coming to the Pueblo in December. A
new weekday bus route will connect the Pueblo of Isleta and Valencia County
communities to Downtown Albuquerque, providing three northbound and three
southbound trips during times that the Rail Runner does not operate mid-day.
On the Pueblo of Isleta, the bus route will stop at the Rail Runner Station and a
proposed stop near the Rio Grande bridge on NM 147.
Rio Metro, again in partnership with the Pueblo of Isleta, will also be bringing its
“Dial-a-Ride” service to the Pueblo. This service will operate on weekdays from
approximately 9:00am-2:00pm and provide trips to and from destinations within
the Pueblo. To use the Dial-a-Ride service, residents will be required to call Rio
Metro dispatch and schedule their trip in advance. An accessible van will then arrive on the date/time of their reservation and
take them to their destination.
More information about both services will be provided in October and November as details are finalized. Look for future updates
in this newsletter, flyers posted at various locations on the Pueblo including their website and social media, and on Rio Metro’s
website, www.riometro.org

Most of the rockets worked while others did
not. On August 18th students made moon
sand out of flour and baby oil which they
got to play with. On Saturday August 19th
they made galaxy slime and made pinhole
viewers. August 21st was the day of the
eclipse. All participants got solar eclipse
glasses to view this historic event. We also
had the viewing of the eclipse displayed on
our TV as seen from NASA which everyone
enjoyed. Thank you to all who participated
and were able to enjoy this event with us.
On August 17th the library set up a table at

Family Appreciation Day
You’re invited to join Isleta Resort & Casino for
a large Family Appreciation Day at the Isleta
Lakes Music Park. The event, scheduled for
September 17th, takes place from 11:00 a.m.
until 7:00 p.m. Pueblo of Isleta tribal members
are invited to attend with their immediate family.
Four wristbands will be issued per family. Every
participant must have a wristband, which may be
picked up at the Isleta Governor’s Office. Pickup
begins September 5 – September 15th, during
the hours of 8:00 a.m. and 4:00 p.m. The office
is located at 117 A Tribal Road 40. For any
questions or concerns, please call (505) 869-3111.
Shuttle service is also available for easy access,
taking place at the back parking lot of the Isleta
Fun Connection.
The event is only open for Isleta community
members, as well as Resort employees, celebrating
the tremendous amount of support from the
Pueblo of Isleta and Resort employees. The event
falls in the same week as the Resort celebrates 31
years of successful business.
The Resort & Casino’s 31st birthday comes
amid a $40 million renovation, expected to last
18-24 months. The work began in March with
closure of the Resort’s main entrance. The front
doors are expected to reopen in late September.
“We want to publicly thank all of our employees
for their extra hard work and assisting during the
time when our main entrance was closed. That
was a crucial component of the renovation, and
our employees did a fantastic job,” said Isleta
Resort & Casino CEO Harold Baugus.
The next steps in the renovation include closing
the Bingo Showroom entrance, so construction on
that area may begin.

Johnson O’Malley (JOM)
Welcome back to another school year! I
hope students enjoyed their summer and
are relaxed, recharged and ready to start
another year of learning. The JOM staff
is truly excited about working with the
community once again!
Before planning the upcoming school year,
we enjoyed the summer with 28 Summer
Bridge students. The Summer Bridge
program provided students Kindergarten
through eighth grade with extended
learning opportunities through thematic
learning over a 6-week period to ensure
students continue to attain and sustain
academic progress. Throughout the week
the students were able to relate each activity
to the theme in which they were able to
enjoy experiential learning opportunities to
places such as Meow Wolf, an art museum
located in Santa Fe, Gravity Park, the
Sandia Tram, Rio Grande Zoo and Pueblo of
Isleta Department programs.
Students also enjoyed STEM (science,
technology engineering and math) projects.
Students learned about the weather
patterns and how snow, tornados, thunder
and volcanos are created when there is a
shift in the system. Students built their
own bridge and race cars. The students had
so much fun when it was time to test their
bridges with weights and raced their cars.
It was more exciting to see the enthusiasm
in each student as they built each of their
projects.
Before we share just how busy we’ve been
with the JOM program, we are grateful
and appreciative for all the individuals
who participated in our Summer Bridge
program. We had several departments
participate throughout our Summer Bridge
Program which allowed our students to
visit their departments, introduce them to
various positions within their department
and provided activities and resources for
the students.
The JOM staff would like to take this
opportunity to send out a huge THANK
YOU. Without the transportation support
from Arnold Sena and the recreational staff
at the Pueblo of Isleta Recreation Program
our children would not have been able to
experience educational learning field trips.
Thank you very much! We would also like to
thank the following departments for their
time and dedication during our career week;
Chief Kevin Mariano, Clem Jojola and their
officers at the Isleta Police Department,
Isleta Fire Department, RaeAnn JojolaLucero and Thomas Zuni with the Diabetes
program, Mary O’Hara and Sue Chavez
with the Behavioral Health program,
Nathan Lujan with the Isleta Library and
1st Lt. Max Zuni & Paul Lujan who did
storytelling and introduced animals in
the TEWA language. With many thanks
we wish you and your departments much
success in your future endeavors.
Upon the completion of the Summer Bridge
program, we had taken nine middle and high
school students to Crow Canyon located in
Cortez, Colorado. Throughout the one week,
the students were exposed to the field of
Archeology and took a field trip to Mesa
Verde. Students assisted in the excavation
of a recent site discovered in 2016.
With no time to rest from all our digging
and hiking it was back to business with
JOM’s Back-to-School Supply distribution.
As you know, this is a great time for you to
get to know us and the services we provide
through the JOM program. During these
mandatory meetings you will get a short
overview of the history of JOM, budget
information, eligibility requirements and
learn about services provided to students.
This is also a great opportunity to update all
your contact information so we are able to
communicate important information about
on-going activities and services within the
program.
We also want to say THANK YOU to the
Education Department who every year
takes time out of their busy schedule every
year to help JOM prepare and distribute
over 700 back packs full of school supplies
to our students. Last but not least, we
had three Interns with the JOM program
during the summer, Philana Abeita,
Mariah Montoya and Damacio Chewiwi
who provided so much support to the JOM
program. THANK YOU INTERNS, your
help was greatly appreciated. YOU ROCK!
We welcome and value the positive energy
and dedication to excellence in education by
working diligently to ensure that when your
children return to school, resources are in
September 2017
place to support their learning. The JOM
staff have started planning and preparing
for your students wonderful educational
opportunities for the remainder of the year.
We are also working on two initiatives
with the New Mexico Public Education
Department and Isleta’s Higher Education
program to implement College and Career
Readiness and an Early Warning System
in the Los Lunas School District. Students
in grades 6th through 12th are encouraged
to participate and can sign up at the JOM
office.
As a reminder, in order to build bridges
for our children, all stake holders in
education have responsibilities to provide
the resources needed to ensure students
flourish in the school system. The JOM
program is here to support the bridges
that students will travel over so that they
experience many educational opportunities
we have to offer and find their passion to
seek and gain knowledge.
We are delighted that your students are
part of our JOM community. Parents and
families are important partners in our
students’ education and we look forward to
continuing our work together. The success
of our students depends on your support
and we thank you in advance for all your
hard work.

Recap of Quarter 3: Summer Programming
Quarter 3 began in April and ended in June
2017, which was midway through our Summer
Programming. During Quarter 3, the Spring
Semester After School Program ended and the
Summer Program began. Prevention Activities,
Prevention Awareness, and Education were all
included in the Summer Program. The youth
participated in a variety of activities that included
the High/Low Ropes course at Santa Fe Mountain
Center (SFMC), working with SFMC staff on
Disc Golf in Los Alamos, team building activities,
white water rafting and camping, hiking, planting
the community garden, and hosting our own
Youth Summit Summer Series. Three older
youth attended the “7th Annual THRIVE Youth
Conference” in Portland, Oregon. Two youth,
Glorianna Jaramillo and Lucas Jiron, were in
the Youth Ambassador We R Native track, and
Minewa Jaramillo was in the Digital Storytelling
track.

Sept. 3rd – Sept. 9th is National Suicide Prevention Week;
Sept. 10th is World Suicide Prevention Day. The blue and
turquoise ribbon represents suicide awareness and prevention.
During this week, wear these colors or the ribbon to show your
support for those who have been affected by suicide.
Warning Signs
Do you believe a loved one is contemplating suicide? Are you having suicidal
thoughts? Sometimes it’s hard to tell, so it’s good to know the warning signs.
Use the acronym IS PATH WARM.
Ideas of suicide: expressing suicidal thoughts or desires to die
Substance abuse: excessive use of drugs or alcohol
Purposeless: no reason for living or a burden to others
Anxiety: panicked, restless
Trapped: feeling there is no other solution to problems
Hopelessness: feeling circumstances will not improve
Withdrawing: unresponsive to family, friends or society. Sleeping
too much or too little.
Anger (uncontrolled): easily enraged or seeking revenge
Recklessness: partaking in risky behaviors
Mood changes: dramatic mood swings or constantly feeling down
Express your concern and ask your loved one if s/he is thinking about suicide.
Listen to what they have to say and express empathy rather than offer advice.
In crisis, call a chat line immediately to speak with a counselor or 911. Do not
leave a suicidal person alone.
Our program annually offers the community
garden to youth, clients of IBHS, and/or
community members. Although we had little
participation from community members and
clients, we incorporated our Summer Program
with the Community Garden. The youth planted,
watered, and pulled weeds while they learned
that gardens take patience, positive energy and
the right resources for growth. The youth have
helped the IBHS Community Garden take on
a different appearance than in past years. The
garden received some landscaping features that
include mulched walking paths, mulched areas
to decrease weed growth, and raised garden
beds. The Natural Resources department helped
us with some landscaping features. If anyone
is interested in joining the Community Garden
efforts for next planting season, get in contact with
IBHS @ 505.869.5475. This way we can plan out
the fall schedule and lead into spring scheduling
as well.
IBHS Prevention Youth Summit Summer
Series for ISLETA Youth ages 10 - 17 was held
on June 19 and July 17 and included incentives
and lunches. The Youth Summit was hosted in
collaboration with POI Service Providers. The
Summit Series provided information and education
on Mental Health, Domestic Violence, Healthy
Relationships and Bullying. While the summit
focused on education, experiential learning games
were used to help youth improve communication
skills. We are very grateful to Lt. Governor Max
Zuni, and his staff for providing the pizza and
salad to our Youth participants.
At the close of our summer program, we travelled
up north through Abiqui to El Vado dam and
participated in a white water rafting/camping
overnight trip. The youth learned the basics of
rafting and kayaking on the Rio Chama. This trip
was a wonderful opportunity to build a stronger
connection and create a beautiful memory. We
began our adventure near the El Vado Dam and
spent two days and 25+ miles on the river, often
with heavy rain clouds, thunder, and lightening
in the distance. Some youth had the opportunity
to venture out on single kayaks. Day two was
very exciting as we made our way through the
toughest spots on the river. Our group did a great
job, listening to our guides instructions on when
to paddle, which directions to take and so on. For
many of the youth, this was their first experience
of this kind. At the end of the trip, everyone
had their own exciting stories to share and look
forward to the next adventures.
