Governor’s Report

On August 9, 2008 the Pueblo of Isleta Tribal

Council and Administration held a community

meeting at the Isleta Casino and Resort Hotel

Ballroom. The meeting lasted from 9:00 am to

approximately 3:30 pm. The Tribal Council and

Administration extends a 'thank you' to the

over 300 members who attended, and thank

you for your input and ideas on moving Isleta

forward. Constructive meetings are meaningful

and important in planning for Isleta's future.

If Isleta intends to move forward in the best

interest of our children and grandchildren,

we must identify what we want in the way of

change. It's no secret that we are unhappy with

our system of government. Unfortunately, the

Pueblo of Isleta Constitution, which governs

our Pueblo, was crafted by the Federal

Government for the Bureau of Indian Affairs

in the 1940's for tribes to consider. Isleta

adopted its constitution in 1948, and therefore

it is no wonder that we are unhappy with our

government. It's like trying to repair a 2008

vehicle with tools made in 1948, it doesn't

work. A documentary aired about three months

ago on Channel 5 (PBS), which described a

constitution adopted by tribes in other states

which is similar to that of Isleta's constitution.

Since the arrival of the Europeans to the new

world Native Americans have been studied

in an attempt to find weaknesses with our

way of life, making us victims of the federal

system. Some of you may remember the late

Mescalero Apache President Wendell Chino

as he described the federal mandate on selfdetermination. Mr. Chino held nothing back

and described self- determination as SELFDESTRUCTION. Unfortunately for Indian

Country this self-destruction is happening.

The trust responsibility of the federal

government is at its lowest, and continues to

go lower. This is evident in the great decrease

in federal funding. Southern Pueblo's Agency

is at its lowest and is presently functioning

with a skeleton crew. Programs are being cut

and are not expected to be filled, and are being

moved to the Regional Office, where tribes are

complaining that services are being ignored.

What must Isleta do to overcome and prepare

for change? It's here and changes on how the

federal government deals with Indian tribes

will continue to happen on a negative note for

Indian tribes. Let us not wait till it's too late...

the time to act is now.

During the meeting we informed the tribal

members of the projects that have been

completed, and on those projects that are now

pending. Some of these projects were started in

the years 2005 are now being completed in 2008.

These include the Elementary School, Isleta

Lakes renovation, Golf Course Club House,

Fun Connection, hotel, new gas station, traffic

lights at major intersections, baseball fields

and parks, new waste treatment plant, and the

Rail Runner Station which will be completed by

October 2008. Projects pending are road repair

projects, construction of a judicial complex,

an educational complex, Pueblo water system

and highway safety projects along State Roads

47, 314 and Coors Road which will include a

new overpass over the rail road on Coors Road,

relocation of Palace West and projects reflected

on the Mis-Management Award Funds.

Gaming Tribes negotiated for a thirty-seven

year compact which will help with economic

development,

infrastructure,

education,

employment, and other critical needs for our

community. However, we cannot rely on gaming

alone for funding, and we must be leery of what

the US Government intends to do with its so

called trust responsibility for Native People.

We have to look for other resources to generate

income for Isleta. We advised you at the

meeting of various economic proposals such as

oil exploration, solar, and wind energy, basalt,

electric plants, gravel and cinder, a cement

plant and other proposals which continue to

come before the Tribal Council.

Again, thank you for a very organized and

productive meeting. Only with your help, will

Isleta move forward in a productive manner.

I remember our elders’ conversations years

back, when they described Isleta as passionate,

caring, considerate and full of wisdom. They

talked of how other tribes journeyed to Isleta

for advice from our elders. I know that times

have changed; however, we can make changes

for the future of our people if we make a serious

attempt to try. If I have offended anyone with

my report, forgive me, I am but a person

like you, with hopes of changes for a better

community.

The Department of Education along with

Administration has been working with the

Los Lunas and Albuquerque Public Schools to

encourage our students to continue with their

education. I want to apologize to the students

at Valencia High School for missing our

meeting on August 25, 2008. I promise I will be

there to meet with you in the very near future.

I am encouraging parents to please support

your children by sending them to school and

with their home work. If you are in need of any

assistance in the education of your children,

On August 29, 2008 I was the Keynote Speaker

at the Albuquerque Public School's 2nd

Annual Parent/Teacher Conference held at the

Marriott Hotel. It was an honor to speak before

the parents and teachers. However, I have to

give credit to the Department of Education,

Truancy and Counselors for their hard work,

and being recognized for their support of the

public school programs. We succeeded this

year with the high number of students who

graduated. Let us work for next year and

help all our students graduate. We need your

support, help your child get an education.

On August 20, 21, and 22, 2008, I attended the

Domenici Public Policy Conference held at the

New Mexico State University, in Las Cruces,

New Mexico. I was appointed to the Pete

Domenici Legacy committee in January. There

were many important speakers that talked of

Senator Domenici’s accomplishments including

the three semi-truck loads of documents that

will be delivered to the Domenici Library to be

built at the NMSU campus. I was interested

with one speaker particularly, James Baker,

former US Secretary of State and former White

House Chief of Staff. Mr. Baker talked about

Social Security and its future. I thought of our

children and grandchildren, and what kind of a

future they will have if Social Security runs out

as he mentioned. You hear many politicians

describe Social Security as not running out,

but reality tells us something is not being told

to the public that Social Security is in trouble.

If you receive your Social Security notices you

will notice changes in eligibility. Again, they

talk about raising the age limit to receive your

full annuity.

Beware of Strangers in

Your Neighborhood

Report Suspicious Activity

In an effort to curb suspicious and criminal

activities occurring in the subdivision areas and

other residential areas, "No Trespass" signs are

being posted in all subdivision and residential

areas of the Pueblo. The signs will give notice

to all persons that they are trespassing if they

are not a household member, guest or visitor of

a resident residing in the area. The signs are

intended to keep unauthorized persons from

entering residential areas.

Additionally, surveillance by both the Isleta

Police Department and private security in the

subdivisions will increase. You are encouraged to

report all suspicious activity to either the Isleta

Police Department or the surveillance officer on

duty. The company providing the surveillance

service is Golden Eagle Security Agency. They

will be driving marked vehicles with their logo.

Both the signs and increased surveillance are for

the purpose of protecting the safety of community

members and residents. We hope to make your

neighborhood a safe place to live by discouraging

gang activity and criminal related activities.

All homebuyers and tenants of homes managed

by the Isleta Pueblo Housing Authority are

reminded that homebuyers and tenants will be

held responsible for their household members,

guests and visitors. Persons observed loitering in

a residential area will be asked their name and

what home they are a resident, guest or visitor

of. Please remind your children that they should

check with you before inviting guests to your

home.

The Pueblo of Isleta, the Isleta Pueblo Housing

Authority, the Sunset Hills Neighborhood Watch

Association and the Police Department are

working on other activities to curb and prevent

criminal activities. You will be informed of these

activities as progress is made on them.

Hello Everyone from the Pueblo of Isleta

Public Library!

We hope you are in good health and spirit.

We are in full swing with our After School

Program. We have many patrons dropping in

for homework help, research needs, computer

assistance and simply keeping up with

current events from our periodicals. We are

happy to see them use the many resources we

have available.

Students are taking advantage of our

homework incentive, "FALL FUN" that

we have going for August which is a trip to

Hinkle Family Fun Center on September

12, 2008. They have until September 11 to

collect 30 points. In order to go on the trip,

they have to complete their homework or read

for 15 minutes. Homework must be completed

before any reading points are to be awarded.

So far we have 51 students actively working

on collecting their points! This is AWESOME!

Keep putting in that hard work guys! Ages

range from Kindergarten through 12th

grade. Students with a considerable amount

of homework may be given extra points, upon

completion. The amount of effort put into the

work will also be a reason to award a certain

amount of points. Additional points are

given at the staff’s discretion. Students not

already working toward the incentive trip are

encouraged to start soon. At this point they

are closer to their goal. Any student who

wishes to begin collecting points will

have to work even harder at attaining 30

points.

CALLING ALL ARTISTS!! The library

will be taking part in a fundraiser to be held

on Saturday, October 25, 2008 at the Isleta

Casino & Resort. A committee of six Tribal

Libraries will be hosting the event; the

Pueblo of Isleta Public Library will be one of

those libraries. We will be selling tickets to

attend the fundraiser and gala. The cost of

a single ticket is $75 and $500 for a table of

eight. The purchase of a ticket will include a

fabulous dinner, entertainment provided by

Jemez's Black Eagle Drum Group; they are

the recipients of the 2004 Grammy Award

for the Best Native American Music Album;

As well other Native American performing

artists. Ticket holders will also have an

opportunity to participate in a live and silent

auction. Those attending the auctions only

will be charged a mere $5 at the door. This

is also a great opportunity to learn about the

tribal libraries as well as your library. This

fundraiser is the reason we are seeking out

all local artists who are willing to donate

a piece of their work for the silent or live

auctions. It is tax exempt. All proceeds will

be divided among the six participating tribal

libraries. For more information on how to go

about donating, obtaining a tax exempt form

for a donation or to purchase a ticket, please

contact Nathaniel Lujan at the library.

Do you remember the saying “It takes a

village to raise a child?” This is very true. It

takes a coordinated effort of the educators,

parents and many others, including us here

at the library to ensure our children’s success

in school. We are assisting as much as we can,

but the parent involvement is also vital. If

you or the teachers know of certain areas that

your child is struggling in, please let us know

so that we can target those areas.

The library is adding a new policy when it

comes to the computers. Starting Tuesday,

September 2, 2008 any individual who wishes

to use the computers must have a library

card. If you do not have a card or previously

owned a card, you will be asked to fill out a

registration form.

A couple of reminders: Before the students

are allowed to use a computer, we ask that

they finish their homework first. If they do

not have homework, they are required to read

for 15 minutes. On Fridays the library closes

at 4:30 p.m., as well as D.O.E. There are

still some children here after hours, leaving

them with no adult supervision. A couple

of our computers are equipped with Adobe

Photoshop. For those of you who are unfamiliar

with the program it deals with digital photo

editing. The use of the library printer will be

limited to 15 sheets. Individuals needing to

print more must get a staff member’s approval

before printing. Photocopying is available and

limited to 25 sheets. Please remember these

sheets are free of charge but by printing out

excessive amount of documents, we run out of

ink faster. Running out of ink means buying

more cartridges. They are not cheap. And

when that happens we’ll have to stop the free

use of the printer.

book and her music.

It's back to school time, which also means

science fair projects are coming up. We know

that these projects can become frustrating,

time consuming and stressful to some students

and parents. We'd like to remind parents that

we do offer an extensive collection of resources

dedicated to science and the projects; all of

which are available for check out. The library

has books with many project ideas and steps

to ease the stress of the science fair project

process.

The library is in need of its own symbol.

Although we do like the tribe's official seal, we

would like to have our own symbol; something

that represents us. That is why we are seeking

out those that are artistically inclined to

design an emblem. The individual that can

HOME RENOVATION PROJECT

GROUND BREAKING CEREMONY

On August 26, 2008 the Isleta Pueblo Housing Authority held a ground

breaking ceremony at the home renovation project of Jose and Mary Keryte.

This project is the first Lava Block project in Isleta Pueblo. Lava Block is

a building block made from volcanic cinder and cement. These blocks have

been tested to have an insulation rating of R-50. This is the start of green

building for Isleta Pueblo. This highly energy efficient type of construction

will save the homeowner at least 50 percent on their heating and cooling

bill. Another advantage with "Lava Block Homes" is the cost savings for

construction, which is about 50 percent of a regular frame home. This allows

IPHA to provide assistance to more families in the future.

The Isleta Tribal Council on August 25, 2008, approved a Memorandum

of Agreement with Habitat for Humanity, Lava Living, LLC., and Pueblo

Of Isleta. This agreement allows for the old cinder and gravel plant to be

used for the production of Lava Blocks. It also allows for Habitat to team-up

with the Isleta Pueblo Housing Authority to construct Lava Block Homes

for eligible tribal members and their families. This is the start of a very

exciting and very important project for the Pueblo of Isleta.

YDI Valencia is offering FREE PARENTING CLASSES through

the Dare to be you Program for parents, guardians, and families with

children ages 3-10 years. Food will be offered to all who attend. In

addition, YDI Valencia is giving $150 to first time participants upon

completion of 11 sessions. Children are strongly encouraged to attend.

Valencia will have sessions beginning Oct 21, 2008 at the Isleta Head

Start & Child Care Center.

Recreation

Isleta Pueblo News

Now that September is upon us, our fall program is beginning

to pick up steam. The first couple of weeks have been somewhat

uneventful because the children have just begun school and we

believe they too were getting back into the swing of things. On

Wednesday, August 27, 2008 (early release day) our children

were treated to the first field trip of the fall program. Bernadette

Benavidez and Kim Chiwewe reported that all who attended the

"Build a Bear" field trip had a great time and also made some great

arts/crafts projects. Also, with the start of September the Nanas,

Abenita, Marie, and Gloria, will once again be on board from 1 pm

until 5 pm for the after school arts/crafts program. Our summer

September 2008

arts/crafts program was once again such a great success, this was

evident when four of our children (Kyle Salazar, Shay Padilla,

Rocky Garcia, Leandra Abeita ) who were entered in the California

Indian Museum and Cultural Center Native Youth Poster Contest

took first place. Next month, I will report in more detail about our

children who won these awards. In two weeks, we will be bringing

the Animal Adventure Workshop to the Rec. Center. The workshop

will take place in our gymnasium. Everyone is invited. For those

who are registered in the after school program, we are planning a

field trip to the State Fair.

Park Management/Little League

Once again I am happy to report that our park system continues to grow. Pictured below is our park in the Chical neighborhood that

has been totally renovated as a brand new park. In addition to adding some new playground equipment, we placed three (3) new shade

structures, a lazy river that will help with flood erosion, several barbecue grills, new trees and a new fully automated sprinkler system.

Although the park will not be officially dedicated with a grand opening until November 11, 2008 on Veteran’s Day, if the grass is fully

grown prior to that date we will open for all children and families to enjoy. Pictured below are four different angles of our new park at

the Chical Neighborhood.

Additionally, we have begun work on the Little Leagues

fields across the street (west) from the Rec. Center as

well as the T-ball field behind (east) the Rec. Center.

We are currently installing the automated sprinkler

system and if all goes well we will be seeding the grass

within the next 2 weeks. Our goal is to have the best

park system in the State of New Mexico that we all can

be proud of. Pictured below are the two Little League

fields that have recently had twenty (20) trees added to

the parkland. Prior to our fields having sprinklers being

added, the Pueblo of Isleta hosted the 5th Annual Little

League Baseball Tournament for 9-12 year olds. League

Director and tournament coordinator Bernie Jojola

reports that the tournament was one of the finest we

have hosted up to this point. The tournament was very

well attended with the Farmington Rockies winning the

first place trophy followed by the Paguate Cubs in 2nd place and the Isleta Wildcats taking 3rd place honors. The Sportsmanship

award went to the Mesita Demons. Part of the All Tournament Team selection went to our Cheyenne Lucero and Cello Chavez,

Congratulations.

Cross Country

Swimming

Those children who are participating in the Elementary School's

Cross Country program will be able to get a ride to and from the

program with our recreation vans. Children will be transported

to and from the recreation center ONLY. Roberta Chavarillo will

be the person who will be assisting the program in this endeavor.

If you parents are in need of other special arrangements, please

contact Roberta directly at 869-8557.

A Parent & Tot class will be held in September. Classes begin

with an adult only, one- hour parent orientation on September

15, 2008. This particular class will be from 9:00 am to 10:00 am.

Tots will be in the water with parents beginning September 16th

through 19th and 22nd through 26th from 9:00 am to 9:20 am.

Tots must be between the ages of 6 months to 5 years of age and

be accompanied by one adult. Slots are limited, so please call and

reserve a place in the class. The pool office number is 869-8557.

Entrepreneurship Seminar

10-Week Program

Do you want to start your business and develop a business plan? Do you want to

meet and network with local business leaders and entrepreneurs? Do you want

to learn more about Business Development Centers? Then, you should apply and

attend the 1st Annual Entrepreneurship Seminar!

The Pueblo of Isleta, Department of Education is holding is 1st Annual

Entrepreneurship Seminar for students who are in Grade 6 — Grade 12 and adults

that are able to attend the entire program. The Seminar will be held at the POI,

Department of Education, Computer Lab. Dates TBA.

The Entrepreneurship Seminar is a 10-Week program, which focuses on helping

students seek business opportunities, developing a business plan and learn the

basic business components such as sales, marketing, finance and banking. Each

week, you will hear guest speakers from local resources such as investment

banking, Business Development Center, and local business owners.

JOM Program

There will be a Johnson — O'Malley/Native American Programs meeting on

Saturday, September 13, 2008 at 9 AM at the Old Isleta Elementary School JOM

Tutoring Room #630. This meeting is open to all JOM eligible students and their

parents/guardians.

The tentative agenda will include:

• Election of two more members for the JOM Indian Education Committee.

Any parent/guardian of a JOM eligible student is eligible to serve on the JOM/IEC.

• The 2009 Calendar Year budget. The JOM Program would like to have input

from students, parents/guardians on how JOM funds should be spent... or how not

spent and how the JOM Program assists our students with their education.

• JOM plans for the 2008 — 2009 school year. The JOM Program has again

brought back the home/school liaisons and has a new site for the after-school tutoring

program.

• We will also have a presentation on the successful 2008 Summer Science

Program...and plans on how to continue and have a better program for the summer

of 2009.

Also, we can have a discussion on any relevant education topic brought to the table.

And as always...there will be coffee and donuts.

The JOM Program staff has visited with administrators at Bosque Farms Elementary

School, with students and staff at Manzano Vista Middle School and Valencia

High School. We are also in constant communication with Los Lunas High School

administrators and students, and with Albuquerque Public Schools Indian Education

Program. We plan to be more involved with students and school administrators

and have a major impact in the public schools’ education process. Of course, to be a

total success, we need parental/guardian involvement...without parental/guardian

involvement we are limited on how we can help a student.

Needs Assessment

Thank you to everyone who filled

out the Needs Assessment that

was given out at July’s Health

Fair. These surveys are very

helpful for us in knowing what

programs we should offer and

when and where to have them.

We were able to gather a lot of

good information and thought

that you might like to see what

we learned. The majority of

the people that filled out the

needs assessment were female

(95-female, 23 male and 22

didn’t answer). The majority

were between the ages of 25-44

years old (nine 18-24yr, fiftyfour 25-44yr, forty-nine 45-64yr,

twenty-one 65+yr, 7 no answer).

The majority of the participants

said their health was good

(27-excellent, 44-Very Good, 48

Good, 14 Fair, 2-poor and 5 didn’t

answer).

When asked which

health factors you think are

most important in Isleta, people

marked the answers shown on

the top chart.

Some interesting information

is that a large majority of you

stated that they do not smoke

cigarettes daily (80% of Isleta

Community Members that filled

out the Needs Assessment DO

NOT smoke cigarettes daily).

It is good to know that, because

often people feel that the number

is much higher and therefore feel

like they are the only one not

smoking, which as you can see, is

not true. Most people DO NOT

smoke commercial cigarettes.
