Governor’s Report

Maguwam,

I hope all is well with our community, and everyone

is enjoying this Spring Season. How time is flying

and we are approaching the month of May! I just

want to remind everyone to be safe as we approach

the end of the school year, and entering fire season.

The Lieutenants and I have been busy attending

many meetings within the community. We had

a great visit with our young youth students who

attend Los Lunas Public Schools on April 2nd. We

were invited by our Department of Education to

visit and speak with our students. Our first stop

was at Los Lunas High School, then made our way

to Valencia High School. The visit went very well

and we are very proud of our students.

On, April 9th we were invited to attend the Isleta

Head Start Feast Day at their center. It was very

nice to see all the families participate for our

children. Lt. Jojola was in attendance and provided

the opening invocation for the evening. They

had food, traditional dancers, arts & crafts their

students crafted. It was great to see their creativity!

Unfortunately, I was not able to attend, but I look

forward to next year. I did attend the MRGDC

meeting that evening held at the reception hall.

The Lieutenants and I met with Representative

Stansbury this month to discuss the Pueblo's

priorities and federal funding cuts. We appreciate

her advocacy in speaking out against efforts to

defund programs that serve Tribes and Tribal

members. We hope to meet with Representative

Vasquez in the coming weeks to discuss similar

concerns.

There were a number of bills that were signed into

law after the end of the state legislative session.

Some notable bills include HB 450, 308, and SB 41.

The Pueblo received capital outlay funding that will

go towards the Isleta Fire Station, Maintenance

Shop, and Westside Treatment Plant under HB 450.

HB 308 was signed into law and ensures that the

registration and voting process remains the same for

MRGCD elections. SB 41, Turquoise Alert System,

creates a dedicated alert system for missing persons

who are members or eligible to become members of

Tribes, improving response times and coordination

between Tribal and non-Tribal agencies.

Recently, I issued an Executive Order 2025-01 Burn

Activities on No Burn Days. Effective in the month of

May, we are going to take action with this executive

order. Our staff have provided copies of this order

and are available for pick at the Governor’s office.

I would like to extend my deepest gratitude to all

our Administrative Assistants for their continued

hard work and dedication to POI. As a reminder to

everyone, Professional Administrative day is April

24th, so mark your calendars!

I would also like to thank everyone who attended our

1st Community Meeting on April 26th held at the

Isleta Resort & Casino-Showroom. We collaborated

with Tribal Council to listen and address our

community with their concerns.

We hope our community had a great Easter with

your families!

Last, I want to send my condolences to the families

of those who have lost their family members during

the month of April.

LETTER FROM THE EDITOR

DEADLINE for June Newsletter articles is set for

Tuesday, May 20, 2025, at 4:30 pm. Articles may be

dropped off at the Library or emailed to Nathaniel.Lujan@

isletapueblo.com. Should you email your article, expect a

confirmation email. If you do not receive a confirmation

email, odds are it never made it to me and then it’s time to

panic, so call Nate at 505.869.9808.

People who wish to submit an article or flyer are responsible

for generating their own article or flyer. Should you need

help, please call the Library at 505.869.9808 and set up a

date and time to sit down with a Library staff member who

will help you throughout the process. The Library will NOT

accept notes dropped off at the Library or information over

the phone to generate your article.

PROBATES need to be published in the Newsletter for

two consecutive months. Probates are considered court

documents, therefore, all submitters must provide: 1)

Name of Deceased, 2) Date of Deceased 3) Court Case #

and 4) Date of Court Date. A Probate form can be found on

the Newsletter Archive page at http://www.isletapueblo.

com/newsletters.html .

CLASSIFIED ADS: The new administration has requested

that the Newsletter start a Classified Ad section for Tribal

members selling land, houses, mobile homes, vehicles, and

farm equipment. Leasing of houses and mobile homes will

be accepted. Smaller items which can be sold at the local

flea markets or weekly yard sales will NOT be accepted.

Currently, this service is FREE to Tribal members. Land,

houses, and mobile homes must be within the reservation

boundaries. Ads must meet the 160 character limit. Ads

that exceed the 160 characters will NOT be submitted into

the Newsletter. A single picture may be submitted with

the ad. Submitters of classified ads are responsible for

generating their own ads as this is a FREE service.

As a reminder, Tribal business owners may submit a small

flyer at no charge. Like the classified ads, business owners

are responsible for generating their own flyers as this is a

FREE service.

Classified ads and business flyers will be posted no

more than two consecutive months. In the event where

the Newsletter may exceed the 24-page limit, classified

ads and business flyers will be “bumped” for newsletter

articles. Again, this is a FREE service for Tribal members.

The Isleta Newsletter is owned and operated by the Pueblo

of Isleta. Therefore, the Governor of the Pueblo of Isleta

has the final say of all articles and contents within the

Isleta Newsletter.

Message from Shelly:

The time has come, not to say goodbye but to say see you

later. After twenty-seven years I have decided to part

ways with the Pueblo of Isleta. It has been a wonderful

experience to work with our community. I have gained

so much knowledge within the years I have spent at

the Recreation Center, Head Start, Procurement and

the Department of Education. I have gained so many

friendships over the years and have many memories to

hold close to me with each and every one of you.

For all the students that I have worked with over the

many years I want to remind you to follow your goals

and dreams. To the parents that have trusted me to

work with your child(ren) I want to thank you, I have

enjoyed every moment and opportunity that I had with

them. I will definitely miss my students the most as I

adventure out into the real world.

Monthly surface water quality results

May 2025

Greetings,

Summer is almost here but the heat has already

arrived.

*Water quality samples are collected on a monthly basis from the Rio Grande.

Two irrigation sample locations are collected during the growing season.

- Dash in data table indicates sample not collected.

“MPN” is a unit of measure that stands for most probable number. MPN is

equivalent to colony forming units (“CFU”).

The Pueblo of Isleta’s most stringent surface water quality standard for E.

coli bacteria is 88 MPN/100 ml at all times and at all flow rates.

Please watch signage at the NM 147 bridge for surface water quality

advisory. No fishing or swimming is allowed on the east and west side of

the Rio Grande River nor ditches by Order of the Governor; please follow all

signs posted regarding Governor’s order.

The 3rd quarter ended and we were happy to

provide 4 Isleta Elementary School students

with perfect attendance incentives which was a

multi-color modeling clay kit for each student.

We hope to see the number of students for

perfect attendance increase for the 4th and final

quarter for this school year. This year, we will

start to implement the FINAL school attendance

incentive. This incentive will be awarded to

students who have had perfect attendance

for the entire school year, with no absences, no

tardies and no early checkouts. We can’t wait to

see how many students have worked towards

this goal.

With just a few weeks of school left, we hope that

you are not on summer mode just yet. Be sure

to turn in all assignments on time and make

sure to be at school and in all of your classes

every day. The last few weeks of school are

very important with final projects being due and

taking class finals to earn your final class grade

and high school credit. We know that although

some times these things may not sound like

a priority, they are – these are what will help

you move forward in your education, and upon

graduation, the good grades will help you mold

your future.

As families are aware, the Truancy department

has been sending out attendance notification

letters more frequently. The amended Pueblo

of Isleta’s Children’s Code was approved and

adopted in November 2024. Implementation

of the new code and attendance started for

the second semester of the school year. To

date, the department has seen an amazing

response from parents in regards to letters that

they have received. From parents calling our

department and following up with the school the

students attend, we have seen an improvement

on the weekly student attendance reports

that we receive from the Los Lunas Truancy

Department. Keep up the continued attendance

improvements and communication, as we are

here to help you and your child attend school

daily. Understand that truancy is here to help

you and your child with any issues that may

be affecting their daily attendance. Negative

outcomes are not what we want to see with our

students. You are encouraged to reach out to us

with any attendance concerns. We work closely

with other Pueblo of Isleta service providers to

assist in offering a variety of services.

We would like to send out big congratulations

to the class of 2025 from Head Start to College

students! Continue moving forward and

following your dreams!

A draft Site-Wide Environmental Impact Statement

(“SWEIS”) is a comprehensive document that analyzes the

potential environmental impacts of ongoing and proposed

activities at a specific site, in this case, Sandia National

Laboratories in New Mexico (“Sandia” or “Sandia Labs”).

Analysis in the Draft SWEIS considers proposed operations

at Sandia from the year 2025 to 2040.

Brief overview of Sandia National Laboratories in

New Mexico

Sandia’s mission is ensuring the U.S. nuclear arsenal is

safe, secure and reliable, and can meet National Security

requirements. Sandia Labs was established in 1949; it has

been a neighbor to the Pueblo of Isleta for 76 years.

A fact sheet is available about Sandia Labs, its core

capabilities, generally high-tech programs with multiple

missions, and physical assets. In 2024, Sandia had a total

workforce in New Mexico of 13,299 employees. Sandia’s

economic impact is considerable, in the hundreds of billions

of dollars per year. Sandia Labs is managed and operated

for the U.S. Department of Energy, National Nuclear

Security Administration by National Technology and

Engineering Solutions of Sandia, LLC (“NTESS”), which is

a wholly owned subsidiary of Honeywell International Inc.

Operations at Sandia Labs take place within Kirtland Air

Force Base (“KAFB” or the “Base”) on fee-owned land

and permitted land from KAFB. Sandia’s campus is about

16,000 acres with over 900 buildings. The Base and Pueblo

of Isleta share a common land boundary that is about 11.5

miles. The Draft SWEIS does not address KAFB.

National Environmental Policy Act

The National Environmental Policy Act (“NEPA”) requires

the public to have an opportunity to participate in public

review. Sandia’s draft SWEIS will contain analysis of

proposed alternatives and potential impacts of continued

operation. While all impacts are to be considered, NEPA

requires mitigation for significant adverse environmental

impacts.

Under NEPA, “environment” means the physical

environment – air, water, land, underlying geology, plants,

animals – and the human environment, for example,

cultural resources, health and safety, transportation, and

jobs.

Sandia’s most recent SWEIS became available in 1999;

the analysis at that time was for the next 15 years.

Why is Sandia’s Draft SWEIS important to the

Pueblo of Isleta?

As a neighboring tribal government, the Pueblo of Isleta has

an interest in the past, present, and future environmental

impacts that Sandia National Labs has on the Pueblo’s

cultural resources, lands, water, wildlife, and air quality.

Comments and input from our Isleta community on Sandia’s

Draft SWEIS will be considered by Sandia. Feedback

or response to comments will be provided as the Labs

prepares the Final SWEIS.

2025 Mosquito Control

Until the end of August 2025, the Pueblo is providing

mosquito control in parks and recreation areas only.

Keep in mind there is not a possibility we are able

to kill all mosquitos. You are strongly encouraged

to continue using insect repellent as needed when

outdoors. Follow product instructions carefully.

Insecticide will be applied with hand sprayers in

Recreation locations, limited to grassy areas and

athletic fields plus artificial turf at Isleta Head Start.

A sign will be posted on nearby park fencing each

day an area is sprayed. The first application is

planned to take place in May and will be repeated

approximately every 3 weeks. People and pets may

re-enter a treated area when the treated grass or

turf is dry.

Happy May, readers! As spring blooms in full force, we’re excited to bring you another month of

upcoming events and library updates. Don’t forget May is also National Get Caught Reading Month, so

snap a photo of your favorite reading moment and tag us on social media for a chance to be featured!

Also, we want to give a big shout-out to the Class of 2025! To every soon-to-be graduate – you did it and

congratulations! We’re proud of you and we’re rooting for you!

News

A staff meeting will be scheduled sometime

during the first week of May. We will be

planning upcoming programs for children,

teens, and adults. The library will remain

open during this time so don’t hesitate

to come on in and check out any library

material.

The library will be closed on Saturday, May

24th and Monday, May 26th in observance

of Memorial Day. All library media checked

out on Thursday, May 22nd will be due

on Tuesday, May 27th. Enjoy your threeday weekend and the official start to the

summer season.

The library will be a host site for the Summer

Meal Program provided by the Bernalillo

County food program starting June 2nd

through August 1st. We will be serving

breakfast and lunch for children ages 1-18

years old in the library Art Room. Breakfast

will be served from 7:45am – 9:30am and

lunch will be served from 11:30am -1:00pm.

All meals are FREE and must be eaten on

site. If you have any questions regarding

this program, please call the library at 505869-9808 and speak with a staff member.

Please join us every Thursday at 11:00am

for Family Story Time, no sign ups required

so just come on in. Library Staff member

Abbey will read a story and engage toddlers

and families in an activity. This program

gives parents and caregivers the opportunity

to introduce reading to their children. If you

Summer Reading Program Registration

will be on Friday, May 9th at 7am.

Registration will be on a first come, first

serve basis. We will have one single line

(youth & junior) for registration. This will

ensure that priority is given to those who

showed up early. We will try our best to

get you all in and out as soon as possible as

we know most of you must head out for the

workday!

Our Junior Program will be open to 20

students ages 3-6 years old. This year’s

curriculum is the Wild West & Monsters.

Each day will have a story time, activities,

crafts, sensory station and outside play

in our Learning Center. With two field

trips, community outings and a water day

planned for the summer. Children will be

served breakfast and lunch daily provided

by the Summer Meal Program.

Our Youth Program will be open to 25

students, ages 7-14 years old. This summer

we will feature 5 different curriculums to

choose from and 5 spots will be available

for each group. Children will select their

groups once during registration and then

again before break. Each day children will

engage in daily reading groups and after

reading, groups will have a discussion

based on the book and what they read.

Afterward, children will move on to their

selected curriculums.

Library staff completed A.L.I.C.E (Alert,

Lockdown, Inform, Counter, Evacuate)

Active Shooter Training on April 1st.

Instructed by Officer Yzquierdo and Officer

Abeita from the Pueblo of Isleta Police

Department. This training went over how

to recognize the warning. Signs of potential

workplace violence and how to react if am

active shooter or violent individual enters

the building. We would like to thank Officer

Yzquierdo and Officer Abeita for instructing

this training for the library staff.

attend the Annual Feast Day at the Head

Start on April 9th. Where the talked to

parents and community members and

promoted library services and resources.

Especially the upcoming Summer Reading

Program for students that will be attending

the head start. It was a great evening thank

you Isleta Head Start for hosting such a

wonderful event.

on top of their reading and homework for

the last month pf school. April was a busy

month for library staff and students as we

enjoyed spring crafts/activities and warmer

weather. Students attended an incentive

field trip and earned their spot to attend by

reading and completing homework. We are

so glad we got to spend the school year with

all our students. We would like to wish ALL

students a Happy Summer Vacation, and to

those that are graduating we would like to

say congratulations and here’s to your next

adventure.

MAY – 2025

SUMMER VACATION!

CAN IT BE TRUE? The end of

the school year is upon us and

children and teachers will be

celebrating at the end of the

month anticipating summer

vacation. Are parents ready

for their precious bundles to

be home for the summer? So the children

will be home or maybe traveling to attend

summer functions at the recreation center

and the annual message goes out to all. Be

aware of pedestrians, bicycle riders and

youthful drivers out and about.

Seasoned drivers be aware and watchful

of all these added pedestrians, bicyclists

and new drivers by being alert and aware

of your surroundings. Children are in the

mindset of playing with friends and not so

mindful of the dangers on the streets when

chasing the ball that got away into the

street or failing to use bicycle safety, etc.

SCHOOL’S OUT!!

Other activities through the spring and

summer will be random DWI sobriety

checkpoints and saturation patrols which

focus on all aspects of traffic enforcement,

i.e., driving while impaired, speeding,

seatbelts etc. This is a concerted effort with

patrol to make and keep the Isleta Pueblo a

safe place for all travelers.

Before beginning their tour, the new

recruits were sworn in by Chief Rodriguez

and made honorary police officers.

OTHER EVENTS

During the month of March, Isleta Police

Department participated in many activities

to include “Career Opportunities Day” at

the Santa Fe Indian School on March 21,

2025 which allowed young adults to meet

with different agencies to explore possible

career choices prior to graduation day.

Let’s all be alert and aware of all of our

surroundings when driving through the

Pueblo.

HEAD START CLASS TOURS THE

POLICE DEPARTMENT

On March 31, 2025 a class from Head

Start was provided a tour of the Police

Department. The tiny “young recruits”

quietly filed into the Training Room wideeyed and were greeted by the evidence/

property techs who greeted them one by

one. As they filed into the room, they were

fitted with their police vest, a hat signing

for their “equipment” and moved to the

front of the room. Under the watchful eye

of their new “boss”, the tiny recruits stood

quietly and patiently until the last recruit

was issued their equipment.

One little recruit received a congratulatory

hug from grandma.

TRAFFIC DIVISION

The Isleta Traffic Division enforces traffic

laws daily, investigates crashes and watches

for impaired and aggressive drivers, be it

on the highway or Pueblo streets and roads.

So, drivers be aware if you violate the laws

and fail to drive sanely and safely because

the IHSP Traffic Division will probably stop

you and issue citation(s). This division is

determined to make and keep the Isleta

Pueblo a safe place to travel for all.

Several activities are planned for the

coming month which includes “Click It or

Ticket” a national mobilization beginning

May 19, 2025, through June 1, 2025. As

the title indicates, EVERYONE, needs to

have a seatbelt or appropriate fitted child

restraint device (birth to age 12) and then

carries on through adulthood.

The Department also participated in the

CNM Career Fair in Albuquerque on March

25 which afforded students to meet with

several law enforcement, fire, dispatch,

EMS agencies and IT/Computer Sciences,

gaining information for different career

paths.

members and medical professionals, this

has been an ongoing issue faced by many

mothers and without intervention can lead

to tragic consequences. If anyone with

newborns have questions or are in need

some type of support and/or information,

please do not hesitate to contact your

physician/healthcare provider.

the Residency, Nuisance Ordinances

and Fire Restrictions (Burn/No Burn

the loss of our mom “Cozy

Rosie” as she was known to

us. Her-khem to Governor

Helping Your Adult

Family Member

Who Has an Addiction

Although you may be tempted to rescue, bribe,

pamper, scold, or threaten your adult family member

who continues to use and abuse alcohol and/or

drugs, this is not a helpful approach.

Families share experience, strength, and hope

at Al-non meetings. These meetings teach you

how to stop “enabling”. The word enabling means

“allowing, permitting, or aiding” the alcoholic/

addict to stay in their sickness and enabling keeps

you, the family, trapped in the problem. Enabling

can make you physically and emotionally sick and

cause increased stress with you and your home

environment. Addiction is not something that affects

just the alcoholic/addict but has a negative impact

on the entire family and the community.

No one wants their adult family member to suffer

with an addiction and your intentions to help are

out of love and concern. When enabling turns into

an intervention, things begin to change. It is time

to take your focus off the adult family member’s

addiction and place it onto yourself and your family.

You regain power to make meaningful choices about

what you will do and what you won’t do. Enabling

does not teach responsibility.
