Governor’s Report
Maguwam,
We hope this newsletter finds our community in good
health and spirits. We would like to welcome back staff
and students for this upcoming school year. As a reminder
we ask everyone to be cautious during this time with bus
stops and construction around the reservation. Parent and
students, we wish you all a safe and blessed school year.
If you have any gently used items to donate, such as
appliances, bedding, or clothing for both children and
adults, we would greatly appreciate your support. Donation
stations will be set up at the Tribal Complex, Recreation
Center, and the Governor’s Office. We are collecting these
donations to assist our sister tribe, Zuni Pueblo. Thank
you for your generosity and support.
As we continue to celebrate in honor of St. Augustine,
Isleta’s Patron Saint, the Mayordomos would like to extend
this invite to join them for Vespers Mass on September
3rd at 7pm with procession, traditional dances, food, and
a live band. The feast day to continue on September 4th
with Mass at 9am, procession, traditional dances and food.

Medicare Plan Changes Ahead
—What Presbyterian
Advantage Members Need to Know
If you are currently enrolled in a Presbyterian Advantage Medicare plan,
there may be important changes coming for 2027. Current information
indicates that Presbyterian Advantage plans may no longer be available
after December 31, 2026. As a result, many members may need to select
a new Medicare Advantage plan or explore other coverage options during
the upcoming enrollment period.
While change can feel overwhelming, there are several Medicare plans
available that may provide benefits that fit your healthcare needs.
Reviewing your options early can help ensure you maintain the coverage
and access to care that are important to you. Our team is here to help.
We encourage all Presbyterian Advantage members to contact
Medical Records and schedule an appointment to meet with one of our
knowledgeable representatives. During your visit, we can discuss available
plan options, explain benefits, answer questions about coverage, and help
you understand what steps may be needed for a smooth transition.

LETTER FROM THE EDITOR
DEADLINE for October Newsletter articles is set for
Tuesday, September 15, 2026, at 4:30 pm.
Articles may
be dropped off at the Library or emailed to Nathaniel.Lujan@
isletapueblo.com. Should you email your article, expect a
confirmation email. If you do not receive a confirmation email,
odds are it never made it to me and then it’s time to panic, so
call Nate at 505.869.9808.
People who wish to submit an article or flyer are responsible
for generating their own article or flyer. Should you need help,
please call the Library at 505.869.9808 and set up a date and
time to sit down with a Library staff member who will help you
throughout the process. The Library will NOT accept notes
dropped off at the Library or information over the phone to
generate your article.
PROBATES need to be published in the Newsletter for
two consecutive months. Probates are considered court
documents, therefore, all submitters must provide: 1) Name
of Deceased, 2) Date of Deceased 3) Court Case #, and 4)
Date of Court Date. A Probate form can be found on the
Newsletter Archive page at http://www.isletapueblo.com/
newsletters.html .
CLASSIFIED ADS: The new administration has requested
that the Newsletter start a Classified Ad section for Tribal
members selling land, houses, mobile homes, vehicles, and
farm equipment. Leasing of houses and mobile homes will
be accepted. Smaller items that can be sold at the local flea
markets or weekly yard sales will NOT be accepted.
Currently, this service is FREE to Tribal members. Land,
houses, and mobile homes must be within the reservation
boundaries. Ads must meet the 160-character limit. Ads
that exceed the 160-characters will NOT be submitted to the
Newsletter. A single picture may be submitted with the ad.
Submitters of classified ads are responsible for generating
their ads as this is a FREE service.
As a reminder, Tribal business owners may submit a small
flyer at no charge. Like the classified ads, business owners
are responsible for generating their flyers as this is a FREE
service.
Classified ads and business flyers will be posted no more than
two consecutive months. In the event that the Newsletter may
exceed the 24-page limit, classified ads and business flyers
will be “bumped” for newsletter articles. Again, this is a FREE
service for Tribal members.
The Isleta Newsletter is owned and operated by the Pueblo
of Isleta. Therefore, the Governor of the Pueblo of Isleta
has the final say in all articles and contents within the Isleta
Newsletter.

Fall is in the air and the weather is becoming crispy and
relaxing especially after a long hot summer. As we enter into
the month of September, we look forward to the changes in
the environment with the leaves changing color, the smell
of green chili roasting, and the feeling of the fresh, crisp air
as well as the many outdoor activities that we can engage
in with our families.
We were invited to open house at the Isleta Elementary
School to meet with families and some of their staff. Overall,
all attendees enjoyed their visits and getting acquainted
with their new teachers. Unfortunately, we were unable to
attend open house at some of the Los Lunas Public Schools,
but we look forward to attending their upcoming events.
PUEBLO OF ISLETA LAW AND ORDER CODE:
31-04-04 School Attendance
Every Indian child from age five (5) until eighteen (18)
years of age who are enrolled members or eligible for
membership with Isleta or residing within the Pueblo
of Isleta shall attend a public or tribal school full-time
when school is in session.
Sixth Absence (6th)
Upon determining that a child has six (6) unexcused
absences, parent will be notified immediately. Five (5)
business days after the child’s parent is contacted, an
attendance review conference shall be scheduled and
conducted. Child and parent will then enter into an
Attendance Contract.
Tenth Absence (10th)
Upon determining that a child has ten (10) unexcused
absences and continues to accumulate unexcused
absences, (within a school semester), and/or the parent
has not contacted the Truancy Department to schedule
an attendance conference, the Truancy Department
shall recommend that a Truancy Petition be filed in
Tribal Court.
If at anytime you have any questions regarding your
child’s attendance, please do not hesitate to contact
our office; we look forward to assisting you with any
concerns that you may have.

Pre-K to 12th Grade News
Open houses and welcome back occupied the Department of
Education. The department visited open houses at Bosque Farms
Elementary, Sundance Elementary, Valencia Middle School, Los
Lunas Middle Schools, Valencia High School, Los Lunas High School,
Native American Community Academy, and Isleta Elementary. We
have been diligently preparing for upcoming events such as the
Calculator Workshop (August 19th), Girls Who Code Club, and
Tutoring. We are excited to see the return of our Korean cooking
class taught by Indigenous Leadership of North America. We hope
these events help create a wonderful and solid foundation for this
school year.

Dr. Henry Walt – First Isleta Pueblo Tribal Historic Preservation Officer (active 2013-2026)
Dr. Henry Walt attended the University of New Mexico Anthropology
and Art History Departments. His early interests were primarily
related to Puebloan rock art, murals and ceramic arts. His 1990 PhD
dissertation concerned the diversification and the specific development
of ceramic traditions in various Puebloan villages following the 1680
Pueblo Indian Revolt.
Over 20 years Henry Walt completed a series of tribal ethnogeographic
and oral history studies for various Pueblo groups, often in conjunction
with litigative actions and museum exhibits. These included land
claims, water rights litigation and other matters for Picuris Pueblo,
the preparation of a Jemez Pueblo Cultural Center Museum exhibit,
studies for the Zia Pueblo Los Ojos Land Claim and a related exhibit.
Dr. Walt was also involved in the Sandia Pueblo-Mountain Claim,
the San Juan Pueblo water rights litigation for both the Santa Cruz
and Chama watersheds, and the first phase study for the Jemez
Pueblo-Valle Caldera Land Claim. All these investigations involved
archaeological surveys, oral history testimonies, and place name
inventories and maps. In each of these studies Dr. Walt emphasized
the presentation of the tribal voice, and the testimonies of native
elders and traditional leaders.
Following this extensive background and expertise in the study of
Pueblo tribal matters and land rights, Henry Walt was retained by Isleta
Pueblo from 1997-2003 along with other experts under the direction
of the Sonosky, Chambers Law Firm that was devoted to representing
Native American interests. These investigations were completed for
the U.S. Court of Federal Claims (Isleta Pueblo vs. the U.S., Case No.
98-166C) and resulted in the recognition of the ancestral and historic
Isleta tribal use area over a large area of southeast New Mexico [40
million acres]. Proof of this was made in the various testimonies of
Isleta tribal elders (the Isleta Pueblo Cultural Committee) recorded
by Henry Walt. Most of these elders are no longer with us. These
Isleta Pueblo elders and leaders recognized that the knowledge they
retained, and recorded in the testimonies, should be preserved and
respected. Some of these elders included: Joe S. Abeita, Antonio
Chewiwi Sr., Juan B. Jiron, Joe E. Zuni, Juan B. Abeita, Juan B.
Jaramillo, Frank Abeita, and Ben Lucero.

Dr. Walt was retained in 2000, along with consultant M. Marshall, in
conjunction with the Isleta Pueblo Cultural Committee to complete
investigations for the Isleta Pueblo U.S. Government Mismanagement
Case. This claim involved various activities conducted by U.S.
agencies or permitted by Government agencies on Isleta tribal lands
which had adverse impacts on cultural sites, sacred areas, and tribal
environments between 1848 and 1946. The claim (Isleta Pueblo vs.
U.S. Government, U.S Court of Federal Claims, Case No 98-1661),
was also awarded by the Court to Isleta to fund the remediation of
impacted lands and cultural properties linked to the former Government
project undertakings.
During the period between 2004 and 2009, Henry Walt and the Isleta
Cultural Committee prepared to complete a comprehensive museum
exhibit outlying Isleta cultural and traditional history in a collection of
historic photographs and other records. The exhibit, entitled “Time
Exposures,” was completed in 2010 and was a great success. It first
opened at the Albuquerque Museum, moved to the Heard Museum in
Phoenix, the National Museum of the American Indian in New York,
the Fort Lewis University Museum, the University of Texas at El Paso
Museum, and at Isleta del Sur Pueblo. After nearly 20 years of national
exposure, to great acclaim, the exhibit was returned to Isleta and was
housed first at the Isleta Pueblo Casino and now in its own gallery at
the Isleta Pueblo Yonan Cultural Center.
During the productive days of the land claims and the exhibit
preparations, Henry Walt and Isleta Cultural Committee members
traveled to various libraries, archives, and museums. They located
various historic Isleta photographs, ethnographic records, and early
recordings of Isleta songs and stories. This included several visits to
the Southwest Museum in Los Angeles, which houses the Charles
Lummis Isleta collections. The committee also visited the American
Philosophical Society to inspect various Else Clews Parson’s Isleta
documents, the Library of Congress in Washington D.C., the National
Anthropological Archives, the University of Arizona Archives, the
American Folk Art Center, the Huntington Library in Los Angeles
and elsewhere. These visits, organized by Henry Walt, were the
first attempts by Isleta tribal members to inspect these records and
testimonies, some of which are now curated in the Isleta Pueblo
archives.

The Isleta Pueblo Department of Cultural and Historic Preservation
(DCHP) was established in 2012, and Henry Walt was retained as
the first Isleta Pueblo Tribal Historic Preservation Officer (THPO)
in 2013. The Department is recognized by the U.S. Department of
Historic Preservation as the primary agency to review and authorize
compliance activities with respect to the Section 106 Process. Since
2013, all development and construction projects on Isleta tribal
lands and within the general area of the ancestral Isleta landscape
are reviewed and evaluated by the THPO to determine if they posed
threats to Isleta cultural and traditional sites and use areas. Before
2013, this was the responsibility of the Bureau of Indian Affairs. The
THPO consults the Isleta cultural and traditional sites database and
at times the Cultural Committee to determine potential impacts. Henry
Walt helped develop the database with assistance of tribal consultant
Michael Marshall and listed locations on the Isleta Reservation as IPS
(Isleta Pueblo Sites) and ICR (Isleta Comanche Ranch Sites).
Over the past three decades the Isleta Pueblo Cultural Historic
Program has assembled a considerable collection of traditional and
historic records. These materials represent one aspect of the legacy
that Isleta Pueblo will preserve for future generations. These records
provide perspectives and recorded testimonies of many Isleta Pueblo
elders that include much information that was passed down in oral
accounts, songs, and stories from those tribal members that came
before. Many of these testimonies are now on file in the Isleta DCHP
archives.
The Cultural and Historic Preservation Department, the Cultural
Committee, the Tribal Council, Isleta Pueblo Departments, and various
Isleta cultural resource contractors have participated in this effort
that represents an impressive contribution to the preservation legacy
of ancestral and traditional Isleta Pueblo culture. Historic cultural
preservation is more than just a collection of dated documents, but
an attempt to keep and retain traditional knowledge and the ancestral
substance of a culture and pass it on, before some of this information
is lost to future generations.

The Isleta Pueblo Voters Alliance (IPVA) has come
back together once again with a shared commitment to
encourage, educate, and empower our community to
participate in our upcoming 2026 Pueblo Tribal elections.
IPVA is a grassroots, nonpartisan organization. We do
not endorse or support any individual candidate. Our
purpose is to help create a space where community
members can learn about the candidates, understand
the issues that impact our Pueblo, ask meaningful
questions, and feel confident making their own informed
decisions at the polls.
It has been a few years since IPVA last gathered, and
we are excited to reconnect with our community and
create opportunities for Tribal members to become more
informed and engaged in the election process.
We believe voting is more than casting a ballot—it
is an opportunity to have a voice in the future of our
community.
As we prepare for the upcoming election, IPVA will be
sharing voter information, opportunities to hear directly
from candidates, community engagement activities, and
ways for our younger voters to become involved.

Officer Vaina Gutierrez “I am excited to join
the Pueblo of Isleta Police Department as
a Police Officer II. I have over eight years
of law enforcement experience in Valencia
County New Mexico area and previously
served as a Patrol Sergeant. I am passionate
about serving the community, building
positive relationships, and protecting
those who live, work, and visit the Pueblo
of Isleta. I look forward to serving with
integrity, professionalism, and respect.”
My name is Logan Abeita, tribal member
of Isleta Pueblo. I worked in security for
almost 5 years. I am grateful to be working
with Isleta Animal Control and to serve the
community.I enjoy working with animals in
all shapes and sizes. The outdoors is where
I like to be either hunting or fishing. Most
of all, I enjoy spending time with my family.

My name is Anthony Abeita. I am an
Isleta Tribal member and have lived in
Isleta my entire life.I previously served my
community as an Animal Control Officer for
about five years and during that time I made
countless memories and relationships that
I have cherished. I did return after a couple
of years to serve my community again, this
time as an Animal Cruelty Investigator.
I look forward to the new and continued
relationships with my community, and I
am grateful for this opportunity provided
to me.
Hello my name is Detective Larry Middleton.
I was born and raised in Albuquerque New
Mexico. I was part of the first graduating
class of Rio Rancho High School. From
High School I went into the United States
Army where I served for 3 years as an 82nd
Airborne Infantryman. After my time
with the United States Army, I joined the
United States Air Force and served a 4-year
term as a Non-Destructive Inspection’s
Supervisor. After my term with the United
States Air Force, I joined the Albuquerque
Police Department. During my time with
the Albuquerque Police Department, I
spent time as a Patrol Officer, Crime
Scene Investigator, Homicide Crime Scene
Investigator, Criminal Investigations,
Patrol Sergeant, Proactive Response
Team Sergent, and finished my career as
a Lieutenant Field Watch Commander.
After I retired from the Albuquerque Police
Department, I became a Special Agent with
the BNSF Railroad Police Department

before moving over to the Pueblo of Isleta
Police Department as a Detective with the
Criminal Investigations Division.
While at the Albuquerque Police Department
I developed the Youth Leadership Program
that built the Albuquerque Police Lowrider.
This program has been developed into a
national organization and is currently
founded by the DEA as a Youth Lowrider
Bike Program. I have 3 amazing children
ranging from the age 21 down to 5 years old.
I enjoy mountain biking, camping, boating,
and most importantly spending time with
my children.

ADEQUATE VS. INADEQUATE SHELTER
This month, Isleta Animal Control
Officers would like to discuss the
importance of “adequate shelter.”
Per the Isleta Animal Control Ordinance
section 3.E Proper Care and Maintenance;
“It is the responsibility of the owner to provide
adequate shelter, fresh food and water for
their animals at all times and a clean-living
environment.”
Adequate shelter should be a structurally
sound, weatherproof and properly ventilated
structure made of non-toxic materials. The
shelter should be clean and appropriately
sized for the specific animal. It should provide
adequate protection from extreme weather
and environmental conditions. The animal
should have sufficient space to fully lie down
and stand naturally in a manner appropriate
for its species. There should not be any gaps
in the walls or roof that would allow heat to
escape, or wind, rain or snow to come in.
A house made of wood is preferred. There
are also great igloo dog houses that come in
a variety of sizes. These dog houses are made
from a non-toxic high-quality plastic or resin
and a lot of models come pre insulated and
every model is easy to clean. Please know
the wire prop up kennels are not considered
shelter, they are for indoor use and/or for
transportation methods only. Even these
wrapped in tarps or sheets will not truly
provide adequate for your animals.
The summer months are coming to an end,
but the days are still hot. Heat stroke is still
prevalent. Should anyone have any question
or concerns about adequate shelter, please do
not hesitate to contact our office. We would be
more than happy to assist you.

PARKS AND RECREATION
Isleta Parks and Recreation is hoping back
to school has been smooth for you all! As fall
approaches and temperatures drop, now is a
great time to do a little outdoor walking and
exercise at the same time! We would like
to invite everyone to the New Recreation
center to try out our new sheltered exercise
equipment around the soccer field and at
the adjacent baseball fields.
For the past few months, the Parks Crew
and the Summer Weed and Litter crew
have been working tirelessly constructing
5 structures, and assembling and installing
the outdoor exercise equipment.
This
project was made possible by the NMEDD
Trail and Renovation Grant. We are excited
for the opportunity this provides for more
outdoor recreation, and look forward to
seeing you all out there, Enjoy!
to our Fitness area and create more
opportunities for our community, staff, and
departments to stay active.
Looking for a little extra support with your
fitness goals? Jocelyn, Bobby, and Raylen
offer one on one personal training here at
the Recreation Center and are here to help
you whether you are just getting started or

center will continue our regular hours from

Isleta Fitness is excited to now offer 5 new
outdoor workout stations along the track at
the Recreation Center! Thanks again to the

access, and available for everyone to use.
Whether you’re walking the track, looking
to add some strength training to your
routine, or just want to try something new,
these stations are a great way to get moving

way through all five and create your own
outdoor workout!
Great for all fitness levels! Whether you’re
just getting started or already active, you
can use the equipment at your own pace
and level.

Isleta Aquatics is looking for candidates
who are interested in becoming a lifeguard!
We offer a flexible schedule, and competitive
pay. Current lifeguard certification is
preferred but not necessary as we provide
all training and certifications here on site.
Isleta Aquatics would also like to welcome
everyone to come out and swim! Open Swim
will be open from 2:00pm until 7:30pm from
Monday through Thursday and 2:00pm5:30pm on Fridays. The pool will close on
Tuesdays and Thursdays from 4:30pm5:30pm for swim lessons. Morning Lap
swim is also available from 5:30am-8:30am
M-F as well as 11:00am-12:00pm MWF
and 12:00pm-1:00pm Tues and Thurs. We
also offer Water Aerobics Mondays and
Wednesdays at 11:00am as well as 5:30pm,
all ages and fitness levels are welcome! Our
next swim lesson session will begin in April.
Lessons will be Tuesdays and Thursdays
from 4:30pm-5:30pm and we are still
currently taking registrations for the July
Session. Registration forms are available
at the Recreation Center front desk or

we can send you over a printable version
to fill out at home. Registration forms can
be turned into the Aquatics Office or the

Isleta Public Library
As summer turns into fall, you can begin to feel the change in the air with crisp mornings
followed by warm, sunny afternoons. The aroma of roasting green Chile signals one of New
Mexico’s favorite seasons, while Pueblo Feast Days bring family, tradition, and community
together. It’s also time for the State Fair, with its parades, food, rides, livestock and exhibits
that make this time of year so special. As we welcome September, the library is excited to
offer a variety of programs, resources, and activities for all ages. We invite you to come in and
enjoy all the things that the library has to offer.

Recap
A staff meeting will be scheduled sometime
during the first week of September. We
will be planning upcoming programs for
children, teens, and adults. The library
will remain open during this time, so don’t
hesitate to come on in and check out any
library material.
The library was proud to participate in this year's National Night Out alongside the Isleta
Police Department and many other community partners. It was a wonderful evening
filled with family fun, community engagement, and opportunities to connect with local
organizations. Library staff hosted an interactive "Cops and Robbers" game that quickly
became a favorite among the children. In the game, library staff played the role of the
"robbers" attempting to steal money from the Isleta Bank, while young participants
became the "cops" working together to stop them. The activity encouraged teamwork,
laughter, and plenty of friendly competition. To thank everyone for participating, each
child received a goody bag to take home. The event was a tremendous success, and
library staff enjoyed spending the evening with families while promoting the library
in a fun and memorable way. We would like to thank the Isleta Police Department
for hosting another outstanding National Night Out and for bringing our community
together for an evening of fun, safety, and connection.

so on. Parents and caregivers picking up
students from the library parking lot,
please be cautious during this time as the
library is a bus drop off/pick up point for
many students. We also ask that you do not
block the handicap parking spots dropping/
picking up your students. Thank you for
understanding. The Head Start Story Time
will also be starting soon so that means
teachers and students will be walking to the
library, so keep a look out for them as well.
Join us for Family Story Time here at the
library every Thursday starting at 9:00
am to 9:30 am, no sign ups required so just
come on in and stay for the fun! Library
Staff member Rebecca will read a story and
engage toddlers and families in an activity
or craft. This program gives parents and
caregivers the opportunity to introduce
reading to their child(ren). If you have any

It’s Open House Season and library staff have
been busy attending Open Houses at the
following schools…
• Sundance Elementary
• Bosque Farms Elementary
• Isleta Elementary
We’re off to a great start with our After School
Program with students from Isleta, Sundance
and Bosque Farms Elementary. We currently
have 20 students enrolled in our program, with
transportation to the library after school for
Bosque Farms students. Library staff members
have been helping students with homework,
reading, crafts and activities. We already have
an incentive field trip planned for September
and students have been coming in and earning
their spot by reading and doing homework to
attend the field trip. Incentive field trips are a
great way to get students motivated to do their
homework and encourage them to read. If you

Tips for Parents:
• Set curfews:
Have a set curfew, but if you do decide
to extend curfew do not let hours go by
without checking on your child. Know
where they will be and how long they
will be there.
• Communicate your expectations:
Even though you might have talked to
your child about the choices they make
and how it will affect them, it is always
a good idea to have the conversation
again especially around this time of
year.
• Trust:
Building trust with your child is mutual;
this builds a strong relationship between
child and parent. This also allows for
growth and understanding.
• Boundaries:
Your child might want to go to a
celebration that is out of town or at place
you are not familiar with. Allowing your
child to attend these celebrations might
create a safety risk for your child and
yourself. Make sure you discuss your
concerns and make your decisions based
on the outcome of your conversation.

Frances Zuni-Abeita
Frances Zuni-Abeita was
born into this world on
January 3, 1935, and left it
on June 18, 2026 at the age
of 91 whilst surrounded
by her loved ones in the
comfort of her warm
home. During her lifetime
Frances was a loving
daughter, wife, mother,
grandmother, sister and
friend. She is preceded
in death by her husband
Joseph
Cruz
Abeita,
her daughter Antoinette
Abeita, her parents Ramon
and Bartola Zuni, and
her siblings Doris Lucero,
Bobby Abeita, Mariano
Zuni, Avelino Zuni, and Freddie Zuni. She is survived by her
little sister Bernadette Cotton, daughters Loraine Padilla and
Ramona Abeita, her grandchildren Robin Toler, Nicholas Toler,
Luke Parra, Stephanie Padilla and spouse Derek Virgin, and
many nieces, nephews, and extended family members who were
dear to her heart.
Frances was a light to those who knew her and her absence
will be felt by many. Throughout her life she was known for her
genuine kindness and generosity, keen attention to detail, sharp
intelligence, and her devotion to her family, friends, community
and faith. She enjoyed volunteering, especially visiting the
homebound through St. Augustine Church with Father Milton
each month. She was ever present in her heritage and traditions,
lending a thoughtful hand wherever she could.
Frances was an avid UNM Lobo fan and enjoyed cheering for
the team with her family at basketball and football games. She
appreciated the outdoors and all of nature’s creatures and gifts.
She loved life and lived it with a full heart, expressing gratitude
for each day- even the challenging ones. We will miss our beloved
Frances, may she rest in peace.
At this time the family would like to extend our deepest gratitude
to the community and all of our family and friends who have
helped us navigate through this difficult time. Whether you
assisted with the burial, cooked a meal, provided monetary
donations, or shared kind words, we can’t express how much
your kindness has meant to all of us. We miss our mother deeply
but have continued to feel her love through all of you. Hurkem.
We would also like to thank the tribal administration for their
support through their presence and donation, and Father Milton
for his profound words of love and friendship at the funeral mass
as well as his ongoing support.
